Helsinki alza la posta in gioco

Entro la fine del 2008, il porto finlandese di Helsinki diventerà il quarto scalo containerizzato della regione Scandinavia/Baltico in grado di movimentare le portacontainer panamax, dopo Gøteborg (Svezia), Århus (Danimarca) e Danzica (Polonia).

Resta la questione relativa a quando la regione assisterà all'arrivo del proprio primo servizio marittimo a lungo raggio, data l'inaugurazione del porto russo di Ust Luga, nei pressi di San Pietroburgo, l'anno successivo.

Tuttavia, sembra che questo sviluppo abbia ancora molta strada da fare.

Ci sono ancora troppi porti privi di servizi, a differenza del Mar Nero, dove i servizi diretti stanno adesso diventando la norma, la maggior parte dei quali dispongono di infrastrutture per la movimentazione dei containers e profondità di pescaggio assai limitate.

Nella sola Finlandia, ad esempio, esistono più di quattro porte d'accesso containerizzate a servizio dei traffici, come mostra la tabella sottostante.

Inoltre, gran parte della regione è coperta dal ghiaccio in inverno, il che obbliga all'uso di navi rompighiaccio.

Il progetto della baia ad acque profonde di Vuosaari a Helsinki rappresenta, tuttavia, un bel passo nella giusta direzione e, anche con la continuazione dei soli servizi feeder, cambierà in modo significativo lo scenario logistico degli importatori ed esportatori che desiderano servire il mercato finlandese ed il suo interland russo.

La porta d'accesso della capitale finnica è stata lontana dalla ribalta nel corso degli ultimi due anni, ma ciò è avvenuto solo a causa della congestione e dell'ammissione del fatto che la zona del suo terminal contenitori della Baia Occidentale sembrerebbe molto più bella se fosse un centro dedicato al tempo libero, e perciò limitato alle sole navi passeggeri.

Da allora, i traffici dalla Finlandia al mondo esterno sono stati pertanto incoraggiati ad utilizzare altri porti, il che ha comportato un calo di traffici da 500.000 TEU nel 2004 a 459.744 TEU nel 2005.

Come mostra la tabella, i suoi traffici containerizzati sono diminuiti di un ulteriore 9,4% nel 2006, sino a 416.527 TEU, rispetto ad una crescita media complessiva dei traffici portuali del paese del 7%, mentre è cresciuta del solo 3,6% nei primi mesi del 2007, rispetto ad crescita nazionale media del 10,8%.

Inntale contesto, le importazioni hanno subito più conseguenze delle esportazioni.

Resta da vedere se Helsinki recupererà tutta la sua gloria originaria, dal momento che Hamina e Kotka hanno colto tutte le opportunità che gli si sono presentate per espandersi, mentre la baia di Vuosaari, appena fuori Helsinki, era in fase di costruzione.

Inoltre, Hamina e Kotka sono molto più vicine al confine russo, di modo che sono situate in una posizione migliore per poter trarre vantaggio dalla cronica congestione di San Pietroburgo.

Queste porte d'accesso hanno inoltre tratto vantaggio dalla politica delle Ferrovie Russe che hanno smesso di favorire la direttrice Transiberiana dal porto di Vostochniy sul Pacifico a Buslovskaya (sul confine finlandese) a partire dall'inizio del 2006, a favore dello sviluppo di servizi più diretti da Vostochniy alle destinazioni russe interne, Mosca compresa.

Quasi tutte le attività sud-coreane che erano solite entrare nel mercato russo attraverso questa porta di servizio hanno dovuto, di conseguenza, essere invece movimentate via mare.

I traffici nei due sensi ammontavano a qualcosa come 130.000 TEU nel 2005, il che aiuta a spiegare in parte la conseguente crescita di Hamina e Kotka.

Al fine di attirare nuovamente i caricatori a Helsinki alla fine di quest'anno, la sua autorità portuale non ha badato a spese.

