Logistica dell’automobile: affidarla a terzi o no?


Il verdetto non è stato ancora emesso, in ordine alla questione se le imprese produttrici debbano affidare all’esterno la logistica, e questo vale soprattutto per la potente industria automobilistica.


Ad esempio, la Renault recentemente ha venduto la sua residua quota della CAT (Compagnie d’Affretement et de Transport), rendendosi così completamente dipendente dai fornitori terzi di servizi, mentre la Volkswagen Transport lo scorso anno è diventata Volkswagen Logistics per renderla parte ancora più integrante della Volkswagen.


La General Motors ha venduto - e poi ricomprato - il 50% del controllo della propria catena delle forniture mediante l’acquisizione della Vector SCM.


La logica che sta dietro tali decisioni non è sempre ovvia, poiché talvolta sembra dipendere solo dalle opinioni di un dirigente esterno portato dentro “per cambiare le cose in meglio”.


Le funzioni che prima venivano affidate a terzi o decentrate vengono così riportate in casa, o viceversa, senza riguardo per le ragioni che stavano dietro alle precedenti iniziative, solo perché il cambiamento si deve vedere per poterlo fare in concreto.


Il compromesso raggiunto dalla PSA Peugeot Citroen è consistito nel mantenere la propria divisione logistica, la Gefco, assicurandole peraltro la possibilità di conservare un proprio centro di profitto distinto, in grado di competere con successo nelle attività per conto terzi.


Denis Basset, direttore generale della Gefco (Regno Unito), spiega: “L’attività per conto terzi è importante per noi perché l’industria automobilistica è talmente ciclica che i periodi buoni devono essere pareggiati con quelli cattivi.


Senza di essa, avremmo troppi alti e bassi, rendendo difficile la gestione”.


Riguardo ai veicoli assemblati oltremare, ad esempio, i nuovi modelli tendono ad interessare le attività locali per il 10%, ma poi possono rapidamente salire fino al 90%, senza tener conto del numero dei veicoli venduti.


Inoltre, ai picchi di mercato d’oltremare si può far fronte anche mediante la spedizione di veicoli finiti, che provocano effetti sulle catene delle forniture a seconda dei traffici ad elevati volumi di CKD (kit completi per l’assemblaggio di veicoli).


Un buon esempio di come questo squilibrio possa comportare conseguenze sulle catene delle forniture automobilistiche è dimostrato dal modo in cui la Gefco gestisce il proprio centro distributivo allo stato dell’arte a Le Havre.


L’infrastruttura da 32.000 m2, la cui denominazione viene abbreviata nell’acronimo francese PLIP, impiega una media di 280 persone, ma può impiegarne fino a 350 al giorno - ovvero limitarsi a 150 - il che significa che molti dipendenti devono essere impiegati part-time.


Talvolta la piattaforma lavora solo quattro giorni alla settimana, altre volte sei.


Se non fosse per le attività in conto terzi, il divario sarebbe persino maggiore, di modo che ci sarebbe ancora molto spazio per migliorare.


Il primo porto di scalo della società per le attività in conto terzi è normalmente costituito da località in cui la PSA ha istituito un centro produttivo che possa essere altresì utilizzato quale piattaforma logistica per altri traffici.


Precisa Basset: “In tal modo, possiamo offrire un servizio molto più competitivo basato su un prodotto di prima classe richiesto dalla PSA, nonché la riduzione dei costi di gestione e di quelli operativi, quale il magazzinaggio.


Altrimenti, aprire in una nuova località è una faccenda molto costosa”.


I cinici diranno che la tentazione per la Gefco sarà quella di mungere ancora la PSA per qualsiasi cosa si possa ottenere, ma Basset sottolinea che la Gefco ha i suoi regolari punti di riferimento, di modo che tutto può essere tenuto sotto stretto controllo.


