Trasporto marittimo

Il settore europeo ro-ro: una soluzione per i problemi del trasporto

La questione di capitale importanza per il settore europeo del ro-ro consiste nella necessità di trovare soluzioni pratiche al crescente problema del congestionamento del traffico stradale. Segnatamente, sono le due principali modalità del trasporto merci - il ferro e la strada - quelle in cui c'è bisogno di lavorare di più: in relazione alle strade, poiché esse al momento rappresentano la modalità più rapida e conveniente per i traffici sensibili ai tempi; in ordine al mare, poiché si tratta della modalità meno costosa e meno soggetta a sovraccarichi di capacità.

Dal momento che il ro-ro costituisce l'interfaccia decisivo in cui queste due modalità si fondono, su di esso ricade l'onere della ricerca delle alternative sostenibili rispetto all'insostenibile situazione prevalente. La progettazione dei terminal e la movimentazione dei carichi rappresentano due settori chiave nel contesto di questo sforzo.

Per la Posford Haskoning, parallelamente alla pianificazione ed alla progettazione delle infrastrutture di accesso per i passeggeri dovrebbe essere effettuata la pianificazione dei terminal completi, mediante l'uso di modelli computerizzati al fine di mettere a punto le esatte esigenze di spazio. Ciò risale alla pianificazione del Terminal HSS di Dunleary negli anni '90, ha spiegato l'associato Richard Marks: "C'erano posti in cui i residenti locali erano riluttanti a vedersi costruire un grosso terminal sulla porta di casa ed a vedersi riempire la propria vecchia baia. Perciò, abbiamo fatto in modo di occupare meno terreno possibile. Ciò ha comportato lo sviluppo di strumenti progettuali che poi abbiamo utilizzato presso un certo numero di terminals tra cui Holyhead, Dublino, Rosslare e Teesport". Oggi la ditta ha progetti di terminal ro-ro in corso a Gijon e Durres così come a Rosslare ed a Dublino.

"Ma ci sono due importanti elementi dei terminal ro-ro su cui assolutamente non abbiamo alcun controllo" continua Marks. "Uno è rappresentato dagli architetti navali e dalla loro propensione a progettare traghetti con forme peculiari e con un certo numero di ponti e posizioni di accesso cui il porto si deve adeguare". Marks ritiene che si potrebbe risparmiare sui costi relativi alle infrastrutture se ci fosse un dialogo migliore con gli architetti navali, anche se riconosce che un traghetto può arrivare a costare sino a 100 milioni di dollari (112 milioni di euro) mentre un terminal forse arriva solo a 10 milioni di dollari (11 milioni di euro).

Ciò detto, la Posford Haskoning è impegnata con un certo numero di operatori di traghetti ed in tali casi è spesso coinvolta nello sviluppo di terminal nel momento in cui è in corso anche la pianificazione della nave. "Peraltro, non sono sicuro del fatto che noi si sia mai riusciti a far apportare molte modifiche" ammette mestamente Marks.

"In secondo luogo, non abbiamo voce in capitolo circa la scelta delle attrezzature rotabili utilizzate ed anche in questo caso siamo molto interessati agli sviluppi in questo settore". "I terminal che vi sono impegnati dispongono di Tugmasters o di trattori che tirano i trailers sui traghetti e presso i terminal multipurpose vi è anche traffico di veicoli guidati. Ed un terminal completamente dedicato alle merci avrà trattori da terminal e forse piastre caricate da Tugmasters o da loro equivalenti".

Marks ritiene che i veicoli non accompagnati possano essere caricati più alla svelta: un convoglio di trailers, ad esempio, anche se ciò richiederebbe lo sviluppo di una pendenza minore sulla rampa ovvero unità di trazione molto più potenti.

"Un altro modo potrebbe essere quello di caricare le merci su un altro tipo di attrezzatura rotabile, vale a dire l'approccio su piastra o MAFI. Ma non è così conveniente, perché ciò significa una doppia movimentazione".

