L'evoluzione dell'e-commerce nel trasporto marittimo

Anche se le compagnie di navigazione di linea vengono generalmente considerate arretrate quando si tratta di scambio di informazioni e di adozione di nuovi sistemi informatici, gli spedizionieri di merci - adesso, sempre più spesso, noti come agenzie di logistica - vengono visti come l'esatto opposto.

Tuttavia, ciò potrebbe essere in procinto di cambiare e per tutta una serie di ragioni.

La trasparenza degli spedizionieri ha rappresentato un fatto significativo nel loro impeto di crescita.

Da ben oltre 20 anni essi controllano una fetta sempre maggiore dell'attività di trasporto merci containerizzata.

Si tratta di un aspetto sottolineato da Otto Schacht, vice presidente anziano del trasporto merci marittimo della K+N (Kuehne+Nagel), nel contesto di una presentazione programmatica in occasione della 10a conferenza di Containerisation International, svoltasi a Londra nello scorso mese di maggio.

"Gli spedizionieri ora rappresentano circa un terzo del mercato e tale proporzione sta ancora aumentando" ha dichiarato.

"Sin dagli anni '80, gli spedizionieri sono diventati troppo grandi per i vettori marittimi in misura notevole".

Sono tre i fattori che hanno indotto questo cambiamento.

In primo luogo, si è verificata una crescita dell'affidamento di attività contrattuali di trasporto merci agli spedizionieri.

In secondo luogo, l'aumento del consolidamento nel settore del trasporto marittimo di linea ha fatto sì che i vettori individuali diventassero meno orientati verso il cliente.

Il rilevamento della P&O Nedlloyd da parte della Maersk Line ne è un esempio tipico.

Spiega Schacht: "La gente non vuole avere a che fare con dipartimenti accentrati di servizi alla clientela.

Inoltre, l'obiettivo di questo consolidamento è stato quello di conseguire economie di scala e ciò ha reso poco flessibili i vettori marittimi.

Infine, aggiungerei che 350 anni di prassi marittima hanno fatto sì che il settore restasse attaccato alla tradizione nelle proprie prassi relative ai prezzi ed alla documentazione".

Tuttavia, le linee di tendenza nel settore del commercio elettronico suggeriscono che la situazione potrebbe essere in fase di cambiamento, con una potenziale minaccia per la posizione degli spedizionieri.

Ci sono diverse ragioni alla base di questo.

In misura sempre maggiore, i caricatori/consegnatari stanno convertendo la propria amministrazione ai sistemi ERP (Pianificazione delle Risorse d'Impresa).

Nel contempo, i costi comportati dalla realizzazione e dalla manutenzione delle connessioni EDI sono in calo.

Inoltre, un gran numero di coloro che controllano i carichi utilizza il software SCM (Gestione della Filiera delle Forniture) per gestire i propri flussi di traffico delle merci e domanda maggiori informazioni sui propri carichi.

Inoltre, i portali portuali locali, che spesso includono informazioni sulle dogane e sulle spedizioni, stanno crescendo di numero e d'importanza, mentre l'utilizzazione della polizza di carico generata elettronicamente sta aumentando.

Per di più, una generazione di dipendenti maggiormente istruita dal punto di vista elettronico è impegnata nel settore del trasporto marittimo, il che rende più facile implementare i futuri sviluppi ed i servizi innovativi.

Senza dubbio, la fornitura ai clienti di un'informazione aggiornata dello status dei propri carichi è un fattore decisivo ed è sempre stata un elemento-chiave della comunità delle spedizioni.

Si tratta di un settore in cui l'e-commerce ha avuto, e continua ad avere, un grande impatto.

Molti grandi caricatori, ad esempio, ora domandano informazioni sulle spedizioni più dettagliate e frequenti nel contesto del proprio uso dei sistemi ERP che indirizza le loro attività sia contabili (finanziarie) che della filiera delle forniture.

John Deer, Weyerhauser, Ikea e Philips sono alcuni dei maggiori controllori di carichi che si sono completamente adeguati all'ERP:

Tale piattaforma ERP, unitamente ai costi in calo della istituzione di connessioni EDI con i fornitori di servizi, offre un'eccellente opportunità per una connessione automatizzata sia con una piattaforma SCM (Gestione della Filiera delle Forniture) come la GT Nexus, sia con una piattaforma di prenotazioni come l'INTTRA, sia direttamente con il vettore marittimo.

I fornitori di software SCM fanno affidamento sui dati dei vettori.

Più spesso di quanto s'immagini, i vettori lavorano con formati di dati appartenenti a diverse fonti, e la domanda principale è se un vettore si serva di una struttura logica con un programma atto a valutare gli eventi, oppure si limiti solo a registrare gli eventi di una spedizione quando si verificano.

Solo nel primo caso un fornitore di software SCM è in grado di generare rapporti affidabili sulle eccezioni della gestione.

Un'altra questione attiene alla effettiva utilizzazione di un sistema globalmente unificato e coerente per generare i dati da parte di un vettore.

