Anversa attende l'esito dell'appalto

Una delle ragioni principali del successo di Anversa quale porto containerizzato è stata la salutare rivalità esistente tra le sue imprese di stivaggio. E' la concorrenza tra le cinque società che si occupano delle operazioni terminalistiche del porto ad attirare la clientela rappresentata dai vettori marittimi, ai quali hanno assicurato infrastrutture ad utilizzazione condivisa efficienti e produttive. Tale rivalità ha altresì contribuito a controllare i prezzi, di modo che Anversa viene generalmente giudicato come uno dei porti maggiormente competitivi dal punto di vista dei costi in Europa.

Tuttavia, troppa concorrenza può essere controproduttiva e persino distruttiva. E, in un momento in cui molte imprese terminalistiche in Europa ed anche altrove stanno procedendo a fusioni al fine di costituire il livello di investimenti e conseguire le economie di scala richieste per lo sviluppo e la gestione di terminal contenitori grandi e moderni, nonché per controbilanciare il potere di acquisto dei terminals delle più importanti alleanze vettoriali, l'equazione concorrenziale di Anversa potrebbe cominciare a rivoltarlesi contro.

Il prof. dr. Leo J. Baron Delwaide, presidente della APA (Autorità Portuale di Anversa), fa notare: "La concorrenza tra gli stivatori ha lavorato a vantaggio di Anversa, ma è feroce. Qualche volta mi spaventa un po'. Non fraintendetemi, a me piace la concorrenza, per quanto mi riguarda sono un liberale. Tuttavia, dobbiamo riconoscere che consolidamenti e fusioni stanno avendo luogo tra le imprese operative terminalistiche di alcuni dei nostri vicini. Perciò, potrebbe essere positivo per le società di stivaggio di Anversa pensare di parlarsi l'un l'altra. Questo potrebbe essere il vantaggio strategico a lungo termine del porto".

Secondo Peter Vierstraete, direttore esecutivo della Seaport Terminals, la concorrenza in ambito portuale è così feroce che "le tariffe hanno toccato il fondo". Egli ha argomentato che la concorrenza tra gli stivatori ha "ucciso le strutture tariffarie all'interno del porto".

Allo stesso modo, Philip J. Van Gestel, socio e presidente dello stivatore Noord Natie, asserisce: "L'avere diversi stivatori in porto non rappresenta un handicap per i nostri clienti. Ciò mantiene allettanti i prezzi nei loro confronti, ma se le tariffe dovessero restare basse ci riuscirebbe difficile riuscire a trovare gli investimenti necessari per le nuove infrastrutture". Mentre Jan Pellens, direttore esecutivo dello stivatore Hessenatie, ha commentato: "Noi siamo un soggetto molto piccolo, se confrontato alle principali alleanze marittime".

La questione della concorrenza tra gli stivatori ad Anversa è venuta alla ribalta a causa delle procedure di gara di appalto in questo momento in corso in ordine alla concessione relativa alle operazioni presso il nuovo complesso portuale di banchine di marea destinate alla movimentazione dei contenitori. Tre delle cinque imprese terminalistiche per le operazioni containerizzate del porto - Hessenatie, Noord Natie e Seaport Terminals - si sono impegnate nelle quattro richieste d'appalto sottoposte alla APA all'inizio di quest'anno. Sembra adesso che alcune di loro - o addirittura tutte quante - stiano cercando di interrompere la tradizione e di collaborare, invece di competere l'una con l'altra.

L'infrastruttura dovrebbe essere sviluppata ad un costo stimato di 4 miliardi di franchi belgi (0,11 miliardi di dollari U.S.A.), di cui solamente il 60% sponsorizzato dallo Stato. Com'è accaduto con altri terminals di Anversa, la APA assumerà la responsabilità dell'infrastruttura, lasciando alla/e società operativa/e la responsabilità della sovrastruttura.

Quantunque tutte le attuali infrastrutture containerizzate siano collocate sulla riva destra della Schelda, il nuovo sviluppo sarà situato sulla riva sinistra poiché non vi è alcuna localizzazione disponibile per un progetto così esteso sulla riva destra. Certe fonti di Anversa fanno sapere che ciò potrebbe rivelarsi uno svantaggio dal punto di vista intermodale, dal momento che la riva sinistra non è così ben servita dalla ferrovia come quella destra, sebbene esistano programmi finalizzati a far sì che il nuovo terminal containers possa disporre di un adeguato accesso ferroviario.

