Relazione del Presidente

Autorità, Illustri Ospiti, Amici e Colleghi,

benvenuti a questa nostra 62ma Assemblea annuale e bentrovati in questa storica dimora patrizia rinascimentale.

Da questa affascinante villa della seconda metà del '500 vorrei partisse una spinta per traghettarci verso una ripresa, una riconquista dell'orgoglio, dei valori e del ruolo di Superba che i nostri avi, proprio in quell'epoca, seppero dare alla città attraverso il fulcro commerciale che, da sempre, rappresenta il nostro caro Porto.

È all'incirca in quell'epoca, infatti, ed esattamente nel 1528 che Andrea Doria, sottoscrivendo un Contratto d'asiento con l'Imperatore Carlo V si impegnava a fornire una intera flotta alla Corona Imperiale spagnola.
Un atto politico che investiva tutta la Repubblica Genovese, una svolta destinata a rivelarsi positiva per la nostra città e che favorì l'espansione economica dei genovesi nei territori di Spagna - stato che si stava affermando come egemone in Europa - e dove i nostri concittadini mercanti iniziarono a stabilirsi numerosi a Barcellona, Cadice e Siviglia.

Dopo essersi impadronita del commercio della seta di Granada, di parte delle miniere di sale in Andalusia e del monopolio della pesca del corallo a Tabarca, l'aristocrazia genovese si trovò anche in condizioni di fare cospicui affari con massicci prestiti di denaro alla Corona Imperiale.

Mercanti quindi, navigatori e banchieri '. non dimentichiamo mai queste nostre origini che ci portarono ad influenzare gran parte del Mediterraneo, cosa che ci auguriamo si possa ripetere.

 

L'ASSOCIAZIONE E LE ISTITUZIONI

Nell'indirizzarLe il più caloroso "in bocca al lupo" per il lavoro che la attende, diamo il benvenuto al neo eletto Sindaco della nostra città, la Professoressa Marta Vincenzi, alla quale desidero esprimere l'auspicio della continuità con la precedente amministrazione comunale per quanto fatto per rendere più attraente e bella la nostra città negli ultimi anni.

Nel contempo, mi auguro che la costituenda Giunta si possa anche dedicare con forte e rinnovato impegno a dare un nuovo impulso industriale e, soprattutto, portuale alla città.

Solo un Porto nuovo, libero da condiziona menti e con un buon impianto infrastrutturale alle spalle potrà portare Genova ad una reale rinascita.

Nel corso di uno dei recenti incontri pre-elettorali il nuovo Sindaco ha rivolto agli imprenditori la richiesta di presentare cinque priorità; ecco le nostre:

  1. ristabilire immediatamente quel clima disteso, seppur con le diverse sfumature che le categorie imprenditoriali e le Istituzioni possono rivendicare, grazie al quale si possano condividere scelte e posizioni che confermino la vocazione portuale della città;
  2. creare un "patto forte" con i Sindaci delle altre città portuali e di quelle metropoli interessate allo sviluppo del nostro scalo (come Torino e Milano) per giungere all'indispensabile autonomia finanziaria dei porti, cavalcando le spinte che in tal senso vengono mosse anche dall'Unione Europea al nostro Paese;
  3. porre come obiettivo strategico e centrale il sistema delle infrastrutture: quindi la gronda, il passante ferroviario, il nodo della viabilità ed il terzo valico. Queste opere devono rientrare quanto prima nei piani di priorità nazionale e devono accompagnarsi al superamento di tutte le problematiche ferroviarie interne allo scalo. Le ferrovie, e non solo quelle italiane, devono poter entrare direttamente in Porto, senza interventi supplementari di società di manovra, senza interrompere il ciclo logistico;
  4. definire una posizione chiara e netta sui progetti del grande porto del futuro, o riprendendo l'affresco di Renzo Piano e dandogli una connotazione molto più industriale e portuale di quella attuale, oppure sposando altri interessanti progetti che privilegiano questi aspetti;
  5. realizzazione dell'autoparco al servizio del sistema dell'autotrasporto e di conseguenza all'intero sistema viario cittadino.

Queste sono le priorità per la nostra città e per chi si assume la responsabilità di governarla. Noi desideriamo avere un Comune vicino al mondo imprenditoriale portuale, che riesca a dare il giusto spazio "politico" alle nostre istanze ed il giusto spazio "fisico" alle nostre attività.
Con questi presupposti e su questi obiettivi la nostra categoria sarà sempre pronta a sostenere le iniziative del Comune, a qualunque livello.

