Cresce l'importanza dei porti feeder britannici

Per i produttori del nord del Regno Unito, il cuore industriale del paese, o della Scozia, le normali porte d'accesso per le importazioni (o esportazioni) marittime a lungo raggio sono situate nel sud dell'Inghilterra. I porti di Felixtowe, Tilbury, Thamesport e Southampton accolgono tutti quanti un'ampia gamma di servizi diretti di trasporto marittimo a lungo raggio che, fino adesso, sono stati ritenuti preferibili alle alternative indirette via continente.

Tutto ciò, peraltro, è in via di cambiamento, per lo più motivato dal crescente intasamento dei trasporti terrestri e dai costi in aumento. Se si deve credere ad un nutrito schieramento di esperti del settore, ora si dovrebbe prendere in considerazione molto più seriamente il trasbordo dal continente a porti molto più vicini a casa. Questo tipo di servizio è già offerto dalla maggior parte dei vettori marittimi, e sta guadagnando sempre maggiore popolarità.

John Gurr, dirigente per la logistica della B&Q, uno dei principali dettaglianti del fai-da-te Regno Unito, che ingenera tra i 18.000 ed i 20.000 TEU all'anno, commenta al riguardo: "Laddove in passato di norma entravamo nel paese attraverso i porti del sud dell'Inghilterra, dalla fine del 2001 per lo più ci serviamo dei porti nord-orientali di Immingham e Grimsby per i nostri traffici marittimi a lungo raggio. Sebbene il trasbordo renda più lunghi i nostri tempi di viaggio alla volta del Regno Unito, ciò è più che compensato dalle consegne più rapide ai nostri centri distributivi di Scunthorpe e Doncaster, unitamente alla migliorata affidabilità ed ai costi inferiori".

La società si serve per lo più della Maersk Sealand, della APL e della Evergreen per quanto attiene al lato dei traffici a lungo raggio, e questi vettori si servono di operatori di trasbordo, quali la Feederlink e la Nor-Cargo, per trasportare i carichi da Rotterdam. Mentre la B&Q sceglie di assumere direttamente il controllo del trasporto dei suoi contenitori all'arrivo a Grimsby od Immingham, altri preferiscono che i vettori provvedano alla consegna sino alla destinazione finale. Alcuni addirittura preferiscono occuparsi dei propri containers dal continente, sebbene ciò rappresenti un evento raro.

Chris Bourne, amministratore delegato della MOL Europe, rivela: "Il nostro modo di vedere le cose al riguardo consiste nel ritenere che il trasbordo dal continente può essere considerato parte della movimentazione di trasporto terrestre: ad esempio, invece di considerare solo la partenza da Southampton con arrivo al deposito ferroviario di Leeds, noi possiamo mettere gli stessi containers a disposizione dei nostri clienti presso i porti della costa nord-orientale. In che modo possiamo averli là, dipende da ciò che vogliono i nostri clienti e da quanto sono pronti a pagare".

Il costo del trasbordo non viene reso noto come se fosse una tariffa aggiuntiva trasparente, tuttavia, di modo che fare confronti è difficile. Spiega Bourne: "A causa dell'ampia varietà delle opzioni che sono a disposizione degli importatori nel Regno Unito, noi preferiamo rispondere a tali richieste di volta in volta. E' anche molto più facile ricostruire il costo del riposizionamento dei vuoti in quel modo, poiché alcuni porti britannici tendono ad assumere il predominio rispetto alle importazioni dall'Asia".

Nel linguaggio dei vettori marittimi, questo di solito è un altro modo per dire che regna l'incertezza e che probabilmente continuerà ad essere così fino a quando non si stabilizzeranno linee di tendenza più chiare. Qualche esitazione è comprensibile, dato che i principali operatori dispongono tutti quanti di terminal contenitori correlati ai volumi e di contratti di trasporto interno, di modo che più traffico viene trasportato a mezzo feeder, meno vi è da contrattare nel sud.

