Trasporto intermodale: meglio la velocità o l'affidabilità?

Nel corso degli ultimi cinque anni, il traffico fluviale è cresciuto dal 27% al 36% rispetto a tutto il traffico dell'hinterland movimentato nel porto di Rotterdam. In altre parole, poco più di uno su tre contenitori movimentati presso la più grande porta d'accesso dei contenitori d'Europa ora viene trasferito attraverso le sue idrovie interne. Ad Anversa questa cifra è solo appena inferiore al 28%.

La suddetta crescita è sorprendente, tenendo presente tutte le iniziative intraprese dai vettori marittimi a lungo raggio per incrementare la velocità dei loro levrieri marittimi. Pertanto, che cosa sta succedendo e dove condurrà tutto ciò? Risponde Jorg Hauser, dirigente della Alpina Container Line di Basilea, in Svizzera: "La gestione della logistica JIT (just-in-time) può implicare la necessità di servirsi dei servizi di trasporto più rapidi a disposizione, ma ciò che il cliente davvero desidera oggi è la consegna in un momento certo. In altre parole, il just-in-time non dev'essere confuso con l'appena possibile. L'affidabilità degli orari è assai più importante, ed è proprio in questo caso che i servizi su chiatta, come i nostri, si avvantaggiano sulla strada e sulla rotaia".

La Alpina partecipa al Penta Container Service, che effettua un servizio fluviale giornaliero dalla regione dell'Alto Reno che collega Strasburgo e Basilea con Rotterdam ed Anversa. Nel 1999, la Penta ha trasportato circa 100.000 TEU, che rappresentano una quota di mercato del 53% nel contesto della concorrenza con altri operatori quali la Rhinecontainer e la CCS (Combined Container Service) che rappresentano una grossa realtà sul Reno meridionale. Gli altri membri del consorzio Alpina sono la CFNR (Compagnie Française de Navigation Rhenane), la Container Terminal Basle, la Dansle Container Line e la Natural van Dam. La Alpina offre tempi di viaggio con corrente a favore fino a Basilea pari a 2,5 giorni, mentre controcorrente - laddove sono disponibili da Rotterdam cinque partenze alla settimana e da Anversa tre partenze alla settimana - è di 4,5 giorni.

Continua Hauser: "Se la velocità fosse la questione più importante in Svizzera, tutto quanto verrebbe movimentato via strada, ma nella realtà i camion raramente entrano nell'equazione. Oltre ad essere troppo costosi (il peso massimo stradale consentito in Svizzera è ancora di sole 28 tonnellate), essi sono anche meno affidabili, in particolar modo per quei clienti che movimentano un gran numero di contenitori alla volta. Poniamo, ad esempio, che un cliente abbia 10 containers da movimentare da Rotterdam. Se si serve dell'autotrasporto, la sequenza dei camion in partenza raramente sarà la stessa dell'arrivo: spesso arriveranno alla rinfusa, oppure i contenitori arriveranno in sequenza diversa, mentre noi siamo in grado di consegnare i singoli containers da Basilea e nel luogo richiesto".

A questa distanza dalla costa, il trasporto terrestre di contenitori in Svizzera fondamentalmente deve scegliere tra ferrovia e chiatta. Karl Tschui, dirigente dello spedizioniere Panalpina di Basilea commenta al riguardo: "In genere, il trasporto stradale è troppo caro per il trasporto containerizzato, di modo che per lo più dobbiamo scegliere tra ferrovia e chiatte. Se la ferrovia lavora bene, è molto più veloce della chiatta, in particolar modo nel caso delle importazioni, ma - e lo dico con tristezza - spesso questo non accade. D'altro canto, quando utilizziamo le chiatte, sappiamo sempre a che punto siamo. Se l'operatore fluviale dice che una delle sue navi arriva ad un momento stabilito, possiamo contarci e fare programmi di conseguenza".

Continua Tschui: "Un ulteriore problema con le ferrovie è rappresentato dal fatto che vi sono frequenti intoppi, oppure non è proprio disponibile lo spazio, mentre con le chiatte sembra che questi problemi non si verifichino mai". Per coincidenza, mentre diceva queste cose Tschui ha ricevuto un fax che annunciava che il prossimo treno alla volta di Rotterdam in partenza il giorno seguente era già pieno, di modo che i clienti avrebbero dovuto aspettare il treno della sera.

Tschui si lamenta in un accesso di disperazione: "La cosa più importante per noi è che dovremmo poter riuscire a consegnare il carico del nostro cliente in tempo, ma come possiamo farlo per ferrovia se ci troviamo sempre a doverci confrontare con problemi come questo…".

Si dice che le tariffe del trasporto fluviale e del trasporto ferroviario siano più o meno le stesse, di modo che la scelta tra i due servizi fondamentalmente è tutta una questione di affidabilità e di tempo disponibile. La suddivisione della Panalpina tra servizi ferroviari e fluviali con partenza da Basilea attualmente - stando a quel che si dice - dovrebbe aggirarsi sulla proporzione 70:30 a favore della ferrovia.