Il progetto, che prevede una costruzione suddivisa in fasi, produrrà alla fine 4,75 km di nuove banchine in un'area di 23 ettari. Una volta ultimato nel 2010, esso raddoppierà la capacità di movimentazione contenitori del porto, apportando 3 milioni di TEU all'anno. La prima fase produrrà 1,1 km di ormeggi, con una profondità minima di pescaggio pari a 14 metri, supportati da un'area terminalistica di 60 ettari; essa, inoltre, apporterà altri 600.000 TEU alla capacità dello scalo. Se tutto andrà secondo i piani, il suo completamente dovrebbe avvenire nel 2001, con un anno circa di ritardo rispetto alle previsioni iniziali.

Secondo Eddy Bruyninckx, dirigente in capo della APA, dello sviluppo in questione si avverte decisamente l'esigenza, dal momento che il traffico containerizzato di Anversa continua ad aumentare, creando pressioni sugli attuali terminals. Infatti, Pellens ha fatto notare come le infrastrutture della Hessenatie stiano lavorando quasi al massimo della capacità. Questo stivatore è il più grosso operatore di terminal containers di Anversa, avendo movimentato nel 1997 1.327.039 contenitori reali. Bruyninckx ha sottolineato che lo sviluppo è decisivo al fine di assicurare il futuro di Anversa quale importante scalo containerizzato.

I risultati relativi al 1997 di Anversa, pari a 2.969.189 TEU, hanno rappresentato un aumento del 12% circa rispetto al 1996. La tendenza continua, dal momento che i volumi containerizzati dei primi sei mesi del 1998 sono stati pari a 1.616.000 TEU, con un aumento del 14,4% rispetto al corrispondente periodo del 1997.

Questa crescita potrebbe sembrare sostenibile dal momento che Anversa non dipende in misura sostanziale da un solo mercato geografico. Ad esempio, il Nord ed il Centro America, la sua maggiore origine/destinazione per i carichi containerizzati, rappresenta il 31% del totale, mentre il Vicino Oriente e l'Africa rappresentano rispettivamente il 15% ed il 14%, mentre l'Estremo ed il Medio Oriente sono su livelli simili, vale a dire il 15%. Di conseguenza, sebbene le esportazioni containerizzate siano cresciute ad un ritmo più alto rispetto a quello delle importazioni nel corso dei primi sei mesi di quest'anno (17,3% contro 11,7%), Anversa non ha sperimentato il calo delle importazioni containerizzate che altri porti strettamente dipendenti dal mercato asiatico hanno dovuto subire. Così, poiché i volumi containerizzati continuano a crescere, l'esigenza di nuovi terminals diventa sempre più urgente.

Il primo passo della realizzazione della sua prima fase è stato effettuato il 4 settembre di quest'anno, quando le dieci offerte relative alla gara d'appalto indetta in tutta l'Europa sono state rivelate. I lavori inerenti alla fase uno riguardano la costruzione di 1.260 metri di murate di banchina sul lato occidentale, così come l'opera di collegamento di queste murate con le rive della Schelda. L'offerta più bassa è stata quella del consorzio Cordeel-Aertssen, al prezzo di 2.080 milioni di franchi belgi (55,7 milioni di dollari U.S.A.). Le varie offerte saranno ora scrutinate. La costruzione dovrebbe cominciare all'inizio del prossimo anno e dovrebbe comportare una durata di 24 mesi.

Ci si aspettava che la APA potesse decidere quale stivatore fosse risultato vincitore della gara per la concessione a gestire il primo stadio del nuovo terminal al più tardi entro la metà dello scorso mese di settembre, ma all'inizio di ottobre i vari concorrenti ancora discutevano in ordine alle modalità di una eventuale cooperazione; pertanto, si è ancora in attesa di una decisione. E, dal momento che la data d'inizio dei lavori di costruzione si avvicina, la scelta dell'operatore, o degli operatori, diventa sempre più difficile, poiché il prescelto dovrà fornire un programma di costruzioni dettagliato.

