L'impatto economico e sociale delle attività d'impresa marittima

Intervento del Presidente Antonio d'Amico

E' un giorno di particolare soddisfazione per me, quello che si apre stamane.

Trova infatti la sua prima occasione di incontro diretto con il pubblico più autorevole e qualificato la Federazione del Mare, che da due anni ho l'onore di presiedere dopo averne fortemente voluto la costituzione, sulla base della lunga esperienza maturata al vertice della Confitarma.

Desidero quindi innanzitutto, con molto calore ringraziare il Consiglio Nazionale dell'Economia e del Lavoro e il suo presidente -che ci ospita oggi-

Saluto e ringrazio anche tutti gli intervenuti, ed in particolare le eminenti personalità espressione dell'Amministrazione, della Finanza e dell'Industria, per aver voluto ritagliare lo spazio per una presenza qui, oggi, tra i vostri innumerevoli impegni.

Ringrazio infine il Presidente del Consiglio dei Ministri per la cortesissima lettera con cui ha salutato l'iniziativa di questo convegno, pur non potendo partecipare di persona per gli impegni parlamentari.

L'incarico al CENSIS di svolgere un approfondito studio sulla configurazione dell'economia marittima, e sul suo impatto economico e sociale, è stato il primo atto operativo di questo organismo, che è nato per federare, attraverso le sue imprese, l'intero Sistema marittimo nazionale, dando ad esso una rappresentanza adeguata al ruolo che gli spetta nell'economia e nella vita della Nazione e nel contesto europeo.

La Federazione del Mare è stata istituita nel 1994 tra le principali organizzazioni imprenditoriali del Sistema marittimo i cui rappresentanti vedete oggi, forse per la prima volta, tutti riuniti ad un banco di presidenza:

  • ASSONAVE , l'associazione delle industrie navalmeccaniche oggi presieduta da Corrado Antonini,
  • ASSOTOP, l'associazione dei terminalisti portuali presieduta da Andrea Costa,
  • CONFITARMA, la confederazione degli armatori di navi mercantili, oggi presieduta da Aldo Grimaldi,
  • FEDERAGENTI, la federazione degli agenti e broker marittimi, presieduta da Giorgio Fanfani,
  • FEDERPESCA, la federazione delle industrie della pesca, presieduta da Aldo Bassi,
  • UCINA, l'unione delle imprese della nautica da diporto, presieduta da Mario Giusfredi.

Assieme a questi autorevolissimi Colleghi, che ringrazio per il costante apporto che riservano alla Federazione, nonostante i gravosi impegni, abbiamo voluto rendere evidente, in questo cruciale momento di transizione dell'Italia verso l'Europa, quanto sia importante considerare le attività di impresa marittima una risorsa nazionale cui destinare attenzione, e al contempo affermare la vicinanza degli obiettivi e la comunanza degli interessi generali di chi a tali attività d'impresa si dedica.

I vari aspetti dell'economia marittima, pur presentando ciascuno una sua peculiarità, risultano infatti attraversati da caratteri comuni, che trovano del resto riscontro sul piano giuridico nella comune soggezione al codice della navigazione e agli accordi internazionali che regolano tutti gli aspetti e le gravose responsabilità dell'attività sul mare.

Tali caratteri comuni vanno rintracciati, da un lato, nella specificità di tecniche e di cultura propria dell'attività sul mare; dall'altro, nella pronunciata dimensione internazionale dei mercati in cui le imprese marittime si inseriscono con la propria offerta di beni e di servizi: mercati aperti, non solo nominalmente ma nei fatti, alla concorrenza delle imprese di tutti i paesi, e pertanto caratterizzati da un livello di competizione molto elevato -ed i miei colleghi ben sanno quanto pesantemente-.

La Federazione del Mare nasce quindi tra chi conduce attività d'impresa sul mare, sulla base di alcune considerazioni di fondo.

Anzitutto, la rilevanza del Sistema marittimo, ai fini dello sviluppo, va sempre più accentuandosi, in rapporto alla crescente internazionalizzazione dei mercati: nel mercato globale, esteso a tutto il pianeta, le merci si muovono sopratutto per nave.

Certamente il Sistema marittimo riveste un ruolo strategico per l'Unione Europea, prima protagonista del commercio mondiale (circa 1 miliardo e 500 milioni di tonnellate di merci importate ed esportate ogni anno, di cui 1 miliardo e 100 milioni via mare).

In Italia, il Sistema marittimo riveste poi un rilievo particolare, perchè alla forte dipendenza dai mercati esteri dell'industria di trasformazione, si accompagna la estesa articolazione costiera ed insulare del territorio, e la rilevanza civile ed economica - oltre che storica- delle città di mare.

Grande risulta di conseguenza l'apporto che le varie componenti dell'economia del mare forniscono allo sviluppo economico e sociale del Paese.

