Vorrei concludere questo convegno facendo un bilancio positivo dell'evento; dagli interventi dei relatori è infatti scaturito un quadro di riferimento molto particolareggiato.

Mi pare soprattutto che l'impostazione strategica che propone Genova quale laboratorio formativo e nucleo propulsore di un innovato modello formativo, in particolare in relazione alle attività dell'economia del mare come risulta nei passaggi degli interventi introduttivi, sia stato un po' il cuore di tutti gli interventi; tecnicamente si è strutturata questa possibilità di regolare un'attività generale dei processi formativi in città e in Liguria ottenendo già un primo dato molto positivo.

E' soprattutto degno di nota il modo con cui sono stati proposti modelli, riferimenti, proposizioni generali; a questo proposito mi hanno soprattutto colpito alcuni passaggi fra cui uno iniziale di Trentin molto particolare che mi sento, da una parte, di condividere e, dall'altra, di usare come spunto per sollevare alcune questioni.

Sono d'accordo a questo proposito con il fatto che la formazione oggi richiede un volume di investimenti enorme proprio perché deve essere capace di accompagnare le scelte di sviluppo e costituirne componente essenziale.

Sollevo nel contempo qualche dubbio sul fatto che si motivi con l'investimento un ragionamento sulla formazione legato agli elementi di cui si parla molto che vanno genericamente sotto il nome di "flessibilità".

Su questi elementi mi sento si spendere alcuni momenti di riflessione: credo che l'evoluzione economica complessiva, in generale, e tecnologica ed informatica, in particolare, portino a non pensare più al lavoro come un'unica soluzione che riguardi tutta la vita, devo dire che nel contempo non confondo questa indicazione concreta dell'economia con l'aspirazione delle persone, della gioventù che continua invece ad essere un'altra.

L'80% dei giovani cui viene posto il problema di quale lavoro intendono fare rispondono che vogliono un lavoro tranquillo, sicuro e garantito.

Da qui l'idea che in qualche modo i nostri processi di formazione devono essere capaci davvero di fare quello che diceva Trentin nella sua relazione, cioè accompagnare le scelte di sviluppo con la possibilità contemporaneamente di mantenere un livello di vita accettabile.

Io credo che qui si misura il carattere distintivo di un'esperienza che abbia i connotati della modernità e della difesa complessiva delle condizione di welf; ed è su questo che la formazione deve sempre di più concentrare una propria funzione complessiva e generale.

Da questo punto di vista io posso dire che ormai la formazione è una delle tre voci che compone il bilancio del Ministero del Lavoro insieme a quella della previdenza e agli interventi a sostegno del reddito e all'ampliamento dell'occupazione.

Approvo con molto piacere questo livello di iniziativa perché, al contrario, mi sembra molto difficile e inauttuabile un'insieme di processi di formazione che vengono regolati sul territorio nazionale in base a schemi del tutto aleatori, frutto di scelte improvvisate e non legate a progetti organici, qualche volta anche al di sotto della professionalità necessaria per essere realizzati.

Questo è un grande problema riguardante la formazione sul piano nazionale, come adeguare cioè una strumentazione ai fini che qui venivano descritti con tanta efficacia.

Trentin accennava a questo tema, io l'ho ripreso cercando di ragionarci su e arrivando alla conclusione che noi abbiamo bisogno che decolli, sui progetti di formazione che vengono attuati sul piano nazionale, un'idea generale che li regoli e che li guidi.

Io ho tentato di dare alcuni riferimenti, alcuni margini definiti a quest'idea; credo che la capacità di rendere la scelta della formazione una componente essenziale dei meccanismi di sviluppo, rendendo umanamente perseguibili questi obiettivi in modo degno dalle persone, sia uno degli elementi più importanti per lo sviluppo, e non credo che la soluzione del problema sia "attivizzare" in questa funzione una parte della popolazione anziana.

Sottolineo come ci sia anche questo problema, per cui si vedono elementi di professionalità acquisita e sviluppata nel tempo che in qualche modo consentono con maggiore facilità un approccio anche a nuovi schemi di lavoro, e a nuovi elementi organizzativi, ed è invece mia opinione come si incontri molta più difficoltà invece a riconvertire ed adeguare complessivamente una generazione di trenta-cinquantenni che hanno alle spalle un processo formativo molte volte inesistente, inadeguato e una formazione autonoma, professionale, che li mette oggi in condizione di essere considerati, già a quarant'anni, eccedenti le possibilità di attivazione per l'impresa.

La seconda grande questione sulla quale voglio svolgere una breve osservazione è quella che riguarda i temi della sicurezza. Io credo che anche operare una svolta nella formazione in relazione ai temi della sicurezza sul lavoro sia ormai elemento fondamentale.

Noi scontiamo, nel campo dell'infortunistica e della mortalità, una delle differenze con l'Europa più pesanti, e di dimensioni non più sostenibili quando si parla di lavoro. E' un gap, questo, che ritengo vada colmato con grande forza e strumenti innovativi tramite processi di formazione che devono toccare tutti gli ambiti della preparazione delle persone; nel dire tutti intendo dalla scuola dell'obbligo, all'obbligo formativo, alla formazione continua, alla formazione nelle attività interinali, alla formazione del campo dell'apprendistato, recuperando immediatamente un terreno di iniziativa che ci consenta di superare in breve un divario che sta diventando pesantissimo nel rapporto con gli standard proposti in Europa dal punto di vista della sicurezza sul lavoro.

