Il ricambio delle portacontainers

Trentadue portacontainers cellulari per un totale di quasi 34.000 TEU sono state ritirate dal servizio nel 1997 per essere disarmate, rispetto ai 20.343 TEU (22 navi) del 1996, con un balzo percentuale del 67% circa. Nel 1995, erano state affidate ai cantieri di disarmo appena 13 navi per complessivi 13.441 TEU (v. Tabella 1).

Questi sono stati ricavati da una combinazione delle recenti pubblicazioni di Containerisation International Yearbook 1998, MDS Transmodal (consulente di trasporti britannico) e Braemar Shipbrokers Ltd di Londra.

Tutte le suddette pubblicazioni rivelano come le dismissioni delle portacontainers cellulari stiano aumentando anno dopo anno e come si tratti di una linea di tendenza destinata a continuare. Nei primi tre mesi di quest'anno, ad esempio, sono già state affidate ai cantieri di disarmo 16 navi per complessivi 22.461 TEU di spazi-containers, per lo più in India, Pakistan e Bangladesh.

E, secondo David Gatland, mediatore responsabile acquisti e vendite per i contratti di demolizione della Braemar, "diversi notevoli contratti sono in pista di lancio". Tuttavia, egli ha affermato che una previsione definitiva per la fine dell'anno era impossibile, data la generale incertezza dei mercati marittimi. Ciononostante, egli ritiene che l'attuale buon livello di attività potrebbe continuare, comportando così l'affidamento ai cantieri di disarmo di quantitativi di tonnellaggio significativamente più alti rispetto a quelli dello scorso anno.

Sebbene Peter Shaerf, socio dirigente della Commonwealth Group di New York, uno dei più importanti broker e consulenti marittimi nel mercato containeristico, sia d'accordo sul fatto che le previsioni in materia siano un affare assai rischioso, egli si aspetta che il tasso di dismissioni raddoppi nel 1998 sino ad almeno 60.000 TEU e che poi aumenti ancora del 50% nel 1999 sino a quasi 100.000 TEU.

"In questo mercato ci sono alti e bassi" ha fatto notare il dirigente. "I minori prezzi per tonnellata lorda, i prezzi delle rinfuse in calo (meno 25% rispetto allo scorso anno) e la continua incertezza sulle reali necessità di tonnellaggio da parte delle nuove alleanze, tutto quanto fa diminuire l'incentivo a dismettere. D'altro canto, il calo delle tariffe di nolo, l'eccesso di tonnellaggio e le condizioni commerciali intensamente competitive, unitamente alle inefficienze derivanti dall'utilizzazione del tonnellaggio più vecchio, incrementano il tasso di dismissioni".

Questi ultimi fattori, egli ritiene, sono in ascesa al momento attuale.

Gatland ribadisce l'opinione di Shaerf: "Il nostro punto di vista è che vi è un mucchio di vecchio tonnellaggio nel mercato e che dato il ribasso delle tariffe di nolo e la necessità di sottoporre queste navi a perizie speciali e/o intermedie sempre più costose al fine di mantenerle operative, gli armatori di portacontainers sceglieranno di dismetterle" ha dichiarato il dirigente della Braemar.

Al contrario Makoto Ishii, direttore esecutivo anziano e dirigente in capo della divisione trasporti di linea della Mitsui OSK Line, pensa che ci vorranno almeno altri 10 anni prima che quantitativi significativi di tonnellaggio containerizzato vengano ceduti per il disarmo.

Rispondendo ad una domanda rivoltagli in occasione della recente Conferenza per il 30° Anniversario di Containerisation International, il dirigente della compagnia di navigazione di linea giapponese ha dichiarato: "Le dismissioni vere e proprie, quelle che avvengono una volta ultimato il periodo vitale della nave, non sono ancora cominciate. Se si guardano le statistiche, si potrà notare come la maggior parte delle portacontainers siano ancora relativamente giovani e possano essere utilizzate per 30 anni. La containerizzazione stessa, d'altra parte, è cominciata solo alla fine degli anni '60 ed all'inizio degli anni '70".