Per un costo di 313,7 milioni di euro, il nuovo porto offrirà due impressionanti banchina containerizzate di 750 metri, oltre a 15 ormeggi ro-ro in un'area portuale chiusa di 150 ettari.

La baia occidentale oggi offre solo un ormeggio per ro-ro/contenitori di 400 metri, con un pescaggio lungobanchina di 11 metri, ed un'altra banchina di 430 metri con un pescaggio lungobanchina di 8,9 metri, ma non ha altro spazio a fini di espansione.

La baia Nord, anch'essa chiusa ai carichi unitizzati, provvede per lo più ai servizi ro-ro.

D'altro canto, il canale d'approccio di Vuosaari è stato dragato sino ad una profondità minima di 12,5 metri, che sta a significare un pescaggio-nave in sicurezza di almeno 11 metri.

Il canale di approccio è lungo 32 km e largo 200 metri.

I traffici sono messi in condizione di scorrere in entrambe le direzioni, fatta eccezione per un tratto di 10 km, che dispone di un punto di ancoraggio ed incrocio a metà strada.

La Finnsteve continuerà a fornire servizi di stivaggio nella zona orientale della nuova baia e ha già ordinato quattro gru a cavaliere panamax alla Kalmar, in grado di estendersi su 18 file di contenitori allineati in banchina.

Le suddette gru dovrebbero essere consegnate a maggio.

La Multi-Link Terminals e la Steveco hanno intenzione di effettuare operazioni nella parte occidentale della baia, dove sono state previste anche operazioni containerizzate.

Il complesso disporrà nelle vicinanze di un parco delle attività da 25 ettari per facilitare le procedure commerciali ed operative.

Le imprese che vi apriranno dei locali non saranno direttamente collegate alle operazioni portuali, ma potranno trarre vantaggio dalla prossimità alla baia ed al suo canale di navigazione.

Metà dei diritti edilizi inerenti al parco da 91.000 m2 sono già stati prenotati.

Uno dei suoi primi inquilini sarà il gruppo Paulig, che ha cominciato a costruire una nuova torrefazione di caffè per sostituire l'altra realizzata a Vuosaari nel 1967.

Jan Kluever, amministratore delegato della Team Lines, un importante operatore feeder al servizio del mercato finlandese, ha dichiarato: “Diamo il benvenuto al nuovo porto ed a tutto ciò che ha da offrire, ma dobbiamo ancora sentire se le sue infrastrutture saranno aperte 24 ore su 24 e 7 ore su 7.

Per un po' di tempo abbiamo chiesto che ciò avvenisse nella Baia Occidentale.

Siamo anche preoccupati per l'eventualità che la realizzazione dei suoi capannoni per il riempimento e lo svuotamento dei contenitori possa avvenire dopo la scadenza fissata.

Un grosso vantaggio apportato dal nuovo scalo consisterà nei suoi collegamenti stradali e ferroviari, che porteranno fuori dal centro città i traffici pesanti”.

Queste connessioni stradali e ferroviarie, che comportano lo scavo di gallerie assai costose, sono già state completate.

La strada si collega direttamente alla tangenziale cittadina esterna III, che ha un diametro di poco più di 10 km.

Ciò consente il dirottamento del traffico pesante fuori dalle strette strade del centro cittadino.

La linea ferroviaria elettrificata a binario unico del porto è lunga 19 km e sarà utilizzata per il solo trasporto merci.

Essa si collega alla rete nazionale nei sobborghi della città.

Ci si aspetta che approssimativamente il 10% del traffico containerizzato del porto continui ad essere movimentato per ferrovia, inizialmente, mentre la quota residua lo sarà via strada, sebbene si preveda che la quota della ferrovia cresca sino al 20% grazie al miglioramento delle connessioni.

