I piggyback della Freightliner

Il 2 ottobre scorso, la società britannica di trasporto merci ferroviario intermodale Freightliner ha lanciato il proprio servizio piggyback nel corso di una cerimonia ufficiale presso il proprio Terminal di Trafford Park a Manchester. Il primo cliente ad utilizzare il servizio è stata la Tankfreight, il ramo specializzato nel trasporto di rinfuse della Exel Logistics. Inizialmente, la Freightliner trasporterà ogni notte due semirimorchi cisterna piggyback per conto della Tankfreight da Manchester a Tilbury.

La società sta inoltre programmando di offrire ulteriori servizi dedicati dalla zona orientale di Londra alla Scozia ed al Nord-Ovest nel 1999 ed è intenzionata ad aggiungere altre connessioni piggyback da Southampton, Cardiff e dal Nord-Est.

La Freightliner ritiene che la concezione piggyback finirà per svilupparsi nel Regno Unito dal momento che l'utilizzazione della strada sulle lunghe distanze è destinata a diventare sempre più costosa a causa delle imposte, del costo del carburante e delle iniziative finalizzate a tassare il traffico. Il dirigente addetto ai progetti piggyback della Freightliner, Robert Goodall, ha dichiarato che 32 imprese di trasporto e logistica hanno preso parte agli studi di fattibilità dei piggyback della sua società, il che dimostra quanto il settore del trasporto merci sia desideroso di trovare un'alternativa ad una rete stradale sempre più congestionata.

Un ulteriore supporto all'opzione piggyback risulta dal Libro Bianco sui trasporti pubblicato recentemente, in cui il governo britannico ha dichiarato che non aumenterà a 44 tonnellate il limite di peso sui veicoli stradali sino al 2003, nella migliore delle ipotesi. Le ferrovie perciò continueranno ad offrire al settore del trasporto merci un vantaggio in termini di utilità, mediante la deroga rispetto alle 44 tonnellate che viene concessa alle unità movimentate nel contesto di servizi strada-rotaia.

Scrutando il futuro

Tuttavia, il successo dell'iniziativa della Freightliner non risiede nelle sole mani della società. Affinché i servizi piggyback possano rispondere pienamente al proprio potenziale, saranno necessari investimenti per migliorare le linee. Questo è compito dell'organismo responsabile delle infrastrutture, cioè la Railtrack. Recenti voci riportano che la Railtrack sia riluttante a persistere nel proprio progetto originario di migliorare la linea della costa occidentale Londra-Glasgow nel senso di adeguare le sagome delle gallerie ai piggyback. Il progetto comporta la chiusura semestrale di nove gallerie lungo la tratta ed un finanziamento governativo di 200 milioni di sterline. In un articolo apparso sul Times, si affermava che la Railtrack attualmente sta valutando alternative meno costose. Secondo alcune voci, ciò è stato dettato dagli elevati costi sostenuti dalla Railtrack nell'assumersi la responsabilità del Collegamento Ferroviario del Tunnel della Manica.

Peraltro, il direttore della Railtrack, Robin Gisby, ha dipinto un quadro in qualche modo più roseo nel corso dell'inaugurazione del piggyback della Freightliner, commentando: "Sono felice di constatare che la Freightliner stia sviluppando un servizio piggyback nel contesto delle attuali condizioni della tratta. La Railtrack ha in corso piani finalizzati all'adeguamento della struttura rotabile sulla linea principale della Costa Occidentale e continuerà a fare tutto quello che può al fine di contribuire allo sviluppo di tali servizi ovunque essi siano vitali dal punto di vista commerciale".

Era presente alla cerimonia di inaugurazione anche Steven Norris, direttore generale della RHA (Associazione Trasporto Stradale). Ha dichiarato Norris: "La RHA è felice di constatare questa ulteriore espansione di servizi ferroviari di trasporto merci creativi. I nostri membri partecipano sempre più all'attività logistica... Laddove le ferrovie costituiscano la risposta alle attività, anche l'ambiente ne trae vantaggio!".
