Migliorano i traffici Nord Europa-Asia

"Siamo relativamente ottimisti circa le prospettive di questo mercato nel 2000" ha dichiarato uno dei primi dirigenti di un importante vettore appartenente ad una conferenza. "Le nostre previsioni relative alla crescita dei carichi quasi equivalgono all'ammontare di nuovo tonnellaggio che sta per essere immesso in servizio e confidiamo che la programmata ripresa delle nostre tariffe abbia successo".

I segnali di svolta nell'ambito dei traffici Nord Europa/Asia/Nord Europa sono stati senza dubbio evidenti nel 1999, dato che i volumi di box hanno fatto registrare una forte ripresa in direzione est, mentre hanno continuato a crescere in direzione ovest. Le tariffe sono cresciute in entrambe le direzioni e, sebbene il traffico resti sbilanciato, il numero di contenitori in eccesso in Europa è meno accentuato di quanto lo fosse 12 e 18 mesi fa.

Secondo T. Yoshida, direttore del Dipartimento Europa, Divisione di Linea della Mitsui OSK Line, con sede a Tokyo, i fattori di carico sono stati più sostenuti in direzione est che in direzione ovest, situazione questa che a suo giudizio continuerà nel 2000. Essa è in parte attribuibile alla maggiore densità delle movimentazioni di carico in uscita dall'Europa, il che sta a significare che la nave è pesata prima di essere completata. Infatti, in direzione est vi è approssimativamente una riduzione del 20% del numero degli spazi-containers di cui ci si può servire (v. Tabella 1).

Yoshida e diversi dei suoi dirigenti, pertanto, non ritengono che l'eccesso di capacità delle navi costituisca un serio problema, almeno nel 2000. Tuttavia, la sua opinione non è condivisa da tutti in questo settore di traffico. "Assistiamo all'entrata di un sacco di nuove navi nel mercato e questo ci dà qualche motivo di preoccupazione" ha fatto notare un dirigente marketing presso un operatore con sede in Europa. "Sentiamo che il traffico finirà per crescere, ma non ravvisiamo un significativo miglioramento dei prezzi del nolo".

Egli ha sostenuto la necessità per i vettori di agire responsabilmente e di lavorare a stretto contatto al fine di conseguire la stabilità del mercato. "Ciò sarà un bene per noi (i vettori) ed anche per i nostri clienti" argomenta il dirigente "dal momento che un mercato volubile è un mercato difficile ed imprevedibile".

Ed è probabile che il 2000 si dimostri più incerto, data l'immissione in servizio della prossima ondata di navi post-Panamax più grandi e più veloci. Una significativa percentuale di questo tonnellaggio, ad esempio, è destinata ai traffici Nord Europa/Asia/Nord Europa.

Relativamente ai volumi, il traffico atteso in direzione est nel 1999 sarebbe dovuto crescere del 22%, il che rappresenta una notevole svolta in confronto al calo del 15% fatto registrare nel 1998 rispetto al 1997, allorquando venne avvertito in pieno l'impatto della crisi asiatica; e questo ha avuto riflessi anche sul miglioramento delle tariffe. Secondo gli "Indicatori delle tariffe di nolo", che vengono pubblicati trimestralmente da Containerisation International, le entrate medie per TEU sono aumentate quatte quatte del 2% nel corso dell'anno. Nel 1998, Vernon Rolls, primo dirigente dell'EMA (Accordo Gestione direzione Est), che è un'unità operativa della FEFC (Conferenza Noli Estremo Oriente), con sede a Londra, aveva dichiarato che le tariffe erano calate grosso modo del 60-70% per determinati carichi; gli indicatori avevano rivelato una diminuzione generale del 30%.

"Stiamo più o meno tornando al punto in cui eravamo prima che avvenisse la crisi valutaria asiatica e gli esportatori europei stanno riguadagnando i propri mercati in Asia" ha dichiarato. Rolls spera che i livelli di traffico possano aumentare almeno del 7% nel 2000. "Abbiamo scoperto che i vettori che avevano previsto un tasso di crescita basso (dal 3 al 5%) in autunno hanno dovuto rivedere verso l'alto le proprie previsioni. Noi siamo ottimisti".

