Desidero innanzitutto ringraziare la Regione Liguria per il cortese invito a partecipare a questa importante e significativa Conferenza.

Tra tanti eminenti esperti di questioni navali, di esperti della navigazione, di studiosi e ricercatori, la mia presenza vuole essere soltanto una testimonianza di impegno propositivo e organizzativo, tenuto conto della mia breve esperienza nel settore del personale marittimo.

La mia sarà pertanto una relazione sul lavoro fin qui svolto, con riferimento ad obiettivi ed azioni da intraprendere per un concreto contributo ad una sinergia tra le esigenze poste dal mondo del lavoro, della scuola e del territorio al fine di valorizzare l'economia legata al mare.

Il problema della formazione professionale e dell'aggiornamento del personale marittimo, ivi compreso quello addetto alla pesca, ha assunto negli ultimi tempi, sotto i suoi molteplici aspetti di carattere normativo, professionale, economico e sociale, una rilevanza tale da richiedere la programmazione di nuove iniziative da parte anche del Ministero dei Trasporti e della Navigazione.

Infatti, la firma nel luglio 1995 degli emendamenti alla Convenzione STCW/78 e l'adozione della IMO STCW - Fishing (Convenzione internazionale sugli standards di addestramento, abilitazione e tenuta della guardia dei marittimi addetti alla pesca), nonché il recepimento delle direttive comunitarie in materia chiedono nuovi impulsi normativi ed amministrativi.

Giova a tale proposito ricordare che è in corso di emanazione il regolamento attuativo concernente i requisiti minimi di formazione della gente di mare, alla cui formulazione il Ministero ha partecipato attivamente.

La necessità poi di uno sfruttamento ottimale delle risorse e le nuove tecnologie che si riscontrano a livello della flotta mercantile, impongono anche una nuova e diversa programmazione finalizzata agli interventi formativi per gli addetti al settore.

Per questo il Ministero dei Trasporti e della Navigazione sta portando avanti le soluzioni necessarie interpretando le autentiche esigenze di questo vasto settore economico - sociale, sottoposto ad ampi e profondi mutamenti.

Caposaldo di questa politica attiva è in primo luogo l'armonizzazione dei livelli e dei sistemi formativi agli standard europei ed internazionali mediante una più elevata formazione sia alla base che permanente dei lavoratori del mare.

Infatti, l'integrazione dei problemi della difesa dell'ambiente con la formazione dei marittimi e la salvaguardia della sicurezza della navigazione e della vita umana in mare, si pone ormai come questione trans-nazionale e, di conseguenza, la serie di iniziative organiche varate o in via di definizione da parte del Ministero dei Trasporti e della Navigazione tendono a dare un significato nuovo e più profondo ai mutamenti qualitativi che si stanno introducendo nel settore stesso.

Questa convergenza progressiva delle norme in vigore alle statuizioni internazionali - convergenza che, ovviamente non vuole costituire una omologazione totale, ma intende mantenere la specificità di un ordinamento, quale quello attuale, basato essenzialmente su una specifica istruzione scolastica supportata da una esperienza pratica che ha reso la nostra marineria apprezzata nel mondo - deve contribuire inoltre a rendere più competitivo a livello mondiale il nostro naviglio di mercantile. Si aggiunga a ciò che i supporti finanziari alle iniziative predette, già varati ed in corso di emanazione, dovrebbe frenare quella fuga dei giovani dai mestieri del mare che ha assunto aspetto patologici in questi ultimi anni, creando una situazione cronica di carenza di personale marittimo che, qualora seguitasse a sussistere, danneggerebbe ulteriormente lo sviluppo dei traffici nazionali.

Il Ministero dei Trasporti e della Navigazione intende svolgere questo compito come doverosa risposta agli operatori del settore, tenendo come punti fissi la necessità di coniugare le esigenze produttive ed occupazionali con quelle della sicurezza dei mari e della navigazione.

Nell'ambito di un programma di sviluppo della flotta, in termini di crescita, competitività e di occupazione, occorre dare rilevanza anche alle nuove esigenze scaturenti dalle innovazioni tecnologiche che sempre più connotano il settore delle costruzioni navali e che necessitano, specie per quanto riguarda i sistemi di condotta e di controllo della navigazione, di un personale altamente specializzato ed aggiornato professionalmente.

La materia della sicurezza che costituisce il caposaldo dello sviluppo della flotta deve essere accompagnata da idonei strumenti, quali le nuove tecnologie informatiche, la simulazione, l'automazione navale, il G.M.D.S.S., che devono essere usate e portate a conoscenza degli operatori del settore ed in particolare dei marittimi.