Marks passa poi a parlare dell'iniziativa Fastship che, se e quando diverrà realtà, utilizzerà trailers ferroviari. "Di certo, penso che se si vogliono sistemi multi-trailer, allora bisogna dotarsi di un sistema-guida" afferma. "Non deve trattarsi di una ferrovia, ma dev'essere organizzato di pari passo con la nave. Teniamo d'occhio la ricerca, così come parliamo con le società impegnate con i traghetti circa i loro futuri piani".

Una componente essenziale dei terminal Fastship, da collocarsi a Filadelfia e Cherbourg, è costituita dal sistema per la movimentazione delle merci. Il treno piattaforma-container, sviluppato dalla norvegese TTS Technology, si serve di carrelli per trasferire i carichi dalla nave ai treni ed ai camion. I carrelli su rotaia consentono di tirare sulla nave i box multipli, riducendo i tempi di lavorazione a sei ore. Il carrello viene tirato fuori da sotto le gambe della piastra e messo a terra.

Generalmente, queste innovazioni non vengono dai porti, ma da una combinazione di compagnie di navigazione e di produttori di equipaggiamenti" sottolinea Marks. "I porti si limitano a far fronte a ciò che li riguarda, il che significa che essi di norma si trovano a dover programmare in tempi ridotti, sfortunatamente. Noi tendiamo ad informarci molto per tempo; di qui, il nostro desiderio di essere coinvolti nella ricerca, o almeno a sapere che cosa c'è in ballo".

L'associato Stephen Osborn afferma: "Nel contesto ro-ro, il problema fondamentale quando si ha a che fare con un veicolo stradale è la sua altezza. C'è tutta quest'aria sotto l'unità di carico che ingenera spreco di spazio. L'obiettivo del sistema a piastra è quello di ridurlo. La domanda è: lo spazio risparmiato vale lo sforzo fatto per risparmiarlo?.

Potrebbe esserci un vantaggio nel fatto che ciò consente un po' di spazio in più sulla nave ed in quello che si possono mettere i trailers su qualche specie di macchina" continua Osborn. "Componiamo un treno. La nave arriva ed il treno vi entra con una sola movimentazione: auto, camion, tutto quanto. Un po' come se fosse un treno navetta spinto su una nave invece che in un tunnel. Non è efficace quanto agli spazi, ma lo è quanto ai tempi.

Il modo per far progredire queste cose, per una linea di navigazione, consiste nell'adottare un particolare metodo di movimentazione e nel costruire un terminal di movimentazione presso ciascun capolinea per farlo funzionare. Se il metodo è efficiente, allora i servizi evolveranno da esso. Pertanto, tutti quanti stanno tenendo d'occhio il sistema StoraEnso Baseport (costruito attorno al SECU, una piastra intermodale protetta dagli agenti atmosferici dal volume di quattro TEU); quindi, se il Fastship dovesse funzionare, si prenderebbe in considerazione anche quella" conclude Marks.

Tornando alla progettazione dei terminal, Marks ha notato che, sulle rotte brevi, il chilometraggio marittimo è tale che bisogna scegliere una velocità ottimale al fine di ottenere il numero desiderato di viaggi giornalieri. I turni portuali sono decisivi allo scopo di conseguire il massimo dalla nave: "Spesso, se si riducono i tempi delle tratte anche di percentuali molto basse, si riesce a strappare un viaggio extra che fa una differenza significativa rispetto al quantitativo di merce trasportata e quindi spunta un ritorno.

Ad esempio, con lo Stena HSS, che dispone di uno dei più veloci tempi di andata e ritorno per quanto riguarda le navi ro-ro adibite al trasporto merci - sottolinea Marks - riescono a spuntare un tempo di 20-30 minuti. Per un grosso traghetto di merci pensiamo che un'ora e mezzo sia un'ipotesi ambiziosa, ma forse dovremmo mirare ad un'ora, il che è molto ambizioso".

Allo scopo di conseguire questo obiettivo, bisogna prendere in considerazione un'unità di carico a più ponti e/o multipla, con tutto il dibattito al riguardo che ne segue. "Sono sicuro che di ciò si stia già discutendo tra gli operatori dei cantieri e dei traghetti" ha aggiunto.