La APA in origine aveva ricevuto quattro offerte all'inizio di aprile di quest'anno. Due provenivano dalla Hessenatie; una per conto proprio, l'altra al 50% con il suo più grosso cliente, la MSC (Mediterranean Shipping). Pellens ha spiegato che l'offerta congiunta della Hessenatie con la MSC assicurerebbe alla sua società l'amministrazione e la gestione operativa del nuovo terminal.

La MSC, con sede a Ginevra, in Svizzera, costituisce altresì il più grande vettore containerizzato singolo del porto nel suo complesso, rappresentando approssimativamente il 25% della produzione totale in TEU. Perciò, rendere la MSC soddisfatta in ordine all'esito della gara sarebbe decisivo non solo per la Hessenatie ma anche per la APA. Il coinvolgimento della MSC è interessante anche perché Anversa generalmente favorisce da sempre i terminals ad utilizzazione condivisa.

Un'altra offerta è stata effettuata dallo stivatore Noord Natie e dalla NMBS (Ferrovie Belghe). Come riferisce Van Gestel della Noord Natie, la proposta assicurerebbe alla sua società la gestione operativa ed amministrativa del nuovo terminal. Questo stivatore, che nel 1998 festeggia il proprio 450° anniversario, ha già cooperato con la NMBS. Quest'ultima possiede una quota del 33% nel Nordzee Terminal, che è stato inaugurato nel 1997 ed è gestito dalla Noord Natie. Lo stivatore rappresenta il secondo operatore terminalistico containerizzato di Anversa, con una movimentazione di 643.000 TEU lo scorso anno.

Commentando il coinvolgimento della sua società con la NMBS, prima in ordine al Noordzee ed ora in quest'ultima occasione, Van Gestel ha fatto sapere che si tratta di uno sviluppo positivo perché "ad Anversa spesso ci si lamenta che le ferrovie non svolgono una parte abbastanza attiva nel porto". Infatti, Vierstraete della Seaport ha dichiarato spontaneamente che il livello dei servizi delle Ferrovie Belghe nei porti "è pessimo" poiché "hanno ancora la vecchia mentalità ferroviaria".

La quota ferroviaria dei volumi containerizzati di Anversa è cresciuta leggermente negli ultimi due anni, ma è ancora pari solamente al 9% circa. La APA e le Ferrovie Belghe stanno ora lavorando per incrementarla. Dal punto di vista politico, non vi dovrebbero essere problemi per la Noord Natie ad associarsi con le ferrovie nazionali del proprio Paese. L'associazione è un utile controbilanciamento alla forza della Hessenatie, che è un'associata dell'influente Gruppo CMB che ha sede ad Anversa.

La quarta offerta proviene dalla Seaport Terminals. Quest'ultima è l'unica dei tre stivatori che hanno depositato una proposta a non possedere un terminal lungo il fiume. Questo è un punto a sfavore della Seaport. Le concessioni relative alle due infrastrutture fluviali di Anversa, i Terminali Europe e Noordzee, sono state rilasciate rispettivamente alla Hessenatie ed alla Noordnatie.

Le attività containerizzate della Seaport ad Anversa (essa gestisce altresì un terminal containers presso il porto rivale belga di Zeebrugge) sono concentrate sulla banchina Delwaide, laddove anche la Hessenatie e la Noord Natie conducono infrastrutture containerizzate. Le banchine Delwaide sono chiaramente meno allettanti per i vettori di grandi portacontainers impiegate secondo orari rigidi perché esse, a differenza dei terminals lungo il fiume, si trovano dietro una chiusa. La Seaport inoltre movimenta alcuni contenitori presso la vecchia banchina Churchill, che è ancora più lontana dal fiume.

