Lo sviluppo dell'E.C.T.

Gran parte dell'interesse pubblico recentemente incentratosi sull'E.C.T. (Europe Combined Terminals) si riferisce alla probabile futura proprietà della società. Allorquando gli attuali azionisti Royal Nedlloyd, Internatio Muller, Royal Pakhoed e NS Group annunciarono verso la fine del 1998 che avevano invitato la HPH (Hutchison Port Holdings) di Hong Kong a mettere assieme un consorzio di nuovi proprietari, l'orgoglio europeo ne fu dapprima ferito, e successivamente venne rimpiazzato da timori inerenti a che cosa qualsiasi nuova proprietà avrebbe potuto voler significare per il porto ed i suoi clienti. La P&O Ports ha persino portato la questione davanti alla Commissione Europea di Bruxelles lamentando una iniziativa sleale.

A marzo, la corte doveva ancora esprimersi al riguardo, ma sembra più che probabile che la HPH finisca per riuscire ad ottenere il 50% delle quote, mentre il resto dovrebbe essere suddiviso tra la RMPM (Amministrazione Portuale Municipale di Rotterdam) e vari istituzioni finanziarie olandesi. Il prezzo d'acquisto complessivo dovrebbe essere di circa 680 milioni di fiorini olandesi, pari a 358 milioni di dollari USA.

Ma in realtà non è questo il problema. Il fatto è che mentre tutto ciò accadeva, la dirigenza dell'E.C.T., invece di concentrarsi su quanto stava succedendo al proprio interno, ha proceduto ad una serie di decisioni a lungo raggio finalizzate ad ampliare le frontiere dell'operatore terminalistico e ad assicurarsi la propria crescita futura. E, senza dubbio, si tratta di iniziative di non poco conto.

Prima di passare ai dettagli, si dovrebbe notare che - oltre a servire il proprio hinterland più vicino - lo E.C.T. fa molta concorrenza ai circostanti porti di Amburgo, Bremerhaven, Anversa e Zeebrugge in ordine ai carichi da e per l'Europa Centrale. Esso fa persino concorrenza ad alcuni porti mediterranei in relazione ai carichi da e per la Germania meridionale, l'Austria e la Svizzera. Lo scorso anno lo E.C.T. ha movimentato complessivamente 4,38 milioni di TEU (+10,5%) presso le due proprie maggiori unità operative di Rotterdam. Si tratta della Delta Container Division, che gestisce quattro terminal containers ad alto pescaggio dell'ultimo modello sulla penisola di Maasvlakte, alla bocca dell'estuario della Maas, nonché della Home Container Division, che gestisce un terminal completamente automatizzato sulle rive del fiume nella zona Eemhaven del porto. Il fatturato totale della società lo scorso anno è stato di 729 milioni di fiorini olandesi (384 milioni di dollari), che ha indotto profitti pari a 43 milioni di fiorini (22,6 milioni di dollari).

In termini più generici, Rotterdam costituisce il maggior porto europeo per i traffici asiatici ed intereuropei. Chiaramente, esso non potrebbe avere conseguito tale posizione senza essere un buon operatore terminalistico, anche se essere la vera e propria bocca del fiume Reno gli dà un vantaggio innegabile. Si stima che l'attuale traffico di chiatte sul Reno valga più di un milione di TEU all'anno.

L'esatto ordine cronologico delle decisioni attinenti alla politica di espansione dell'E.C.T. non è chiaro, ma probabilmente non è così importante, dato il lasso di tempo intercorso fra il concepimento dell'idea e le concrete iniziative. Ad esempio, la prima iniziativa concernente il raggiungimento di un accordo con la Maersk , ai sensi del quale quella linea di navigazione avrebbe concesso il proprio terminal da 900.000 TEU nell'ambito del Maasvlakte Delta Terminal, ha visto il proprio esordio più di due anni fa. Le trattative sono state complicate. Uno dei punti di contrasto più seri sicuramente dev'essere stato l'accordo finale dell'E.C.T. di acquisire solamente una quota di minoranza (un terzo).

Come dichiarato al momento dal direttore esecutivo Wouter den Dulk, "i volumi di alcune linee di navigazione sono divenuti così rilevanti che - a certe condizioni - un terminal a sé si può facilmente giustificare". Il terminal della Maersk sarà costruito su 33 ettari di terreno, dispone di cinque gru e di 900 metri di banchine. Ci si aspetta che esso venga completato in due anni di tempo.

