Genova svela il suo Piano Regolatore

Dopo un 2000 di successo, Genova ha bisogno di investimenti urgenti per restare il principale porto merci in Italia.

Un nuovo Piano dell'Autorità Portuale è stato prodotto e pubblicato per creare una nuova relazione tra il porto di Genova e la città circostante allo scopo di rendere più agevoli i flussi di merci e ridurre il rumore e l'inquinamento.

Redatto dall'Autorità Portuale di Genova il Piano, tra le altre proposte, cerca di razionalizzare il layout portuale e vorrebbe estendere l'attuale area di movimentazione dei cargos a circa 120 ettari, in particolare ottenendo come effetto collaterale un aumento complessivo della capacità di movimentare containers fino a 3 milioni e 500 mila Teus l'anno.

Al di fuori del porto, il Piano vuole un miglioramento dei collegamenti stradali e ferroviari, per venire incontro alle esigenze dei nuovi mercati, stimolare la futura competitività del porto e ottimizzare l'allocazione di fondi pubblici, nonché stendere delle linee guida che attraggano in modo efficiente gli investimenti dei privati nello scalo genovese.

Sfortunatamente, nonostante sia gli uffici del Comune che quelli portuali si siano messi d'accordo su tutti i punti del nuovo Piano Regolatore e l'abbiano sottoposto all'approvazione, sono state sollevate alcune importanti questioni in sede di revisione che devono essere risolte prima che il Piano stesso venga adottato.

Ad esempio, si devono ottenere dei fondi e dei finanziamenti dal Governo centrale, che però sostiene di poter finanziare, allo stato attuale delle cose, soltanto una prima parte del Piano. Il Governo dice di non poter dare i soldi necessari all'Autorità Portuale di Genova, in particolare quelli relativi alle opere per gli sviluppi esterni essenziali del porto, come il nuovo collegamento ferroviario con Milano (il cosiddetto "Terzo Valico"), per un motivo molto semplice, ovvero non vi è abbastanza denaro a bilancio.

"Ma il Piano Regolatore mostra chiaramente al Governo centrale come sia di vitale importanza per il futuro e per lo sviluppo del porto di Genova che venga costruita, al più presto possibile, una nuova linea ferroviaria che colleghi lo scalo ligure a Milano. Al giorno d'oggi c'è solamente una sorta di accordo, vago e di mero principio, a livello governativo. Non è stato ancora deciso quando si farà l'intervento e da dove passerà esattamente", dice Giuliano Gallanti, Presidente dell'Autorità Portuale di Genova.

In qualità di avvocato ed ex-Presidente del Consiglio Regionale, Gallanti è fin troppo ben consapevole delle lentezze burocratiche ed amministrative del Governo Italiano in circostanze come queste.

"Dal 2005, senza un nuovo collegamento ferroviario Genova-Milano, sarà per noi impossibile trasportare i volumi, allora accresciuti, di contenitori a Milano, anche perché il presente sistema di linee e collegamenti è quasi completamente saturo. Ecco perché io sono sempre e continuamente alla ricerca di una via per convincere coloro che devono decidere all'azione immediata su questo punto. Non è tempo di stare seduti e inattivi. Abbiamo bisogno di una risposta positiva a questo problema, cui bisogna veramente trovare una soluzione urgente, prima di perdere del tutto la leadership portuale in Italia", aggiunge il Presidente.

Intanto, i 19 operatori portuali privati sui terminals sembrano aver avuto delle buone performances nell'anno 2000 appena trascorso. I containers sono movimentati soprattutto in tre terminals, il VTE (Voltri Terminal Europa) di 12 ettari, il SECH (Southern European Container Hub) e il Terminal Messina. Il VTE è il maggior terminal privato a Genova ed è il secondo più trafficato in Italia dopo il La Spezia container Terminal.

"Il VTE è sorto nel 1991 allorché il Gruppo FIAT ricevette una concessione di 30+30 anni. Tre anni dopo il VTE cominciò ad operare concretamente su 500 metri di banchine ricavate a terra e dotate di equipaggiamenti all'avanguardia, tra cui ben quattro gru post-Panamax Reggiane ship-to-shore fornite dall'Autorità Portuale", dice Dino Canali, marketing manager del Terminal di Voltri. Subito dopo, il VTE ordinò altre quattro gru di modello simile dalla Fantuzzi Reggiane, per arrivare al totale attuale di otto mezzi di piazzale. Da allora, altri 700 metri di banchine sono state aggiunte per un totale di 1.400 metri con fondali di profondità fino ai 15 metri.

Nel Gennaio del 1998, la PSA Corporation di Singapore ha acquisito il 60% delle quote azionarie di Sinport, che possiede il 95% del VTE e, come risultato, il Voltri Terminal Europa è divenuto il terminal di punta in Europa del Gruppo PSA di Singapore.

Durante la sua breve vita e nonostante tutti gli assestamenti occasionali, il VTE ha ottenuto svariati successi. L'output di traffico totale è cresciuto da 60 mila Teus nel primo anno (1994) a 550 mila Teus nel 1997 e a 604 mila Teus nel 1998.

Sebbene l'output totale del Terminal sia sceso a 495 mila Teus nel 1999, a seguito del trasferimento della MSC da Voltri a La Spezia, il VTE ha poi pienamente recuperato la caduta, raggiungendo i 750 mila Teus l'anno scorso, e per quest'anno sono previsti circa 900 mila Teus. Di conseguenza, il Terminal di Voltri ha dovuto ordinare due gru post-Panamax pronte per la consegna nel 2002. E seguendo la politica del VTE di acquistare tutto l'equipaggiamento di banchina da manufattori italiani, non ci si dovrebbe sorprendere se sarà incaricata della costruzione delle due gru la Fantuzzi Reggiane anche se, nell'opinione di Canali, nessuna decisione definitiva è stata ancora presa.

Con una capacità di movimentazione di circa 1 milione di Teus, il VTE sarà pienamente operativo per il 2002, e solo allora sfrutterà al massimo le proprie capacità, e sarà anche in grado di espandersi fino a 1 milione e 500 mila Teus, o forse anche di più.

Il management del VTE sta attualmente negoziando con l'Autorità Portuale per ulteriori 400 metri di banchina che l'Autorità reclama per sé e che verrebbe equipaggiata con altre quattro gru ship-to-shore, forse per l'anno 2002.

In più, nella concessione del VTE è compreso anche un terminal ferroviario su banchina con binari da 8x700 metri, dove le merci vengono movimentate con due gru Reggiane specializzate in cargos ferroviari (RMGs), a cui ne verrà aggiunta un'altra durante il 2001.

Il parco ferroviario è stato un'altra success story ed ha ricevuto sempre maggiori incarichi e traffici, fino al punto che oggi movimenta all'incirca il 26% di tutti i volumi di imbarco/sbarco di merci del VTE. Correntemente 16 treni navetta partono ogni giorno e, come dice Canali, i treni possono raddoppiare numericamente se necessario.