Aggiunge Ishii: "Per il nostro settore dovrà trascorrere ancora qualche anno, prima che si possa prendere in considerazione l'ipotesi di dismettere alcunché. Posso prevedere che l'anno 2010 costituisca il momento in cui potranno verificarsi i rimpiazzi".

Peraltro, Jeremy Davies, dirigente della divisione acquisti e vendite della Braemar, ritiene che l'attuale linea di tendenza sia in ascesa. Egli ha sottolineato come molte delle navi più vecchie siano sottopotenziate (16/18 nodi, mentre la domanda attuale è di 20 nodi ed oltre sulle principali direttrici di traffico). Inoltre, ha detto Davies, le navi della prima generazione avevano una proporzione di omogeneità minore (14 tonnellate/20 TEU) rispetto a quelle costruite negli anni '80 e '90 che le rendevano "meno commerciabili" nel mercato del noleggio.

Egli ha ulteriormente posto in luce alcune inadeguatezze che caratterizzano il tonnellaggio da carico tedesco. "In passato, gli armatori tedeschi hanno costruito navi di classe inferiore al fine di porsi al riparo dai provvedimenti fiscali" suggerisce Davies. "Queste navi potrebbero avere qualche difficoltà in più ad assicurare i noleggi in futuro, in particolar modo a causa delle forti pressioni concorrenziali che gli armatori e gli operatori del settore containerizzato di linea si trovano a dover affrontare".

I margini operativi per gli armatori di portacontainers minori stanno diventando più esigui alla luce dell'aumento delle spese operative, delle spese finanziarie e dei costi relativi all'equipaggio. Se, inoltre, le loro navi sono più lente e meno efficaci del punto di vista del consumo di carburante, il profitto viene ulteriormente compresso e la vendita ai cantieri di disarmo diviene un'attrattiva sempre maggiore, se non addirittura l'unica possibilità".

Allo stesso modo la pensa Harry Oiknine, socio della divisione acquisti e vendite della francese Barry Rogliano Salles. "Tutto dipende da quanto obsolete sono le navi. I motori a turbina sono ancora troppo assetati per i traffici odierni" ha dichiarato.

Peraltro, la Howe Robinson, altra società di brokeraggio marittimo con sede a Londra, ritiene che, essendo la flotta portacontainers relativamente giovane, vi siano buone opportunità commerciali che limiteranno l'attività di dismissione al momento attuale.

Nella sua indagine annuale 1997 del mercato containerizzato, la Howe Robinson ha dichiarato: "Dato che i proventi offrono ancora invitanti ricavi in relazione a navi completamente deprezzate, vi sono poche speranze che l'aumento delle dismissioni possa accelerare il processo di ripresa. E' improbabile che le dismissioni possano superare l'1% annuo nell'immediato futuro".

Malgrado una diminuzione dei prezzi di dismissione (meno 10-15%) negli ultimi 12 mesi, Davies ritiene che il prezzo si ancora un fattore in grado di influenzare il mercato attuale.

Spiega Davies: "Le portacontainers normalmente assicurano proventi extra ai rottamatori perché normalmente esse sono ben tenute e - rispetto alle cisterne ed alle rinfusiere - sono state impiegate in traffici meno duri. Pertanto, le portacontainers sono state sottoposte a minori stress e sforzi".

Shaerf, però, non è d'accordo. "Le nostre ricerche dimostrano come vi sia una differenza molto piccola tra i prezzi pagati dai cantieri navali per i diversi tipi di nave" ha fatto notare. "Dopo tutto, una lama di rasoio è una lama di rasoio".

Shaerf ritiene, invece, che il principale fattore-guida del mercato delle demolizioni delle portacontainers negli ultimi 12/18 mesi sia stato - e continui ad essere - la volontà da parte dei principali operatori di linea mondiali di tenere il proprio vecchio tonnellaggio lontano dalle mani dei propri concorrenti.