"Assistiamo già, poi, all'impiego di ro-ro multi-purpose, come avviene nell'ambito del servizio Euromed della Grimaldi. Essi trasportano MAFI, carichi gommati tradizionali, auto e carichi lo-lo. Seguono rotte marittime costiere dal Mediterraneo alla Scandinavia. Hanno un rilevante registro di ordinazioni e ritengo che ciò andrà a svolgere un ruolo importante nell'azione finalizzata a togliere il traffico europeo dalle strade. Quanto alle navi ro-ro, il servizio in questione è in concorrenza con gli orari containerizzati e non con i tradizionali viaggi ro-ro a corto raggio".

Dal punto di vista dell'interfaccia marittimo, la Posford Haskoning ha spinto i terminal ro-ro verso situazioni cui nessun altro avrebbe potuto mirare. "Abbiamo la reputazione di realizzatori dell'impossibile" ha detto Marks. "Il Garrison Point di Sheerness, ad esempio, ha un significativo fattore di altezza delle onde di 2,2 metri ed in 10 anni di operazioni non è mai stato chiuso a causa delle condizioni meteorologiche. La cosa importante è stata quella di riuscire ad orientarlo nella direzione giusta.

Dal momento che le navi sono diventate più lunghe e hanno un baglio più ampio, la progettualità delle rampe è stata sviluppata nel senso di farvi fronte e con accesso multi-ponte" ha spiegato. "Le nuove navi possono essere lunghissime; per poterle caricare rapidamente, bisogna poter disporre di un numero maggiore di punti d'accesso. Oltre ai due livelli costituiti dal carico a poppa od a prua, pensiamo che essi dovranno introdurre il carico di lato così com'è già stato fatto in Scandinavia.

Far sì che il carico su gomma entri ed esca velocemente dipende da quanti ponti si hanno sulla nave e da quanti punti di accesso si hanno dalla banchina.Nessuno ha ancora tentato una rampa per ponte triplice, ma con navi di tale prezzo sospetto che potrebbe essere solo una questione di tempo".

Tornando all'interfaccia terrestre, secondo Marks occorre concentrare l'attenzione sul varco d'accesso: "Bisogna snellire la documentazione e farla pervenire al varco d'accesso. Gran parte del traffico è regolare e quindi ci aspettiamo che una carta elettronica venga fornita a tali clienti per far sì che l'autista proceda direttamente sino al varco, passi la carta nella macchinetta, pesi il trailer e completi l'intera transazione in un minuto".

I tempi morti rappresentano un altro perenne problema. Un modo per ridurlo è quello di ridurre il numero di volte in cui occorre parcheggiare il veicolo. "Di solito, al varco si crea una coda e perciò bisogna pensare ad uno spazio a ciò destinato" afferma Marks. "Poi il camion deve mettersi in coda per completare la documentazione e questo significa un altro parcheggio. E, alla fine, bisogna portare il trailer in un altro parcheggio, se non è accompagnato, oppure andare fino ad uno scalo di smistamento, se è accompagnato.

Così, finisce per volerci almeno il 100% di spazio in più di quello realmente occorrente" ha detto Osborn. "E si tratta di un'area che potrebbe essere risparmiata per altri scopi o utilizzata per creare maggiore capacità terminalistica". La loro teoria è che, riducendo il tempo speso al varco d'accesso e presso altri punti di fermata, si possa ridurre il quantitativo di spazio richiesto.

Gran parte del traffico di trailer è stagionale oppure fluttua nel corso della settimana. L'utilizzazione del terminal, perciò, è irregolare, il che ingenera inefficienze poiché bisogna pur sempre strutturare il servizio sui periodi di punta. Nel Regno Unito il principale periodo stagionale di punta si verifica all'inizio di dicembre, mentre il settore alimentare impone punte settimanali a causa della domanda dei supermercati nei fine settimana.