L'autotrasporto di containers è anche più difficoltoso, e gli uffici vendita locali nel Regno Unito potrebbero accorgersi che il trasbordo condurrebbe altresì ad una qualche perdita di controllo del marketing. Afferma Gurr: "Non siamo in condizione di fare commenti al riguardo, ma ci sono voluti più di 15 mesi per giungere alla situazione in cui siamo ora".

Miller Howieson, dirigente alle operazioni della P&O Nedlloyd, ammette: "Noi consideriamo i servizi feeder per i nostri traffici marittimi a lungo raggio del Regno Unito come "treni d'acqua" e li movimentiamo grosso modo alla stessa maniera con cui movimentiamo i normali treni. Il problema è che la domanda attuale non è ancora abbastanza rilevante per noi perché si possa istituire una chiara politica tariffaria in ordine ad essa. Ogni anno questo quadro cambia un po', ma mai quel tanto che basta perché noi si possa andare fino in fondo".

Per quei caricatori puristi che desiderano maggiore trasparenza, il costo del raccordo da Rotterdam alla costa orientale del Regno Unito attualmente si aggira attorno alle 200 sterline (320 dollari) per unità da 20 piedi ed alle 270 sterline (432 dollari) per unità da 40 piedi. Le tariffe sono le medesime in direzione est, e non vi sono costi aggiuntivi per i containers high-cube: una questione controversa per la Freightliner, il principale operatore ferroviario britannico, a causa dell'abbondanza di ponti e gallerie basse che ancora affliggono le infrastrutture ferroviarie del paese.

Questo è l'importo massimo che gli importatori dovrebbero pagare per i loro normali trasporti marittimi alla volta di Southampton (partendo dal presupposto che non dispongano di una tariffa più bassa per il continente), escludendo qualsiasi riferimento al riposizionamento dei vuoti. Ma, nel caso di Southampton, anche i containers dall'Asia, ad esempio, devono pagare un onere di 69 sterline (110 dollari) per container, laddove questo sovrapprezzo è incluso nel costo di trasbordo alla volta dei porti del nord-est.

Sono disponibili sconti sui volumi ed i vettori marittimi possono ridurre i costi ancora ulteriormente traendo vantaggio dai propri contratti terminalistici sul continente. Questi ultimi comprendono termini vantaggiosi per il trasferimento dei containers dalle navi a lungo raggio a quelle di raccordo. Se i vettori a lungo raggio pagano da sé per tale servizio, le tariffe di trasbordo si riducono da 40 sterline (65 dollari) a 55 sterline (88 dollari) per contenitore. Il costo del raccordo dei vuoti di ritorno sul continente è di circa 50 sterline (80 dollari)/container meno caro di quello per la movimentazione dei pieni, ma si tratta comunque, in questo caso, di un importo estremamente assoggettabile a trattative.

Continua Gurr: "Nella prassi attuale, abbiamo solo risparmiato il 5% circa dei nostri costi di trasporto complessivi da quando abbiamo cambiato a favore dei porti dell'Humber, ma il risparmio risulta molto maggiore se teniamo in considerazione altri vantaggi, quali il miglioramento dell'affidabilità degli orari e del magazzinaggio".

Il costo del magazzinaggio è un grosso vantaggio per i porti "secondari", quali Grimsby od Immingham, a causa della maggiore disponibilità di spazi, rispetto ai porti di linea primaria del sud. Ad esempio, si sa che il costo del magazzinaggio a Southampton è di circa 20 sterline (32 dollari) al giorno una volta spirato il termine di giacenza gratuita, che dovrebbe essere limitato a quattro-sette giorni. Tuttavia, si sa che a Grimsby ed Immingham è senz'altro disponibile un periodo gratuito di 10 giorni, spirato il quale si pagano circa 2 sterline (3 dollari) al giorno. I costi di Southampton possono essere ridotti, ma solo trasferendo i containers ad un deposito situato al di fuori del terminal.