Vierstraete della Seaport ha rivelato come sempre di più la strategia della sua società sia quella di sviluppare la banchina Delwaide quale centro per la movimentazione di servizi su chiatte che raccordano i containers da e per Anversa e spesso su Rotterdam. Qualcosa come il 34% dei volumi containerizzati di Anversa nel 1997 sono stati movimentati da e per il porto mediante le idrovie. Commentando le motivazioni della strategia della Seaport, Vierstraete ha detto: "Date le linee di tendenza nel settore, sembra probabile che tempo 10 anni nessuna nave portacontainer verrà più lavorata nell'area portuale interna. Esse saranno tutte fuori dalle chiuse, ovvero se ne saranno andate presso un altro porto". La Seaport sa tutto su questa materia perché lo scorso anno essa ha perduto la Cosco a vantaggio del terminal fluviale Noordzee allorquando quest'ultimo venne inaugurato.

Secondo Van Gestel della Hessenatie, la differenza operativa tra la banchina Delwaide ed il terminal Noordzee equivale ad un turno. Le tariffe riflettono ciò, dal momento che i prezzi sono più bassi per i terminals situati dietro la chiusa. Le imposte di concessione dovute al porto sono più elevate per le infrastrutture situate all'esterno delle chiuse.

In questo contesto, è interessante notare anche che il 45% circa del traffico della MSC è ancora movimentato dalla Hessenatie presso la propria infrastruttura della banchina Delwaide. Pertanto, è probabile che qualsivoglia società finisca per gestire il nuovo terminal MSC voglia spostarsi dal Delwaide a lì. Pellens riconosce che se la Hessenatie non troverà un coinvolgimento in qualche modo nel nuovo sviluppo, ciò finirà per costituire un brutto colpo per la sua società. Tuttavia, ha asserito: "Confido che saremo in grado di riempire lo spazio lasciato libero dalla loro (= della MSC) partenza".

Alla luce di tali linee di tendenza, è chiaro che il conseguimento della concessione inerente alla gestione di un nuovo terminal con accesso diretto al fiume è decisivo per il futuro degli stivatori coinvolti. Nessuno dei loro dirigenti, intervistati da Containerisation International, è stato disposto a fornire i particolari relativi alle trattative in corso od a qualsiasi eventuale associane commerciale in procinto di essere stipulata. Tuttavia, si è generalmente ammesso che qualche forma di cooperazione è in fase di valutazione; in questo contesto, sono più probabili le associazioni commerciali rispetto ad una fusione vera e propria.

La Hessenatie e la Noord Natie già collaborano fino ad un certo punto presso la banchina Delwaide. Van Gestel della Noord Natie ha spiegato che essi talvolta hanno utilizzato reciprocamente le gru bordo-costa (la Noord Natie ne ha quattro e la Hessenatie sei) nei momenti di punta dei traffici. "Cerchiamo di aiutarci l'un l'altro" ha dichiarato. Occasionalmente, si sono verificati episodi di collaborazione rispetto all'uso delle gru con la Seaport. La Seaport ha quattro gru alla banchina Delwaide. Questa specie di mutua assistenza è agevolata dal fatto che gli ormeggi di tutti gli stivatori in questione sono contigui.

Tornando alla APA, Delwaide ha spiegato che la parte (o le parti) che risulterà vincitore (o risulteranno vincitori) della gara per la concessione inerente alla gestione per 50 anni del nuovo terminal containers, dovrà garantire alla APA di essere in grado di attirare nuovo lavoro nel porto. "Non possiamo permetterci di assegnare l'infrastruttura ad una società che si ritrovi con gli ormeggi vuoti" ha fatto notare il rappresentante dell'Autorità Portuale. Né sarà sufficiente per la società in questione limitarsi a spostare i vettori marittimi propri clienti dal vecchio ormeggio alla nuova infrastruttura.

Dichiara Delwaide: "Ciò cui miriamo sono traffici del tutto nuovi" ed ha aggiunto: "E' questo ciò che abbiamo riscontrato presso i due precedenti terminals fluviali e, di conseguenza, vi sono ancora molti contenitori che vengono movimentati sia fuori che dentro le chiuse".

Tuttavia, come già detto, ciò sembra destinato a cambiare. La linea di tendenza sarà quella di un maggior numero di contenitori movimentati in infrastrutture situate al di fuori delle chiuse, specialmente per conto dei principali consorzi e degli operatori più grossi. Di qui il desiderio dei principali stivatori di containers di Anversa di essere coinvolti nel nuovo complesso per containers sulla riva sinistra.