Secondo i risultati finanziari della PSA relativi ai primi sei mesi di quest’anno, ad esempio, il suo fatturato di anno in anno è aumentato dell’8,4% fino a 1.797 milioni di euro, mentre il suo introito operativo ricorrente è calato del 5% sino a 76 milioni di euro, che rappresenta una situazione di proventi dalle vendite di poco superiore alla media del settore nell’ordine del 4,2%, rispetto al 4,8% della prima metà del 2006.


I risultati conseguiti dalla Kuehne + Nagel, dalla Panalpina e dalla DHL Danzas sono di poco migliori.


D’altro canto, l’introito operativo della divisione auto della PSA è aumentato di un notevole 76,2% sino a 400 milioni di euro, sebbene il ritorno sulle vendite sia stato ancora del solo 1,7%, a dimostrazione che la logistica è stata di gran lunga il settore che ha prodotto i maggiori profitti.


Non è chiaro quale percentuale dei volumi di carico della Gefco provenga dall’esterno rispetto al gruppo, ma si dice che sia in crescita.


Ad esempio, la società ha appena inaugurato un magazzino di 20.000 m2 per il traffico non derivante dalla PSA a Coventry, nel Regno Unito.


In termini finanziari, il 12% del fatturato della Gefco relativo alla logistica dei veicoli e del settore trasporti è consistito lo scorso anno in attività estranee alla PSA, mentre la quota dei traffici non inerenti alla PSA movimentata dalla rete di trasporto merci terrestre della Gefco è stata molto più alta, attestata al 55%.


La Gefco afferma di poter disporre della più grande rete privata di trasporto in Europa per il groupage ed i carichi completo/parti, consistente in 150 depositi collegati da più di 600 linee di trasporto internazionale.


Nel settore della logistica e del trasporto merci intercontinentale, il 52% del fatturato della Gefco è derivato da traffico non PSA.


Complessivamente, la quota non PSA ammonta al 39% delle entrate totali, che rappresenta un incremento del 10% rispetto al 2005.


Il centro logistico della Gefco a Le Havre è anche un buon esempio di come combinare entrambi i tipi di traffico riuscendo ad ottenere buoni effetti.


La piattaforma principalmente containerizza tutte le parti di auto nuove LCL europee richieste dalle linee di assemblaggio della PSA in Brasile (Porto Real), Argentina (Buenos Aires) e Cina (Wuhan).


Laddove qualsiasi ordinazione sia grande abbastanza da mettere in grado i fornitori di realizzare i propri FCLs, questi vengono movimentati separatamente.


Anche i pezzi di ricambio dei veicoli già venduti vengono movimentati altrove nell’ambito del gruppo, sebbene circa 3.000 containers da 40 piedi vengano ancora spediti in tutto il mondo da Le Havre, e molti siano imballati a Sochaux (nella Francia orientale) che è più o meno equidistante da Anversa, Le Havre e Marsiglia.


Le parti di auto per veicoli nuovi assemblati in altri paesi - Spagna (Madrid e Vigo), Slovacchia (Trnava), Repubblica Ceca (Kolin), Portogallo (Mangualde) ed Italia (Sevel) - sono allo stesso modo movimentate altrove.


Anche così, la Gefco a Le Havre è riuscita ancora a spedire 30.000 TEU all’anno tramite il porto lo scorso anno, compresa attività per conto terzi, il che la rende uno dei maggiori operatori di porta d’accesso.


Hugues Ogden, capo dell’agenzia della Gefco in porto, commenta: “Ovviamente, le tariffe di nolo negoziate per i traffici della PSA non sono le stesse negoziate per le attività per conto terzi, ma, poiché noi sappiamo talmente bene come vanno le cose sul mercato, possiamo aiutare molti clienti a vedere le cose più chiaramente.


Ad esempio, non forniremo assistenza solo sul livello delle tariffe di nolo.