Le trascorse esperienza hanno dimostrato che operatori quali la Mediterranean Shipping Co e - in misura minore - la Pacific International Lines hanno acquistato notevoli quantitativi di tonnellaggio di seconda mano da compagnie di navigazione di linea già affermate e poi spesso le hanno impiegate sulle stesse rotte di traffico di queste ultime.

"I vettori sono spaventati a morte" ha fatto notare Shaerf. "Perché dovrebbero permettere a potenziali concorrenti a basso costo di entrare in traffici in relazione ai quali essi stessi si ritrovano a dover pagare costi elevati di capitale sulle proprie navi della nuova generazione?".

Aggiunge Shaerf: "Data la natura globale di molte reti di linea dei vettori, essi desiderano limitare l'effetto-sgocciolamento. L'interesse è ora maggiormente concentrato sulle tariffe di nolo e sulla ricerca di migliori profitti".

Shaerf, tuttavia, ha sottolineato che vi è altresì una fondamentale differenza tra i fornitori di servizio containerizzato e gli armatori di navi da carico quali i Greci. Mentre questi ultimi scambiano le navi sul mercato di seconda mano nell'ambito della propria attività complessiva, gli operatori di linea, che spesso costruiscono le proprie navi allo scopo di destinarle ad un traffico specifico, tendono a conservarle tutte quante "dalla nascita alla morte".

"Una volta che la nave ha raggiunto i 25 o 30 anni di età ed è completamente deprezzata" ha spiegato Shaerf "non vi è alcun incentivo per una linea di navigazione a venderla in vista di ulteriori scambi, specialmente in un mercato caratterizzato da tariffe in calo".

Un'indagine contenuta nel Containerisation International Yearbook 1998 rivela che vi sono 230 navi cellulari, tra cui anche navi ro-ro/container, per una capacità complessiva in spazi-containers pari a 260.000 TEU circa in servizio al momento attuale la cui età è compresa tra i 25 ed i 30 anni. Almeno potenzialmente, questo tonnellaggio dovrebbe essere ritirato dal mercato della navigazione di linea entro i prossimi i cinque anni.

E, se l'analisi viene estesa alle navi di età compresa tra i 20 ed i 25 anni, si nota che potrebbero essere dismesse più di 640 navi per più di 480.000 TEU complessivi, il che equivale quasi al 50% delle ordinazioni in corso di nuove navi, che si avvicinano al milione di TEU.

Inoltre, diversi brokers ed analisti hanno affermato che le navi del periodo 1982-86 sono state costruite con acciaio meno resistente ed è perciò probabile che abbiano una vita operativa più breve.

Negli ultimi mesi in questo settore vi è stata un'intensa attività di acquisti e vendite: la Hanjin Shipping Company ha venduto più di 14 navi in questo periodo, in confronto a quattro o cinque anni in cui, per sua stessa ammissione, aveva stipulato solo contratti di noleggio con resa. Sembra che la Yangming Marine Transport Corp abbia allo studio opzioni similari.

"Abbiamo convinto i nostri clienti a non acquistare navi di questo tipo" spiega Shaerf. "Ciò a meno che essi non siano pronti a dismettere le navi a prezzi di rottamazione al termine del contratto di noleggio. La comunità containerizzata si è già resa conto che la nave da 2.500/3.500 TEU dei primi anni '80 è la più vulnerabile e noi non abbiamo alcuna ragione per cambiare idea".

Egli prevede che molte di queste unità verranno ritirate dai traffici di linea dai propri armatori/operatori nei prossimi due o tre anni.

Sebbene anche Dieter Ahrens, direttore esecutivo della Mentz Decker & Co di Amburgo, ritenga che le navi di queste dimensioni possano trovarsi a dover affrontare certe difficoltà nel reperire in futuro impianti adoperabili, non le depenna completamente. "Per una nave di 20-23 anni di età, il valore di seconda mano sarà pur sempre di 2/3 milioni di dollari più alto rispetto al suo valore di rottamazione e ciò potrebbe rappresentare un fattore decisivo per il proprietario" ha dichiarato. "Inoltre, gli anni '80 hanno fatto registrare una rivoluzione nell'ambito della progettazione motoristica e molte di queste navi costruite all'inizio degli anni '80 dispongono di diesel a bassa velocità. Ciò le rende maggiormente competitive e costituisce un grande vantaggio per le loro future opzioni commerciali".