Un fattore che contribuisce a che le cose vadano in questo modo sembra essere lo slittamento dell'Euro nei confronti del dollaro USA e della sterlina britannica che ha alimentato le esportazioni dal continente europeo. Tuttavia, sino ad oggi, ciò non si è riflesso in una svolta significativa in ordine alle merci di alto valore capitale e di consumo, secondo Rolls, sebbene egli abbia ammesso che questo possa cambiare col tempo.

I mercati più forti nel 1999 sono stati la Cina, la Corea del Sud e l'Indonesia, che hanno mostrato tassi di crescita a due cifre. Le esportazioni europee alla volta delle già affermate economie del Giappone (9%) e di Singapore (0,5%) sono rimaste stabili.

Come si può notare, le economie della regione dell'ASEAN hanno fatto registrare un'inversione di tendenza molto rapida dalla crisi del 1997/98 e, data la crescita dei PIL, la maggiore stabilità dei tassi di cambio ed il crescente livello degli investimenti, i traffici internazionali saranno tra i maggiori beneficiari di questa situazione.

E, come ha concluso Bob Dowse, primo dirigente dell'AWRA (Accordo Tariffario Asiatico in direzione Ovest), che riguarda tutti i mercati fatta eccezione per il Giappone "ci si può scommettere sul fatto che questi paesi avranno imparato dai propri errori. Le prospettive sono molto promettenti per i flussi di carico in direzione sia est che ovest".

Si tratta di una opinione condivisa da Claude Lebel, direttore dei traffici Asia-Europa della OOCL. "Senza dubbio, la ripresa asiatica è stata uno dei fattori che hanno sostenuto il miglioramento di questi traffici" ha dichiarato. "Fatta eccezione per il Giappone, che resta stagnante, la Corea del Sud è in pieno boom, la Malaysia è molto forte, Taiwan continua a fornire buone prestazioni e l'Indonesia è così così, data la situazione politica".

Lebel ha individuato la Cina quale mercato più fiorente, il che per la OOCL è assai importante, dal momento che ben oltre il 40% delle movimentazioni del vettore sono generate da questo paese. Lebel approfondisce il discorso: "Noi siamo il membro della FEFC che ha svolto il ruolo di pioniere nello sviluppo del mercato cinese e la OOCL ha tutte le intenzioni di espandere la propria presenza in loco".

Lebel afferma che le esportazioni europee alla volta della Cina nel 1999 sono state accresciute dall'aumento della domanda di prodotti legnosi e correlati. Spiega infatti: "Le gravi inondazioni del fiume Yangtse degli ultimi tre anni hanno indotto il governo cinese a vietare l'abbattimento degli alberi nella zona e ciò ha comportato la necessità di reperire maggiori quantità di materiali presso i mercati esteri. I favorevoli tassi di cambio delle monete hanno fatto sì che l'Europa divenisse un importante fornitore".

Sebbene il 1999 non abbia fatto registrare il medesimo ritmo di crescita del 1998 in direzione ovest, Dowse ha accennato ad un modesto incremento del 6,5% dei traffici containerizzati per più di due milioni di TEU. "Se si tiene conto anche del Giappone" ha detto "i volumi di vettori appartenenti alla conferenza sono aumentati sino a poco più di 2,4 milioni di TEU".

Dal momento che la FEFC rappresenta una percentuale del 65-70% del traffico in questione, ciò avrebbe comportato lo scorso anno un volume stimato complessivo in direzione ovest pari a 3,5 milioni di TEU. Dowse si aspetta un tasso di crescita simile per il 2000, con la Cina a condurre le fila. Egli si aspetta altresì che le economie della Tailandia e della Malaysia migliorino, ma ritiene che l'incertezza politica in Indonesia possa trattenere la crescita delle esportazioni del paese.

Gli esportatori cinesi continueranno a trarre vantaggio dal migliorato sistema di rimborso fiscale messo a punto dal governo per i prodotti orientati all'esportazione ed introdotto alla metà dello scorso anno. Complessivamente, ciò ha aumentato il rimborso fiscale sulle esportazioni dal 12,6% al 15%. Sono stati altresì accelerati i pagamenti dei rimborsi. Attualmente, la Cina (Hong Kong compresa) costituisce più del 40% del mercato in direzione ovest, il che rappresenta un aumento rispetto al poco meno del 30% del 1995, mentre ci si aspettano ulteriori guadagni di quote di mercato nel 2000.