Anche i servizi a valore aggiunto sono importanti, il che spiega come mai la Alpina abbia installato il proprio moderno terminal contenitori trimodale a Basilea. Ai clienti viene pertanto offerta la possibilità di scegliere tra un servizio da porto a porto ed un pacchetto onnicomprensivo su base da porta a porta. Di solito, peraltro, i vettori marittimi si servono della Alpina solamente per depositare e riposizionare i vuoti, mentre gli spedizionieri svizzeri trattano con la società per la movimentazione completa da e per i porti. Poiché il mercato in Svizzera è largamente controllato dagli spedizionieri, i vettori marittimi tendono a stare alla larga dal carrier haulage.

Tschui riassume questa situazione: "In genere, siamo in grado di negoziare tariffe migliori con le imprese di autotrasporto, trasporto fluviale e trasporto ferroviario, di modo che i clienti preferiscono servirsi dei nostri servizi piuttosto che di quelli dei vettori marittimi a lungo raggio, e noi vogliamo che continui così". Questa opinione è condivisa dall'ufficio locale della P&ON (P&O Nedlloyd). Ed è supportata anche dalla Novartis, la quale ha confermato che, mentre le trattative sulle tariffe di nolo vengono ancora direttamente condotte dalla società, l'instradamento terrestre della propria importante attività nel settore agro-chimico alla volta di Anversa e Rotterdam - stimata nell'ordine dei 2.000 TEU/anno circa - viene affidato a case di spedizione selezionate (tra cui la Panalpina).

Un'interessante caratteristica del mercato svizzero consiste nel fatto che le tariffe ferroviarie, a differenza di quelle inerenti al trasporto fluviale, sono ancora contrattate dalla comunità degli spedizionieri nel suo insieme con la ICF (Intercontainer-Interfrigo), il che mette in grado tutti i suoi membri di ottenere gli stessi prezzi ferroviari. Si dice che tali tariffe, denominate "Groupment Fer", siano di gran lunga più competitive di quelle offerte ai singoli vettori marittimi, il che sottolinea il valore del merchant haulage. La ICF attualmente effettua due convogli ferroviari al giorno da Basilea a Rotterdam, ciascuno della capacità da 60 ad 80 TEU.

Altri servizi offerti presso il terminal di Basilea della Alpina comprendono la contabilità delle scorte, la riparazione/manutenzione dei contenitori, l'imballaggio/sballaggio del carico e l'ingresso/sdoganamento. La sua connessione ferroviaria è particolarmente utile ai molti clienti dotati di raccordi ferroviari privati. Di crescente importanza è anche la capacità della Alpina di movimentare carichi refrigerati da Basilea ad Anversa e Rotterdam.

Il trasporto fluviale è particolarmente allettante per il riposizionamento dei contenitori vuoti attorno all'Europa centrale, e la Svizzera non fa eccezione. Waldenar Rueber, dirigente capo della Frank Ltd, che rappresenta la CMA CGM The French Line a Basilea, commenta: "Come regola generale, solo un container su tre, per quanto attiene alle unità in importazione a pieno carico, riparte pieno con i carichi in esportazione dal paese. Se i vuoti vengono richiesti più giù sul Reno al solo scopo di reintegrare le scorte, allora pensiamo all'uso delle chiatte".

Al fine di contribuire alla soluzione del problema, la Alpina applica tariffe speciali di 260 franchi svizzeri (151 dollari USA) per ogni unità da 20 piedi o 400 franchi svizzeri (233 dollari USA) per le movimentazioni di vuoti da riposizionare da Basilea a Rotterdam ed Anversa (vale a dire il 30% circa in meno rispetto alle movimentazioni dei pieni), mentre la maggior parte dei vettori marittimi impone una tariffa generica relativa al prelievo dei vuoti in Svizzera pari a 165 franchi svizzeri (96 dollari USA) per TEU.

Più in prossimità dei porti di Rotterdam ed Anversa, la concorrenza dell'autotrasporto prevale sulla ferrovia, e nessuno può negare che sulle brevi distanze i camion siano un concorrente molto più formidabile per le chiatte in relazione ai contenitori sia pieni che vuoti. Essi sono veloci, flessibili e comodi per la clientela, di modo che non sorprende che dominino il mercato.

Le chiatte possono competere con i camion in certe circostanze, tuttavia, come chiarisce Willum van den Houvel, direttore della olandese BCTN (Binnenlandse Container Terminals Nederland): "Se le strade sono sgombre, i camion forniscono un servizio molto buono, ma non è sempre così. L'intasamento stradale in Europa centrale è un problema in crescita, in particolar modo nelle grandi città, anche al mattino presto o nel tardo pomeriggio, quando molti clienti vorrebbero che i loro containers fossero consegnati o prelevati. La bellezza del nostro sistema idroviario è che non presenta mai alcun problema di intasamento, di modo che i clienti sanno sempre a che punto sono con noi".

