La situazione dei porti containerizzati: la quiete prima della tempesta

La crescita dei traffici containerizzati si è risollevata leggermente lo scorso anno, raggiungendo il livello del 10% sperimentato nel 1995, rispetto a quello attestato appena sotto il 9% nel 1996. Queste cifre sono state ricavate prima che la crisi finanziaria dell'Estremo Oriente si facesse veramente sentire, tanto che un certo numero di porti di quest'area per quest'anno si aspetta notevoli decrementi; di conseguenza, per il 1998 ci si può attendere un calo quanto alla crescita percentuale. In effetti, la crescita dei porti dell'Estremo Oriente lo scorso anno è stata è stata leggermente al di sotto della media complessiva, attestandosi all'8,8%, per un totale di 64.772 milioni di TEU. L'Europa ha fatto registrare un massiccio aumento del 14%, alimentato dalla crescita dei porti mediterranei, sia del tipo trasbordo che del genere scalo diretto. I principali porti della fascia settentrionale (Rotterdam, Amburgo, Anversa e Bremerhaven) hanno tutti quanti fatto registrare medie attorno al segno del 10% circa. Il traffico europeo complessivo è cresciuto da 27,98 milioni di TEU a 31,6 milioni di TEU.

Il Nordamerica (solo U.S.A. e Canada) hanno fatto registrare una crescita appena sopra l'8%, per un totale di 21,73 milioni di TEU. Qualcosa come 11,39 milioni di questi ultimi sono venuti dai porti della costa del Pacifico, che hanno sperimentato una crescita appena superiore al 9%.

Traffico doppio

Un fattore da tenere a mente, quando si esaminano questi dati, è il doppio conteggio del traffico di trasbordo, che è destinato a produrre un effetto distorsivo sulle cifre complessive, data la tendenza verso l'incremento del trasbordo che caratterizza tutto il settore.

Hong Kong continua a tenere a bada Singapore nella battaglia per la supremazia nella classifica mondiale dei porti containerizzati, sebbene il divario si sia ancora accorciato; Hong Kong, difatti, avrà il suo daffare per riuscire a conservare il primo posto fino alla fine del millennio, tenendo altresì conto della sfida apportata dagli altri porti della Cina meridionale, che hanno fatto registrare impressionanti aumenti quanto a risultati, nonché dello sviluppo dei collegamenti diretti tra la Cina e Taiwan.

La crisi finanziaria in Estremo Oriente ha cominciato a farsi sentire davvero verso la fine dello scorso anno, di modo che l'impatto risultate sarà molto più avvertibile nei dati definitivi di quest'anno. La sensazione prevalente è che vi sarà un calo nei traffici interasiatici, un decremento nelle importazioni ed un aumento nelle esportazioni. Mentre i primi due fattori sembrano delle certezze, non è così chiaro quando si potrà concretizzare la crescita attesa. Sicuramente, un certo numero di porti di quest'area prevede un rilevante aumento delle esportazioni.

Nel folto della mischia

Il porto indonesiano di Tanjung Priok è nell'occhio del ciclone per quanto riguarda la crisi asiatica. Lo scalo ha fatto registrare lo scorso anno una crescita del 17%, ma prevede per quest'anno cifre inferiori ai livelli del 1996.

Le importazioni dello scorso anno sono salite di circa il 15% fino a 829.853 TEU, ma per il 1998 ci si aspetta un calo delle importazioni stesse del 21%, con una ulteriore diminuzione del 2% nel 1999. Anche le esportazioni hanno fatto registrare un repentino aumento nel 1997 (20%), ma il calo stimato per il 1998 (circa il 9% per 766.231 TEU), sebbene non sia drammatico come quello delle importazioni, sta comunque ad indicare che le diffuse speranze circa l'aumento delle esportazioni nei porti di tutto l'Estremo Oriente potrebbero dover attendere un po' più a lungo l'effettiva concretizzazione (probabilmente, più tardi della fine di quest'anno). Molto dipenderà da quanto alla svelta le industrie nazionali riusciranno a riprendersi dallo shock iniziale del collasso finanziario ed a trarre vantaggio dalle valute più competitive.

Infatti, Tanjung Priok prevede che la crescita si verificherà nel 1999, con un aumento del 25% delle esportazioni per 953.757 TEU. Questa cifra, tuttavia, dev'essere vista alla luce della continua incertezza nella regione.