Anche se non reduce da risultanze elettorali, vorrei ringraziare il Presidente Burlando per averci spesso ascoltato, ed in particolare per averci assistito e coadiuvato nel portare sui giusti tavoli romani una seria problematica legata alla Legge professionale dei raccomandatari marittimi.

Parimenti, vorrei sottolineare l'impegno della Regione, in questo caso nella persona dell'Assessore ai Trasporti Merlo, intervenuto per dipanare un paio di situazioni che nei mesi scorsi hanno rischiato di mettere in serio pericolo l'operatività e, quindi, pregiudicare in via definitiva l'affidabilità del nostro Porto. Mi riferisco alla mediazione in occasione del fermo dell'autotrasporto ed a quella immediatamente successiva per l'agitazione dei lavoratori delle manovre ferroviarie.
Questo è il livello di interessamento ed il ruolo di sostegno che a nostro avviso è giusto aspettarsi dalle Istituzioni, specialmente nei momenti più critici.

Un benvenuto anche all'Ammiraglio Ferdinando Lolli del quale, anche se è giunto a Genova, o meglio, come usa dire lui, ritornato a Genova, solo da pochi mesi, abbiamo avuto già modo di apprezzare alcuni suoi interventi.

Nella nostra veste di utenti della Capitaneria di Porto, seguiamo con attenzione il percorso di informatizzazione e sburocratizzazione procedurale che l'Ammiraglio ci ha anticipato nel nostro primo incontro, garantendo, come sempre, la nostra più ampia disponibilità.

Anche il Presidente della Camera di Commercio, dalla sua posizione di responsabilità nella Commissione Porti di Confcommercio, continua a seguire con attenzione le vicende portuali nazionali. Sappiamo che si è fatto carico di un gravoso lavoro per cercare di portare a fattore comune le problematiche dei porti italiani, un vero e proprio "Giro d'Italia" della portualità.
Attendiamo i risultati di queste consultazioni ma, soprattutto, auspichiamo un conseguente forte intervento di Confcommercio a livello di governo centrale a supporto delle nostre istanze.

Per quanto riguarda invece l'Autorità Portuale, auspico che possa quanto prima tornare a rappresentare quella che già in passato ho definito "casa comune", portatrice degli interessi imprenditoriali e commerciali che costituiscono l'ossatura portante del Porto e che attraverso le navi, le merci ed i cantieri rappresentano lavoro e ricchezza per la città.

Detto ciò, non mi sento ora di sottacere un fenomeno più generale che ho recentemente avvertito, piuttosto inspiegabile, ma ragionevolmente riconducibile all'appena trascorso periodo elettorale: e cioè l'impressione che alcune, se non tutte, le Istituzioni e gli Enti locali abbiano fatto un passo indietro, siano rimaste volontariamente in silenzio sulle pressanti questioni di interesse portuale, se vogliamo lasciando l'Autorità Portuale e gli stessi imprenditori in balia di se stessi.

Ora come forse non mai in passato, come cercheremo di documentare tra poco, serve una svolta decisa, una compattezza tra imprenditori ed Istituzioni, forze politiche ed organizzazioni sindacali per portare a livello nazionale il tema della portualità.

L'importanza della partita richiede una spinta della politica che mi sembra sia venuta meno in questo ultimo periodo; pertanto, voglio augurarmi che da subito si riprenda a dialogare, a ricercare consensi, sfruttando l'abbrivio ed il rinnovato entusiasmo, nonché gli impegni elettorali, degli Amministratori neo eletti.

 

I "MESTIERI" DEI NOSTRI ASSOCIATI

Mi soffermerò ora brevemente sulle attività che caratterizzano le aziende che fanno parte della nostra Associazione: dal settore della mediazione marittima, che continua a mostrarsi particolarmente florido, al settore delle crociere e sul suo sviluppo che ci vede anche protagonisti come città, al settore tramp.

Inoltre, come ulteriore spunto di riflessione sul mondo del containers, ci avvarremo oggi del contributo di uno studio sullo "Sviluppo mondiale del traffico contenitori" e sui riflessi che ne derivano per l'adeguamento di navi e terminal, preparato da un esperto del settore, noto anche a Genova, il Capitano Andreas Nigulis, al quale a breve cederò la parola.

La scelta di un relatore straniero, ancorché, nello specifico, italianizzato, non è casuale; riscontriamo infatti sempre maggiore difficoltà a trovare ascolto, sia a livello locale, sia a livello nazionale, quando cerchiamo di spiegare la "differenza di passo" tra le nostre tempistiche di adeguamento al cambiamento e le percentuali di crescita del trasporto via mare.

