Migliori prospettive per la produzione di contenitori

Il 1999 dovrà probabilmente essere ricordato dal settore produttivo di containers come l'anno dell'atteso ed auspicato cambiamento? Solo il tempo potrà dirlo, ma tutti i segnali indicano che i produttori di boxes alla fine dell'anno si sono trovati ad affrontare una situazione notevolmente diversa rispetto a quella di 12 mesi prima.

I prezzi dei contenitori finiti sono aumentati nel corso della seconda metà dell'anno, rovesciando una tendenza di quattro anni di declino quasi continuo. Per tutto il periodo precedente, i prezzi medi dei boxes sono calati del 45% (una percentuale senza precedenti) essendo stati guidati verso il basso dalla disponibilità di materie prime più a buon mercato e dagli scherzetti da tagliagole da parte di molti concorrenti in risposta alla presenza di capacità in eccesso di produzione containerizzata. Nei primi mesi del 1999, essi erano caduti al loro punto più basso degli ultimi due decenni ed oltre.

I produttori della Cina centro-meridionale in quel momento quotavano la produzione relativa ai 20 piedi standard franco fabbrica a meno di 1.350 dollari USA per unità. Il corrispondente prezzo dei 40 piedi è stato appena inferiore ai 2.100 dollari USA. Dato che più dei due terzi di tutta la produzione containerizzata relativa alle unità per carichi secchi già provengono da produttori con sede in queste due regioni cinesi, essi adesso finiscono per fissare i prezzi medi per i containers di tutto quanto il mondo.

Nel terzo trimestre del 1999, sembrava che i prezzi non potessero scendere ulteriormente. Tuttavia, c'è voluto anche un incremento del 50% del costo delle pavimentazioni di legno compensato indonesiano per indurre i produttori cinesi di box a fare ciò che in precedenza si riteneva fosse impensabile, e segnatamente l'aggiunta di un piccolo sovrapprezzo al loro prezzo di base. Esso inizialmente ammontava solamente al 2-3%, ma è stato seguito da un ulteriore incremento prossimo al 5% nel quarto trimestre. Alla fine del 1999, i prezzi franco fabbrica dei 20 piedi ammontavano in media a circa 1.460-1.480 dollari USA in tutta la Cina, e si parlava per di più di ulteriori aumenti.

Questa improvvisa, piccola ripresa nei prezzi dei contenitori nuovi, dopo un così lungo periodo di decadimento, ha chiaramente avuto un importante impatto di tipo psicologico sul settore della costruzione di contenitori ed in particolar modo in Cina. Gli incrementi, sebbene sinora siano a malapena riusciti a coprire gli aumenti del costo del legno compensato e - da ultimo - dell'acciaio in rotoli e Corten, stanno ora muovendo nella direzione giusta.

I principali gruppi produttivi, che offrono localizzazioni multiple quanto alle fabbriche, sono stati svelti a cogliere al volo l'iniziativa e si dice che stiano per prendere una posizione più rigida con i loro clienti più importanti in ordine alla produzione di quantitativi pianificati per il 2000. Naturalmente, molti ora intravedono l'opportunità di riguadagnare qualcosa rispetto alle perdite derivanti dai contratti siglati in precedenza nel 1998-99. Allo stesso tempo, il settore nel suo complesso continua nel proprio consolidamento e molti impianti minori e meno efficienti vengono al momento inghiottiti da rivali più grossi.

Altro elemento che ulteriormente corrobora la rinnovata fiducia dei costruttori di box è la prospettiva che i volumi produttivi si riprendano nel corso dell'anno appena iniziato. I risultati conseguiti nel 1999 si sono dimostrati superiori alle attese e hanno fatto seguito ad una produzione record nel 1998.

Come viene riassunto nelle Tabelle da 1 a 3, ci si aspettava che la produzione complessiva di contenitori calasse del solo 2% rispetto a quella realizzata nel 1998, nonché che fosse notevolmente superiore al totale realizzato nel 1997 (che, a sua volta, in quel momento rappresentava una produzione-record). Precedenti previsioni avevano suggerito che la forza dei risultati del 1998 (e del 1997) potesse comportare un calo del 10% nella produzione relativa al 1999. Ciò veniva anche indicato dalle previsioni di una crescita dei traffici più lenta.

Di fatto, la produzione relativa al 1999 è ammontata a quasi 1,45 milioni di TEU. Inoltre, la costruzione di containers standard e/o high cube per carichi secchi si è mantenuta su livelli accettabili, dal momento che si riconosce che essa sia diminuita di meno del 2% rispetto alle cifre del 1998. I tipi suddetti hanno rappresentato più di 1,2 milioni di TEU delle consegne del 1999, il che equivale all'84% circa della produzione containerizzata globale (che comprende tutti i tipi). La corrispondente produzione delle unità-frigo integrali, delle cisterne e delle altre unità speciali (per carichi secchi) è andata meno bene nel 1999, sebbene la domanda di swapbody e di contenitori interni USA sia rimasta sostenuta (v. Tabella 2).