Questa non è la prima volta che lo ECT deve sottoporsi ad una simile pressione: la Sea-Land può disporre di un terminal proprio nel complesso Delta da molti anni, ma l'iniziativa della Maersk forse permette di definire più chiaramente in che modo lo E.C.T. percepisca il suo futuro nell'ambito dell'area portuale. Senza dubbio, altre importanti linee di navigazione ora vorranno seguirne l'esempio, a patto - naturalmente - che vi siano terreni disponibili.

La seconda - e più intrigante - iniziativa riguarda una serie di decisioni inerenti ad importanti investimenti finalizzati ad allargare le operazioni dell'E.C.T. nel cuore dell'hinterland commerciale di Rotterdam. L'idea non è proprio nuova, ma la scala delle operazioni terrestri previste dalla società lo è, e ciò rappresenta il mezzo per portare più chiaramente allo scoperto in futuro diverse questioni correlate.

Ad esempio, chi sarà responsabile del trasporto interno tra il porto ed i terminals interni e se l'operatore terminalistico in questione si incaricherà di questo, perché dovrebbe arrestarsi là? Perché non lanciarsi in un sacco di altri servizi a valore aggiunto presupposti dalla catena dell'offerta, quali la documentazione ed il magazzinaggio?

Nel rispondere, Jos Dekker, direttore delle comunicazioni societarie dell'E.C.T., è stato molto chiaro al riguardo: "Checché se ne pensi, noi continuiamo ancora a considerarci un operatore terminalistico. Vogliamo solo portare i varchi del nostro terminal più vicini ai nostri clienti". La società, perciò, si è attrezzata per costituire una rete dei propri depositi interni, collegati via chiatta e/o ferrovia". Altri porti hanno fatto la stessa cosa particolarmente in Germania, ma non ancora su così larga scala.

L'apripista per lo E.C.T. è stato lo sviluppo di un terminal interno a Venlo, sul confine tedesco, che era stato realizzato alcuni anni fa quando il centro distribuzione multi-utente era stato creato al fine di incrementare i collegamenti trasportistici con l'Europa centrale. Sebbene non molto ben pubblicizzato a quel tempo, la società da allora ha istituito un servizio ferroviario da Rotterdam a Venlo con la NS Cargo, la compagnia ferroviaria nazionale di Stato. Tra i suoi nuovi programmi di espansione vi è la costruzione di un terminal fluviale proprio là, da completarsi nel 2002.

Dato che adesso Venlo si è dimostrato un successo, l'E.C.T. ha deciso di aprire un terminal fluviale e ferroviario molto più grande nonché migliore sul Reno, a Duisburg, appena a nord di Dusseldorf. Più del 40% dei traffici di Rotterdam è diretto verso la zona vicina del Reno e della Ruhr, di modo che il terminal è ben piazzato dal punto di vista strategico. Le attuali infrastrutture terminalistiche del porto attualmente movimentano più di 130.000 TEU all'anno. Lo E.C.T. Duisburg sarà il primo terminal interno intermodale della società interamente di proprietà e sviluppato autonomamente con sede non nei Paesi Bassi. Una banchina di 360 metri è già stata completata dalla società di gestione portuale di Duisburg. Lo E.C.T. sta ora costruendo il proprio terminal contenitori di capacità pari a 100.000 TEU su 5 ettari di terreno adiacente. Il suo completamento era atteso più o meno per aprile di quest'anno.

Lo E.C.T. subappalterà il trasporto fluviale da Rotterdam a Duisburg ad un operatore fluviale indipendente ma che si dedicherà solo a quello, la NPPC, che ci si aspetta fornisca un servizio giornaliero tra tutti i suoi terminals. I tempi di viaggio per risalire il fiume saranno di 24 ore, mentre per discenderlo saranno di 12 ore.

Il trasporto fluviale costituisce una parte importante del sistema distributivo terrestre di Rotterdam. Il 35% circa del traffico terrestre dell'E.C.T. viene movimentato in questo modo; l'autotrasporto ne rappresenta ancora la maggior parte con il 52%, mentre il resto va per ferrovia.