La BCTN gestisce due moderni terminals fluviali connessi appena fuori Rotterdam, a Den Bosch (Hertogenbosch) e Nimega. A Den Bosch, che è situata a 100 km all'interno rispetto a Rotterdam, vengono offerti due servizi di chiatte al giorno da e per i terminal contenitori di Rotterdam, il che effettivamente evita qualsiasi intasamento in città. La BCTN fondamentalmente offre ai vettori marittimi agli spedizionieri, agli autotrasportatori ed agli importatori/esportatori una gamma di servizi da punto a punto che comprende il trasporto fluviale, il deposito contenitori e l'autotrasporto. Lo scorso anno il terminal ha movimentato circa 70.000 TEU.

Il principale cliente della BCTN a Den Bosch, che rappresenta quasi la metà della sua attività, è la Heineken, che ha una birreria giusto dietro l'angolo. La birreria attualmente esporta circa 15.000 TEU/anno. Il suo dirigente dei traffici di esportazione, Jan van der Vliet, commenta: "Anche se mandare il nostro traffico a Rotterdam per chiatta richiede otto ore, rispetto a soli 90 minuti via strada, approssimativamente il 95% del nostro traffico in esportazione viaggia per chiatta in ragione della maggiore affidabilità del servizio. Sappiamo sempre a che punto siamo con le chiatte, mentre il trasporto stradale - sia per quanto riguarda gli arrivi dei vuoti per il carico alla birreria che dopo per la consegna dei contenitori pieni a Rotterdam per le esportazioni - è molto meno prevedibile. Il trasporto fluviale è anche molto meno caro". Van der Vliet non ha voluto dilungarsi sul risparmio che esso comporta, ma dovrebbe aggirarsi sul 10% circa, tenuto conto di diversi fattori quale il quantitativo di containers da posizionare di ritorno a Den Bosch.

In relazione ai contratti conclusi dall'ufficio centrale della società a Schipol, i vettori preferiti dalla Heineken attualmente utilizzati per le esportazioni marittime a lungo raggio da Den Bosch sono la MSC (Mediterranean Shipping Company), la P&ON e la Maersk SeaLand. A differenza della prassi seguita in Svizzera, tutti e tre gli armatori sono responsabili del trasporto terrestre alla volta di Rotterdam ed Anversa e tengono un certo quantitativi di vuoti presso il deposito della BCTN.

Ogni mattina la Heineken mette attorno ad un tavolo il personale del terminal al fine di pianificare le consegne del giorno, tra cui i viaggi a corto raggio di camion dal terminal alla birreria, e di prevedere il numero di containers da 20 e 40 piedi necessari per le prossime navi. Il tipo dei contenitori richiesti dipende dalla destinazione, poiché - anche se il carico è pesante, di solito 23,5 tonnellate/20 piedi - la società talvolta trae vantaggio dalle tariffe speciali per unità da 40 piedi a disposizione su certe rotte.

Un altro grande cliente della BCTN è la Blokkers. Le sue merci importate vengono consegnate da Rotterdam per chiatta a Den Bosch, da dove poi i negozi al dettaglio vengono riforniti su base just-in-time.

Ci sono molti altri terminals fluviali situati fuori Rotterdam che allo stesso modo provvedono alle esigenze di importatori ed esportatori che desiderano evitare il traffico intasato del centro cittadino. Ad esempio Moerdijk, appena a sud di Rotterdam, ha recentemente attirato un certo numero di grossi nomi quali la Tetra Pak, la Adidas, la Stute/Aiwa e la Prologis, le quali tutte quante hanno istituito - o stanno facendolo - centri di distribuzione fuori città.

Ruud Verhulst, dirigente del porto, commenta: "Sebbene siamo situati ben lontano dal cuore di Rotterdam, i nostri prezzi terrestri sono molto più a buon mercato e poi disponiamo di connessioni autostradali migliori proprio sulla porta di casa". Soprattutto, occorre sottolineare che attualmente vi sono di norma quattro partenze di chiatte al giorno tra Rotterdam e Moerdijk, con tempi di viaggio pari solamente a due/tre ore. Uno dei principali operatori fluviali impegnati sulla breve tratta è la WCT (Wijgaart Container Transport), le cui tariffe si dice siano di soli 21 dollari USA per TEU in entrata/uscita libera.

Concludendo, il tempo può essere denaro, ma - come dimostra il crescente uso dei servizi fluviali - l'affidabilità sta diventando altrettanto importante nel mondo sempre più congestionato in cui viviamo; e non sembra essere in vista alcuna soluzione immediata per questo problema.