I risparmi sui trasporti terrestri dipendono molto dalle zone da servire, e dalla loro prossimità a Grangemouth, Tyneport, Teesport o Grimsby/Hull/Immingham. Ad esempio, le tariffe di trasporto terrestre da Hull a Doncaster, Leeds e Manchester sono approssimativamente pari a 160 sterline (260 dollari), 170 sterline (270 dollari) e 220 sterline (350 dollari) rispettivamente per container, mentre le tariffe equivalenti da Southampton sono di circa 340 sterline (540 dollari), 360 sterline (580 dollari) e 355 sterline (570 dollari).

Come anche per le altre tariffe di trasporto terrestre quotate sopra, queste tariffe dovrebbero essere considerate solo meramente indicative. Le tariffe mostrate provengono da una varietà di fonti, tra cui imprese di autotrasporto indipendenti, vettori marittimi ed operatori terminalistici.

Il messaggio tendente al risparmio sui costi senza dubbio attraversa tutto il settore dei caricatori, dato che la crescita dei traffici attraverso i porti della costa orientale del Regno Unito comincia a sembrare impressionante, sebbene le attuali cifre relative ai risultati restino piccole. A Grangemouth, ad esempio, che per lo più serve la Scozia, i traffici containerizzati sono cresciuti del 14% lo scorso anno, sino a 100.000 containers. I suoi principali clienti in ordine ai traffici a lungo raggio sono la Maersk Sealand, la OOCL, la K Line, la Evergreen, la P&O Nedlloyd, la MOL, la Cosco e la Hapag-Lloyd. I servizi di raccordo sono assicurati dalla Feederlink, dalla Concorde Container Line, dalla Seawheel e dalla Geest Nort Sea Line. Le due ultime società citate sono specializzate in traffici intra-europei.

Il dirigente in capo dei Porti di Forth, Charles Hammond, afferma: "La continua crescita dei containers rappresenta una caratteristica dello sviluppo di Grangemouth quale secondo porto della Scozia e come centro di snodo multimodale. Il porto è situato in posizione unica per servire l'hinterland naturale della fascia centrale, che comprende sia Glasgow che Edimburgo". Anche Clydeport e Greenock sulla costa occidentale possono essere utilizzati per servire la regione. Il 73% circa del traffico di Grangemouth consiste di attività legate al trasporto marittimo a lungo raggio. L'attrattiva della Scozia per il traffico di raccordo consiste nel fatto che vi predominano le esportazioni, di modo che il posizionamento dei vuoti è minimo.

La Diageo, il principale esportatore di liquori della regione, è un ardente sostenitore del trasbordo dalla Scozia. Gary Stead, dirigente per le forniture globali, ha dichiarato: "Nel corso degli ultimi 18 mesi abbiamo gradualmente intensificato i nostri traffici di esportazione sia sulla costa est che su quella ovest della Scozia. Approssimativamente il 70% ora viene movimentato in questo modo ed è la nostra rotta preferita, tanto che ci assicuriamo che essa supporti la nostra catena delle forniture". I contratti di trasporto marittimo di merci a lungo raggio della società adesso comprendono tariffe dai porti scozzesi.

L'instradamento terrestre viene per lo più espletato in termini di merchant haulage, ed il risparmio può essere notevole. Un controllo casuale su una unità da 40 piedi movimentata da Grangemouth a Glasgow, ad esempio, ha fornito il responso di una rata di 145 sterline (230 dollari), mentre la stessa movimentazione da Southampton costa 415 sterline (665 dollari).

Anche un altro porto containerizzato della costa orientale, il POT (Port of Tyne), sta crescendo in popolarità. Lo scorso anno, il suo traffico è cresciuto di poco più del 20% sino a 56.000 TEU. David Keates, amministratore delegato del POT, commenta: "Questo incremento è derivato in gran parte dai carichi a lungo raggio dal momento che i caricatori riconoscono la complessiva efficienza del raccordo attraverso il Tyne, vantaggi, questi ultimi, che sono divenuti ancora più evidenti dati i problemi di aumento degli intasamenti e dei costi di distribuzione interna. E' notevole il fatto che alcuni dei nostri veicoli ora effettuino regolari consegne nelle East Midlands".

