Autorità, Signore e Signori, cari amici e colleghi, un sincero grazie per essere qui oggi, così numerosi.

Questa è la mia ultima Assemblea come Presidente di ANITA. Il prossimo anno sarà il mio successore con la sua “squadra” ad accogliervi.

Per questo motivo ho deciso di fare qualcosa di diverso dalla “classica” Assemblea, invitando Francesco Morace, sociologo, scrittore e giornalista, che stimolerà la nostra riflessione sul periodo che stiamo attraversando e sul futuro.

Il nostro ospite non si occupa propriamente né di logistica né tantomeno di autotrasporto ma porterà il punto di vista di un qualificato osservatore esterno, arricchendo così il tema della nostra Assemblea: il cambiamento.

Ci troviamo di fronte ad una radicale trasformazione del sistema economico, politico e sociale, che sta evolvendo in qualcosa di diverso, che dobbiamo saper cogliere.

Non vogliamo, non possiamo, non dobbiamo essere passivi in questa fase cruciale per noi imprenditori e per le nostre imprese, ma essere tra i protagonisti del cambiamento, o meglio - per usare un termine a noi familiare - essere parte consapevole del “motore”.

Un unico motore, formato da più componenti.

Istituzioni, imprese, sindacati e mondo della rappresentanza, che TUTTI INSIEME hanno un unico obiettivo: muovere il nostro settore, e così anche il Paese, verso un nuovo modello di sviluppo.

Oggi ci troviamo di fronte a un bivio: contribuire a rendere più competitivo l'autotrasporto e la logistica italiana o assistere inermi al suo declino.

Siamo qui per affermare con forza la volontà di percorrere la strada del cambiamento.

Dobbiamo però eliminare il velo di pessimismo che avvolge le nostre vite e le nostre aziende ed aprirci al futuro ed al rinnovamento.

È un cambiamento che tocca tutti e riguarda tutto: le relazioni tra persone e tra imprese, il linguaggio, i valori, il modo di agire e di fare impresa.

Avendo ben chiaro chi siamo e la memoria del nostro passato, ma guardando al futuro, con spirito positivo.

Non una rivoluzione, dunque, ma una evoluzione.





Da poco più di tre settimane abbiamo un nuovo Esecutivo.

Un Governo politico, consapevole della gravità e della natura dei problemi che deve affrontare, al quale chiediamo di fare presto.

Ci sono interventi, come quello sul costo del lavoro, che non possono più attendere.

Ho cominciato a parlare di “emergenza lavoro” e dei suoi impatti negativi sulla competitività delle nostre imprese e del nostro settore, dal 2008.

Oggi questa è diventata l'emergenza dell'intero Paese, la priorità tra le priorità, primo punto nell'agenda dell'Esecutivo.

I tempi della politica, delle Istituzioni nazionali e comunitarie, della pubblica amministrazione devono avvicinarsi a quelli delle imprese e del mercato.

Noi imprenditori avevamo ben percepito i mutamenti, le tendenze economiche e sociali che la crisi porta con sé e abbiamo chiesto misure strutturali ai Governi che via via si sono succeduti.

Lo scorso anno, per non andare troppo lontano e molti di voi lo ricordano, avevo lanciato un ultimo, accorato grido d'allarme sui rischi che il settore avrebbe corso e sui minori introiti per lo Stato, se non si fossero messi in atto pochi, ma significativi interventi.

Purtroppo devo dire che nulla è cambiato, anzi la situazione è peggiorata, anche per una politica troppo orientata ad agire sotto la pressione dell'emergenza, quando i danni sono ormai evidenti.

Delusione e rabbia sono oggi i sentimenti più ricorrenti tra gli imprenditori, per il tempo e le opportunità che si sono perse a causa di chi non ha pienamente compreso la centralità ed il ruolo strategico della logistica e dei trasporti.

Un grave errore degli ultimi anni, del quale oggi stiamo pagando tutti le conseguenze: lavoratori e imprese.

L'industria della logistica può fare da traino per l'economia e va sostenuta, ma soprattutto va accompagnata da un riassetto del mercato dell'autotrasporto.

Un settore che ha notevoli potenzialità da esprimere e margini di efficienza e di produttività da recuperare.

Ancora tuttavia eccessivamente polverizzato, ad altissimo rischio di infiltrazioni malavitose, gravato dalla concorrenza sleale.

Un settore in costante conflitto, stretto da un eccesso di burocrazia ed incapace di fare “sistema”.

Questo è il contesto in cui operiamo, appesantito – e mi spiace dirlo – dalla miopia di quanti continuano a rimpiangere un mondo che non tornerà più, che si mantengono ancorati su vecchi schemi e consumate abitudini, giocando in difesa.

È un atteggiamento perdente.

Chiunque lo adotta è destinato a fallire nella sua missione, qualunque essa sia: politica, sindacale o imprenditoriale.