Le esportazioni del Vietnam hanno continuato a progredire nel 1999, così come hanno fatto i volumi di traffico in uscita dalla Cambogia, le cui principali movimentazioni di carico sono state costituite da prodotti tessili e calzaturieri. Tuttavia, l'Indocina rappresenta ancora solamente una "sottile porzione" dei traffici.

Dowse è in grado, altresì, di contemplare un anno di discreti successi sul fronte delle tariffe. Nel 1999, l'AWRA è riuscito a dar corso a tre aumenti tariffari e di conseguenza ha fatto registrare significativi guadagni in termini di introiti e di TEU. Le statistiche mostrano come le tariffe in uscita dall'Asia siano aumentate da una media di 1,353 dollari/TEU (3Q 98) ad 1,568/TEU (3Q 99). In due anni, gli introiti medi per TEU sono balzati di più di un terzo.

Ciononostante, il suddetto dirigente della conferenza ha sottolineato la necessità di ulteriori incrementi "al fine di far sì che le linee di navigazione abbiano risorse sufficienti per poter continuare ad investire nei traffici, facendo così fronte alle esigenze di servizio dei propri clienti".

Si tratta di un'opinione condivisa dai dirigenti di un'importante operatore con sede in Asia e non appartenente a conferenze. "I vettori impegnati in questo traffico hanno investito un sacco di soldi nel corso degli anni, ma senza alcun ragionevole ritorno" ha dichiarato. "Noi riteniamo che i vettori desiderino ripristinare le tariffe ad un giusto livello. Tutto sommato, siamo ottimisti circa questo traffico e siamo felici di assistere nel 2000 al completamento dei programmi di ripristino delle tariffe".

Di conseguenza, l'AWRA è in procinto di aumentare le tariffe di 150 dollari /TEU e di 250 dollari/TEU rispettivamente a partire dal 1° aprile e 1° agosto prossimi. Molti dirigenti di vettori confidano che tali incrementi tariffari possano essere sostenuti e ritengono che le tariffe siano pronte ad aumentare di un terzo nei prossimi uno-due anni.

Anche l'EMA, che recentemente ha concluso una serie di riunioni con gli armatori a Tokyo, ha annunciato il proprio piano di gestione aziendale per il 2000. Il gruppo spera di capitalizzare i progressi fatti nel 1999 mediante l'introduzione di una serie di provvedimenti finalizzati al ripristino delle tariffe. Per il 1° aprile è in programma un aumento di 200 dollari per container, mentre un altro aumento è stato previsto per il 1° ottobre.

Spiega Rolls: "Il nostro ripristino tariffario del 1999 non ha impedito ai traffici di riprendersi, ma - nell'interesse della reintroduzione della stabilità nel loro ambito - i principali hanno deciso per quest'anno di non dare corso ad un ulteriore ripristino tariffario complessivo prima di ottobre". Rolls sostiene che il mercato sarà messo al corrente per tempo e che il livello degli incrementi sarà determinato dalle condizioni dei traffici.

Rolls ha inoltre precisato che per "certi carichi, che sono ancora soggetti a tariffe molto basse, le linee di navigazione potrebbero anche intraprendere ulteriori iniziative". Diversi fabbricanti e produttori di derrate a basso valore hanno espresso la propria preoccupazione a questo riguardo.

"Stiamo assistendo ad uno sforzo concertato da parte dei vettori finalizzato all'aumento dei prezzi e ciò comporterà degli effetti sui nostri mercati di esportazione" ha dichiarato un caricatore di prodotti di primaria importanza. "Le tariffe tipo banchetto/carestia non vanno bene per noi. Quel che ci vuole sono contratti stabili per 12 mesi".

Egli ha suggerito la necessità di tariffe regolate sulla merce. "Nel nostro settore di attività, che è a basso valore e non stagionale, non traiamo molti vantaggi quando le tariffe cadono a terra, mentre veniamo schiacciati dalle tariffe che cominciano a risalire".

Malgrado le migliorate condizioni del mercato, la pressione sui prezzi resta sostenuta. Se si considerano le materie di base, quali la carta straccia, gli stracci e le resine scelte nonché i prodotti chimici di base - vale a dire ciò su cui si fondano i traffici in direzione est, ma che è assai sensibile alle fluttuazioni dei tassi di cambio - ad esempio, si può notare come alcuni operatori lancino offerte di 300 dollari/TEU ed ancor meno. In effetti, il dirigente di un vettore ha alluso a tariffe medie di appena 200 dollari/TEU per la carta straccia.