Forse, ripetendo noi sempre le stesse cose., siamo arrivati a sfinire i nostri interlocutori, pertanto abbiamo incaricato un esperto straniero che Vi darà un'importante testimonianza su questo pericolosissimo divario e che ci auguriamo possa essere ascoltato.

 

Il Mercato dei Noli

Nel settore delle rinfuse secche constatiamo nuovi records positivi quasi ogni giorno, basti pensare che le navi handymax (di portata dalle 35 alle 46 mila tonn.) hanno raggiunto una media tra le varie rotte di circa 34mila dollari al giorno, così le panamax (da 60 a 80 mila) ne spuntano circa 49mila e le capesize (da 120 a 180mila) hanno superato i 100mila dollari al giorno, con qualche piccolo segno di cedimento attorno alla metà di questo mese, ma gli operatori restano ottimisti continuando il boom delle richieste da parte di Cina e India.

Nel settore delle cisterne nel 2006 i noli delle Vlcc hanno segnato un aumento del 4% sul 2005, mentre segni. negativi contenuti, nell'ordine massimo del 6/7%, hanno caratterizzato le navi di dimensioni minori, consentendo comunque agli armatori di registrare noli elevati, rispetto alla media, per il quarto anno consecutivo.

Sempre le Vlcc hanno vissuto una prima parte di anno elettrizzante, visto l'aumento della domanda di trasporto di greggio indotta dall'aumento del prezzo del barile. Aumento culminato in agosto 2006 con medie di 93mila dollari/giorno. Valori che non si registravano dal lontano agosto del 1973.

Nei primi 4 mesi del 2007 i rendimenti giornalieri rispetto alla media annua del 2006 sono stati altalenanti, ma hanno comunque fatto segnare aumenti significativi, fino al 20%, per il tonnellaggio minore, per arrivare a riduzioni anche del 10% per le Vlcc.

Nel settore della compravendita, dalla seconda metà del 2006 ad oggi, il mercato ha visto un ulteriore rafforzamento soprattutto nel settore del dry.

I prezzi delle bulkcarrier., che nella primavera del 2006 avevano subito una flessione, risultano oggi quasi raddoppiati, quale conseguenza logica di un pari incremento delle rate di nolo. Una panamax di cinque anni oggi ottiene prezzi intorno ai 55 milioni di dollari, rispetto al maggio del 2006, quando unità similari venivano vendute a livelli intorno ai 32 milioni.

Il settore cisterniero della compravendita ha avuto un andamento più stabile, mantenendo tuttavia una forte richiesta di tonnellaggio. I prezzi attuali per le product tankers di 5 anni di età si mantengono praticamente invariati rispetto ad un anno fa su tutte le tipologie di tonnellaggio.

Si registra invece un, incremento dei prezzi delle unità petrolchimiche (Imo Il) grazie all'entrata in vigore delle nuove normative per il trasporto degli olii vegetali.

Per quanto concerne il mercato delle porta containers, invece, abbiamo assistito ad una leggera flessione e ad un minor numero di transazioni, anche se negli ultimi due mesi ci sono stati segnali di una certa ripresa.

I prezzi delle nuove costruzioni si stanno nuovamente rafforzando rispetto al 2006 nella misura del 15/20% ed principali cantieri hanno acquisito commesse di vario genere saturando la loro produzione sino, alla fine del 2010.

 

Il traffico Tramp

Questo settore segue pedissequamente il mercato dei noli, sia nel dry che nel tanker.

La competitività tra le agenzie che vi operano è sempre maggiore e la richiesta di servizi di alta qualità, unita mente alla capacità di produrre informazioni attendibili e veloci, è ormai prassi per armatori e noleggiatori.

Pertanto l'agente deve essere qualitativamente eccellente, disporre di un efficace servizio di intelligence ed avere costi sempre più bassi. Questo è lo scenario che si presenta oggi a chi analizza il settore, ma qualità ed informazione generalmente richiedono investimenti in termini di risorse umane e pertanto alti costi.

Da qui una sempre maggior competizione che nel futuro - ma già oggi - comprometterà la sopravvivenza di quelle piccole agenzie che sono dotate di un portafoglio clienti limitato.

In Italia siamo rimasti uno degli ultimi paesi ad avere una tariffa di riferimento che stiamo strenuamente tentando di difendere ma risulta, comunque, sempre più difficoltoso rispettarla.

