Nel corso del mio breve intervento farò tre considerazioni attinenti alla formazione in due specifici settori, uno in cui l'Autorità Portuale, le organizzazioni sindacali e imprenditoriali sono in questo momento maggiormente coinvolte nel porto di Genova, che riguarda il tema della sicurezza, e l'altro, il tema della formazione professionale, manageriale in relazione alle sfide che il processo di globalizzazione impone al nostro porto e alla nostra Autorità Portuale.

Sul primo tema cosa abbiamo fatto e cosa rimane da fare, qual è il problema che dovremmo presto affrontare? L'AP di Genova ha sottoscritto, insieme alle organizzazioni sindacali e ai terminalisti, in data 5 gennaio 1999 un accordo che comprende un capitolo espressamente dedicato alla formazione che abbiamo chiamato "formazione di accesso"; tema questo che anticipa il decreto legislativo del 27 luglio 1999.

L'accordo tratta in sostanza della necessità per chiunque oggi, soprattutto i giovani, intenda lavorare in porto di seguire un corso di formazione di accesso della durata di 48 ore, con dei moduli formativi che abbiamo già stabilito, e con gli strumenti più moderni che i tecnici hanno concepito per sensibilizzare i giovani nei confronti delle situazioni di pericolo a cui vanno incontro nel lavoro portuale.

Le analisi svolte dall'Autorità Portuale e dalla Azienda Sanitaria Locale hanno infatti messo in luce come gli infortuni sono spesso causati da una non perfetta consapevolezza delle situazioni di pericolo che vi sono in porto.

Qui intervengono i corsi obbligatori di formazione. Grazie a un accordo la Radio e Televisione Italiana ha realizzato un video, che verrà proiettato non solo ai ragazzi che cominciano ma anche a tutti coloro che già lavorano in porto, completato da un manuale che contiene tutta una serie di immagini che sono più idonee a colpire la sensibilità di chiunque lavori piuttosto che le parole. Quella del manuale non è comunque un'iniziativa nuova, visto che ne era già stato prodotto uno successivamente superato dalla legislazione.

Abbiamo quindi messo in cantiere tutta una serie di iniziative concrete per quella che abbiamo definito "obbligatoria formazione d'accesso" per entrare a lavorare in porto.

Credo che questa sia una novità nel panorama italiano anche se queste iniziative sono già modelli operativi in uso nei grandi porti del nord, specificatamente Amburgo e Brema.

Brevemente l'altro problema che abbiamo di fronte è quello di estendere questo tipo di formazione, insieme a quello diretto ai managers, a una dimensione non si dice mondiale ma quanto meno europea.

A questo proposito bisogna ricordare che il Libro Verde della Commissione Europea, contiene un capito specificatamente dedicato al lavoro portuale che oltre a presentare le varie questioni legate al monopolio accenna al tema della sicurezza; è nettamente necessario che venga stabilito un framework che valga per tutta Europa e non solo per il nostro Paese.

A seguito dell'adozione del decreto legislativo del 27 luglio ci fu una discussione in Assoporti; l'orientamento di quest'ultima era che fosse diramata una circolare affinché il decreto si applicasse in tutti i porti italiani. Questo va fatto anche per tutti i porti europei, nella misura in cui sono necessarie delle regole standard comuni a tutti i porti europei.

Su questo tema non pare, a mio giudizio, essere molto presente l'iniziativa politica.

Sul tema relativo alla formazione manageriale e del personale qualificato, grazie alla Regione è stato sicuramente svolto un discreto lavoro. Dal giugno 1998 abbiamo effettuato una serie di corsi ad alto livello confrontando le esperienze italiane con quelle straniere; questi confronti sono stati fatti soprattutto con managers provenienti dai grandi porti del nord. È stata un'esperienza di altissimo livello che ha consentito il risultato di avere il 100% di placement fra coloro che hanno partecipato ai corsi.

Questa è la sfida più difficile che avremo di fronte nei prossimi anni. C'è un buon lavoro avviato insieme alla Regione Liguria, le Regioni Venezia Giulia e Emilia Romagna, e le Autorità Portuali liguri in tema di formazione lavorano molto insieme, anche adesso si stanno svolgendo corsi di formazione in partnership perché ci si rende conto che questo è un capitolo delicatissimo su cui si gioca il successo di un sistema portuale o di un altro.

Sono tre i fattori che decideranno del futuro dei sistemi portuali: le infrastrutture, cioè il sistema logistico portuale e dell'indotto, l'informatizzazione (nella quale scontiamo un certo ritardo rispetto a quello che accade negli altri sistemi portuali del nord Europa), la formazione.

Su questi punti c'è molto da lavorare; per restare solo al tema della formazione, non essendo necessari molti investimenti come negli altri due si potranno certo fare molte più cose. Bisogna cercare di coinvolgere l'Università e altri Istituti ma anche di avere scambi di esperienze con altri paesi, ottenendo qualche risultato di ritorno positivo. Da tempo siamo infatti coinvolti in alcune esperienze che stanno avvenendo in paesi dell'America Latina e dell'Africa (fra gli altri Mauritania, Brasile, Cuba), che chiedono una forma di consulenza su questo tipo di formazione manageriale.

Per concludere si può dire che la formazione non è solo un'esigenza sentita, sul versante della formazione professionale e della sicurezza, per vincere la concorrenza in un'economia globalizzata, ma è anche una risorsa. Credo che se sapremo cogliere questa opportunità, essa diventerà una risorsa esportabile non solo sull'altra sponda del Mediterraneo ma anche nei paesi in via di sviluppo rispetto a noi.



Mr. Gallanti addressed his speech in discussing about the favourable impact of training courses, experiences that satisfy the need for more trained staff; a more and more globalised world and the injuries that ever happen on the working place stress the importance of this request.

Regarding, in particular, the domain of safety rules, the Port Authority of Genova has signed, together with trade unions and terminal companies, on 5th January 1999 an agreement about the obligation, for everyone intends to work in a harbour, of a previous training course, in order to minimised the accidents; researches in this sense have, in fact, underlined that the lack of knowledge about dangerous situations is one of the first causes of injury. A video (shoot by the Radio Televisione Italiana) and a guide book will be useful for this initiative and other proposals are forthcoming, following the example of the big harbours in Northern Europe, signally Hamburg and Bremen.

A subsequently problem is to wide this training, as well as the one dedicated to managers, into a European dimension, not forgetting that the Green Book of the Commission empathised the need of common and standard safety rules.

Turning the discussion into the theme related to management and qualified courses, the Port Autorithy of Genova together with the Regione Liguria has satisfied this need exploiting a series of high level training courses with guest managers coming from the most important harbours of Northern Europe, making this experience a global one, underlining that investment in training is, with the one dedicated to infrastructures and to information technologies, an important factor of growth; a multilevel approach, that involves Universities, Research Institutes and foreign countries, is however necessary to make training not only a need but on the contrary a resource, stressing its importance to win the challenges that the global economy will pose.