Al contrario, la velocità con la quale mutano gli scenari di riferimento è tale che obbliga a non fermarsi, a non arrendersi, a guardare oltre, verso nuovi modelli di sviluppo.

Questa è la chiave del futuro.

Non a caso, anche nel nostro settore ci sono aziende che continuano a crescere nonostante l'attuale fase di recessione, terribile e devastante, che ha toccato tutte le principali economie.

Le imprese in difficoltà non possono più permettersi errori, inefficienze, indecisioni, ma hanno bisogno di avere risposte certe e credibili.

Spetta al Governo stimolare la ripresa economica, intervenendo in via prioritaria su lavoro e occupazione, ripristinando un clima di fiducia nel Paese, promuovendo e favorendo l'accesso al credito e agli investimenti.

Spetta agli imprenditori di ANITA, quelli che da Presidente mi onoro di rappresentare, essere i promotori ed i protagonisti del cambiamento.

Noi, che abbiamo nel DNA tutte le caratteristiche per affrontare con impegno e senso di responsabilità questo processo, difficile, ma non impossibile.

Noi, che abbiamo passione per il nostro lavoro, coraggio nelle scelte, intuizione nel cogliere le tendenze del mercato, sappiamo bene che oggi tutto questo non è più sufficiente.

Servono anche più valori etici e maggiore impegno sociale.

Rispetto della legalità, degli accordi, delle alleanze, delle regole: un rispetto che non deve discendere soltanto dalla forza intimidatrice e sanzionatoria delle norme, ma dalla profonda convinzione che tale comportamento è la base naturale della civile convivenza.

Lealtà, affidabilità, trasparenza, correttezza, solidarietà: valori fondamentali nei rapporti tra gli individui e soprattutto tra le imprese.

E, ancora, rispetto dell'ambiente e della sicurezza: principi essenziali per un sistema dei trasporti competitivo e sostenibile.

Tutti parametri di civiltà.

Il modello di sviluppo del futuro deve premiare queste imprese: le imprese virtuose, leali, efficienti, che fanno formazione per i propri addetti e si adoperano per formare giovani da inserire nel settore; che realizzano progetti innovativi di sviluppo; che puntano a fare sistema ed integrazione modale e logistica.

Su di esse, che con fatica e sacrifici continuano a tenere la barra dritta, si deve concentrare l'attenzione del Governo, dei sindacati e delle associazioni.

Quelle che non si avvicinano a questo modello o che non intendono realizzarlo, non hanno futuro.

Mai come in questo momento occorre una seria, vera politica industriale dei trasporti, per riaffermare la centralità delle imprese, in un settore che ha certamente bisogno di interventi strutturali, ma soprattutto di un cambiamento “culturale”.

In altri termini, si devono creare le condizioni affinché le imprese possano operare in un mercato che finalmente le valorizzi, che le renda forti e capaci di immaginare un futuro nel nostro Paese.

Bisogna però fare in fretta e agire con coraggio, senza troppe illusioni, poiché continuare con le attuali cure palliative serve solo ad allungare l'agonia. È il momento di intervenire con la medicina giusta.

Occorrono misure concrete, certe, efficaci ed immediate nella loro applicazione.

Abbiamo formulato ancora una volta le nostre proposte alle forze politiche, alla vigilia delle elezioni. Le ripropongo per titoli:

  • interventi per la riduzione della pressione fiscale e contributiva sul costo del lavoro, accompagnati da misure di sostegno all'occupazione;
  • misure per aumentare l'efficienza dell'industria logistica e la crescita strutturale delle imprese;
  • sviluppo dell'intermodalità;
  • ammodernamento e potenziamento delle infrastrutture;
  • parità di condizioni con i nostri concorrenti esteri, specialmente con quelli dei Paesi dell'Est;
  • riduzione della burocrazia e semplificazione della normativa che regola il settore, primo fra tutti il Codice della strada;
  • risorse strutturali e legate a criteri selettivi, che possano incentivare la realizzazione di progetti innovativi di sviluppo;
  • riesame dell'attuale disciplina sui costi minimi;
  • lotta all'illegalità in tutte le sue forme;
  • controlli e sanzioni realmente efficaci, per la regolarità del mercato;
  • riforma dell'Albo riportando a livello centrale le competenze;
  • accesso selettivo alla professione e al mercato, agendo sull'idoneità finanziaria e soprattutto sull'onorabilità, come condizione preliminare e continuativa dell'esercizio dell'attività d'impresa.
Infine, più attenzione all'Europa, perché è soprattutto lì che si gioca il futuro delle nostre imprese.





Il trasporto e la logistica sono strettamente interconnessi con il sistema produttivo industriale e con quello commerciale.

Nel futuro scenario di crescita e di rinnovata fiducia, che tutti ci auguriamo di vedere il prima possibile, noi, le nostre imprese, i nostri lavoratori, vogliamo esserci.