Nel caso che ciò non accada, occorre che il fornitore di software SCM risolva una nuova serie di problematiche relative alla standardizzazione dei dati.

Un'altra cosa da valutare nello stesso scenario strategico è il portale portuale.

Questi ultimi sono diversi quanto a forme e dimensioni, spaziando da quelli semigovernativi da tempo istituiti quale il DAKOSY di Amburgo al più imprenditoriale OnePort.com di Hong Kong.

Ciò che essi hanno in comune, tuttavia, è la condivisione di dati sulla spedizione diffusi presso molti soggetti diversi nell'ambito di un'area geograficamente limitata, normalmente un solo porto.

Nel contesto della loro localizzazione, questi sistemi assicurano pressoché il 100% di visibilità di tutti gli eventi.

Varie alleanze e scambi di dati stanno emergendo sia con le piattaforme SCM, sia con portali di prenotazione come l'INTTRA.

Sebbene ci sia ancora incertezza in ordine a varie questioni, questo significa che vi sono promettenti opportunità per i grandi caricatori di migliorare radicalmente la propria visibilità.

Essi possono connettersi direttamente con i vettori marittimi, mediante un fornitore di software SCM, un portale portuale o mediante l'INTTRA.

Ciò assicura loro una visibilità automatizzata su larga scala ed il trattamento delle verifiche di fatturazione, del confronto fra le tariffe e la gestione delle eccezioni potenzialmente automatizzate.

Chiaramente, gli spedizionieri non hanno un ruolo da svolgere in questo scenario e, cosa allarmante, l'uso dei sistemi ERP è stato ora adottato anche dai caricatori di medie dimensioni, mentre il costo dell'installazione dei sistemi EDI è in ulteriore calo.

Per contro, i piccoli caricatori, che si servono solo di uno o due venditori, sono spesso ben serviti dagli strumenti di visibilità che trovano presso i siti web di questi vettori.

Pochi, se ce ne sono, fra gli spedizionieri hanno messo sufficientemente in ordine i loro sistemi (globalmente standardizzati, utilizzando una struttura logica pianificazione/evento) allo scopo di diventare soggetti operativi nel settore della visibilità di massa automatizzata e valutare ulteriori soluzioni propositivi basate sugli stessi dati.

Inoltre, contrariamente al software SCM, i loro sistemi sono progettati per supportare i loro procedimenti interni piuttosto che le esigenze dei clienti.

E' probabile che anche i cambiamenti delle prassi tariffarie vadano a comportare conseguenze sul ruolo degli spedizionieri.

Principalmente, i prezzi dei vettori marittimi sulla base del margine per box e della capacità di slot disponibile.

Tuttavia, il maggiore ostacolo al conseguimento di una effettiva rendita sulla gestione è costituito dal fatto che nessun vettore dispone di un sistema di back-end completamente automatizzato per l'assegnazione dei carichi agli slot.

Per di più, il fatto che le navi percorrano rotte circolari con molte fermate significa che egli non sa quanto costi il viaggio di un box, né è in grado di confermare immediatamente gli slot ai clienti.

La prassi di gestione delle rendite dei vettori si basa sulla premessa che i maggiori clienti ottengono il migliore servizio al costo più basso.

Ne consegue, perciò, che i caricatori minori ottengono un servizio peggiore ad un prezzo più elevato.

Pertanto, essi hanno sempre avuto la tendenza ad utilizzare gli spedizionieri allo scopo di conseguire accordi migliori.

In termini di prezzi, gli spedizionieri hanno conseguito un vantaggio nell'attività.

Essi sfruttano lo stato latente dell'organizzazione di vendita dei vettori per fare da arbitri in ordine ai prezzi.

Quando il mercato è in un buon momento, gli spedizionieri applicano tariffe più alte prima che i vettori si mettano a cercarne altre in giro.

Quando il mercato tende al ribasso, gli spedizionieri rinviano la diminuzione delle tariffe applicate ai propri clienti il più a lungo possibile, richiedendo nel contempo immediatamente la tariffa più bassa al vettore.

Infine, in conseguenza di questo atteggiamento del settore, non ultima la presenza di conferenze noli, la determinazione dei prezzi da parte dei vettori marittimi è risultata opaca e confusa a causa della presenza di una miriade di prezzi e sovrapprezzi imprevedibili.

Gli spedizionieri anche in questo caso hanno sfruttato la situazione, riconfezionando prezzi ed impegni relativi alla capacità in forme più comprensibili per i propri clienti.

Le applicazioni dell'e-commerce hanno la capacità di apportare cambiamenti a questa situazione.

Qualche tempo fa, la Clarkson's ha lanciato il GSN (Global Slot Network), una piattaforma per lo scambio dei dati inerenti al trasporto merci finalizzata principalmente al mercato occasionale a breve/medio termine per i carichi progressivi.

La fine delle conferenze nei traffici europei dopo il 17 ottobre 2008 potrebbe far sì che esso diventi il punto di riferimento del settore per la valutazione delle linee di tendenze in fatto di comportamenti e prezzi.

Tutte quante le informazioni sono disponibili senza la necessità di dover parlare con uno spedizioniere.