In Malaysia, il KCT (Kelang Container Terminal) di Port Klang fa sapere che l'impatto più evidente è stato costituito dalla "significativa riduzione dei volumi d'importazione, così come dalla aumentata attività d'importazione di contenitori vuoti a compenso dello squilibrio". I problemi logistici di squilibrio nei traffici stanno già causando mali di testa ai porti della regione, problema che probabilmente peggiorerà nel caso che la crescita delle esportazioni aumenti il proprio ritmo.

Come Tanjung Priok, il KCT stima che sia le importazioni sia le esportazioni finiranno per diminuire nel 1998, rispettivamente del 24% e del 17%, sebbene il KCT affermi anche che le previsioni "fondate sulle proprie migliori ricerche" in ordine a tutto il porto di Port Klang (vale dire, Westport e KPCT oltre al KCT) mostrano un modesto calo del 2% nelle importazioni ed una crescita del 16% nelle esportazioni per il 1998. Queste previsioni, in particolar modo per quel che riguarda le importazioni, sembrano tuttavia costituire uno scenario del tipo "nel migliore dei casi".

E' improbabile che i problematici porti dell'Asia possano a trovare salvezza in Giappone. Il rallentamento dell'economia nazionale giapponese sta attraversando i principali porti del Paese.

Tokyo ha fatto registrare una modesta crescita del 3,08%, mentre Nagoya ed Osaka hanno assistito ad una crescita ancora minore, dell'ordine del 2%. Yokohama (-0,28%), Kobe (-6,18%) e Kitakyushu (5,03%) tutti quanti hanno assistito ad un declino dei volumi rispetto ai livelli del 1996.

Al contrario, molti porti cinesi hanno sperimentato un anno di grazia nel 1997. Shanghai sta salendo verso i primi 10 posti in classifica con un incremento del 28,2% per 2,5 milioni di TEU. Tianjin ha assistito ad un più modesto incremento del 13% quanto al proprio traffico, mentre Yantian ha fatto registrare una crescita dell'80%.

Sebbene siano entrambi fuori dalla classifica dei primi 100 quest'anno, Shekou (con una crescita del 137% per 213.745 TEU) e Chiwan (con un aumento del 203% sino a raggiungere 150.212 TEU) sicuramente si aggregheranno al "club dei 100" quanto prima.

Continuità europea

In Europa, la maggior parte dei principali porti della fascia Amburgo-Le Havre in genere ha fatto registrare aumenti del 10% circa, per quanto Le Havre (con il 16,15%) e Zeebrugge ((con il 17,97%) si siano attestati leggermente avanti al resto del gruppo, almeno in termini di crescita. La concorrenza in quest'area si intensificherà, tuttavia, quando il molto chiacchierato Ceres Terminal di Amsterdam irromperà sulla scena nel nuovo millennio, con una capacità di 500.000 contenitori/anno.

La sfida apportata da Amsterdam non è solamente del tipo "un altro gallo nel pollaio", dal momento che il gruppo dei principali porti ne è preoccupato. L'innovativa tecnologia di movimentazione, che prevede il servizio alle navi da entrambi i lati di un bacino ad opera di undici gru, darà certamente da pensare ai porti vicini, dato che la Ceres promette ai clienti un minimo di 300 movimentazioni all'ora per nave. Ciò rappresenta grosso modo il doppio di quello che qualche terminal vicino offre. Tuttavia, la sfida finalizzata a far sì che Amsterdam diventi un concorrente dei principali porti nord-europei è certamente di quelle da far tremare i polsi.

A dispetto dei buoni livelli di crescita, i porti del nord sono stati di fatto superati dai loro vicini sud-europei. Il nodo di trasbordo di Gioia Tauro emerge dalla calca con un massiccio incremento di traffico annuo del 153,26% per 1.448.531 TEU. E' probabile che Gioia Tauro, che ha già oltrepassato Genova divenendo il primo porto italiano (almeno, in puri termini di volumi), possa finire per superare Algesiras quest'anno, diventando il principale porto di trasbordo nel Mediterraneo.

In effetti, un buon numero di porti del Mediterraneo ha fatto registrare aumenti di traffico, riflettendo in tal modo sia l'incremento dei traffici di trasbordo sia il successo che i porti dell'Europa meridionale stanno avendo nel tentativo di riguadagnare all'Europa centro-meridionale traffici che in precedenza passavano attraverso i porti del nord. Genova ha fatto registrare un incremento del 42,89% quanto a risultati containerizzati, che in parte dipendono dalla crescita dei traffici presso il (relativamente) nuovo terminal containers di Voltri ed in parte sono dovuti alla summenzionata resurrezione dei porti sud-europei.

