Grandi aspettative per Shanghai

La crescita a doppia cifra da un anno all’altro dei traffici containerizzati movimentati presso il porto di Shanghai ha posto sotto i riflettori il suo principale terminal contenitori, la SIPG (Shanghai International Port Group).

Cinque anni fa, i risultati complessivi di Shanghai ammontavano a soli 8,6 milioni di TEU, rispetto ai largamente superiori 18,6 milioni di TEU di Hong Kong.

Quest’anno, tuttavia, Shanghai movimenterà secondo le stime 25 milioni di TEU, superando così Hong Kong e mettendo sotto pressione Singapore, i cui risultati complessivi secondo le previsioni dovrebbero superare i 26 milioni di TEU.

Da qui al 2008, ci si aspetta che Shanghai raggiunga la cima della classifica dei traffici containerizzati nei porti, con un risultato pari a 29 milioni di TEU.

Fino adesso, la capacità è riuscita appena a tenere il ritmo della crescita portuale; essa è risultata sufficiente in ragione della strategia della SIPG.

I piani della società sono adesso concentrati sul conseguimento di capacità sufficiente a movimentare 35 milioni di TEU nel 2010.

Un portavoce del porto ha spiegato: “La capacità di Shanghai non è grande abbastanza.

Disponiamo di cinque terminal contenitori a Waigaoqiao ed un sesto terminal contenitori è in corso di costruzione; tuttavia, 15 terminal verranno disabilitati al servizio superiore.

In generale, abbiamo aggiunto un nuovo terminal ogni anno, completando la fase IV e la fase V nel 2003 e 2004 a Waigaoqiao.

La fase V ha richiesto appena 21 mesi perché venisse ultimata; si è trattato di un’associazione temporanea d’impresa da 4 miliardi di yuan (533 milioni di dollari USA) con la Hutchison Port Holdings.

Nel contempo, la fase IV a Waigaoqiao è divenuta operativa a settembre 2006.

Si tratta di una terminal plurifunzionale con una banchina per i contenitori lunga 300 metri, mentre l’ormeggio per i traffici ro-ro è lungo 500 metri.

Altri 700 metri di banchina sono in fase di costruzione”.

In aggiunta allo sviluppo a Waigaoqiao, il porto ha costruito un complesso per la movimentazione dei carichi interamente nuovo a Yangshan, a 35 km di distanza.

“Abbiamo inaugurato la fase I nel 2005, che disponeva di una capacità annua progettata per 2,2 milioni di TEU, e la fase II nel 2006.

Il nostro programma di costruzione è ancora un po’ avanti rispetto alla domanda e noi stiamo basandoci su di una crescita superiore al 25% della crescita media annuale”.

Ciò, rispetto alla crescita media degli ultimi cinque anni, attestata oltre il 28% all’anno.

La costruzione del nuovo porto containerizzato di Yangshan, situato nella baia di Hangzhou, ha compreso altresì la realizzazione del ponte di Donghai e lo sviluppo di una città portuale, nonché di un complesso logistico, a Luchaogang sul continente.

Yangshan ha dato a Shanghai le acque profonde (15 metri) di cui aveva bisogno e ha notevolmente innalzato il profilo della SIPG.

Il terminal è anche divenuto la prima zona doganale portuale in Cina.

Esso è gestito dalla SSICT (Shanghai Shendong International Container Terminal), una consociata della SIPG, che effettua operazioni nell’ambito delle fasi I e II del complesso.

La SIPG stessa è costituita dal Governo Municipale di Shanghai, con il 44,25 delle quote, dalla China Merchants International Terminals al 26,5%, dalla Shanghai Tongsheng Investment Corporation con il 16,8% e dalla Shanghai Stateassets Operation, nonché dalla Shanghai Dasheng Assets Co, con meno dell’1% rispettivamente.

Oltre a fornire lo stivaggio ed i servizi di gestione del terminal a Yangshan, il gruppo effettua anche tre servizi di navetta su chiatta alla volta delle infrastrutture di movimentazione delle merci nel porto vecchio di Shanghai.

Attualmente, il 30% circa dei suoi risultati comprende traffici che percorrono su e giù il fiume Yangtze.

La SIPG si è imposta standard rigorosi al fine di soddisfare le aspettative di servizio.

Il suo impegno “5-20-25” sta a significare che il tempo di movimentazione di una chiatta non è superiore alle cinque ore, mentre il tempo di movimentazione di una portacontainer non è superiore alle 20 ore.

Nel contempo, il tempo concesso per la consegna di un contenitore da e per il piazzale d’impilaggio da parte di un camion proveniente da fuori non è superiore ai 25 minuti.

Per quanto la SIPG inizialmente abbia adottato un approccio “carota e bastone” al fine di attirare attività a Yangshan, le preoccupazioni del settore in ordine alla distanza del porto da Shanghai ed alle inclementi condizioni meteorologiche (nebbia) che affliggono la lavorazione delle navi si sono dimostrate prove di fondamento.

Infatti, i vettori marittimi in genere hanno lodato il livello delle prestazioni relative alla movimentazione dei carichi nel loro complesso.

Il dr. Sun Jia Kang, amministratore delegato della Cosco Shanghai, spiega: “Sotto l’aspetto produttivo, questi sono i terminal migliori del mondo.

Recentemente, essi ha conseguito il nuovo record mondiale di 690 movimentazioni containerizzate per nave al giorno: una cosa incredibile”.

Secondo la SIPG, una volta inaugurata la terza fase di Yangshan, i vettori marittimi saranno in grado di scegliere come venire senza l’approccio “carota e bastone”.