Per questo non posso limitare la mia analisi al solo contesto nazionale, ma estenderla all'Europa, dove molti di noi operano da anni.

Il peso della legislazione comunitaria continua ad aumentare, limitando sempre di più l'autonomia legislativa degli Stati membri.

Così, questioni importantissime per il futuro del settore si decidono a Bruxelles, dove la nostra presenza è ormai consolidata.

Distacco dei lavoratori, cabotaggio, pesi e dimensioni, tachigrafo, tassazione dell'energia, questi sono i principali temi sui quali si incentra la discussione.

Il nostro Paese, però, deve pesare di più nei processi decisionali delle Istituzioni comunitarie e incidere maggiormente sulle politiche comuni.





Il cambiamento riguarda anche le relazioni.

Si deve far ricorso e promuovere le strategie che uniscono.

Dovremo poter pensare al mondo del trasporto e della logistica, come un luogo nel quale le imprese lavorano insieme con lealtà, trasparenza ed equilibrio, nel rispetto dei reciproci ruoli e dei reciproci vantaggi imprenditoriali.

Occorre superare le conflittualità.

Ci vuole, in altri termini, una svolta nei rapporti tra le imprese, per vincere le resistenze al cambiamento.

Per risolvere le emergenze del Paese si è aperta una nuova fase, che vede la collaborazione tra forze politiche storicamente contrapposte.

La parola chiave è dunque collaborazione, che tocca anche il mondo della rappresentanza.

Le Associazioni hanno una grande responsabilità nel processo in atto e hanno il dovere di accompagnare le imprese in questo delicatissimo periodo.

Anche nella rappresentanza dunque, ci si deve aprire al dialogo costruttivo, responsabile e serio.

Ad una nuova fase nei rapporti senza rigidità, così come ANITA e FITA stanno facendo da tempo con Confindustria e Confetra.

Non c'è spazio per la demagogia.

Non è il più forte o quello che alza i toni della dialettica che ha ragione, ma quello che trova risposte alle aspettative di entrambe le parti.





L'ho detto fin dall'inizio: il futuro del Paese si gioca, in buona parte, sulla capacità del Governo e del Parlamento di predisporre un quadro di condizioni favorevoli allo sviluppo e alla creazione di nuovi posti di lavoro.

Alcune rigidità del mercato del lavoro, l'elevato costo del personale e la poca flessibilità del contratto collettivo, sono tra le principali cause della sfavorevole congiuntura.

In questo contesto le organizzazioni sindacali dei lavoratori giocano un ruolo determinante.

Con loro, stiamo affrontando in queste ore la partita più importante: il rinnovo del contratto di lavoro.

Al tavolo c'è piena consapevolezza della situazione delicatissima che stiamo vivendo e dei rischi altissimi che stiamo correndo insieme, lavoratori e aziende.

È anche chiaro che il mercato e le condizioni operative delle imprese stanno subendo - e subiranno sempre più - trasformazioni ed evoluzioni tali, da richiedere un approccio e soluzioni diverse dal passato.

I lavoratori sanno bene quanto noi che la competitività delle nostre imprese passa anche attraverso una maggiore flessibilità e produttività, elementi sui quali possono contare i nostri concorrenti esteri.

È ciò che stiamo chiedendo ai sindacati dei lavoratori, poiché solo incidendo su tali fattori è ancora possibile immaginare di poter sostenere i costi del rinnovo contrattuale.

In caso contrario, il processo di disgregazione delle imprese italiane rischia di diventare irreversibile.

Rivolgo quindi un appello ai lavoratori ed al mondo sindacale, affinché insieme si possa trovare una via d'uscita.

Dobbiamo sostenerci a vicenda e far sì che le imprese ritrovino le convenienze per tornare ad assumere.

Un patto, dunque, che ci veda uniti al tavolo negoziale e anche nei confronti del Governo e del Parlamento, per abbattere in modo strutturale il costo del lavoro e per ottenere sgravi fiscali e contributivi, al fine di consolidare ed aumentare la base occupazionale.

Misure dunque che non siano limitate al solo rifinanziamento della cassa integrazione, strumento che certamente aiuta lavoratori ed imprese, ma che non risolve i problemi.

Sarebbe una sconfitta per tutti non comprendere queste esigenze, vitali per il settore.





E ora permettetemi di concludere il mio intervento rivolgendomi ai giovani presenti, che ringrazio.

Ringrazio anche colleghi ed amici per aver accolto il mio invito a farli partecipare alla nostra Assemblea.

Ai giovani, a coloro che hanno nelle mani il futuro del Paese, a quelli già inseriti nella gestione operativa delle nostre imprese e a quelli che vi entreranno, dico: non arrendetevi.

Osate, abbiate coraggio, abbiate fiducia nelle vostre idee, siate forti, siate positivi, siate felici.

Questo è il futuro che auguro a tutti.