"I supermercati e le fabbriche hanno meno spazio, o niente spazio del tutto, cosicché finisce che le merci sono trattenute in porto" afferma Osborne. "Riteniamo che i porti debbano introdurre una politica tariffaria, che costituisce il settore in cui la catalogazione elettronica delle merci potrebbe contribuire ad abbassare i tempi morti forse da 24 a 48 ore, dato che la politica tariffaria in effetti va ad incidere sui prezzi di parcheggio. Tuttavia, dal momento che l'offerta del periodo di magazzinaggio rappresenta un fattore di vendita tra le compagnie di navigazione di traghetti, esse faranno resistenza ad attuarla.

L'integrazione dei procedimenti tra la nave, l'equipaggiamento bordo-costa, l'infrastruttura a terra ed il varco d'accesso stradale è un elemento decisivo che si verifica più presso i terminal containers che presso i terminal ro-ro" conclude Marks. "I terminal ro-ro devono percorrere questa strada se vogliono conseguire quel tipo di viaggi di andata e ritorno che vorrebbero".

Se i tecnici della Posford Haskoning hanno un approccio al proprio lavoro da una prospettiva terrestre, la Transmarine invece - da architetti ed ingegneri navali - dispone di un'ottica in qualche maniera più nautica. La società fornisce l'intero prodotto del settore: progettazione, fornitura, installazione ed assistenza.

"Il fatto che noi realizziamo anche rampe di bordo, visori di prua e rampe articolate per traghetti ro-ro ci fornisce una prospettiva speciale" ha dichiarato il direttore generale David Byrne.

"Quando noi progettiamo un'installazione a terra, la pensiamo come un pezzo di equipaggiamento marittimo; la prendiamo come se fosse un'estensione della rampa della nave".

Al fine di evidenziare la differenza nell'approccio, Byrne fa riferimento al progetto Twelve Quays recentemente installato dalla Transmarine sul Mersey, vale a dire il ponte ro-ro più grande del Regno Unito, lungo 88 metri ed ampio quattro corsie. A suo dire, accostarsi alla progettazione da un punto di vista di ingegneria civile sarebbe stato difficile, a causa della necessità di ottenere abbastanza flessibilità da consentire la torsione del ponte. "il nostro progetto si basava sulla possibilità di farlo girare, di modo che i cardini dovevano essere di 1 metro a lato. Utilizzando il codice BS5400 di cui si servono gli ingegneri civili, sarebbe stato virtualmente impossibile riuscirci, poiché esso è stato concepito per i ponti statici e non per quelli dinamici.

Forse noi comprendiamo meglio ciò che fanno le navi" ha aggiunto "ma quando si arriva ai pilastri di calcestruzzo ed al dragaggio ne sappiamo molto poco, perché questo è territorio degli ingegneri civili. Allora tiriamo una linea e diciamo che è lì che dobbiamo fermarci".

La Transmarine a maggio stava lavorando alla rampa a due ponti di Rosyth in vista del nuovo servizio Superfast da Rosyth a Zeebrugge. In Cina, la società ha recentemente progettato due rampe ferroviarie che combinano un ponte ferroviario inferiore con un ponte superiore per i veicoli.

Le rampe ferroviarie in acque soggette a marea come queste sono di grandi dimensioni, dice Byrne. Il ponte di Hainan è lungo 120 m. ed è composto da tre segmenti. La rampa, le sue componenti idrauliche e due traghetti sono attualmente in costruzione in Cina.

Byrne ha le sue salde convinzioni circa la progettualità ro-ro futuristica. "Per anni si è parlato di AGV, hover-MAFI e così via, ma - con la possibile eccezione della piastra Rolux autolegante (il sistema di translifters, trattori, piastre, locomotori da manovra ed altri macchinari sviluppati dalla Rautaruukki ed AB Electrolux e brevettato dalla società finlandese Logister) - molto poche di queste idee sono state poi adottate ed io mi domando quali siano le economie di quelle più avanzate.

