Allarme rosso per le compagnie di navigazione cinesi

I tre principali gruppi cinesi di linee di navigazione containerizzate, vale a dire la Cosco Container Lines, la Sinotrans (China National Foreign Trade Transportation Corp) e la CSG (China Shipping Group Co), sono in stato di allarme rosso.

Nell'ambito dei traffici nazionali, essi stanno perdendo quote di mercato a favore dei loro rivali stranieri. In termini di servizio, le compagnie di navigazione cinesi vengono ancora considerate meno salde e meno affidabili delle loro controparti straniere e, a causa della debolezza delle tariffe di nolo e dell'aumento dei costi, stanno subendo un'emorragia di denaro.

Queste compagnie, se vorranno sopravvivere, in particolar modo sotto il nuovo regime economico del Paese che implica la chiusura delle attività a controllo statale che non producono profitti, dovranno far sì che i propri rispettivi programmi di ristrutturazione funzionino.

La Cosco, maggiore compagnia di trasporto marittimo di contenitori del Paese, con una flotta di 145 navi per poco più di 220.000 TEU complessivi, ha come si poteva prevedere i problemi più seri. Quale quarta compagnia di navigazione di linea mondiale (in termini di spazi-containers impiegati), la società è cresciuta rapidamente sin dalla inaugurazione del suo primo servizio dall'Australia alla Cina nel 1978. Nel 1997, la Cosco ha trasportato oltre 3 milioni di TEU.

Peraltro, l'espansione delle dimensioni della sua flotta non è stata sempre seguita da miglioramenti ed investimenti nei settori più delicati, quali il servizio clienti, la tecnologia informatica e la gestione dei costi. Tutto ciò, però, sta cambiando e la più recente riorganizzazione, che ha comportato il trasferimento presso nuovi uffici nella zona Pudong di Shanghai, ne costituisce la prova.

In seguito alla fusione tra la Cosco Container Lines e la Shanghai Ocean Shipping Co, tutte le funzioni, tra cui le vendite/merketing, la gestione flotta ed i servizi di supporto a terra, sono state riunite sotto lo stesso tetto per la prima volta. Il mutamento ha avuto inizio il 28 dicembre scorso e per il futuro esistono piani finalizzati alla quotazione della società presso la Borsa di Shanghai.

In precedenza, la gestione dei servizi era suddivisa tra Shanghai, Guangzhou, Dalian, Tianjin e Qingdao e ciò comportava una inutile duplicazione di talune funzioni amministrative nonché costi più alti. Ora l'onere della gestione è saldamente concentrato sul taglio dei costi, sul miglioramento della qualità dei servizi e sulla maggiore efficacia della risposta alla domanda dei clienti.

Vengono perseguite diverse strategie in vista di tali obiettivi. In primo luogo, la Cosco ritiene che le alleanze operative tra linee di navigazione siano molto importanti. Negli ultimi due anni, la Cosco ha siglato un certo numero di accordi relativi ad associazioni commerciali, tra cui quello con la K Line sui traffici Europa/Asia, transpacifico ed Europa/Costa Orientale U.S.A. Inoltre, poiché la K Line collabora strettamente con la Yangming di Taipei, la Cosco ha accesso ai porti taiwanesi sulle navi della Yangming.

L'accordo di cooperazione ha altresì messo in grado la Cosco di incrementare la frequenza delle proprie partenze nei traffici di primaria importanza est/ovest. La società ora può disporre di tre partenze alla settimana tra Europa ed Asia, rispetto all'unica precedente, e ha accesso a sei diversi allacciamenti settimanali a giorno fisso sulla rotta Asia/Costa Occidentale degli Stati Uniti. Prima dell'allacciamento al transpacifico, la Cosco poteva offrire ai propri clienti appena due partenze alla settimana alla volta della Costa Occidentale.

Più recentemente, la Cosco ha sottoscritto un accordo relativo all'acquisto di spazi-containers con la Compañia Sud Americana de Vapores e ha cominciato le operazioni tra l'Europa settentrionale/penisola iberica e la Costa Orientale del Sudamerica. Altri traffici di traversata sono in fase di valutazione da parte della Cosco, tra cui la rotta dal Nord Europa e l'Africa meridionale. Ci si aspetta un annuncio in tal senso verso la fine del 1998 od i primi del 1999.

Dato che la concorrenza sul fronte interno sta diventando più dura, la Cosco reputa che il settore dei traffici di traversata, in special modo al di fuori dell'Asia, diventerà in futuro sempre più importante per lei.

Ciò può avere costituito il motivo per cui la Cosco ha seguito da vicino la privatizzazione dei vettori italiani Italia di Navigazione e Lloyd Triestino di Navigazione, sebbene ora sembri di capire che il vettore cinese sia fuori gioco. Ci sono state anche delle voci in relazione a contatti tra la Cosco e la OOCL, la Yangming e la Evergreen.

