Vancouver strizza l'occhio agli Stati Uniti

L'inaugurazione da parte della Zim del proprio ZPS (Zim Pacific Service) il 7 maggio scorso presso il porto cinese di Shekou rappresenta un evento importante non solo per il vettore israeliano ma anche per il porto canadese di Vancouver, situato nella Columbia Britannica. Ciò, perché questo nuovo servizio settimanale transpacifico è il primo ad avere prescelto il porto canadese quale suo primo scalo in entrata dall'Asia. E' significativo il fatto che la Zim instraderà i containers destinati al Mid-West statunitense attraverso questa porta d'accesso canadese.

Di solito, i vettori transpacifici che scalano Vancouver vi programmano una fermata inserendola tra gli scali presso altri porti della Costa Occidentale nord-americana, spesso favorendo la California meridionale od il nord-ovest del Pacifico degli Stati Uniti. In questo caso, peraltro, la Zim non l'ha fatto. Il suo programma di viaggio, che prevede una partenza settimanale a giorno fisso, con l'impiego inizialmente di sei navi di capacità da circa 1.500 a 1.700 TEU, segue questo giro: Shekou (venerdì), Hong Kong (sabato); Shanghai (martedì), Busan (giovedì), Vancouver (domenica), Long Beach (venerdì), Oakland (domenica), Seattle (martedì), Busan (martedì).

Secondo Ephraim Alter, vice presidente della Zim Israel Navigation e presidente della Zim Container Service, Vancouver è stata scelta quale primo porto di scalo d'ingresso per lo ZPS in ragione dell'importanza dei traffici canadesi per la Zim. "E' sempre una buona cosa essere unici" ha aggiunto. Continua a spiegare Alter: "Noi serviamo Halifax sia dal Pacifico che dal Mediterraneo (nel contesto di un programma tricontinentale). Il nostro noleggio di spazi-containers dalla Hyundai, terminato in occasione dell'inaugurazione dello ZPS, già prevedeva uno scalo a Vancouver".

Alter ha rivelato che l'intenzione è quella di servire il Mid-West statunitense via Vancouver. Quale delle due ferrovie canadesi, CN (Canadian National) o CP (Canadian Pacific), fosse stata prescelta per il trasporto transcontinentale, non era stato ancora deciso al momento dell'intervista ad Alter. Tuttavia, il dirigente si è dichiarato fiducioso che chiunque alla fine venga prescelto possa consentire alla Zim di assicurare ai propri clienti un tempo di viaggio dall'Asia all'interno degli U.S.A. competitivo con i più tradizionali instradamenti intermodali via California Meridionale o costa pacifica del nord-ovest degli Stati Uniti. E' utile rammentare che sia la CN sia la CP hanno allargato la propria attività a sud negli Stati Uniti e che tutte e due - per mezzo di acquisizioni e di accordi operativi - hanno accesso a Chicago.

Per il capitano Norman C. Stark, presidente e dirigente capo della VPA (Vancouver Port Authority), la decisione della Zim ribadisce un concetto che era stato dimostrato con successo lo scorso anno, allorquando alcuni problemi negli Stati Uniti avevano obbligato il vettore transpacifico K Line ad instradare i carichi asiatici destinati a Chicago via Vancouver al posto di Long Beach. Servendosi della ferrovia CP, è stato conseguito un viaggio Vancouver/Chicago in 4 giorni e mezzo, secondo Stark, il quale fa notare come questa tempistica si confronta positivamente con quella degli instradamenti intermodali statunitensi.

Se altri vettori marittimi seguiranno la Zim ed opteranno per Vancouver quale porta d'accesso all'interno degli Stati Uniti, si tratterà di una clamorosa rivoluzione, poiché la tradizione del transpacifico è sempre stata quella di trasportare i carichi canadesi via Stati Uniti. Stark stima che nel 1998 il suo porto abbia perduto circa 123.000 TEU di traffico transpacifico canadese (vale a dire, 83.000 TEU in direzione est e 40.000 TEU in direzione ovest) a vantaggio di porti statunitensi, principalmente Seattle e Tacoma (nello Stato di Washington) e - in grado minore - Portland (nello Stato dell'Oregon).