Al fine di supportare tale crescita, il porto di Trust ' di proprietà del governo ' ha investito approssimativamente 55 milioni di sterline (88 milioni di dollari) negli ultimi sette anni allo scopo di realizzare un'infrastruttura multimodale che combini strada, rotaia ed accesso al mare con 5 ettari di magazzini approvati dalle dogane. Il trasporto terrestre è assicurato dalla TLC (Tyne Logistics Company), che gestisce altresì il terminal contenitori. L'impianto di assemblaggio della Nissan a Sunderland ha contribuito a porre il POT sulla mappa dei trasporti marittimi containerizzati a lungo raggio diversi anni fa, ma la porta d'accesso ora dispone di una base clientelare molto più ampia, tra cui la Alba Plc e la Samsung. Mentre la proporzione tra carichi a lungo raggio ed intra-europei era di 50 : 50 nel 1999, da allora essa è mutata in 70 : 30 a favore del lungo raggio.

La Alba importa parte dei suoi beni di consumo elettronici attraverso il POT. Il suo dirigente ai trasporti marittimi, Marc Taylor, commenta: "Ci siamo convinti ad usare il POT a causa delle sue infrastrutture da fermata unica. Oltre al risparmio sui costi terrestri che offre, il porto fornisce livelli di servizio affidabili e notevolmente alti, una flotta di trasporto indipendente ed una estesa struttura di magazzinaggio approvata dalle dogane. Esso riesce inoltre ad ottenere tempi di lavorazione veloci ed ininterrotti sia per le navi che per i veicoli stradali e ha istituito buone relazioni di lavoro con i vettori marittimi". Taylor non ha voluto essere esplicito sui volumi dei carichi, ma si sa che questi ultimi sono notevoli.

E' interessante notare come Taylor non abbia neanche voluto rivelare il momento in cui ha cominciato a predisporre gli accordi di trasbordo della società con i suoi vettori marittimi nel 2001, ma ha dichiarato che non è stato facile convincerli a seguire questa strada. Sebbene non abbia affrontato questo argomento direttamente, Keates si è lamentato: "E' molto difficile per alcune delle principali linee di navigazione ravvisare i vantaggi del raccordo britannico quando vengono guidate dall'idea dei centri di profitto britannici, e quando il riconoscimento dei noli è sul continente".

Ancora più giù lungo la costa, Teesport recentemente è entrato in lizza per il trasbordo con l'annuncio di un ambizioso piano di espansione destinato ad attirare una quota maggiore di traffico a lungo raggio a svantaggio dei porti meridionali. La THPAL (Tees and Hartlepool Port Authority), di proprietà del gruppo giapponese PD Group, è intenzionata a costruire un secondo terminal contenitori ad un costo di 20 milioni di sterline (31 milioni di dollari). La prima fase, che dovrebbe essere inaugurata nel corso del mese di aprile, in effetti raddoppierà la capacità del porto di circa 272.000 TEU/anno. L'attuale terminal attualmente movimenta circa 80.000 TEU/anno, per lo più consistenti di attività intra-europee. Teesport movimenta altresì oltre 300.000 TEU/anno di traffico ro-ro.

L'amministratore delegato della THAPL David Robinson commenta: "Oltre 1 milione di TEU/anno vengono autotrasportati in direzione sud dal nord attraverso l'autostrada M62. L'intasamento stradale è già grave, e ci si aspetta che diventi peggiore, di modo che riteniamo che un numero crescente di spedizionieri/consegnatari possa interessarsi al trasporto marittimo di cabotaggio. Stiamo già cominciando a sperimentarlo".

L'hinterland naturale del porto è simile a quello di Hull, Grimsby, Immingham e Tyneport, ma è particolarmente interessato alle infrastrutture della Dupont a Wilton, giusto in prossimità della porta di casa. Il trasporto terrestre da Wilton a Teesport costa solo circa 35 sterline (56 dollari) per container, mentre quello per Southampton può arrivare a 500 sterline (800 dollari) per container.