Oltre a questo terminal, la società ha annunciato nello scorso mese di novembre di aver deciso di sviluppare un altro terminal interno transfrontaliero trimodale a Willebroek, situato strategicamente sul canale Anversa-Bruxelles in Belgio, in prossimità delle importanti arterie autostradali A12 ed E19.

A differenza di Duisburg, questo terminal sarà sviluppato secondo una partecipazione al 50% con un fornitore belga di servizi logistici denominato RCT Verbeke. Noto come TCT Belgio, ci si aspetta che esso venga ultimato più o meno entro la metà di quest'anno. Esso avrà una banchina di 120 metri e sarà costruito su 23 ettari di terra. Ci si aspetta che movimenti circa 10.000 TEU nel suo primo anno. Il trasporto da/per Rotterdam verrà effettuato per lo più su chiatte.

Contestualmente al processo decisionale relativo a Willebroek, l'E.C.T. ha altresì acquisito il 53% dell'operatore terminalistico ceco e slovacco CSKD-Intrans, in partecipazione con la Eurotrafo e la RMPM. La Eurotrafo è specializzato in trasporto ferroviario nella Repubblica Ceca ed in Slovacchia.

Anche se il business plan non è stato ancora prodotto, l'obiettivo di tale investimento è senza dubbio quello di rafforzare il porto di Rotterdam e la posizione dell'E.C.T. nel campo del trasporto ferroviario alla volta di entrambi i Paesi. La CSKD-Intrans ha 11 terminals nella Repubblica Ceca e 6 in Slovacchia (tra i quali, quelli di Praga e Bratislava).

La questione interessante adesso, per i clienti dell'E.C.T., è come questa società intende organizzare il trasporto terrestre da Rotterdam a tutti questi nuovi terminals interni. Dekker è stato evasivo al riguardo, e per buone ragioni, dal momento che ciò va a toccare un buon numero di questioni assai delicate. Da un lato, i clienti della società potrebbero essere suoi concorrenti. Ad esempio, linee come la Maersk, la Sea-Land e la P&ON già dispongono di propri servizi intermodali e potrebbero, perciò, accogliere non tanto favorevolmente un nuovo soggetto che entra sul mercato quale l'E.C.T.

Non è semplice rispondere a tale domanda, ma Dekker ha enfatizzato molto un punto particolare: "Non abbiamo intenzione di competere nell'attività della distribuzione da porta a porta, od in quella dell'autotrasporto". Continua Dekker: "Ci interessa solamente movimentare grossi quantitativi di contenitori fra vari terminals. Oltre alla implicazioni di tipo commerciale, vi sono vantaggi di natura operativa. I nostri terminals possono essere sgomberati in modo più efficiente ed il traffico può essere tolto dalla strada, il che è un bene per l'ambiente. Se gli armatori, i caricatori o gli spedizionieri volessero affidarci i loro boxes per la tratta terrestre, allora noi li accetteremmo con un sovrapprezzo ben definito oltre ai normali prezzi applicati a Rotterdam".

In altre parole, e come già detto in precedenza, lo E.C.T. vuole solo definire l'utilizzazione di questi depositi interni come un'estensione del proprio varco terminalistico, e niente di più.

Ma, come accennato prima, emergono altri problemi anche se si segue questa interpretazione limitata, come ad esempio: chi si occuperà dell'entrata in dogana e dello sdoganamento? Quelle società logistiche con cui da tempo sono state formate associazioni (cioè la Eurotrafo e la RCT Verbeke) vedranno le cose in maniera diversa? Il tempo lo dirà.

Per quanto attiene le pratiche doganali, l'E.C.T. può dire soltanto che nel caso di Duisburg sono già stati presi provvedimenti al fine di far sì che vengano applicate ai carichi in transito a Rotterdam procedure doganali maggiormente semplificate.

L'E.C.T. non è il solo a cercare di estendere il raggio d'azione delle proprie operazioni. Come si sapeva sin dalla fine del 1998, la HHLA di Amburgo ha investito in operazioni terminalistiche a Lubecca, sulla costa tedesca del Baltico, e non bisogna essere scienziati spaziali per capire perché. Amburgo è il principale porto europeo per l'Europa orientale e vuole rimanere tale. Ha infatti investito anche nella POLZUG, lo specialista ferroviario per i traffici diretti in Polonia ed in Europa Orientale.

