La gestione dei cambiamenti strutturali nei porti

Di pari passo con i cambiamenti intervenuti nella domanda dei loro clienti e nelle aspettative dei loro proprietari, anche i porti di tutto il mondo sono stati assoggettati a profondi cambiamenti strutturali. La commercializzazione, la trasformazione in società, la privatizzazione, le fusioni volontarie od indotte, le suddivisioni che distinguono le responsabilità operative dalle attività di regolamentazione e di gestione proprietaria, sono tutte quante divenute questioni comuni.

Spesso, il cambiamento è stato imposto all'organizzazione portuale piuttosto che indotto da essa. Anche se ognuna delle due situazioni ha comportato tutta una serie di opportunità e sfide per il personale delle società portuali, l'esperienza accumulata nel corso degli ultimi due decenni ha offerto alcune lezioni degne di note che sono valide per l'intero settore.

Di fondamentale importanza per qualsiasi operazioni di cambiamento risulta essere la chiarezza di direzione e di propositi. Se dirigenti e dipendenti non comprendono esattamente l'intento del cambiamento ovvero il ruolo che dovrebbero svolgere nel suo ambito, allora è poco realistico aspettarsi che essi vogliano condividerlo. Una delle sfide affrontate dal governo dello stato australiano di Victoria, nella propria qualità di architetto della fusione tra l'Autorità dei Canali di Victoria e la Società Portuale di Melbourne, è stata quella di aiutare gli azionisti a capire che ciò che si andava a costituire non era meramente la riunificazione dei due organismi né il rilevamento di un organismo da parte dell'altro. Piuttosto, si trattava di una nuova società con agevolazioni commerciali ed un ruolo di servizio alla clientela di gran lunga maggiori rispetto a quelli di ognuno dei suoi due predecessori. In definitiva, i dirigenti, i dipendenti e gli azionisti ricavano la propria comprensione della direzione e dei propositi di un programma di cambiamento quando le parole diventano azioni: quando, cioè, riescono a vedere in che modo i cambiamenti comporteranno un impatto diretto od indiretto su di loro o sugli altri che li circondano. Un modo pratico di fare ciò è quello di tradurre le decisioni inerenti alla direzione ed agli scopi in obiettivi misurabili e programmati dal punto di vista dei tempi. Non appena insediato, il consiglio d'amministrazione della Società del Porto di Melbourne ha cominciato a lavorare insieme alla dirigenza proprio in questo senso. Questa iniziativa ed i suoi risultati sono stati il punto di svolta per tradurre le intenzioni del governo in termini che i dirigenti potessero condividere e dai quali potessero iniziare ad intraprendere i propri provvedimenti.

In assenza di una guida salda al massimo livello, la programmazione del cambiamento può entrare in fase di stallo, perdere la direzione o essere preda di chiunque sia in grado di assumere il potere reale. La maggior parte dei porti appartengono ancora al governo e questi ultimi hanno la necessità di rispondere ad un certo numero di azionisti che con tutta probabilità hanno interessi concorrenti. L'introduzione di importanti cambiamenti strutturali è di per sé complesso e dispendioso dal punto di vista del tempo a causa dei citati interessi in concorrenza e del complicato e talvolta politicamente delicato ambiente normativo in cui i porti operano.

Anche quando la direzione del cambiamento è stata definita con chiarezza, è probabile che ciascuno degli azionisti voglia imporre il proprio particolare punto di vista sui prodotti desiderati del cambiamento, talvolta rallentando la transizione e rendendola un'esperienza costosa, involuta e demoralizzante per i dipendenti.

Una maniera per provvedere al processo di cambiamento è quella di istituire un consiglio d'amministrazione e di nominare un direttore generale al più presto possibile ed affidargli la responsabilità della pianificazione e della messa in atto del cambiamento. Non appena la Adsteam/Egis ha saputo di essere la nuova proprietaria dei porti dell'Australia del Sud, ha istituito un consiglio d'amministrazione ed un dirigente ad interim affinché insieme implementassero una nuova struttura nel giro di sei settimane. Laddove non è possibile agire con le suddette modalità prima dell'instaurazione del nuovo regime, è pur sempre imperativo far sì che chiunque gestisca la transizione sia dotato di un'autorità adeguata ed abbia accesso ai talenti ed alle risorse richieste per reggere il cambiamento fino al suo termine.

Quando le attività rimangono sospese per un lungo periodo di transizione, il personale diventa sempre più incerto circa la propria collocazione nel contesto del nuovo regime. Questa situazione rende molto difficile gestire il morale in ribasso del personale. I ricordi di questa esperienza possono restare nella mente della gente per lungo tempo e possono rendere più difficili i tentativi successivi di introdurre cambiamenti.