È anche su tale terreno, d'altra parte, che si dovrà articolare il confronto con le diverse realtà dell'Unione Europea, recuperando anche in questa sede una immagine competitiva che possa mettere l'Italia alla pari con gli altri Stati membri.

In tale contesto si colloca lo specifico impegno assunto dal Governo con le parti sociali nell'intesa del 22 dicembre 1998 inerente il patto sociale per lo Sviluppo e l'Occupazione, circa l'organizzazione di un'offerta integrata di istruzione, formazione, ricerca e trasferimento tecnologico.

L'intesa è quella, tra l'altro, di realizzare una riforma dell'offerta formativa ovvero dell'intero sistema di istruzione e formazione, in grado di interpretare le nuove domande di formazione di qualità già presenti nelle nuove realtà di lavoro, con l'istruzione dell'obbligo di frequenza ed attività formative a 18 anni, per il conseguimento di competenze professionali spendibili sul mercato del lavoro e la riorganizzazione e ristrutturazione del sistema scolastico e della formazione professionale.

Tale impegno peraltro è estensibile a tutti i lavoratori del settore marittimo portuale. Infatti lo "Schema di protocollo d'intesa per lo sviluppo della portualità nazionale e la disciplina contrattuale collettiva nazionale nei porti italiani" prevede apposta formazione sia ai fini di una maggiore sicurezza sul lavoro, sia a quelli di una maggiore efficienza e competitività dell'attività portuale.

Nell'ambito della sicurezza e igiene del lavoro, l'art. 6 del Decreto Legislativo 27.07.99 n. 272 affida al Ministero dei Trasporti e della Navigazione la promozione di corsi di formazione ed aggiornamento dei lavoratori portuali addetti alle operazioni ed ai servizi portuali nonché alle operazioni di manutenzione, riparazione e trasformazione delle navi in ambito portuale, da stabilirsi, in contenuti e modalità, con il concerto delle altre Amministrazioni competenti in materia (Lavoro e Sanità).

Impegno prioritario del Governo sono quindi le iniziative di sostegno alla formazione professionale dei lavoratori dei porti, ivi compreso il sostegno ad una specifica disciplina in applicazione dell'art. 5 della Legge 196/97, riguardante il finanziamento di iniziative di formazione professionale anche nei prestatori di lavoro temporaneo.

Il nuovo strumento del Contratto Unico Portuali che è attualmente in fase di definizione tra le parti interessate, è diretto ad aderire alle realtà portuali e a "promuovere quelle innovazioni di cui il sistema ha bisogno per crescere nella qualità, nell'efficienza e nella sicurezza".

Concludo quindi questo mio breve contributo assicurando l'incoraggiamento e l'impegno del Ministero a favore di concrete e positive iniziative, anche private, miranti a promuovere la qualificazione professionale del personale marittimo e portuale.


The speech of Mme. Di Fusco, functionary of the Ministry of Transports and Navigation, witnesses the Ministry engagement in proposing and organising some recent initiatives in the field of vocational training and retraining of maritime workers.

It must be underlined that these themes have so many aspects: normative, professional, economic and social, to request a strict partnership; all the public and private institutions must co-operate in order to reach the final target which is the valorisation of the maritime economy. This goal is so important to justify some new programmatic initiatives from the Ministry of Transports and Navigation, necessary also to meet the new international engagements of the Italian Government - signally: the signature on July 1996 of the amendments to the Agreement STCW/78, the adoption of the IMO STCW - Fishing, and the European directives -.

Core point of this ongoing policy is to harmonise the level of the Italian training systems to European and international standards by increasing the quality of basic and permanent training. The supranational dimension and the interconnection of so many problems relating to the safety of navigation, to the protective measures for the environment and to the training for maritime workers need, in fact, a strong reply, underlined, moreover, that the progressive adjustment to international rules it is a prerequisite to make more competitive on a world scale our trading vessels.

So the mediation between, on the one side, productive and employment needs and, on the other side, safety for workers and environment, has to be the cornerstone to develop our fleet, matching with the new information technologies.

In this context the Italian Government has come to an engagement with the Trade Unions on 22nd December 1998 whose aim is to reform the training offer on the basis of the modern answers.

Even in the field of safety and sanitary dispositions on the work place, an Act of the Italian Government entrusts the Ministry of Transports and Navigation with the organisation and the financing of training and retraining courses for maritime workers, together with the other competent Administration Offices.

All things considered, the primary engagement of the Italian Government is to support all the initiatives in favour of vocational training, enforcing the existent laws and promoting new arrangements.