Anche l'atteggiamento della Cosco nei confronti delle conferenze di trasporto merci si è ammorbidito negli ultimi anni. In seguito alla sua sottoscrizione dell'Accordo Trattative Inter-Asiatiche nella primavera del 1996, la Cosco si è aggregata all'Accordo Stabilizzazione Transpacifico Direzione Ovest nel settembre del 1997 e la dirigenza è ora dichiaratamente a favore di un maggiore dialogo tra i vettori appartenenti alle conferenze e quelli che non ne fanno parte.

Un atteggiamento più accorto nei confronti dei prezzi è stato supportato da una gamma più ampia di offerte di servizio. La Cosco è decisa a seguire i parametri che ritiene siano stati stabiliti da vettori quali la APL, la Maersk, la Sea-Land e gli operatori giapponesi e nel corso degli ultimi cinque anni ha ampliato in misura significativa le proprie opzioni intermodali e refrigerate a valore aggiunto. Le nuove navi da 5.250 TEU che la Cosco ha immesso in servizio negli ultimi sette mesi, ad esempio, dispongono di 1.000 TEU di spazio dedicato al trasporto frigorifero.

Dal punto di vista intermodale, la Cosco ha inaugurato diversi nuovi servizi, tra cui una opzione ferroviaria otto volte al mese da Shanghai a Chengdu, nella provincia di Sechuan. Sul fronte della informatica-telematica, la Cosco sta cercando di rendere il proprio sito Web uno strumento di lavoro e per la clientela maggiormente interattivo. A titolo di esempio, è in fase di sviluppo un pacchetto per l'instradamento dei containers.

Anche l'ammodernamento della propria flotta di portacontenitori continua ad essere un elemento fondamentale della strategia di linea della Cosco. Tuttavia, mentre negli anni '80 e nei primi anni '90 il tonnellaggio per i suoi servizi veniva acquistato principalmente sul mercato di seconda mano, la politica ora è quella di costruire ex novo la maggior parte delle proprie navi. Dal 1994, la società ha ricevuto in consegna 8 navi da 3.800 TEU e 6 unità post-Panamax da 5.250 TEU per i suoi servizi rispettivamente Europa/Asia ed Asia/Costa Occidentale U.S.A. Attualmente, la Cosco sta per immettere in servizio 8 navi da 3.400 TEU realizzate dalla sud-coreana Samsung Heavy Industries.

Inoltre, la linea di navigazione ha migliorato diversi dei propri servizi regionali in questo periodo, mediante l'introduzione di nuove navi dalla capacità di trasporto tra i 300 ed i 1.000 TEU. Sembra che la maggior parte degli investimenti futuri in nuovo tonnellaggio debbano avvenire in questo settore.

Negli ultimi due anni, ad esempio, la Cosco ha effettuato ordinazioni relative ad una dozzina di unità in cantieri navali locali, tra cui 5 navi da 1.600 TEU presso i Cantieri di Dalian, 4 navi gemelle da 1.600 TEU presso i Cantieri di Shanghai e 4 unità multiruolo da 28.000 tonnellate di stazza lorda presso i Cantieri Internazionali di Guangzhou. Tutto quanto questo tonnellaggio è previsto in consegna per il 1999/2000.

Anche la seconda società cinese in ordine di grandezza per quanto attiene i servizi containerizzati di linea, la Sinotrans, si sta sottoponendo ad un ampio programma di ristrutturazione. Il piano, il cui completamento è previsto nel corso del 2000, comporterà la razionalizzazione dell'attuale organizzazione che comprende 68 filiali di completa proprietà, 508 società di capitali partecipate e 238 imprese cooperative. "Si tratta di una struttura ingestibile e c'è troppa concorrenza interna" ha dichiarato un osservatore, il quale sospetta che il livello del costo del lavoro sia cresciuto sino a finire fuori controllo.

Ai sensi del suddetto piano di ristrutturazione, la Sinotrans verrà centralizzata secondo linee di attività specifiche, mediante l'istituzione di tre principali unità operative concentrate sul trasporto containers, sul trasporto aereo e sul trasporto semovente/veicolare. L'ufficio principale verrà situato a Pechino e l'attuale rete di società autonome della Sinotrans che sono letteralmente sparse in tutto il Paese verrà razionalizzata e si vedrà ridurre il proprio potere decisionale. Infatti, la Sinotrans intende trasformarsi in una struttura societaria di capitali nell'ambito della quale una sola società della Sinotrans avrà il controllo della gestione in ciascuna provincia, città costiera e/o municipalità, mentre l'ufficio centrale si prenderà cura della pianificazione strategica, della contabilità, dell'investimento e delle risorse umane.

La branca containeristica è già stata costituita ed è operativa e la Sinotrans confida che le recenti perdite possano essere arginate, si spera entro i prossimi due anni.

In effetti, la Sinotrans vorrebbe espandere la propria rete ed incrementare la propria quota di mercato in traffici-chiave, come quelli che collegano la Cina e l'Asia con il Nordamerica e l'Europa. Attualmente, entrambe questi servizi di linea primaria sono effettuati unitamente alla sud-coreana Hanjin Shipping Co.