Lo scorso anno, Veli Takanen, direttore per lo sviluppo della Finnsteve, ha dichiarato: “Circa un quarto della popolazione finlandese vive nell'area metropolitana di Helsinki e quasi tutte le direttrici distributive per le importazioni partono dalla città, di modo che è naturale che, usando questo centro portuale, i clienti possano inoltrare alla svelta le loro importazioni ai consumatori.

Di conseguenza, il magazzinaggio dei prodotti ed il capitale ad essi vincolato risulteranno minimizzati.

“A causa dell'elevato livello delle importazioni che questi abitanti richiedono, tutti i vettori e le società di leasing debbono sempre avere un sacco di contenitori vuoti a disposizione per le esportazioni.

Pertanto, i grandi movimentatori di derrate, quali i prodotti forestali, possono essere immediatamente scaricati dai carri ferroviari o dai camion e caricati sui containers (invece di essere prima immagazzinati).

Questo non è solo più veloce e ed economico: sono stati sperimentati anche meno danni al carico”.

La disponibilità di un numero maggiore di partenze delle navi ogni giorno rispetto agli altri porti vicini rende questo processo di esportazione ancora più rapido.

A giudizio della Finnsteve, le operazioni navali a Vuosaari diventeranno ancora più veloci, dato che a navi sino a 1,5 volte più grandi delle normali dimensioni di una nave da raccordo sarà consentito l'attracco contemporaneamente alle normali navi di dimensioni feeder da 650 a 900 TEU di capacità.

Inoltre, poiché un numero maggiore di carichi dovrebbe essere accentrato a Helsinki, saranno necessari meno scali di raccordo.

La Finnsteve esprime maggiori riserve in ordine alle prospettive di Helsinki per il mercato russo, ma, essendo impegnata anche nello stivaggio a Kotka, ha dovuto ripartire le propria fedeltà tra i due scali.

Afferma Takanen: “Ci aspettiamo che i traffici russi crescano per molti anni.

Recentemente non abbiamo condotto iniziative di marketing per Helsinki a proposito di questi traffici a causa della limitata capacità della Baia Occidentale.

D'altro canto, i traffici nel nostro terminal di Kotka sono in crescita e noi dobbiamo affrontare altresì la realtà che presto anche la sua capacità avrà bisogno di essere incrementata.

Kotka e Hamina sono situate 250 km più vicino al valico di frontiera russo a Vaalimaa (nei pressi di Buslovskaya) rispetto a Helsinki (partendo dal presupposto di un viaggio di andata e ritorno).

Poiché la maggior parte dei traffici containerizzati russi viene ancora trasportata via strada, ciò significa che la distanza più breve rappresenta un notevole vantaggio per loro.

Tuttavia, quando Vuosaari sarà stato inaugurato, avremo la possibilità di istituire una tratta ferroviaria migliore da Helsinki a Mosca.

La situazione tornerebbe così ad essere quella che avevamo negli anni '90; nondimeno, anche a quei tempi i due terminali erano troppo piccoli.

Il piazzale ferroviario di Vuosaari risolverà questo problema in Finlandia ed ora noi abbiamo la necessità di cominciare a cercare la disponibilità di un operatore terminalistico efficiente e fidato a Mosca”.

Takanen è stato attento a chiarire che la funzione primaria di Vuosaari sarà ancora quella di servire il mercato finlandese.

Ha infatti dichiarato: “L'ideale, naturalmente, sarebbe se la Finnsteve potesse bilanciare il carico di lavoro con i traffici russi su giorni diversi; tuttavia, al momento, non si tratta di un piano realistico”.

Concludendo, è chiaro che tutti coloro che sono impegnati nella realizzazione di una filiera organizzativa con la Finlandia ed il suo hinterland russo avranno un sacco di cose a cui pensare, dal momento che ciò che era solito essere non lo sarà più, mentre ciò che solitamente era impossibile diventerà molto più abbordabile.

Sebbene l'introduzione del primo servizio diretto dall'Asia sembri ancora una remota possibilità, la baia di Vuosaari renderà tale eventualità assai più allettante.