La Dupont potrà disporre, tuttavia, di una tariffa molto più competitiva di quella dei porti meridionali, tenendo presenti i suoi notevoli volumi. Sebbene si sappia che questi volumi continuano ad essere per lo più imbarcati da Felixtowe e Southampton, qualche traffico per la Turchia viene ora spedito direttamente da Teesport con la Contaz Line, mentre in precedenza normalmente veniva raccordato via continente. Sembra che la Dupont recentemente sia stata dissuasa dal trasbordare più carichi a lungo raggio relativi al continente da una tariffa più favorevole attraverso Felixtowe.

Quali che possano essere le differenze tariffarie inerenti al trasporto terrestre, sembrano destinate ad aumentare. Il settore dell'autotrasporto britannico deve fronteggiare un bel numero di dure sfide, oltre all'intasamento stradale, tra cui la carenza di autisti ed il congestionamento portuale nel sud, che comporteranno un incremento dei prezzi. Alcuni autotrasportatori ancora praticano un sovrapprezzo di 25 sterline (40 dollari) per veicolo dovuto all'intasamento che si verifica a Southampton, a causa dei ritardi nel carico/scarico delle merci.

Adesso appare all'orizzonte anche la direttiva dell'Unione Europea sui tempi lavorativi degli autisti britannici, destinata a ridurre le ore di guida ed a migliorare le condizioni di lavoro. Una delle maggiori imprese di autotrasporto del Regno Unito, la Roadway Container Logistics, stima che ciò da solo potrebbe comportare un incremento dei costi tra il 10 ed il 20 per cento da qui al 2005.

Manco a dirlo, un certo numero di operatori di raccordo sta sorvegliando questa situazione con estrema attenzione e si sta attivamente preparando ad affrontarla. La Feederlink, che fa parte dell'Irish Continent Group, è uno di tali operatori. Essa ora fornisce regolari servizi di trasporto da Rotterdam alla costa orientale del Regno Unito, facendo scalo a Felixtowe, Immingham, Tyne Port e Grangemouth. Essa impiega quattro navi di capacità tra i 250 ed i 400 TEU. Sono assicurate due partenze alla settimana, con tempi di viaggio varianti tra le 12 e le 48 ore.

L'amministratore delegato Harry Kleipas, di stanza a Rotterdam, commenta al riguardo: "Negli ultimi 10 mesi, il nostro traffico è cresciuto del 10% circa e ci aspettiamo che continui così nel corso del 2003. Non vi è alcun dubbio che i vantaggi del raccordo stiano diventando sempre più evidenti per molte imprese britanniche. Il cambiamento, però, è sempre difficile, di modo che dobbiamo restare flessibili. Ciò non è sempre facile, dato il numero delle variabili coinvolte".

Tra i suoi clienti vi sono gran parte dei principali vettori marittimi a lungo raggio, molti dei quali hanno esigenze diverse, tra cui gli ormeggi ed i terminals da utilizzare a Rotterdam. Essa dialoga altresì direttamente con alcuni caricatori.

La CCL (Concorde Container Line) è un altro dei contendenti. Essa assicura due partenze alla settimana da Aberdeen e Grangemouth ad Anversa e Rotterdam. L'amministratore delegato John Hie rivela: "Oltre ai risparmi sulla tratta terrestre collegati al raccordo marittimo, non poniamo limitazioni sui containers OOG (fuori-calibro) o high-cube. Sebbene applichiamo un sovrapprezzo per i carichi OOG ' il 25% circa per dimensione OOG ' non ne applichiamo invece per i box da 9 piedi e 6 pollici".

La società si è fatta la reputazione di essere flessibile e, come altri operatori, farà scalo presso altri porti britannici se incentivata. Aggiunge Hie: "Recentemente abbiamo fatto scalo a Teesport per scaricare 70 contenitori provenienti dall'Africa Occidentale, che erano stati dirottati dal sud a causa dell'intasamento, ed abbiamo completato l'operazione in appena due ore utilizzando una sola gru. Southampton non avrebbe potuto provvedere a questo servizio, né avrebbero potuto farlo Felixtowe, Thamesport o qualsiasi altro porto continentale".