 

Il settore delle Crociere

Quasi 16 milioni di persone hanno scelto una crociera per le loro vacanze nel corso del 2006. Di questi, 6 milioni hanno usufruito dei porti italiani, confermando l'Italia come prima destinazione crocieristica del Mediterraneo.

Cresce la capacità delle navi ma cresce anche il numero delle toccate.

Il forte incremento del 2006 è previsto ripetersi nel 2007 anche in termini di occupazione indotta; l'attività crocieristica vede l'Italia al primo posto in Europa; un importantissimo primato tra l'altro confermato dalla costruzione dei cruisers, comparto in cui il gruppo italiano Fincantieri primeggia.

Fino al 2009 i cantieri europei consegneranno 10 grandi navi da crociera all'anno. Parecchie di queste unità sono già fin d'ora destinate ad un deployment mediterraneo accrescendo significativamente il numero degli scali nei porti italiani. In tale quadro speriamo, ma senza eccessiva convinzione, che una piccola tranche tocchi anche al Porto di Genova.

La recentissima inaugurazione del rinnovato terminai di Ponte Andrea Doria ha dotato il Porto di Genova di una nuova struttura, che pur non aumentando la capacità ricettiva in termini di accosti disponibili, ha certamente arricchito in maniera determinante la superficie degli spazi a terra sia per quanto riguarda le sale passeggeri sia per le aree di parking.

L'attuazione dei lavori del nuovo viadotto sulle aree rese disponibili dalla demolizione del "Cesare Imperiale" conferirà all'intera area di Calata Zingari una configurazione di miglior decoro unita ad una capacità di stoccaggio veicoli con la quale far fronte alle esigenze delle nuove unità. Accanto a questi effetti positivi permane il punto interrogativo sulla ristrutturazione di Ponte Parodi, i cui lavori sempre annunciati come imminenti trovano sempre nuovi motivi di dilazione.

Resterà poi, comunque, quando la ristrutturazione verrà compiuta, la questione di capire quale utilizzazione, strumentale al traffico crocieristico, potrà essere individuata.

Ci risulta che la struttura in questione, offerta a soggetti diversi, non pare abbia suscitato grandi entusiasmi nei possibili fruitori.

Resta poi, a cavallo tra Ponte Parodi e Ponte dei Mille, l'inquietante mole dell'Hennebique, capitolo emblematico delle "non decisioni" che affliggono questo porto.

Detto dei problemi strutturali, rileviamo che, malgrado il notevole lavoro di riqualificazione urbanistica, ancora non siamo riusciti ad accreditarci come destinazione del turismo crocieristico di transito, ma rimaniamo un porto di solo turn around, oltre al fatto di dipendere, in pratica, da un solo grande cliente, per fortuna in forte crescita.

 

I traffici di Linea

Prima di passare la parola al Capitano Nigulis, desidero sottolineare lo spirito che vorremmo fosse attribuito a questo studio che vuole essere un contributo, un atto di presa di coscienza, di quanto sta accadendo nel mondo.

Saremo così in grado di comprendere quello che sarà, o non sarà, il ruolo, non solo di Genova ma del nostro Paese, per impostare la giusta strategia e pianificare conseguenti interventi nel tentativo di mantenere il passo dello sviluppo.

Immagino che capiti più o meno a tutti noi di leggere quotidianamente e confrontare statistiche, registrare dati, classifiche di porti e compagnie di navigazione, ma sono convinto che uno studio come quello che ci verrà presentato tra poco, possa dare una visione completa sulla reale portata di questo incredibile sviluppo e possa, quantomeno, farci comprendere quali siano le azioni necessarie e prioritarie su cui puntare con decisione, per potervi partecipare.

Vorrei subito ribadire quanto detto in precedenza: con questo studio abbiamo voluto fotografare in maniera analitica ed asettica quanto sta accadendo nel settore del trasporto dei containers a livello mondiale.

Quindi, semplicemente, idee chiare sui trend di sviluppo, al servizio di una progettazione e di una programmazione futura in linea e coerente.

Risulta palese, scontato, che allo stato attuale delle cose gli scali della nostra penisola, se non nel breve, a medio termine, non saranno più adeguati ad accogliere le navi dei grandi servizi oceanici da cui saremo, di conseguenza, esclusi, come già oggi in parte accade.

Credo, quindi, che la prima importante domanda che dobbiamo porci sia: "ci accontentiamo di questo ruolo"?

Vi dirò: la mia risposta è un NO secco!