La concorrenza resta intensa. Attualmente, ad esempio, si pensa che la APL sia impegnata in un programma finalizzato al miglioramento della varietà dei carichi nel contesto di questo traffico e che quindi stia mirando ai settori di carico "che pagano meglio" con tariffe allettanti.

La compagnia di navigazione con sede a Singapore sta inoltre dando nuovo impulso alle proprie operazioni europee e sta istituendo proprie agenzie marittime nei mercati-chiave. L'ufficio di Londra è stato ampliato e - nel corso del mese di aprile - la APL ha preso completamente sotto il proprio controllo le attività di marketing e vendita in Francia. "La APL France è la prima di un certo numero di iniziative strategiche programmate finalizzate a migliorare le nostre capacità, i nostri prodotti ed i nostri servizi per i clienti europei" ha dichiarato Ken Bloch Sorensen, presidente della divisione europea del vettore. "Abbiamo bisogno di un maggiore controllo sui nostri destini, specialmente al nocciolo dei nostri mercati europei".

Nel contempo, la CSG (China Shipping Group), che ha fatto il proprio ingresso nel traffico in questione solamente a maggio del 1999, ora utilizza 9 navi da 2.000/3.000 TEU e tiene un atteggiamento aggressivo, specialmente nell'ambito del mercato cinese. Recentemente, il vettore con sede a Shanghai ha concluso un accordo di scambio di spazi-containers con la CMA CGM, il che le conferisce una presenza allargata nel mercato.

La CSG sta altresì continuando a noleggiare a tempo determinato tonnellaggio di maggiori dimensioni. Recentemente, la CSG ha affittato le navi da 3.000 TEU Edinburgh e London dalla Maersk Line e la Ever Glade da 2.728 TEU dalla Evergreen Marine Corp. Inoltre, il vettore ha in programma l'immissione nella propria rete più 20 navi da 4.000/5.500 TEU nei prossimi due anni.

Anche la Cosco ha in programma il miglioramento della propria rete, sebbene in modo più graduale. La compagnia di navigazione, che attualmente controlla una quota di mercato tra il 4 ed il 5%, è in procinto di sostituire altre due delle proprie navi minori da 3.800 TEU impegnate in questo traffico con navi più grandi della classe da 5.000 TEU a partire dalla fine del 2000. In definitiva, la sua tratta - che viene conservata nell'ambito di un accordo per la condivisione di spazi-containers con la K Line e la Yangming - sarà interamente servita da tonnellaggio post-Panamax.

La K Line si accinge ad imbarcarsi in una strategia simile e rimpiazzerà otto navi da 3.500 TEU con un numero simile di navi della classe da 5.500 TEU a partire dal 2001. Ci si aspetta che la quota complessiva di mercato della K Line, che attualmente è attestata al 6%, aumenti leggermente nei prossimi anni.

La quota di mercato della CMA CGM è aumentata lo scorso anno e le sarà dato ulteriore impulso allorquando entreranno in servizio nel 2001 le 8 navi della capacità di 6.500 TEU. Oltre ai propri servizi, l'operatore francese dispone di accordi di scambio di spazi-containers con la K Line e più recentemente ha concluso un accordo con la CSG. Nel contempo, il suo servizio giramondo, che viene effettuato congiuntamente alla Contship Containerlines ed alla Marfret, offre scali di passaggio in direzione ovest a Singapore ed a Giacarta.

Nicolas Sartini, vice presidente della divisione traffici Asia/Europa della compagnia, vede nell'immediato futuro della CMA CGM il consolidamento della sua presenza nel traffico in questione ed il miglioramento della qualità del servizio ai propri clienti.

Chi ha intenzione di conservare la propria quota di mercato, stimata al 15,3% in direzione est ed al 12,9% in direzione ovest, è la Maersk SeaLand. Tuttavia, la compagnia di navigazione non intende aggiungere nuovo tonnellaggio e ritiene che i propri attuali orari ed impieghi di navi offrano sufficiente capacità sul mercato.