Il fatto che i costi di movimentazione siano stati finanziati dall’operatore ed i vettori impegnati in vari traffici siano stati indotti a trasferirsi nel complesso, ha significato che i traffici sono cresciuti molto alla svelta.

Attualmente, più di 40 servizi utilizzano le fasi I e II ogni settimana.

Lo scorso anno, i risultati di Yangshan hanno oltrepassato i 3 milioni di TEU, una cifra sufficiente a consentirgli da solo l’ingresso nella classifica dei primi 30 porti containerizzati.

E lo sviluppo continua: il programma di sviluppo della terza fase del porto è “in pieno corso”, secondo il portavoce di Shanghai, “ed il suo completamento è previsto nel 2010”.

La programmazione al riguardo è nel senso di far aumentare la capacità di movimentazione contenitori di Shanghai fino ad almeno 35 milioni di TEU.

Nel frattempo, sono state pianificate la quarta e la quinta fase dello sviluppo: queste ultime porteranno la capacità di movimentazione contenitori di Yangshan sino a 30 ormeggi (nel 2012) ed a 50 ormeggi (nel 2020).

E’ stata altresì messa in programma la realizzazione di un secondo ponte di 32 km.

A differenza del primo ponte, quest’ultimo sarà caratterizzato dalla presenza di binari ferroviari.

Ci si aspetta che il ruolo della ferrovia nell’ambito dello sviluppo di Yangshan cambi, una volta che il Luchao Harbour Terminal sarà stato collegato alla programmata rete di servizi ferroviari intermodali del paese, consistente in 18 hub.

Per vedere nella giusta prospettiva la crescita containerizzata di Shanghai, si consideri che il porto serve il vasto hinterland del delta del fiume Yangtze e l’intero corridoio del fiume Yangtze, che si estende per 1.500 km sino a Chongqing.

Inoltre, la piana di Jianghan ed il bacino di Sichuan sono densamente popolati e dispongono di affermate basi agricole ed industriali che contribuiscono ai traffici del porto.

Oggi, le importazioni ed esportazioni attraverso Shanghai equivalgono per valore a circa un quarto del commercio estero complessivo della Cina.

Nel contempo, i suoi 21,7 milioni di TEU di traffico containerizzato movimentato nel 2006 stanno a significare che si tratta del terzo porto per contenitori al mondo.

La SIPG ha inoltre effettuato investimenti in altre infrastrutture situate nel delta del fiume Yangtze.

Attualmente, le sue infrastrutture portuali comportano un impegno nella gestione o nel possesso di 125 ormeggi per la movimentazione dei carichi con una lunghezza combinata delle banchine superiore a 20 km.

Inoltre, il gruppo ha investito in servizi fluviali su chiatta, in attività logistiche - possiede più di 700 camion - ed in magazzinaggio, laddove gestisce uno spazio di deposito complessivo di 293.000 m2.

La sua società di trasporto fluviale, Ji Hai Company, si sta espandendo rapidamente, mentre i suoi volumi di traffico di trasbordo fluviale sono aumentati del 42% sino a 2 milioni di TEU nel 2006; quest’anno, ci si aspetta che i volumi aumentino di 590.000 TEU.

La società effettua altresì operazioni di trasporto marittimo a corto raggio tra Shanghai, Hong Kong ed il Giappone.

Anche le aspirazioni internazionali fanno adesso parte della strategia del gruppo, sebbene esso mantenga le labbra cucite circa i possibili investimenti su questo scenario.

Di conseguenza, il delta del fiume Yangtze viene considerato come una componente importante della continua crescita e capacità di trarre profitti della SIPG.

Il suo scopo è quello di ottimizzare i propri investimenti nell’area ed in un certo numero di importanti porti di raccordo quali Chongqing, Wuhan e Nanjing.

La SIPG possiede una quota del 55% nel gruppo Wuhan Port ed una quota del 25% nel Longtan Container Terminal del porto di Nanjing.

Nel complesso, la SIPG ha costituito più di 10 associazioni lungo il fiume Yangtze.

La società è altresì intenzionata a contribuire all’affermazione di Shanghai quale importante porto e centro marittimo del Nord-Est asiatico ed a partecipare al suo programma di espansione portuale internazionale.

Spiega il portavoce della SIP: “Costituisce una delle nostre priorità rendere Shanghai un porto hub ed un centro di trasbordo contenitori per questa regione.

Ciò significa costruire le migliori infrastrutture e disporre delle operazioni terminalistiche più efficienti, offrendo nel contempo servizi sia costieri, sia di trasbordo internazionale in un sistema completamente integrato”.

In termini di espansione internazionale, la SIPG ha solo un investimento in corso al momento attuale, quello in essere presso il porto belga di Zeebrugge.

Qui essa dispone di una quota azionaria del 40% in un terminal di 900 metri e capacità di 750.000 TEU, assieme alla APM Terminals.

L’infrastruttura, che è stata inaugurata nella seconda metà del 2006, ha un sacco di spazio dedicabile all’espansione, nel caso che il livello dei traffici dovesse richiederlo.

In effetti, un programma di investimenti inerente alla seconda fase potrebbe estendere la linea di ormeggio sino a 1.300 metri ed accrescere la capacità annuale in termini di risultati del terminal sino a 2 milioni di TEU.

Mentre è chiaro che presto Shanghai sarà incoronata regina della classifica dei traffici portuali containerizzati, appare inoltre evidente che la SIPG si sta avviando a diventare un nome della logistica maggiormente conosciuto in tutto il mondo.