Vorrei infatti che avessimo la volontà, la forza e le capacità per ambire a qualcosa di meglio, che facessimo quanto nelle nostre possibilità per far sì che un ristretto, condiviso e strategico numero di scali italiani, fosse messo in grado di giocarsi tutte le sue carte per ambire non solo al ruolo di porto di interesse nazionale ma, una volta per tutte, di porta per l'Europa, come spesso abbiamo avuto occasione di dire.

Per questo motivo vorrei idealmente consegnare questo documento sul nostro futuro alle Istituzioni perché si facciano portatrici di questa istanza nei confronti del Governo centrale.

Perché questi numeri e questi dati devono essere ben chiari nella mente di chi andrà a definire argomenti strategici come la riforma della Legge 84/94 per quel che riguarda, ad esempio, il numero delle Autorità Portuali, 25, l'assoluta insufficienza delle risorse '. a pioggia '. ad esse destinate e, quindi, i nuovi strumenti di finanziamento che dovranno essere individuati per infrastrutture e porti, tenendo ben presente quanto lo Stato Italiano incassa per le tasse che vengono pagate nei suoi porti (i soli tre scali liguri hanno riscosso tributi per 4 miliardi di Euro nel 2005).

L'assoluta necessità di una ben maggiore disponibilità economica per le Autorità Portuali, coniugata ad un altrettanto indispensabile snellimento delle procedure di pianificazione e di realizzazione delle opere portuali, rappresenta la via per la ripresa e lo sviluppo del nostro settore.

Ma, evidentemente, questo non potrà essere sufficiente, perché né il livello delle esportazioni, né quello dei consumi interni della sola Italia, potrebbero giustificare interventi di simile portata. Dovremo pertanto aprirci al servizio da e verso i paesi del centro Europa.

In questo sistema di trasporto merci globale, infatti, dovremo essere in grado di connettere il nostro sistema portuale alle direttrici europee strategiche con collegamenti affidabili ed economicamente convenienti.

Guai al nostro Porto, e più in generale a quelli del Nord Tirreno, se non riusciranno a collegarsi adeguatamente al Corridoio 5, che percorrerà l'asse Lione - Kiev passando per Torino, Milano, Verona, Venezia e Trieste.

Che poi si riesca a far transitare le merci verso questa strategica direttrice attraverso il Terzo Valico o in qualsiasi altro modo, poco importa, ma dobbiamo arrivarci su ferro, questo è imprescindibile.



Al riguardo, non possiamo che accogliere favorevolmente la candidatura di Genova e Torino come sede per l'Authority dei Trasporti. Un organismo fisicamente collocato baricentricamente tra due assi fondamentali del Corridoio 5 e del Corridoio Ten 24 (Genova - Rotterdam), che rappresentano, come già detto, un'imperdibile opportunità di sviluppo per il Nord Ovest.



Anche in questo caso non possiamo però permetterci di sottovalutare tempi di realizzazione delle opere.

La Spagna, di cui abbiamo già avuto modo di apprezzare la velocità di realizzazione degli ampliamenti delle strutture e delle infrastrutture portuali, ha già coinvolto da tempo in un consorzio di imprese e di Istituzioni la Francia, la Germania e la Scandinavia.

Mi riferisco al corridoio ferroviario denominato Ferrmed, che prevede un percorso da Algeciras a Stoccolma, a sostegno del quale sono state recentemente annunciate la creazione di una serie di impressionanti piattaforme logistiche in Spagna, a ridosso di Alicante, Valencia e Castellòn, mentre sono in via di individuazione aree adibite allo stesso scopo anche negli altri Paesi interessati.



Ebbene, il Ferrmed è previsto passare esattamente per Lione, allacciandosi, quindi, direttamente al Corridoio 5.

La morale è più che chiara, se non saremo in grado di collegarci a questi assi resteremo fuori dai grandi traffici mondiali. Mentre i nostri vicini spagnoli faranno prevalere la loro intraprendenza sulla nostra inerzia '.

'. e purtroppo, non abbiamo ai giorni nostri un "Andrea Doria" su cui poter contare!

Concludo rivolgendomi ai colleghi imprenditori ed ai rappresentanti delle Istituzioni: partiamo da questa cruda analisi dei traffici e delle infrastrutture nazionali ed europee, rimbocchiamoci le maniche e lavoriamo nell'interesse generale, teniamo in considerazione cosa sta accadendo nel nostro mondo ed impegnamoci per poter continuare a farne parte ai livelli che ci competono, risolviamo tutte le questioni che, in un contesto così ampio, permettetemi di definire locali e di basso profilo, che aldilà dell'inchiostro che lasciano sulle pagine dei giornali, non contribuiranno mai a fare la storia del nostro Porto e della nostra Città.