E' per far questo che abbiamo fissato un appuntamento che segna una sorta di continuità, almeno per una parte delle questioni in agenda, anche con questa approfondita discussione, dando appuntamento sempre a Genova in questo laboratorio il 3/4 e 5 dicembre 1999, ad una Conferenza Nazionale sui problemi della sicurezza negli ambienti di lavoro, con la partecipazione di esperti dei paesi europei, della massima autorità del Governo nazionale, la Presidenza del Consiglio dei Ministri, il Ministro Bindi per la Sanità, Salvi per il Lavoro, ecc., e una presenza diffusissima di organizzazioni sociali con le quali abbiamo stabilito la possibilità di esaminare un possibile accordo che fissi al 2000 una serie di impegni precisi, dal punto di vista della decisione di compiere un salto di qualità in tema di sicurezza sul lavoro, organizzati per grandi questioni a partire proprio da quella della formazione che viene proposta come elemento fondamentale.

In questo campo l'esperienza di Genova, l'accordo di Genova sulla pre-formazione e l'ingresso nel lavoro, noi lo proporremo come possibile accordo nazionale che riguardi i settori più esposti dal punto di vista della sicurezza sul lavoro. Proprio da questa esperienza abbiamo mutuato i primi ragionamenti sulla possibilità di avere nella formazione il passaggio fondamentale di un possibile accordo che regoli i rapporti fra le parti sociali conferendo a questi passaggi la dimensione e la vita che sono proprie di un tessuto nazionale su cui vogliamo riprodurre una serie di orientamenti e di possibilità che ormai a Genova trovano piena applicazione e condivisione, non solo in teoria come si evince dalla molteplicità degli interventi che ci sono stati questa mattina, ma anche sulla pratica con un radicamento vero e proprio negli accordi che formulano le forze sociali, in particolare nelle attività portuali e marittima, che più in generale diventano patrimonio di un complessivo salto di qualità necessario.

E rimarco come vi sia ancora un'altra serie di elementi che si intrecciano con le questioni della sicurezza, vale a dire la possibilità di avere normative premiali molto forti, di avere una regolazione, come veniva chiamata in uno degli ultimi interventi, cioè un coordinamento vero delle politiche ispettive finalizzate ad incrementare la capacita di prevenzione e nello stesso tempo la capacità di intervento nelle situazioni concrete.

E' questo il tentativo di estendere sul piano nazionale scelte politiche che trovano in questo laboratorio, così l'abbiamo chiamato nel momento in cui abbiamo aperto con il Ministro Salvi la possibilità di avere a Genova questo appuntamento nazionale, un elemento di forza e di propulsione.

Avviandomi a concludere, ringrazio per l'estrema precisione, capacità e forza dei dati che sono stati esposti nonché degli orientamenti e delle linee di indirizzo e condivido la progettualità che è stata indicata nei primissimi interventi della mattina che ho sentito per intero e con molta attenzione.

Sono altresì debitore della richiesta di presentazione alla Presidente del Consiglio dei Ministri del Governo Italiano dell'ipotesi di articolazione su base regionale del "Forum per la Società dell'informazione" istituito dalla stessa Presidenza del Consiglio, con la creazione di una sede decentrata in Liguria. Cercherò di presentare questa proposta nel più breve tempo possibile; la presenza di Massimo D'Alema a Genova sarà occasione per riprendere e precisare questi contenuti.

Penso di poter con molta umiltà e tranquillità prendere atto che il lavoro compiuto ci mette in condizione di pensare anche a uno sviluppo di una iniziativa forte e di livello nazionale come quella che proponiamo per il 3/4 e 5 con il consenso delle parti che hanno voluto con molta attenzione tornare a sottolineare in questo convegno i temi dello sviluppo economico e assieme i temi della formazione e della sicurezza, a nostro avviso elementi fondamentali per la definizione di un nuovo livello di welfare che è però condizione per questa parte di Europa per poter pensare correttamente a un ipotesi di sviluppo futuro credibile e sostenibile.



With my speech I conclude this Conference assuming that the final result is highly positive, in particular considering the reference framework that the speakers have outlined.

Within this framework and concerning all the activities linked to the maritime economy, Genova has emerged as a formative lab for an innovative training model, this town has the chance to became as an headquarters to coordinate the training projects put into act here and in the whole Regione Liguria.

Discussing about the needing for a guideline, considering the complexity of the projects, we cannot denied also the huge investments that training processes require, as they should be able to accompany the developing projects becoming the essential part of them; on a national scale we need that a unique plan is established, to guide the training projects on meeting the requirements of the society: on the one side the young people which are requesting (for the 80%) a guaranteed work, and on the other side the workers with more than 35 years which are needing retraining courses.

Let us now turn the discussion speaking about the other important theme of this Conference: the problem of safety for people working in the Italian harbours. Referring to this, our gap with the other European ports, in particular concerning now the strictly European standards, is more and more growing; to fill this gap must became a priority through formative processes, beginning from the basic education.

In this field the experience of Genova, the agreement reached to implement training courses as a pre-requisite to work inside a port, could be proposed as an unquestionable part for all the future agreements between the social parts, in particular relating to the maritime and harbour productive activities.

All things considered the themes of training and safety, core parts of this Conference, are the priority elements for the definitions of a new level of welfare, conditions in this part of Europe to assume a believable and sustainable future.