La CCL sta attualmente programmando di dare il via ad una terza partenza settimanale da Anversa a Grangemouth, di modo che l'attività dovrebbe andar bene.

I traffici britannici a lungo raggio non devono essere raccordati da e per il continente. Clydeport effettua un servizio settimanale da Glasgow, Liverpool e Southampton, impiegando due navi da circa 200 TEU. Le sue partenze in direzione sud vengono fatte coincidere con le navi a lungo raggio dirette negli Stati Uniti ed in Asia. I contenitori pieni per l'Inghilterra settentrionale vengono di solito riportati a Liverpool, laddove vengono ricaricati i vuoti per la Scozia, al fine di far fronte alla sua domanda di esportazioni molto più alta.

Sembra che tali operazioni siano state un grande successo sin dal momento del loro inizio nel luglio 2000 con una sola nave. Il servizio è stato raddoppiato solo un anno dopo. Ad un altro servizio era stato dato inizio alla fine dello scorso anno tra Greenock e Le Havre, ma poi è stato sostituito dal servizio della Maersk Sealand a dicembre del 2002.

Secondo fonti di mercato, le attuali tariffe di raccordo da Southampton a Glasgow vanno da sole 165-175 sterline (265-280 dollari) circa per unità da 20 piedi e da 210-225 sterline (340-360 dollari) per unità da 40 piedi. I costi di trasferimento a Southampton potrebbero essere di circa 70 sterline (112 dollari) per contenitore: vale a dire, lo stesso onere della Conferenza Noli Estremo Oriente da 69 sterline menzionato prima. Il trasporto terrestre verso l'abitato di Glasgow e dintorni costa da 30 a 50 sterline (50-80 dollari) per contenitore, ma si tratta di un prezzo estremamente assoggettabile a contrattazioni. Come menzionato prima, una importante linea di navigazione ha quotato una tariffa di trasporto terrestre di 415 sterline (665 dollari) per unità da 40 piedi da Southampton ai confini della città di Glasgow, ma anche in questo caso si tratta di un prezzo trattabile.

Senza dubbio, si prospettano tempi interessanti per il mercato britannico dei trasporti marittimi a lungo raggio. Sebbene vi siano diversi importanti progetti inerenti ad ampliamenti portuali nel sud, ed il trasporto ferroviario stia guadagnando popolarità, l'intasamento stradale è destinato a diventare peggiore, incrementando perciò il vantaggio dei costi relativi al trasbordo.

Sul lungo termine, anche la Commissione Europea desidera contribuire ad alleviare questo congestionamento incoraggiando altri mezzi di trasporto, tra cui il settore del cabotaggio marittimo. Sono disponibili finanziamenti per qualsiasi cosa che possa davvero contribuire alla bisogna ed un certo numero di soggetti interessati ha presentato domande al riguardo, tra cui la HFZ (Zona Franca dell'Humber), un'organizzazione-ombrello che ha lo scopo di migliorare i servizi del terminal contenitori della ABP ad Immingham, Grimsby e Hull, tra le altre infrastrutture.

Martin Tyler, dirigente progettuale della HFZ, commenta: "Abbiamo presentato domanda per un finanziamento ai sensi del programma Marco Polo introdotto dalla Commissione Europea lo scorso anno. Per riuscire ad ottenerlo, dobbiamo dimostrare che questi soldi ridurranno la congestione del traffico stradale, e noi pensiamo che uno dei modi migliori per far ciò consista nell'aiuto agli operatori feeder. Migliore sarà la frequenza e la qualità dei loro servizi, più probabilmente riusciremo a persuadere gli importatori ed esportatori ad utilizzare il nostro porto".

Tuttavia, è probabile che a spingere per l'uso di tali servizi dovranno essere gli importatori ed esportatori, piuttosto che i vettori marittimi a lungo raggio che offrono servizi diretti nel sud del Regno Unito.