Tuttavia, Gerd Zachariassen della omonima società di brokeraggio marittimo con sede ad Amburgo, è sembrato più prudente. Egli pensa che i prezzi sempre crescenti che gli armatori devono pagare per le perizie ordinarie e speciali al fine di tenere in esercizio le vecchie navi potrebbero diventare proibitivi. Inoltre, l'entrata in vigore del Codice Internazionale sulla Gestione della Sicurezza potrebbe comportare a costi persino più alti che le tariffe di noleggio previste non potranno senz'altro sostenere.

In relazione alle navi della gamma dimensionale 1.300/2.200 TEU, ad esempio, le tariffe giornaliere di affitto sono calate del 25-35% negli ultimi 12-18 mesi. La continua incertezza, data la programmata consegna di navi talmente grandi (oltre 4.000 TEU) ed i costanti rimescolamenti nei raggruppamenti di alleanze, rende le previsioni estremamente difficili.

Nel contempo, la Evergreen ha dichiarato che dismetterà diverse delle proprie navi delle prime generazioni (le L e le G) allorquando le proprie nuove navi della classe U verranno consegnate nel 1999-2000, mentre la P&ON (P&O Nedlloyd), la Farrell Lines, la Zim Israel Navigation e la OOCL continuano a disarmare le proprie navi più vecchie a fini di demolizione.

La P&ON sta dismettendo diverse delle proprie navi della classe Encounter Bay (1.400 TEU) di pari passo con l'immissione in servizio quest'anno sul Mediterraneo-Australia di 5 unità da 2.900 TEU. Alla fine dello scorso mese di marzo, il vettore anglo-olandese ha ceduto a demolitori indiani la Moreton Bay che era stata costruita nel 1969. Inoltre, la recente decisione della P&ON di ordinare 5 navi della classe da 5.000 TEU a cantieri tedeschi comporterà la demolizione delle navi del vettore della classe Liverpool Bay, dotate di una capacità di carico di 3.000 TEU. Queste ultime erano state costruite nel 1972-73 per la containerizzazione dei traffici Nord Europa/Asia.

La decisione della P&ON di dismettere le proprie navi più vecchie è stata presa principalmente in ragione del fatto che il valore di registrazione di queste navi è molto prossimo al valore di demolizione. E, da un punto di vista imprenditoriale, la compagnia di navigazione sta tenendo la responsabile condotta di non esacerbare i già seri problemi di eccesso di tonnellaggio.

Anche la Cosco sta dismettendo diverse delle proprie portacontainers più vecchie, acquistate sul mercato dell'usato ai primi ed alla metà degli anni '80. Più recentemente, la Cosco ha venduto la Tao He di capacità pari a 1.414 TEU (costruita nel 1968 ed ampliata nel 1980) per 127 dollari USA/tonnellata lorda. Il vettore in questione impiega altre quattro delle navi gemelle ex-Maersk e ci si aspetta che tutte vengano vendute con le stesse modalità nei prossimi mesi.

Esiste la prova che anche i proprietari delle navi da carico stiano per affidare alcune unità ai cantieri di demolizione, dal momento che la Costamare Shipping del Pireo a marzo ha ceduto la Nedlloyd Corrigan da 2.960 TEU a cantieri di demolizione del Bangladesh per 148,5 dollari USA per tonnellata lorda.

Rispetto ad un periodo all'inizio degli anni '90 in cui solo poche navi venivano dismesse ogni anno, il mercato delle demolizioni delle portacontainers ha fatto registrare una forte impennata dal 1995, dal momento che verosimilmente nel 1999 e nei primi anni del 21° secolo verranno rimossi dal servizio 100.000 TEU di spazi-containers.