La Sinotrans, tuttavia, mentre contribuisce con 5 navi da 2.227/2.480 TEU alla corsa settimanale per il Nord Europa, è solamente un acquirente di spazi-containers nell'ambito del traffico con gli U.S.A. La Sinotrans ha chiarito che col tempo, e se i volumi aumenteranno, ha intenzione di aggregare proprio tonnellaggio a questa operazione.

La Sinotrans è anche ansiosa di cogliere le opportunità che offre la regione interasiatica. Essa costituisce già un importante operatore del traffico Cina/Giappone e rafforzerà le proprie attività in questo mercato mediante la costituzione di una società secondaria in Giappone.

Il terzo vettore in discorso, cioè la CSG, è stato costituito solamente il 1° luglio del 1997. Esso rappresenta il risultato della fusione (voluta dal governo) di tre delle maggiori compagnie armatoriali nazionali, la Shanghai Shipping (Group) Co, la Guangzhou Shipping (Group) Co e la Dalian Shipping (Group) Co, con gruppi di servizi marittimi di minori dimensioni, quali la China Shipping International Marine Technology Service Co Ltd e la Zhong Jiao Marine Industry.

L'iniziativa del governo centrale ha fatto seguito alle grosse perdite registrate dalle singole compagnie di navigazione coinvolte. La Shanghai Hai Xing Shipping, ad esempio, che era una unità operativa della Shanghai Shipping Group, nel 1996 ha riportato perdite nette per circa 157,5 milioni di yuan (pari ad approssimativamente 19 milioni di dollari USA) ed aveva un onere debitorio di più di 5 miliardi di yuan.

Il nuovo gruppo è stato creato dal governo nel tentativo di costituire una società che avesse le dimensioni per competere con maggiore efficacia sia con la Cosco che con gli operatori stranieri.

Attualmente, la CSG gestisce una flotta di più di 410 navi per complessive 8,37 milioni di tonnellate di stazza lorda. Tuttavia, meno del 5% di esse sono costituite da tonnellaggio containerizzato. Quest'ultimo è controllato da un'associazione commerciale che fa capo ad una società denominata CSCLC (China Shipping Container Lines Co Ltd) che è stata costituita successivamente alla nascita della CSG. La società inoltre comprende la China Shipping Agency, organismo specializzato istituito al fine di fornire supporto alla merce, marketing alle vendite e servizi portuali agli armatori stranieri e nazionali.

Il presidente della CSG, Li Ke Lin, che è stato l'ex capo della Cosco Container Lines, è intenzionato ad ampliare la rete delle rotte della CSCLC ed a rafforzare le attuali operazioni della società, che comprende anche una rete di magazzini/depositi e centri distribuzione. Le infrastrutture più grandi, che sono situate a Guangzhou ed a Shanghai, hanno una capacità di magazzinaggio giornaliera di 5.000 TEU ed una produzione annua superiore ai 140.000 TEU.

Recentemente, il gruppo è pervenuto ad un accordo con la Cosco, secondo il quale entrambe le linee dovranno coordinare le proprie partenze e quote di spazio sulle navi su diverse rotte che collegano il Giappone con la Cina settentrionale. L'accordo è dovuto alla necessità di migliorare i livelli di utilizzazione sulle rotte al fine di lottare contro le tariffe (ora alquanto scarse) ed un eccesso di capacità superiore al 30%.

Quanto ai nuovi servizi, Li ritiene le migliori opportunità vi siano - dal punto di vista interregionale - nell'ambito del bacino del Rim Pacifico ed in particolar modo nelle direttrici di traffico che collegano la Cina con il Sud-Est asiatico e l'Australasia. Nel contesto di un recente sviluppo, la CSCLC ha dato il via ad un servizio con 2 navi noleggiate da 900 TEU dalla Cina meridionale (Huangpu e Chiwan) a Zhanjiang e Bangkok, via Hong Kong. Inoltre, collegando gli orari del servizio Cina/Tailandia con la connessione Giappone/Huangpu, Chiwan della società, la CSCLC si è messa in grado di cominciare ad offrire ai clienti un servizio di traversata da Yokohama, Kobe e Osaka a Bangkok.

Ulteriori ampliamenti di servizio di questa natura sono attesi nei prossimi mesi e Li guarda a vari accordi relativi ad associazioni commerciali.

Ci si aspetta altresì un rafforzamento delle operazioni sud-coreane della CSCLC e del suo cabotaggio, nonché delle sue attività di raccordo. Quest'ultimo settore, che rappresenta l'attività principale del gruppo, offre molte interessanti opportunità per il futuro, particolarmente se gli operatori di linee primarie cominceranno a servirsi dei porti cinesi quali nodi di trasbordo.

Data questa faticosa fase di ristrutturazione dei tre principali gruppi cinesi di trasporto containers, il momento del settore del trasporto di linea del Paese è interessante. Tuttavia, poiché vi è il governo dietro la già forte marina mercantile e le licenze per la istituzione di sedi armatoriali straniere in Cina vengono rilasciate sempre più con il contagocce, le compagnie di navigazione containerizzate cinesi finiranno per sopravvivere.