Altri porti di questa regione che hanno fatto registrare risultati notevoli sono stati il nodo di Algesiras (17,6%) con 1.537.627 TEU, il più alto (anche qui, in puri termini di volumi) del Mediterraneo. Anche i porti mercantili tradizionali stanno facendo bene, tanto che Barcellona ha assistito ad una crescita del 26,68% dei volumi dell'anno finanziario. Pure Livorno, Valencia e (in grado leggermente minore) Marsiglia hanno fatto registrare una fiorente crescita a doppia cifra.

Altri arrivi

Anche se la crescita dei nodi di trasbordo non sembra aver avuto eccessivo impatto sui porti del Mediterraneo Occidentale, ci si può aspettare una ulteriore concorrenza dai nodi di trasbordo con l'ingresso sulla scena del MITH di Cagliari e, in prospettiva più lunga, allorquando il porto marocchino di Tangeri (situato in buona posizione al crocevia dei principali traffici est-ovest/nord-sud) entrerà nella mischia.

Al contrario di Gioia Tauro ed Algesiras, Malta lo scorso anno ha dovuto subire una certa stagnazione, attestandosi a circa 600.000 TEU. La Spezia ha assistito ad un deludente calo del 30% circa in seguito alla perdita di alcuni importanti clienti. Anche Limassol sembra in non buone condizioni nella "guerra dei nodi" del Mediterraneo, dato il massiccio calo del 40,47% nei suoi traffici dello scorso anno.

Altrove nel Mediterraneo orientale, sono stati conseguiti alcuni notevoli progressi, tra cui quelli del Pireo (18,9%) e Smirne (12,21%), sebbene la crescita di Haydarpasa si sia virtualmente arrestata dopo la buona annata del 1996.

In Nordamerica, i porti della California meridionale se la sono passata bene, dato che Long Beach ha conservato la propria posizione di numero uno del Nordamerica con una crescita del 14,26% che l'ha portato a superare la soglia dei 3,5 milioni di TEU. Los Angeles ha raggiunto i 3 milioni di TEU con una crescita dell'11%.

Il quadro è meno roseo se si risale la costa, poiché Oakland e Seattle hanno fatto registrare crescite rispettivamente del 2,2% e dello 0,15% appena, anche se Tacoma ha visto un aumento dei traffici del 7%. La stella della parte settentrionale della costa nordamericana del Pacifico, tuttavia, si è dimostrata senza dubbio Vancouver, che ha visto una crescita del 17,34% nei risultati, per lo più grazie alla nuova infrastruttura del Deltaport.

Gran parte dei porti della Costa Orientale nordamericana ha assistito ad una crescita dell'ordine del 7-12%, con poche eccezioni (segnatamente, Savannah che ha fatto registrare un calo del 22% per appena poco più di mezzo milione di TEU). Halifax ha superato la maggior parte dei propri rivali con una crescita del 17%.

I latini non danno tregua

Una caratteristica notevole di quest'anno è costituita dal rilievo assunto dai porti latino-americani. Anche se il principale porto della regione, Santos/São Paulo, ha assistito ad una crescita relativamente modesta del 7%, altri porti hanno sfidato la Cina ed il Mediterraneo per il titolo di regione più dinamica. In effetti, le prestazioni di Santos dovrebbero migliorare con la privatizzazione ed il conseguente sviluppo della produttività.

In Argentina, Buenos Aires si è avvicinata al gruppo dei 50 porti più grandi con una crescita del 36% per un risultato di 720.247 TEU. Non molto indietro si è attestato lo scalo panamense di Manzanillo, con una crescita del 65% per un risultato di 581.775 TEU. Cabello ha registrato un aumento (del 57% per 385.107 TEU), così come Cartagena (+63% per 231.549 TEU) e Veracruz (46% per 287.600 TEU). Rio de Janeiro è rimasto fuori dai primi 100 porti malgrado una crescita del 19%, ma ha progetti ambiziosi per il futuro.

In Medio Oriente, Dubai, Gedda, Sharjah (Gulftainer) e Khorfakkan hanno tutti quanti assistito ad una crescita a doppia cifra, sebbene Fujairah abbia smentito la linea di tendenza con una diminuzione dell'1% nei traffici. Fino a che punto i nuovi centri di trasbordo in corso di costruzione ad Aden e Salalah comporteranno effetti sui volumi di questi porti, diverrà chiaro solo nei prossimi anni. Nel sub-continente indiano, sia Colombo che Nhava Sheva hanno assistito ad una crescita al di sopra della media (rispettivamente, 24% e 19%9, sebbene Mumbai abbia fatto registrare un aumento molto più modesto del 3%.