Tuttavia, dato che un numero sempre maggiore di linee di navigazione fa scalo a Vancouver, questa tendenza è in calo. "Cinque anni fa il 45% circa dei traffici canadesi viaggiava attraverso gli Stati Uniti; adesso è sceso a meno del 16%" ha dichiarato Stark. Egli è ottimista circa le possibilità che questa tendenza persista e ha accennato al miglioramento della produttività "ad una media di 25 contenitori per ogni ora di lavorazione delle gru" nonché alle tariffe di stivaggio, ai prezzi portuali ed alle tariffe di pilotaggio - che sono state inferiori del 10% se confrontate con quelle di Seattle, Tacoma e Portland - quali vantaggi rispetto ai rivali. Stark ha sottolineato inoltre come adesso vi siano gallerie adeguate sotto le Montagne Rocciose che consentono il passaggio di contenitori da 9 piedi e 6 pollici di altezza disposti su due strati.

Egli ha altresì fatto presente come tutti i terminal containers del porto (Deltaport, Centerm e Vanterm) dispongano di piazzali ferroviari presso le banchine. I carichi provenienti da località interne (per lo più canadesi) rappresentano il 70% circa delle prestazioni del Deltaport e quasi il 50% sia del Centerm che del Vanterm. Il Deltaport, che è stato inaugurato a giugno del 1997, è il più recente terminal di Vancouver, è situato 40 km. a sud di della baia interna di Vancouver ed è stato progettato per accogliere le portacontenitori più grandi. La CN e la CP sono tra i quattro soci che hanno finanziato il Deltaport, mentre gli altri erano la città di Vancouver e la TSI (Terminals Systems Inc) che gestisce l'infrastruttura.

Complessivamente, nel 1998 Vancouver ha sperimentato una forte crescita nel settore contenitori, malgrado l'incertezza dell'ambiente dei traffici comportata dalla crisi asiatica. Sono stati lavorati complessivamente 840.098 TEU, che rappresentano un aumento del 16% sui 724.154 TEU movimentati del 1997. Inoltre, secondo Stark "vi è stata una crescita cumulativa del 70% nei tre anni a partire dal 1995". Più in particolare, le importazioni containerizzate sono aumentate del 27%, mentre i containers carichi in esportazione nel 1998 si sono incrementati del 9%.

La suddetta tendenza è diventata ancora più marcata quest'anno. I volumi containerizzati nei primi due mesi del 1999 sono stati superiori del 53% rispetto allo stesso periodo del 1998. Una ragione di questa situazione, sottolineata da Stark, è stato il basso livello delle tariffe di trasporto merci transpacifiche in direzione ovest, che hanno incoraggiato gli esportatori di prodotti forestali - quali il legname da costruzione, la polpa di legno ed i trucioli di legno - ad utilizzare i vettori containerizzati piuttosto che i rinfusieri. "Così facendo, essi riescono a risparmiare qualcosa come 25 dollari a tonnellata" ha dichiarato Stark, il quale stima che tutto ciò comporti economie per circa 500 dollari per contenitore da 40 piedi.

Dovesse continuare tale crescita, il porto sarebbe comunque in grado di far fronte a qualsiasi ulteriore volume dal momento che vi è capacità disponibile, specialmente presso il Deltaport, laddove le previsioni di volumi dell'ordine di 300.000 TEU per il 1999 costituiscono solamente circa la metà dell'attuale capacità annua di quella infrastruttura.

Guardando al futuro, Stark ha descritto entusiasticamente l'indipendenza commerciale conseguita mediante la istituzione della VPA il 1° marzo di quest'anno. Si è trattato di una delle diverse nuove autorità portuali create ai sensi della Legge Marittima canadese. Il cambiamento di stato da società portuale ad autorità portuale sta a significare che Vancouver sono solo potrà disporre di una maggiore autorità, ma potrà altresì costituire associazioni commerciali con imprese. "E' troppo presto per scendere in particolari circa ciò che faremo, dato che prima dovremo approntare le strutture appropriate, ma si può già dire che vi sono molte opportunità di nuovi affari" ha concluso.