Il trasporto marittimo, anzitutto, riveste un ruolo di particolare importanza nell'evoluzione del sistema produttivo nazionale, poichè assicura il flusso commerciale della maggior parte delle materie prime e dei manufatti.

Il contributo del trasporto marittimo all'economia italiana è chiaramente espresso da alcune cifre, già ben note tra gli addetti ai lavori:

  • il 64% del commercio internazionale dell'Italia si svolge per nave,
  • la quota del trasporto interno di merci, pur se meno significativa (20%), è seconda solo a quella stradale;
  • in totale, le merci trasportate per mare in Italia oltrepassano i 340 milioni di tonnellate e i passeggeri superano i 38 milioni e sono destinate a crescere.

La navigazione risulta pertanto di gran lunga il sistema di trasporto prevalente per le importazioni e le esportazioni, ma risulta altresì il secondo sistema di trasporto interno delle merci, dopo la strada, e riveste un fondamentale ruolo politico-sociale assicurando la continuità territoriale tra la parte continentale e le vaste aree insulari del paese.

Con i suoi incassi valutari per noli merci e passeggeri, che si aggirano negli anni più recenti intorno ai 15.000 miliardi l'anno, la navigazione mercantile concorre poi in misura determinante a bilanciare l'ingente ammontare dei pagamenti internazionali per servizi di trasporto, conseguente alla forte dipendenza del nostro sistema produttivo dagli approvvigionamenti esteri.

Intorno alla navigazione mercantile gravita la parte più cospicua dell'economia marittima:

  • l'industria armatoriale nazionale, che - sia pure con quote in flessione per la prolungata perdita di competitività - tuttora risulta la prima fornitrice di servizi marittimi all'economia del paese;
  • l'industria cantieristica, che fornisce alla flotta nazionale la quota prevalente del naviglio e ne assicura l'ammodernamento tecnologico e la successiva manutenzione, con rilevanti successi internazionali nella costruzione navale più sofisticata e insediamenti nel territorio significativi sotto il profilo della occupazione diretta e di quella indotta;
  • i porti, da tempo al centro di un travagliato processo di revisione normativa, attraverso i quali la navigazione si connette alle grandi reti infrastrutturali del trasporto terrestre;
  • l'articolato e sofisticato indotto terziario dei servizi finanziari, assicurativi, legali, di intermediazione, di agenzia, che rappresenta un tradizionale importante strumento di sviluppo delle città marittime.

Il Rapporto -che il Direttore del Censis Giuseppe Roma si accinge ad illustrare oggi in dettaglio- per la prima volta definisce le dimensioni di queste attività in termini di volume di affari e di occupazione diretta e indotta, riferiti al 1994.

Si tratta di dati davvero di estremo interesse:

  • Per quanto riguarda i servizi di navigazione mercantile, la produzione nazionale è stata valutata pari ad oltre 17.000 miliardi, con una occupazione diretta di circa 30.000 addetti ed un indotto di oltre 50.000 unità.
  • la produzione di servizi ausiliari dei trasporti, "in primis" servizi di terminal portuale e di agenzia e brokeraggio, si aggira in valore sui 6.500 miliardi, con un'occupazione diretta di circa 32.000 unità ;
  • per l'industria cantieristica, il valore della produzione raggiunge e supera i 4.000 miliardi, con una occupazione diretta di 16.500 unità.

In totale, la produzione di beni e servizi connessi alla navigazione mercantile è pari ad oltre 25.000 miliardi di lire, con una occupazione diretta pari a 80.000 addetti ed una indotta di analoghe dimensioni nelle attività manifatturiere e nei servizi a monte.

L'economia della navigazione però va oltre il trasporto marittimo e si estende alle attività di impresa rivolte alla navigazione peschereccia e a quella sportiva e da diporto: anch'esse danno un contributo di larga importanza e non trascurabile allo sviluppo del Paese.

  • La pesca marittima costituisce un naturale sbocco produttivo ed occupazionale per un paese a forte sviluppo peninsulare ed insulare, qual'è l'Italia, ricco di insediamenti costieri e forte consumatore e importatore di risorse ittiche, sia per uso alimentare che industriale: la produzione nazionale della pesca è valutata pari ad oltre 9.000 miliardi, e dà lavoro direttamente a 36.000 addetti e ad altre 43.000 unità nell'industria manifatturiera a valle.

La nautica da diporto rappresenta una risorsa sfruttata sinora in modo molto limitato dall'Italia, mentre si inserisce a pieno titolo in quella "industria del tempo libero" che costituisce uno dei più promettenti filoni di sviluppo economico nelle moderne società industriali, alimentato dal crescere della quantità di risorse e di tempo mediamente destinata dai singoli alle attività ricreative e sportive: nella sua accezione più ampia di industria del turismo nautico, la nautica da diporto presenta un volume d'affari di oltre 7.600 miliardi, e dà lavoro direttamente o indirettamente ad oltre 65.000 addetti.