La società ha inoltre appena siglato una lettera d'intenti congiuntamente alla BLG ed alla LHG (Lubecker Hafengesellschaft) di Amburgo, al fine di costituire una società di trasporto terrestre con la Transfracht International. Questa società, denominata TDCE (Transfracht Deutscher Container Express), ha intenzione di servire "quale operatore per tutti i trasporti ferroviari di contenitori marittimi e per i trasporti porto-hinterland da e per gli scali tedeschi". Come ed in che misura potrà farlo non è stato detto, ma non vi è dubbio che l'iniziativa andrà a toccare molti dei punti delicati di cui si parlava a proposito delle operazioni terrestri dell'E.C.T., e forse lo farà in maniera ancor più pesante.

Il prossimo passo dell'E.C.T. nello spiegare le proprie ali al di fuori di Rotterdam è costituito dalla ricerca di un impegno in altre operazioni terminalistiche marittime strategiche, in particolare in quei Paesi in cui la privatizzazione è ora possibile ed esistono buone connessioni feeder con Rotterdam. A questo riguardo, è specialmente l'Europa orientale ad essere considerata un buon potenziale a lungo termine.

A novembre dello scorso anno, la società si è aggiudicata l'appalto relativo alle trattative con la Klasco, in Lituania, al fine di vedere se sia possibile raggiungere alla fine un accordo di collaborazione/vendita . La Klasco è la società di stivaggio di Stato della Lituania ed è perciò impegnata nel principale porto di Klaipeda, dove a gennaio di quest'anno è stato inaugurato un nuovo terminal da 150.000 TEU. Si dice che il porto abbia movimentato nel 1998 circa 36.000 TEU. Tuttavia, le trattative sono state interrotte a causa del mancato raggiungimento di un accordo su di un prezzo di acquisizione accettabile. Resta da vedere che cosa accadrà adesso.

L'E.C.T. sta altresì conducendo trattative in ordine ad un accordo simile con le autorità estoni per le proprie operazioni terminalistiche a Tallinn. Sia Klaipeda che Tallinn fungono da significative porte d'accesso per i carichi da e per la Russia e la Bielorussia.

Secondo Dekker, la terza fase dell'espansione terminalistica dell'E.C.T. riguarda i porti del Mediterraneo, e non tanto perché essi siano in concorrenza con Rotterdam o forniscano servizi di connessione con quest'ultimo, quanto perché la regione viene considerata matura per l'espansione e la privatizzazione. La società ha dato inizio a questa fase nel marzo 1998 allorquando ha rilevato la gestione e la conduzione del terminal Molo VII dall'autorità portuale di Trieste, a seguito di un lungo processo di privatizzazione. Per quanto nel Mediterraneo non siano stati annunciati altri piani, presumibilmente sono in corso altri progetti.

Il terminal di Trieste attualmente movimenta circa 200.000 TEU/anno. Il vantaggio del porto è che esso serve anche l'Europa centrale, di modo che condivide molti clienti con l'E.C.T. I tempi di viaggio dei vettori marittimi da e per l'Asia sono più rapidi ed i carichi inter-mediterranei sono in aumento.

Tornando alle questioni interne, la parte più importante dei progetti di espansione dell'E.C.T. dev'essere ancora decisa. Va molto bene parlare dell'acquisizione di nuovi carichi per il porto, ma se il porto non è in grado di movimentare altro, quei discorsi contano poco. Secondo le cifre contenute in uno studio sui flussi dei carichi elaborato dalla RMPM nello scorso mese di ottobre, l'E.C.T. si aspetta di saturare la capacità terminalistica nella penisola di Maasvlakte più o meno attorno al 2004/2005. Poiché il terminal Delta è stato inaugurato nel 1984, ciò significa che la sua capacità massima di 300 ettari sarà raggiunta nel giro di 20 anni. Lo studio della RMPM è stato giustamente denominato 2020 e prevede che i risultati containerizzati di Rotterdam avranno raggiunto i 17 milioni di TEU per il 2020, e questo partendo dal presupposto di una crescita economica solo moderata e che non si verifichi alcun mutamento nelle quote di mercato.

