Trasporto intermodale

Novità intermodali nelle Midlands britanniche

Malgrado vari programmi di ispirazione governativa per alleviare la congestione del traffico stradale nel Regno Unito, il traffico autostradale continua ad ostacolare l'efficienza della gestione della catena delle forniture. Pur essendo previsti pochi miglioramenti, in particolare attorno ai principali porti containerizzati del sud, sta fiorendo un certo numero di nuove opportunità ferroviarie, che offrono una concreta speranza per il futuro.

Hams Hall, a metà del paese, è una di queste. Il sito faceva parte di un vecchio complesso comprendente una stazione elettrica gestito dalla Powergen, ma il terminal da 55 acri adesso provvede a cinque servizi containerizzati, mentre altri tre sono sulla rampa di lancio. Il bello del nuovo terminal sta nel fatto che i containers possono esservi instradati per ferrovia dalla costa nel corso della notte, e successivamente autotrasportati presso i clienti fino a Liverpool o Leeds. Due di questi servizi provengono da Milano, uno da Felixtowe, uno da Southampton ed un altro riguarda il traffico relativo a Glasgow. Gli ultimi due sono appena stati inaugurati. Tutti quanti vengono effettuati cinque volte alla settimana.

Anthony Gonneville, amministratore delegato della CTL, che effettua uno dei servizi da Milano, commenta: "Il terminal merci è localizzato in modo ideale nel cuore delle Midlands ed i suoi eccellenti collegamenti di trasporto consentono una distribuzione successiva svolta in modo rapido e razionale dal punto di vista dei costi".

Il catalizzatore per la crescita del capolinea ferroviario è stata la ABP Connect, che l'aveva acquistato dalla Powergen nell'aprile del 2002. All'inizio di quest'anno, l'operatore aveva ottenuto una sovvenzione di 1,2 milioni di sterline da parte della SRA (Autorità Ferrovie Strategiche) del Regno Unito, allo scopo di espandere ulteriormente l'infrastruttura completata solo in parte e di attirare così nuovi servizi. La sovvenzione, che costituiva il 75% di un progetto di espansione da 1,6 milioni di sterline, si basava sull'introduzione di un nuovo servizio da Hams Hall a Glasgow, messo sotto contratto dalla G. Russell Transport.

La SRA è competente per l'implementazione della politica ferroviaria del governo britannico e supporterà ogni ragionevole proposta che contribuisca al trasferimento del traffico dalla strada alla rotaia. La ABP Connect è una consociata della Associated British Ports, che possiede partecipazioni in terminal contenitori a Southampton e Tilbury, così come altre partecipazioni in scali di molti altri varchi d'accesso costieri in tutto il Regno Unito.

Parlando in esito al riuscito completamento del progetto, Jonathan Riley, che fa le veci del direttore esecutivo trasporto merci della SRA, ha dichiarato: "L'espansione è una buona notizia per la ABP Connect, per i loro clienti e per l'economia locale. L'infrastruttura apporterà altresì un beneficio all'ambiente poiché eliminerà qualcosa come 90.000 viaggi camionistici dalle strade, e noi siamo felici di avere contribuito al finanziamento del progetto".

I lavori, che hanno riguardato un quarto binario di 550 metri, nuove attrezzature per la movimentazione dei contenitori e 6.500 metri quadrati di spazio di deposito in più, sono stati appena ultimati. Chris Geldhard, un portavoce della ABP Connect, rivela: "L'ulteriore lunghezza del binario, superiore ai 450 metri, adesso ci mette in condizione di accettare convogli più lunghi, che sappiamo essere ciò che i nostri clienti desiderano. L'intera infrastruttura rappresenta un grosso miglioramento rispetto a ciò di cui disponevamo prima, e ne siamo molto contenti".

Sono stati installati due cavalcavia ferroviari di calcestruzzo larghi 25 metri, così come una nuova DRF Reachtacker della Kalmar. Altre due impilatrici sono state acquistate mediante fondi propri della ABP Connect. Queste infrastrutture aggiuntive andranno ad incrementare le movimentazioni del terminal contenitori da 35.000 a 65.000 all'anno.

L'investimento sembra essere stato un successo, dato che un nuovo servizio da Hams Hall a Glasgow destinato a chiunque interessi è già stato inaugurato dalla EWS, mentre un altro, sempre della EWS, destinato a Southampton ha avuto inizio ai primi di luglio. Il primo contribuisce al riposizionamento dell'equipaggiamento vuoto in Scozia, che di norma costituisce una zona di domanda di contenitori a causa del suo elevato livello di esportazioni, in particolare whisky, mentre le Midlands normalmente rappresentano un'area di forti importazioni. Quest'ultimo servizio fa parte del recente accordo contrattuale con la P&O Nedlloyd per movimentare equipaggiamento high-cube (da 9 piedi e 6 pollici) da Hams Hall a Southampton.

Anche il traffico derivante dai servizi esistenti sembra essere in crescita, sebbene i servizi del Tunnel della Manica abbiano molta strada da fare prima di riuscire ad ispirare nuovamente fiducia dopo i problemi dello scorso anno con gli immigranti clandestini ed i rifugiati politici. Il servizio della CTL da allora è stato trasferito sotto il marchio della ICF (Intercontainer-Interfrigo). Non si sono riusciti ad ottenere dati solo dalla Novatrans in ordine al suo servizio del Tunnel della Manica. Tuttavia, si sa che entrambi i servizi sono attualmente ben utilizzati e che offrono una capacità ferroviaria di circa 20 metri per swapbodies da 13,8 metri, il normale cavallo di battaglia utilizzato per il traffico infra-europeo.

Si dice che il servizio della MSC (Mediterranean Shipping Company) tra Hams Hall e Felixtowe stia andando di bene in meglio, ed ora trasporta circa 60 TEU al giorno in entrambe le direzioni. La GB Rail effettua i relativi treni. Secondo una fonte del settore, essi sono sempre pieni in ragione dei tempi di viaggio offerti maggiormente affidabili rispetto all'autotrasporto da Felixtowe. Un portavoce della MSC ha dichiarato: "L'espansione di Hams Hall ha migliorato enormemente questo servizio. Siamo anche interessati al nuovo servizio alla volta di Glasgow che ha attirato".

Come altri operatori terminalistici, la ABP Connect offre ai propri clienti una gamma completa di servizi a Hams Hall, tra cui il deposito, la riparazione, la pulizia e l'autotrasporto di contenitori. Una fonte del settore sostiene: "Il vantaggio di tali terminals sta nel fatto che essi sono gestiti in autonomia, laddove i terminals della Freightliners, come quello di Trafford Park, sono collegati all'utilizzazione dei propri servizi ferroviari. In altre parole, per ottenere il vantaggio rappresentato dal primo, occorre sopportare gli inconvenienti presentati dall'altro".

Per molti versi, lo Hams Hall della ABP Connect è simile al nuovo terminal ferroviario del Gruppo Potter a Selby, anche il quale è stato recentemente ampliato, il che suggerisce come queste infrastrutture abbiano un promettente futuro.