In totale, il prodotto lordo delle attività d'impresa marittima è risultato per il 1994 pari ad oltre 42.000 miliardi di lire, con una occupazione diretta di oltre 120.000 addetti ed una indiretta di altre 190.000 unità.

Il Direttore del Censis mi scuserà, se gli ho rubato il mestiere anticipando i risultati più sorprendenti dell'indagine effettuata dai suoi ricercatori, ma si tratta di indicazioni così nuove e rilevanti, che ho tenuto a fornirle di persona. Gli lascio però l'entusiasmante incombenza di chiarire con quale "moltiplicatore" tutto ciò si trasferisce nel resto dell'economia nazionale.

Proprio la rilevanza che l'economia marittima nazionale riveste, ai fini dello sviluppo economico e sociale, pone in primo piano la questione della sua ridotta competitività complessiva nei confronti delle più dinamiche e aggressive economie marittime degli altri paesi, in particolare europei.

Tale carenza di competitività internazionale è da ricollegarsi solo in parte a debolezza delle strutture industriali nazionali del settore; in parte prevalente essa dipende - come spesso succede in settori fortemente regolamentati - dal divario degli ordinamenti nazionali e dalla diversa struttura dei costi che ciò comporta.

In questo senso, il sistema marittimo italiano risulta penalizzato, in tutte le sue componenti e nel suo insieme, dall'assenza di una politica organica di vasto respiro, sostituita da frequenti interventi settoriali, per lo più dettati da esigenze contingenti: come tali, insufficienti ad offrire agli operatori gli opportuni indirizzi, in un quadro articolato di certezze giuridiche ed economiche.

Sotto questo profilo, la scelta legislativa di rinunciare ad avere un unico e specifico punto di riferimento politico-amministrativo per tutte le attività marittime, operata in occasione della Legge Finanziaria 1994, forse perchè risoltasi per ora in semplici accorpamenti di strutture burocratiche, non sembra aver consentito la formulazione di soluzioni adeguate alla rilevanza dei problemi in gioco.

La rilevanza del Sistema marittimo in Italia non è rappresentata adeguatamente nelle varie sedi istituzionali, ed il risultato di questo errato apprezzamento del ruolo economico e sociale dell'economia del mare è una situazione di arretratezza dell'ordinamento marittimo, che limita il pieno sfruttamento delle potenzialità imprenditoriali e di mercato che l'Italia anche in questo settore presenta.

Se infatti, nella perpetua, esasperata lotta determinata dalla competizione globale, alle Imprese si richiede un costante impegno al rinnovamento dei mezzi, dell'organizzazione, della politica commerciale, Governo e Parlamento devono, però, offrire un quadro di riferimento legislativo che non pregiudichi le iniziative imprenditoriali, ma che consenta alle imprese di valorizzare appieno le proprie risorse tecnologiche e organizzative, e di rafforzare così il proprio ruolo sui mercati.

La costituzione della Federazione del Mare e la presentazione di questo studio sono un importante passo, volto a rappresentare in modo unitario, anche in sede politica, gli interessi di tutti coloro che operano sul mare e con il mare nel nostro Paese, dando loro una maggiore visibilità istituzionale ed una maggiore influenza nella società italiana.

Analogamente l'Unione Europea, con l'istituzione del Forum delle Industrie Marittime, si è proposta di innovare il quadro istituzionale di riferimento del Sistema marittimo, al fine di meglio comprenderne le esigenze, e di formulare per esso politiche adeguate alla sua rilevanza per lo sviluppo dell'economia europea.

Presidente De Rita,

il Rapporto che presentiamo oggi, anche se redatto con assoluta obiettività e neutralità, promana pur sempre da un'iniziativa imprenditoriale.

Ma la cultura marittima deve avere orizzonti più vasti, deve coinvolgere tutte le parti sociali e deve essere vissuta sul territorio.

Soggetti naturali di questa cultura sono pertanto oltre che gli Imprenditori e i Sindacati, le Regioni e le Città marittime, i Porti.

Ed è per questo che ha un particolare significato che il presente Convegno si svolga presso il Consiglio Nazionale dell'Economia e del lavoro perchè è proprio in tale sede che la ricerca odierna potrà svilupparsi.

Rimetto quindi idealmente il Rapporto della Federazione del Mare e del Censis nelle mani del Presidente del Consiglio Nazionale dell'Economia e del Lavoro, con l'auspicio che serva ad avviare, qui e nel Paese, un ampio dibattito sul sistema marittimo nazionale, il suo ruolo economico e sociale, le sue prospettive di sviluppo.

L'Italia ha bisogno di una politica forte del mare e di Istituzioni che siano coscienti della sua centralità per l'economia del Paese.

Per quanto ci concerne direttamente posso affermare con orgoglio che le capacità imprenditoriali presenti nel sistema marittimo e le risorse che le nostre imprese hanno riversato, e continuano a riversare, nel settore sono una garanzia per il rilancio della nostra grande marineria.