In un contesto leggermente diverso si colloca lo Stena HSS" afferma Byrne. "Come sistema, le navi non potrebbero essere messe a punto meglio. Esse si adattano ad una sola rampa e viceversa, mentre le navi si adattano solo ad una ristretta fascia di rotte: sono molto eleganti e molto costose. Non è la direzione in cui andrei io. A me piace la flessibilità. Mi piace lasciare le porte aperte. Vorrei una rampa in grado di lavorare con tante navi. E si potrebbe pianificarle per accogliere anche AGV molto avanzate. Esse hanno bisogno di un terminal dalla messa a punto perfetta.

Per qualcuno come la StoraEnso, posso immaginare che funzioni, poiché loro stanno seguendo un certo percorso. I loro traffici di prodotti forestali continueranno fino a quando l'inferno congelerà, di modo che le economie cominciano ad accumularsi. A meno che qualcuno non sia in grado di dimostrare il contrario, per la maggior parte dei porti si sta verificando l'opposto: brutto periodo, taglia e spera, camion e trattori terminalistici e MAFI in giro.

Il sistema Rolux rappresenta un'eccezione, nel senso che è a mezza strada rispetto al super-sistema, ma, anche se riesco a concepire l'applicazione in casi speciali di sistemi come il miglioramento dell'interfaccia porto-nave e l'AGV, non ritengo invece che ogni porto debba averne uno".

Byrne vede un brillante futuro per il ro-ro quale mezzo per rendere l'Europa ed altre regioni più razionali dal punto di vista del trasporto merci ed al fine di dirottare le merci dalla strada all'acqua. Egli ravvisa un particolare potenziale nel Mediterraneo su rotte quali l'Autostrada del Mare tra l'Italia del Nord e del Sud e tra l'Italia, la Francia e la Spagna. Prevede poi un'esplosione delle attività ro-ro in questa zona, unitamente alla Turchia. Mentre per il futuro vede sviluppi anche nel Nord Africa.

"L'unico problema per me è che non vi sono maree nel Mediterraneo di modo che loro non hanno bisogno di rampe come noi le conosciamo". Peraltro, vi è un mercato per le rampe galleggianti speciali e la Transmarine è in trattative con un particolare porto greco su questo argomento e spera di ottenere presto un contratto.

Il terminal galleggiante della Transmarine o la concezione "trasportistica" agevolano l'ormeggio di traghetti veloci in piccoli porti che dispongono di un terminal a forma di T che "può essere fatto galleggiare al suo interno ed agganciato". Esso è caratterizzato da un pontone di forma particolare, dotato di una ribalta fatta funzionare idraulicamente che mette in condizione navi di forme e dimensioni diverse di utilizzarlo.

"Vi è una pressante necessità nei paesi del Terzo Mondo, in particolare in Africa" conclude Byrne "di porti galleggianti dotati di attrezzature ro-ro sul suo ponte. Esso potrebbe essere tirato giù, incastrato e collegato mediante un semplice ponte alla strada più vicina. Un porto ro-ro istantaneo è poi un'ottima idea anche nel caso di zone di guerra o dopo un disastro".

I sistemi e l'equipaggiamento per il progetto IPSI sono ancora in fase di collaudo, afferma Goran Johansson, direttore generale e capo della divisione movimentazione carichi secchi preso la TTS Ships Equipment di recente costituzione, in origine Hamworthy KSE. Alcune delle sue caratteristiche sono già state immesse in servizio nell'ambito del progetto Baseport della StoraEnso che, secondo Johansson, "funziona in modo fantastico".

L'IPSI ruota attorno ad operazioni containerizzate ro-ro caricate su piastre ad alto rendimento così come su normali trailers e swap-bodies. Il punto cruciale consiste nell'uso di piastre e di AGV controllati da transponders che ricevono gli esatti dati sulla posizione da un GPS. Gli AGV manovrano le piastre da terra a bordo affinché vengano stivate nell'ambito di un sistema strutturato su corsie di stivaggio delimitate sui ponti delle navi. Ciascuna corsia può accogliere approssimativamente 40 TEU. Al cuore del sistema sta l'unità di contenimento del carico, sia essa una piastra, un semirimorchio MAFI o attrezzature analoghe.