Da un altro punto di vista, anche una recente iniziativa della Maersk, denominata Youship.com, sta cambiando le regole del gioco.

In cambio di un prezzo tutto compreso con pagamento anticipato e di una prenotazione di spazi istantanea, lo Youship chiede ai clienti un pagamento immediato on-line.

Mediante l'eliminazione di tutte le complicazioni (non ci sono trasbordi, carichi pericolosi, fatture ecc.), esso è in grado di offrire prezzi assai competitivi direttamente ai piccoli caricatori.

Ancora una volta, si tratta di un'opzione di vendita che by-passa gli spedizionieri.

La documentazione è forse il settore singolo in cui gli spedizionieri hanno usufruito di un monopolio naturale.

Tuttavia, le cose non sono ciò che sembrano.

C'è stato un notevole incremento nel rilascio di polizze di carico elettroniche da parte di vettori, come la Maersk, e si tratta di una tendenza in espansione.

E' grave il fatto che gli spedizionieri minori contino sull'introito di oneri derivanti dal flusso di documentazione che potrebbe derivarne.

I portali portuali come lo OnePort.com ed i siti marittimi come lo Youship.com assicurano alcune forme di documentazione doganale automatizzata.

Anche in questo caso, tali piattaforme potrebbero essere in grado di ritagliarsi una fetta ulteriore di ciò che un tempo costituiva il dominio naturale dello spedizioniere.

Dal punto di vista di un caricatore, servirsi di uno spedizioniere assicura più flessibilità di quella risultante nel fare affidamento sulla rete e sulla capacità di un singolo vettore.

Gli spedizionieri possono spostare i carichi da un vettore all'altro più facilmente, ad esempio, e secondo Schacht della K+N questo è uno dei servizi-chiave degli spedizionieri.

Tuttavia, i siti come lo Oceanschedules.com, l'EDI diretto, i software SCM, i portali dei vettori e quelli dei porti hanno già reso i vettori di maggiore rilievo trasparenti dal punto di vista operativo.

I mercati occasionali on-line per gli spazi e le tariffe dell'ultimo minuto consentiranno ai caricatori di spostare i volumi da sé fra i vettori di gran lunga più facilmente di prima.

Ancora una volta, è proprio lo spedizioniere quello più vulnerabile a causa di questi sviluppi.

Ed è probabile che il commercio elettronico abbia un impatto significativo sulle altre attività-chiave delle spedizioni, segnatamente il trasporto terrestre, il consolidamento/deconsolidamento ed il magazzinaggio.

Dal 2000 in poi, sono avvenute diverse iniziative inerenti agli scambi carichi/autotrasporto, tutte quante nel settore FTL/LTL.

Anche se diverse sono ancora in atto oggi, il triplo problema dell'ottimizzazione dei camion, dei carichi e dei contenitori vuoti nell'autotrasporto FCL si è dimostrato troppo complicato per la maggior parte di loro.

Tuttavia, l'aumento della congestione stradale, i crescenti costi del carburante e le sempre maggiori preoccupazioni circa l'impatto ambientale, possono rendere l'attuale scenario lavorativo più favorevole al loro uso.

Infatti, sembra proprio una questione di tempo prima che un governo locale attivista (ad esempio la California) renda il loro uso obbligatorio.

Tale scambio assicurerebbe la trasparenza dei prezzi del trasporto terrestre; inoltre, il vantaggio in termini di costi nell'acquistare trasporto in massa per gli spedizionieri potrebbe svanire in un liquido scambio di autotrasporto FCL.

Nel 2000 si era detto che tutti gli intermediari sarebbero stati "disintermediatizzati" dall'e-commerce, e lo spedizioniere marittimo è il classico intermediario.

Nel settore delle spedizioni di merci aeree, ad esempio, lo scossone dovuto alla crescita dei corrieri espressi (Fedex, TNT, UPS e DHL) era stato accentuato dal web.

Con i sistemi ERP, unitamente ai software SCM e/o i portali di prenotazione/portuali, che consentono contenuti di gran lunga più ricchi di quelli che gli spedizionieri da sempre offrono, e con internet che consente di condividere le informazioni ad un pubblico più vasto, i modelli di attività degli spedizionieri sono sotto minaccia.

Infatti, i venditori di software SCM sono ora in diretta concorrenza con gli spedizionieri quali broker informatici.

Per un caricatore che esamina attentamente le opportunità elettroniche per la sua serie circoscritta di porti, direttrici di traffico e vettori, l'uso di una mescolanza di software SCM, portali di prenotazione o portuali ed EDI diretto adeguata alle dogane può offrire un significativo potenziale di riduzione dei costi.

Il paradosso è che, proprio in un momento in cui i caricatori stanno affidando all'esterno il trasporto marittimo agli spedizionieri, sta diventando sempre più facile fare direttamente affari con i vettori marittimi.

La scelta resta un compromesso fra costi e servizio, ma l'e-commerce, in particolare data la presenza di una forza-lavoro sempre più colta dal punto di vista informatico, sta spostando il tradizionale equilibrio.