Ci si aspetta che la produzione di cisterne nel 1999 cali del 25% circa rispetto al 1998, e ciò in confronto ad un calo stimato del 15% della produzione di TEU speciali per carichi secchi, nonché dell'8,5% nella produzione di TEU frigo. La produzione europea di swapbodies, specificamente destinati al trasporto combinato (e non solo stradale), è aumentata del 20% almeno.

Come conferma la Tabella 1, la produzione complessiva annua del 1999 è - in effetti - la seconda di sempre (dopo quella del 1998). Nel fornire un quadro di massima delle statistiche globali dell'ultimo decennio, la Tabella 1 rivela come la produzione degli ultimi anni abbia fatto scomparire quella conseguita nella prima parte degli anni '90, allorquando un risultato annuo di un milione di TEU veniva ancora considerato eccezionale.

La forza produttiva del 1997-98 era ingenerata dalla continua forte crescita dei traffici containerizzati globali, che a loro volta erano supportati da notevoli consegne di nuove portacontainers. Anche lo stabile calo dei prezzi dei containers ha incoraggiato ingenti investimenti (oltretutto in aumento) da parte dei vettori marittimi e delle società di noleggio, spingendoli addirittura ad acquistare quantitativi di equipaggiamento in eccesso. E' stato proprio quest'ultimo sviluppo, unitamente all'improvviso shock delle crisi finanziarie asiatica e russa, che ha in parte causato la "mini-recessione" alla fine del 1998/inizio 1999 e ha comportato le originarie, meno ottimistiche previsioni produttive relative ai contenitori.

Il principale fattore che ha contribuito al miglioramento delle fortune dei produttori di box nel 1999 è rappresentato dalla ripresa - più rapida di quanto ci si aspettasse - dell'economia asiatica. Ciò ha già comportato un volume maggiore di importazioni in entrata nella regione ed un ritorno a flussi di traffico maggiormente bilanciati rispetto a quelli di 2-3 anni fa. La domanda di contenitori è stata particolarmente forte in Cina meridionale ed in Indonesia. Le principali società di noleggio hanno inoltre fatto in modo di sbarazzarsi di un notevole quantitativo di equipaggiamento inattivo che prima giaceva nei depositi dell'Europa e del Nord America, instradandolo alla volta dell'Asia, migliorando così il tasso medio di utilizzazione.

A dispetto dei notevoli investimenti complessivi effettuati in equipaggiamento containerizzato nel 1999, le società di noleggio hanno comprato in proporzione meno boxes di quelli acquisiti sia nel 1998 che nel 1997. Essi sono stati significativamente "superati negli acquisti" dai vettori marittimi e dagli altri operatori trasportistici. Questo contrasta con la situazione del 1997, allorquando i noleggiatori avevano acquistato quantitativi di contenitori senz'altro maggiori di quelli dei vettori e degli altri operatori, nonché con la situazione del 1998, allorquando i loro rispettivi acquisti avevano chiuso in parità.

Le prospettive per il 2000 suggeriscono che le società di noleggio incrementeranno nuovamente i propri investimenti in contenitori nuovi, dal momento che ci si aspetta che la carenza di equipaggiamenti aumenti in certe zone. Inoltre, è probabile che i vettori marittimi vengano scoraggiati dall'acquistare equipaggiamento proprio dalla prospettiva di ulteriori aumenti dei prezzi.

Tutto questo è conforme ai tradizionali meccanismi di approvvigionamento dei contenitori, che tendono a far salire gli investimenti dei vettori quando i prezzi dei contenitori nuovi calano, mentre tendono invece a rivolgersi in maggiore misura al noleggio quando i prezzi sono più stabili ovvero sono in aumento. Questo modello riflette il desiderio dei vettori di evitare il rischio di comprare nel contesto di un mercato in salita.

Ciononostante, le dinamiche dell'odierno mercato marittimo containerizzato sono tali che i grossi operatori globali sono costretti a mantenere un livello relativamente alto di approvvigionamento di container nuovi, semplicemente al fine di colmare il divario delle dismissioni e di far fronte alle richieste di equipaggiamento da parte dei propri alleati. Molte linee di navigazione di punta si sono impegnate ad incrementare le flotte containerizzate di proprietà - a spese di quelle noleggiate - al fine di conseguire una maggiore efficienza operativa e non possono facilmente invertire tale strategia una volta messa in atto.

Alla luce di tutto ciò, è probabile che le acquisizioni di nuovi boxes nel 2000 vengano effettuate dallo stesso gruppo di vettori di primaria importanza così com'è accaduto nel 1999. Nel corso dell'anno in questione, la Triton Container International è stata uno degli acquirenti di containers maggiormente aggressivi in relazione a gran parte delle società di noleggio, seguita dalla Textainer, dalla Interpool-CAI e dalla Gold Container. I maggiori acquirenti tra i vettori marittimi sono stati la Maersk Line, la P&O Nedlloyd, la Zim Container Line, la Hapag Lloyd Containerline e l'astro nascente cinese China Shipping Container Lines. Quest'ultima ha fatto notevolmente aumentare l'attività dei produttori di box cinesi, con le sue ordinazioni di equipaggiamento per un valore di oltre 30 milioni di dollari USA nel corso dei primi mesi del 1999 e la successiva presa in consegna di grossi quantitativi di unità noleggiate nel terzo e nel quarto trimestre.