Johansson afferma che le due chiavi del successo del sistema risiedono nel fatto che il contenitore del carico è una scatola quadrata con nessuna curvatura di modo che vi si possono guidare i veicoli direttamente incrementando così notevolmente la velocità del carico, nonché nel fatto che la poppa della nave è completamente aperta.

"Ciò che adesso stiamo collaudando è l'allacciamento automatico delle piastre e dei cavalletti dei trailer. Ciò dà economie extra, poiché si può fare a meno di gran parte della squadra addetta all'allacciamento. Si hanno, inoltre, meno incidenti. Noi stimiamo di poter risparmiare qualcosa come 20 persone in media.

Un altro vantaggio del sistema a piastre - afferma Johansson - sta nel fatto che si possono prendere unità di forma strana, come i 30 o 45 piedi, le cisterne e gli swap-bodies". La piastra è il mezzo per standardizzare le attrezzature non standard. "Tutte le esigenze portuali sono rappresentate in questi casi da translifters che di norma hanno già, di modo che essi non avranno bisogno di fare alcun investimento aggiuntivo.

La prossima fase dell'ISPI consiste nella sostituzione dei translifters e dei tugmasters con un AGV" continua Johansson. "Ciò verrà sviluppato con gli altri partners europei nel prossimo paio d'anni, probabilmente nell'ambito di un progetto di sviluppo sponsorizzato dall'Unione Europea". I produttori da coinvolgere nel progetto non sono stati svelati.

Anche se le piastre saranno movimentate con gli AGV, i trailers saranno ancora movimentati nel modo tradizionale, ma i cavalletti li metteranno in condizione di essere allacciati automaticamente. "Porti il tuo Tugmaster alla zona di deposito dei cavalletti, lo agganci al trailer, glielo assicuri sopra e lo fai salire sulla nave" spiega. "Poi lo fai scendere sul ponte tra i bordi delle corsie ed il cavalletto automaticamente si mette al suo posto assicurando l'intera sistemazione. Non è necessaria alcuna modifica al Tugmaster od al trailer". I cavalletti al momento sono in fase di distribuzione presso alcuni dei proprietari che partecipano ai collaudi dell'IPSI.

"Il veicolo maggiormente utilizzato nella gran parte dei servizi ro-ro è il trailer" commenta Johansson. "Ed è proprio per questo che è stato progettato il cavalletto: conseguire i vantaggi dell'allacciamento automatico. Così, insieme alle piastre si ottiene una capacità di carico fantastica".

Per quanto riguarda il futuro, Johannson riassume: "Il ro-ro è sempre stato centrato sul Nord Europa in passato ed ora i politici di Bruxelles ritengono che ciò che funziona a nord possa funzionare anche a sud. Perciò, essi stanno chiedendo che i progetti dell'Unione Europea diffondano tale concezione nel Mediterraneo. Noi siamo impegnati in un paio di loro. Allo scopo di fare concorrenza alla strada, i servizi ro-ro devono essere molto efficienti e noi pensiamo che in futuro possa essere effettuato dal ro-ro un bel po' di feederaggio con i grossi hub lo-lo quali Gioia Tauro e Algesiras invece che con i piccoli lo-lo".

Vale la pena di chiudere con l'opinione dell'operatore marittimo a lungo raggio ro-ro OT Africa Lines che deve bilanciarsi tra le opzioni maggiormente raffinate disponibili tra i propri porti nord-europei e la realtà sul campo nei porti dell'Africa Occidentale.

Il direttore alle operazioni Bernard Elworthy afferma che questi porti ora fanno sempre meno affidamento sulle attrezzature poste sulle navi e dispongono dei propri elevatori a forca, MAFI e Tugmasters.

Riguardo alle operazioni terminalistiche, il suo contributo attiene a due proposte pratiche: "Molti dei terminal di laggiù sono cresciuti in modo casuale. Senza pensare a soluzioni grandiose, alle volte si ha solo bisogno di sedersi davanti ad un foglio di carta bianco e ridisegnare la configurazione dello scalo utilizzando ciò che si ha già. In secondo luogo, bisogna conservare i propri strumenti. Infine, disciplinare questi provvedimenti".