Noi conosciamo altresì cosa stanno facendo i vettori in altri settori, quali i sovrapprezzi ed i tempi di magazzinaggio libero, e così via, e siamo in grado di offrire altresì tariffe di trasporto terrestre assai concorrenziali basate sulle nostre relazioni con quegli autotrasportatori utilizzati per i traffici PSA.


Le informazioni vengono condivise attraverso la rete della Gefco”.


I traffici della PSA vengono sempre tenuti ben distinti dagli altri carichi della Gefco, quale il groupage, poiché il controllo delle scorte e la funzione di acquisto della Gefco effettuata per le linee di assemblaggio all’estero della PSA altrimenti diventerebbero estremamente difficili.


Ad esempio, le ordinazioni per le parti di nuove auto europee richieste a Porto Real, Buenos Aires e Wuhan vengono trattate direttamente attraverso la PLIP, che è situata a 20 km da Le Havre.


Tali ordinazioni vengono effettuate da qualcosa come 800 diversi fornitori di 15 paesi europei diversi, mentre gli LCLs alla fine vengono preparati per le spedizioni all’estero nell’ambito dei 30.000 m3 di magazzini coperti della PLIP.


Anche alcune attività per conto terzi vengono movimentate in questo spazio, ma la Gefco conserva un deposito separato di 5.600 m2 a parte per le attività per conto terzi.


Ampi spazi sono disponibili a fini di espansione.


Tutte le parti di veicoli nuovi ricevuti per conto della PSA devono essere attentamente controllate.


Approssimativamente il 48% di esse ha bisogno di re-imballaggio in un modo o nell’altro, mentre il rimanente 52%, per lo più consistente di grandi parti, vengono semplicemente trasferite.


Poiché le linee di assemblaggio all’estero della PSA lavorano 24 ore su 24 ed il controllo delle scorte è gestito rigorosamente, poca roba resta presso la PLIP per più di un giorno; le parti soggette a mero trasferimento vengono containerizzate nel giro di poche ore.


I traffici vengono consegnati da oltre 120 camion al giorno.


L’etichetta con codice a barre GALIA della Gefco svolge un ruolo importante nella minimizzazione del quantitativo di lavoro cartaceo che le attività comportano.


I fornitori sono obbligati ad attaccarla a ciascun imballaggio consegnato alla PLIP.


Le etichette vengono fornite elettronicamente una volta effettuata l’ordinazione.


Ciò significa che i dirigenti del deposito devono solo confermare la ricezione di ciascun carico da parte dei camion in entrata, mentre i loro verificatori di codice a barre fanno il resto.


Dal momento in cui gli imballaggi vengono verificati in entrata, i dettagli sul fornitore, il contenuto e la destinazione vengono immediatamente acquisiti e trattati di conseguenza.


Le Havre è stata scelta quale migliore localizzazione per la PLIP dal momento che la maggior parte dei fornitori europei possono far fronte ad un tempo di consegna inferiore alle 24 ore e poiché essa spesso rappresenta l’ultimo porto di carico per i servizi containerizzati in uscita dal Nord Europa, rendendo minori i tempi di viaggio.


Il Brasile può essere raggiunto nel giro di 12 giorni, l’Argentina in 16 giorni e la Cina in 25 giorni.


Per Wuhan occorrono altri 9 giorni di viaggio su per il fiume Yangtze.


Lo scorso anno, 3.365 containers da 40 piedi sono stati inviati in Argentina per conto della PSA.


Altre 2.048 unità sono state spedite alla volta del Brasile, 3.282 a Wuhan ed altre 785 a Xiang Fan, che si trova a circa 300 km a nord-ovest di Wuhan.


A causa di questo accentramento, la Gefco afferma di avere un ulteriore potere contrattuale, tra cui la capacità di convincere i vettori marittimi a scalare Sepetiba in Brasile, dal momento che quest’ultimo porto viene giudicato una porta d’accesso molto migliore di Rio de Janeiro per l’impianto di assemblaggio della PSA a Porto Real.