L'argomento attinente a qualsiasi futura espansione non è una materia semplice, tuttavia, poiché va a toccare la possibile definizione del porto quale infrastruttura sociale per la comunità locale e la nazione olandese. Il porto e l'infrastruttura, banchina ecc. compresi, ad esempio, sono ancora di proprietà dell'organismo parastatale RMPM. L'E.C.T., come operatore terminalistico, si limita ad "affittare" il terreno da quest'ultima, ed inoltre non è l'unico operatore terminalistico presente sul posto, sebbene esso movimenti più del 70% dell'attività containerizzata complessiva del porto (4,38 milioni di TEU su 6 milioni di TEU).

Qualsiasi altro progetto di espansione portuale, perciò, richiede un'approvazione da parte del governo sia municipale che nazionale e, allo scopo di conseguire ciò, tutti e due gli organismi devono decidere se la crescita pianificata è giustificata e - in secondo luogo - il governo nazionale deve decidere se l'espansione di un altro porto non costituisca cosa migliore. Il progetto è già arrivato a quest'ultimo stadio, ma - come accennato da Dekker - è assai improbabile che sia preferita l'espansione di un altro porto in Olanda.

Dal momento che a Rotterdam non vi sono altri terreni disponibili, l'E.C.T. vorrebbe allargare la propria infrastruttura del terminal Delta nel Mare del Nord a partire dal lato occidentale dell'attuale penisola Maasvlakte. Gli olandesi, d'altro canto, non sono nuovi ad imprese di questo genere.

L'E.C.T. ha proposto un progetto notevole al ministero dei trasporti, secondo cui 17 km di dighe e 12 km di dune sabbiose circonderebbero una laguna interna di circa 4.000 ettari confinante con l'area dell'attuale terminal Delta. Il sito verrebbe poi colmato di terra quando se ne presentasse la necessità.

Un pregio del progetto è che esso riconosce il grado d'incertezza che inevitabilmente circonda qualsiasi progetto a lungo termine di questo tipo. Ad esempio, allorquando venne sviluppata per la prima volta l'attuale penisola Maasvlakte, la capacità era stata adeguata alle esigenze di un'acciaieria e di un impianto chimico, nessuno dei quali è mai stato realizzato. Il progetto dell'acciaieria ha dovuto essere abbandonato a causa della crisi dell'acciaio negli anni '80, mentre l'impianto chimico non è stato poi costruito a causa delle successive obiezioni di natura ambientale. Come afferma Jos Dekker, "all'inizio là c'era il deserto a causa della cancellazione di quei progetti, ed in seguito tutti sono stati felici che ci fosse".

Un'altra parte innovativa della proposta dell'E.C.T. è stata il fatto che l'intero progetto per la prima volta è stato finanziato sia dal settore pubblico che da quello privato. Come detto poc'anzi, tutte le infrastrutture portuali, tra cui le dighe e le banchina, finora sono state finanziate dallo Stato. Lo E.C.T., tuttavia, propone che esso investa nel riempimento del mare e nella costruzione delle banchine. L'argomentazione è che siccome l'area verrà utilizzata solamente da un numero limitato di imprese, a differenza - poniamo - di una strada che ha molti utenti diversi, a quelle stesse imprese dovrebbe essere consentito di condividere il rischio e - naturalmente - i guadagni. Lo E.C.T. ha perciò messo assieme un consorzio d'investimento di cui fanno parte - oltre al terminal medesimo - il gigante creditizio ed assicurativo olandese ING ed il gruppo specialista in dragaggi Ballast Nedam.

Concludendo, si potrebbe dire che senz'altro al momento attuale all'E.C.T. l'immaginazione non manca, al punto tale che si potrebbe essere scusati se si pensasse che anche la proposta di vendita della società sia stata ispirata dalla sua dirigenza. Dopo tutto, la HPH non è estranea all'espansione del terminal contenitori ed è notorio che condivida molte delle stesse opinioni dell'E.C.T. Inoltre, com'è stato dimostrato in altri Paesi, essa dispone con tutta evidenza dei mezzi e della volontà di metterle in pratica, di modo che ha posto gli occhi su questi spazi. E' chiaro quindi che lo E.C.T. e certi altri operatori terminalistici vogliano spiegare le ali.