In futuro, è verosimile che la Cina svolga un ruolo più importante nei programmi di molti vettori. Spiega Lebel: "La Grand Alliance è decisa ad assicurare la giusta varietà di prodotti ai propri clienti. Noi riteniamo che, date le prospettive di crescita in questo traffico, il Giappone sia adeguatamente servito nell'ambito della Tratta 1, mentre vi è la necessità di alimentare la nostra copertura della Cina". Egli pensa che alla fine l'ingresso della Cina nella WTO possa apportare significativi cambiamenti al traffico.

Continua Lebel: "Stiamo valutando le nostre varie tratte allo scopo di vedere come programmare altri scali in Cina, ma non abbiamo ancora preso alcuna decisione definitiva in ordine a quando ciò avverrà ed a quali porti saranno compresi".

Tuttavia, è stato fatto capire che il gruppo adotterà un duplice approccio.

In primo luogo, la frequenza delle partenze alla volta degli attuali porti potrebbe essere incrementata. Al momento, vengono effettuati scali diretti a Qingdao, Shanghai, Yantian e Shekou.

In secondo luogo, potrebbero essere inseriti negli orari nuovi porti. Tra i probabili candidati potrebbero esservi uno scalo nella Cina centrale a Fuzhou o a Xiamen, nonché l'estensione della copertura nella regione settentrionale, laddove a Qingdao potrebbero aggiungersi Dalian e Tianjin.

Sono state peraltro escluse nuove direttrici del tutto nuove, anche se alcuni membri della Grand Alliance, quali la Hapag-Lloyd, la OOCL e la P&ON stanno ricevendo in consegna nuove unità. Spiega Lebel: "La nostra intenzione, quale gruppo, è quella di regolare l'impiego del nostro tonnellaggio, di modo che le varie tratte possano servirsi del tipo di nave più compatibile. Si verificano problemi se una settimana si ha a disposizione una nave da 5.500 TEU e la settimana successiva una di 3.500 TEU". E' per questa ragione che tutte le nuove navi da 5.500 TEU della OOCL, previste in consegna nel corso del 2000, verranno immesse in servizio nel Giro 2. La prima delle nuove navi si è aggregata al servizio a gennaio.

Tom Boardley, direttore traffici Europa/Asia della P&ON, entra nei dettagli. "La nostra programmazione è determinata dalla forza dei mercati, per cui il Giro 4 è in fase di sviluppo dalle navi da 4.600 TEU a quelle da 5.500 TEU, mentre il Giro 5 (Europa/Subcontinente indiano/Asia) è in fase di recessione dalle unità da 3.500 TEU al tonnellaggio da 3.000 TEU".

Boardley afferma che la crescita prevista degli spazi-containers della G.A. non dovrebbe essere superiore al 5% nel 2000 e che la P&ON prenderà in consegna diverse navi della classe da 5.500 TEU. Nel 2001, verranno consegnate all'operatore anglo-olandese anche 4 navi da 6.800 TEU. Boardley ha dichiarato che sono stati presi in esame altri porti della regione. "Abbiamo sempre sottoposto a monitoraggio i nostri costi di raccordo e di trasbordo rispetto ai servizi di scalo diretto. La G.A. si serve di Port Klang per connettere altri carichi, specialmente alla volta di zone dell'Indonesia e del golfo del Bengala".

Nondimeno, Boardley continua a sottolineare l'importanza di Singapore. "Singapore è efficiente e tutto funziona molto bene; esso è ancora il nostro porto più importante del Sud-Est asiatico" afferma. Boardley rivela che il porto vicino di Tanjung Pelabas è stato uno dei terminals in ordine al quale sono state effettuate indagini accurate.

Mentre dietro al miglioramento dei risultati finanziari del 1999 di molti vettori vi sono stati i traffici transpacifici, è probabile che sia il mercato Europa/Asia ad apportare un notevole contributo di segno positivo nel 2000. Tuttavia, in un settore di attività volubile come quello del trasporto marittimo di linea, laddove l'offerta e la domanda raramente si bilanciano, occorre sperare che la crescita dei traffici possa continuare. Dalla seconda metà del 2000 in avanti, ad esempio, ci si aspetta che un'altra ondata di tonnellaggio post-Panamax faccia il proprio ingresso nel traffico in questione e le linee di navigazione vorranno - a tutti i costi - evitare un altro crollo.