Anche la decisione di Le Havre nel 1998 di espandersi mediante la costruzione di un nuovo bacino per terminal contenitori denominato Port 2000 ha svolto un ruolo importante nella decisione della Gefco.


Spiega Ogden: “Fino allo scorso anno, Le Havre non è stata in grado di movimentare la domanda di alta stagione allo stesso modo di altri porti quali Rotterdam ed Amburgo, ma noi avevamo ritenuto che, una volta completato il Port 2000, esso si sarebbe potuto trasformare in una porta d’accesso europea molto migliore per noi.


Avevamo ragione: sin da quando il primo terminal del Port 2000 è stato inaugurato dalla CMA CGM a marzo del 2006, ha preso il volo”.


E così è stato, infatti, dato che, nel corso dei primi sei mesi di quest’anno, Le Havre è stato la porta d’accesso primaria dalla crescita più rapida nel Nord Europa, avendo incrementato il numero complessivo dei containers movimentati del 26% sino a 1.264.000 TEU.


Ogden non ha voluto rivelare quali vettori marittimi siano stati preferiti per ciascuna destinazione ma, secondo quanto osservato presso la PLIP, la Coscon è stata uno dei principali operatori in Cina, mentre la Hamburg Süd/CSAV sembra quella destinata a provvedere ai carichi diretti in America del Sud.


Era evidente, altresì, la presenza di molti containers della Maersk Line.


Nel 1999, la Gefco ha adottato una propria redditizia strategia di crescita basata sulla logistica integrata per l’industria.


Un ulteriore passo è stato compiuto nel 2004 mediante l’adozione dello slogan “Logistica per i produttori”, che sta ancora ad esprimere l’ambizione del gruppo ad implementare uno standard logistico globale per l’industria.


Precisa Basset: “Ovviamente, non si può negare la nostra notevole esperienza nel settore automobilistico.


Abbiamo aiutato la PSA a diventare uno dei principali produttori automobilistici mondiali e questo significa aver assicurato alla clientela l’opportunità di ottenere ciò che vuole in tempo utile e nel modo meno costoso possibile.


Adesso noi riteniamo di disporre di sufficiente massa critica nel settore non PSA per essere riconosciuti quale importante fornitore indipendente di servizi logistici in determinate regioni del mondo.


Noi non pretendiamo di essere globali.


Esistono zone del mondo, come gli Stati Uniti, in cui ancora lavoriamo mediante sub-agenti, di modo che dobbiamo fare affidamento su risorse esterne, ma se i clienti richiedono un servizio logistico in quelle zone in cui abbiamo una forte presenza, non ne resteranno delusi.


Nessuno può arrivare alle nostre dimensioni odierne basandosi su un servizio al di sotto degli standard”.


La Gefco afferma di coprire oltre 80 paesi, che rappresentano l’85% dei traffici mondiali.


Allo scopo di contribuire all’ulteriore espansione della propria rete, essa ha investito più di 150 milioni di euro negli ultimi tre anni allo scopo di rimodellare il proprio sistema informatico, che adesso si allarga a tutte le attività, a tutti i paesi ed a tutti gli hub commerciali.


Le informazioni sono progettate per gestire il flusso materiale ed il flusso informativo in tempo reale, nonché per convogliare i dati alla clientela attraverso il portale GefcoNet.


Riassumendo, la Gefco sembra molto meglio attrezzata rispetto a quanto non avvenisse in precedenza per competere nell’attività per conto terzi.


Afferma Basset: “Forse anche altri produttori di veicoli a motore dovrebbero cercare di servirsi delle nostre competenze da porta a porta.


La maggior parte di loro già condivide con noi i medesimi sub-fornitori di parti componenti e noi già espletiamo alcune isolate funzioni per alcuni di loro, di modo che ciò non costituirebbe un terremoto”.