Proprio come la maggior parte dei contenitori viene ora acquistata da una manciata di proprietari di punta, così anche la gran massa della produzione è nelle mani di pochi grandi gruppi. Allo stesso tempo, la produzione si è concentrata sempre più in Cina a discapito di tutte le altre zone.

Come indica la Tabella 3, la Cina ha ora in pugno la produzione containerizzata e la quota di consegne cui devono far fronte i costruttori di questo singolo paese è tuttora in crescita anno dopo anno. Le ditte cinesi da due anni conseguono risultati annuali superiori al milione di TEU (di tutti i tipi) e si aspettavano di realizzare nel 1999 il 73% della produzione globale; ciò, rispetto ad una quota del 68,5% realizzata nel 1998 e del 66,5% nel 1997. Inoltre, la loro quota complessiva relativa alla produzione di unità per carichi secchi è ancora più grande, essendo ammontata nel 1999 all'80%. Pure questa cifra nel 1998 era inferiore (75%). Anche la produzione cinese di containers per carichi secchi ha raggiunto per la prima volta il milione di TEU nel 1999. La sua attuale percentuale di unità frigo, attestata ad oltre 30.000 TEU, rappresenta il 35% della produzione globale.

La Cina, tuttavia, afferma di possedere la maggiore percentuale di capacità produttiva e - quindi - la maggiore quota di infrastrutture inattive. Attualmente esistono in Cina quasi 1,5 milioni di TEU di capacità su più turni, rispetto ai 2,15 milioni di TEU a livello mondiale, il che conferma che al momento 450.000 TEU sono inutilizzati. Sebbene il paese affermi di vantare circa 40 diverse fabbriche dedicate alla costruzione di containers, si sa che al momento attuale solo 30 di esse sono in attività, 25 delle quali controllate dai principali gruppi.

La più grande è il CIMC, che ha aumentato il numero dei propri impianti sino ad 11, in seguito all'assorbimento di tre fabbriche nel corso del 1999 ed all'apertura di un nuovo impianto. La sua capacità complessiva ammonta ad oltre 500.000 TEU/anno. Il gruppo ha conseguito risultati-record pari a 450.000 TEU di unità per carichi secchi ed a 17.500 TEU di unità frigo nel 1999.

Altri importanti gruppi che effettuano operazioni in impianti situati in diverse località della Cina sono la sud-coreana Jindo Corp (che ha conseguito un risultato di 170.000 TEU circa nelle tre proprie fabbriche cinesi), la Hyundai Precision, la Singamas Holdings e la Tectrans Group. Le ultime due attualmente stanno ampliando la propria rete di forniture in Cina, mediante la collaborazione con fabbriche più piccole.

Ulteriori nomi significativi (anche se minori) sono la Kwangchow Shipyard Container Factory, la Changzhou Xin Huachang International Containers, la Associated Industries Shanghai, la Suzhou Asia Container International e la Shanghai Paolong (gestita dalla Evergreen Marine Corp). Tutti i gruppi e le società sopra menzionati, se considerati nell'insieme, provvedono al 95% della produzione cinese complessiva.

Com'è naturale, la situazione dei produttori di box di altre parti del mondo, al confronto, è sempre più nera, dal momento che gran parte di essi deve affrontare la prospettiva di chiudere o di dedicarsi ad altre attività alternative e più speciali. Molti produttori europei sono stati bravi a cogliere la seconda opportunità, alla luce della crescita della domanda di swapbodies intermodali, sebbene le opzioni disponibili per le imprese con sede fuori dalla Cina siano più limitate.

Invece, le fabbriche hanno continuato a chiudere in tutta l'Asia, il Sudafrica e le Americhe. In quasi tutti i casi, ciò è stato dovuto alla quotazione di prezzi insopportabilmente bassi da parte della Cina e dall'abilità di quei produttori di riposizionare l'equipaggiamento in praticamente tutte le altre località del mondo ad un prezzo più basso di quelli praticati in loco.

Solamente 15 impianti containerizzati asiatici sono ancora attivi al di fuori della Cina, tra cui alcuni che producono unità frigo. L'unica fabbrica di unità per carichi secchi ancora in funzione è la Kumbong Heavy Industries, con sede nei pressi di Giacarta, che ha tratto vantaggio da una esplosione locale della domanda di containers destinati all'esportazione e che ha incrementato la propria produzione del 1999 sino a 90.000 TEU. Essa perciò rappresenta quasi per intero la produzione attribuita complessivamente al Sud-Est asiatico nel 1999.
