Portogallo: ruoli diversi per gli operatori in concorrenza

Il principale porto containerizzato del Portogallo, Lisbona, ha fatto registrare un'altra annata deludente nel 2006, dato che i suoi volumi sono calati da 513.000 a 510.000 TEU.

L'autorità portuale attribuisce questi risultati poco gratificanti alla stagnante economia portoghese.

Tuttavia la Liscont, che effettua operazioni nel terminal contenitori Alcântara del porto in questione, precisa che il trasbordo in diminuzione ha contribuito al calo dei suoi volumi.

“Nel 2006, abbiamo assistito ad un incremento dei traffici locali - importazioni ed esportazioni portoghesi - rispetto al 2005, quando il trasbordo aveva ancora un peso significativo” afferma Carlos Santos, portavoce della Liscont.

I volumi del terminal sono diminuiti da 216.557 a 213.385 TEU, ma il numero delle movimentazioni containerizzate in realtà è salito da 142.390 a 143.112 TEU, indotto per lo più dal boom dei traffici di esportazione africani, che dipendono in misura più consistente sui containers da 20 piedi.

L'autorità portuale si aspetta di conseguire quest'anno una crescita dei volumi del 3,7%, mentre la Liscont è più ottimista: “Stimiamo per il 2007 un risultato di 243.000 TEU ovvero 158.000 movimentazioni, con un incremento del 14% e del 10,5% rispettivamente, in confronto alle cifre del 2006” afferma Santos.

Anche se Lisbona dovrebbe aspettarsi di dover in qualche modo correggere la stima di crescita dei volumi dopo un paio di anni difficili, ci sono segnali di una crescente divergenza fra i traffici di porta d'accesso e quelli di trasbordo in Portogallo.

Ciò che le fonti di Lisbona sono stati riluttanti ad ammettere è l'emergente minaccia che il porto si trova a dover affrontare da parte di Sines, situata a 150 km a sud, che si è sviluppato quale ideale porto di trasbordo sugli assi di traffico est-ovest e nord-sud.

Da quando il Sines Container Terminal gestito dalla PSA è stato inaugurato a maggio del 2004, il suo principale cliente, la MSC, vi ha rapidamente incrementato gli scali a spese di Lisbona.

Nel suo primo anno parziale di operazioni, l'infrastruttura aveva movimentato 19.000 TEU, che nel 2005 erano cresciuti sino a 51.000 TEU.

Nel 2006, i risultati hanno raggiunto i 122.000 TEU, che corrispondono ad un escursione del 140% circa.

Nel 2007 la PSA si aspetta che i volumi complessivi equivalgano a 150.000 TEU.

Il terminal dispone del vantaggio di un pescaggio di 16 metri e si sta attrezzando in vista di ulteriori incrementi dei propri volumi.

A settembre dello scorso, l'infrastruttura ha ricevuto in consegna una terza gru a cavaliere da banchina, mentre di altre unità di prima movimentazione ed impilatrici era prevista l' entrata in servizio prima della fine del 2007.

Nel corso del 2008, le tre gru RTG del terminal saranno integrate da altre unità.

La linea di banchina sarà raddoppiata da 360 a 720 metri ed esistono piani per il futuro per estenderla sino a 920 metri quando ciò sarà richiesto.

Anche l'area di impilaggio è in fase di espansione da 4,5 a 9 ettari.

Il terminal da 250.000 TEU ha sufficiente terreno a disposizione per potersi espandere sino a movimentare alla fine 1,4 milioni di TEU, con 10 gru a cavaliere da banchina.

Malgrado la minaccia apportata da Sines, Lisbona continua a confidare che le proprie fortune possano risollevarsi, senza peraltro dover dipendere dal trasbordo.

“L'hinterland del porto di Lisbona si estende oltre il territorio nazionale in direzione dell'Estremadura, dell'Andalusia, della Galizia e della Castiglia-Leon in Spagna, così come nel principale centro di consumi del Portogallo” afferma Paulo Henriques del dipartimento marketing del porto.

“Come tale, il porto di Lisbona si collega alle principali filiere logistiche internazionali in modo da far prevedere che la movimentazione di contenitori a Lisbona possa far registrare una significativa crescita fino al 2025”.

Lisbona si aspetta che i propri volumi containerizzati aumentino sino ad oltre i 2 milioni di TEU entro il 2025 e ha identificato due opportunità principali al fine di espandere la capacità per poter movimentare questa crescita.

Un'opzione consiste nella costruzione di un nuovo terminal contenitori con una capacità minima di 1 milione di TEU, che potrebbe essere ampliato in seguito sino a 2 milioni di TEU.

L'autorità portuale afferma che tale terminal sarebbe in grado di movimentare le portacontainers più grandi del mondo.

La seconda opzione consiste nell'espansione della capacità del terminal di Alcântara da 350.000 ad 1 milione di TEU, previo dragaggio allo scopo di consentirgli di movimentare le navi a lungo raggio di maggiori dimensioni.

La Liscont si è già attrezzata per l'accoglimento di altri contenitori mediante il recente completamento dei miglioramenti alle infrastrutture ed all'equipaggiamento.

Nel corso della prima metà del 2007, la Liscont ha completato un programma di ristrutturazione biennale, che includeva il rafforzamento e la ripavimentazione del piazzale contenitori.

L'operatore ha altresì portato a compimento l'introduzione graduale di sette gru RTG che hanno sostituito le proprie operazioni con impilatrici.

Le gru da piazzale, dotate di 16 ruote, possono raggiungere un'estensione di sette file di contenitori oltre ad una corsia di camion, sono in grado di impilare un'unità su cinque strati e sono equipaggiate con un GPS digitale al fine di agevolare lo sterzaggio.

Un ulteriore sviluppo è in programma per il 2008-09, compresa la costruzione di un nuovo complesso di varchi allargato, che consentirà il transito automatizzato dei camion.

Dovrebbe essere acquistata una nuova gru a cavaliere da banchina, mentre una gru panamax già installata dovrebbe essere modificata per consentirle di movimentare le navi post-panamax.

Il terminal attualmente effettua operazioni con una gru post-panamax, due unità panamax ed una gru portuale mobile, conseguendo 26 movimentazioni lorde all'ora.

La Liscont ha in programma, altresì, l'estensione della propria banchina lineare da 630 metri - che dispone di un pescaggio variabile fra i 13 ed i 14 metri - di ulteriori 180 metri, con 11 metri longitudinali.

“La sfida-chiave per il 2008 sarà quella di essere capaci di far fronte a tutti i lavori programmati, mantenendo nel contempo i livelli operativi odierni e provvedendo all'incremento atteso dei volumi” afferma Santos.

Egli ritiene altresì che il terminal avrà l'opportunità di trarre vantaggio dalle navi più grandi che saranno impiegate nei servizi che scalano Lisbona, dato che le mega-navi sostituiranno tale tonnellaggio nei traffici di linea primaria asiatica.

“Ciò, congiuntamente all'atteso incremento dei traffici containerizzati, e visto che Lisbona costituisce il maggior centro di consumo e di produzione in Portogallo, significa che vi sarà la possibilità di attirare qualche servizio diretto in più in Portogallo, ed il mercato locale non vede l'ora che questo accada” dichiara Santos.