Sebbene la South Australia Port Corporation abbia impiegato un bel po' di tempo per occuparsi del personale nel corso della privatizzazione, il processo ha richiesto tre anni. In relazione al personale coinvolto alla recente costituzione della Port of Melbourne, il processo di cambiamento è stato conseguito ragionevolmente alla svelta (poco più di un anno). Una fase di transizione molto più lunga del periodo citato sarebbe stata avventata, dal momento che il timore prevalente tra il personale era che si potessero ripetere le lungaggini occorse in occasione della precedente riforma avvenuta nel 1995. In allora, le funzioni dell'autorità portuale erano state suddivise mediante la costituzione della Victorian Channels Authority e della Melbourne Port Corporation. Nell'esperienza della South Australian, questo processo aveva richiesto tre anni, nel corso dei quali le preoccupazioni relative ai particolari dell'imminente cambiamento avevano comportato che le decisioni strategiche sull'attività futura del porto erano state sospese ed erano andati perduti traffici di vitale importanza a vantaggio dei concorrenti. Non sorprende, quindi, che il personale abbia ritenuto distraente e demoralizzante la situazione di stallo, e che un certo numero di dipendenti avesse dato le dimissioni prima della costituzione della nuova società.

Sebbene non sia sempre possibile assicurare ai dipendenti reti di salvataggio circa il futuro impiego in seguito alla ristrutturazione, è imperativo sviluppare accordi chiari e dettagliati che consentano ai dirigenti ed agli impiegati di comprendere i vantaggi ed i rischi che dovranno affrontare e ad effettuare le scelte migliori.

Tra le cose che hanno salvato il processo della South Australian vi sono state le notevoli protezioni concesse ai dipendenti mediante un memorandum d'intesa sviluppato tra i sindacati (AMOU e MUA) ed il governo dell'Australia del Sud. La MOU ha assicurato l'impiego dei lavoratori con il nuovo datore di lavoro per un breve periodo di tempo. Coloro che il nuovo datore di lavoro in seguito avesse deciso di non inserire nella nuova struttura avrebbero potuto essere reimpiegati altrove nell'ambito dei servizi pubblici statali ovvero avrebbero potuto usufruire di un pacchetto a favore dei lavoratori in eccesso. L'accordo ha assicurato ai dipendenti un'efficace rete di salvataggio e ha dato al datore di lavoro un po' di fiato affinché potesse assumere decisioni in ordine alle proprie necessità. In ogni caso, il governo aveva lasciato la decisione in ordine alla esatta natura del processo di selezione al nuovo datore di lavoro e le varie opinioni su come ciò si dovesse mettere in atto avevano comportato tensioni passeggere tra il personale ed il nuovo datore di lavoro.

In mancanza di informazioni adeguate e tempestive in ordine a dove andrà a stare, la gente tende a sopravvivere, il che può comportare dimissioni indesiderate ed altre iniziative che pregiudicano i potenziali vantaggi del cambiamento programmato. Senza dubbio, le comunicazioni affidabili, solidali e tempestive con i dirigenti, i dipendenti ed i sindacati stanno al cuore di un efficace processo di cambiamento organizzativo. Tenendo conto di questo, l'affidamento fatto su specialisti in comunicazioni professionali è diventato quasi una costante nelle ristrutturazioni dei principali settori portuali in Australia.

Quello che non è così ovvio, tuttavia, è dove tracciare la linea di separazione tra informare il personale circa ciò che sta per succedere, chiedere la loro opinione circa ciò che dovrebbe succedere o come dovrebbe succedere ed informarli attivamente in decisioni od iniziative correlate ad importanti fasi del cambiamento. La prassi prevalente è stata quella di coinvolgere i dirigenti di punta e quelli di medio livello del regime esistente in vari gruppi di lavoro circa i futuri accordi amministrativi sulla base della premessa che è una buona idea tenerli impegnati e dar loro un interesse nel futuro regime. Anche se ciò ha senso, può d'altro canto comportare un dispendio di tempo in un momento in cui è importante altresì assicurare che il porto funzioni con piena efficienza operativa. La tattica rischia altresì che la strategia del cambiamento sia limitata da schemi mentali correlati allo status quo o pregiudicata da opinioni che siano contrarie agli obiettivi perseguiti. Uno dei modi per mitigare tali rischi è quello di assicurare che le regole d'ingaggio ed i limiti della partecipazione siano chiariti fin dall'inizio. Un altro, consiste nel fatto che coloro che hanno la responsabilità finale dell'esecuzione del cambiamento siano altresì preparati ad affrontare rapidamente i problemi emergenti.
