I am pleased to be here today, representing the European Commission's Directorate General for Employment and Social Affairs. In this brief presentation, I shall show the links between the European Employment Strategy and the Information Society.

I would begin showing that, in Europe, we are using only 60% of our potential work force, compared with 72% of the working age population who are employed in the United States.

We are trying to raise our employment levels, by strengthening the single market with the help of the euro as the currency of the European Union, and by creating a European Employment Strategy.

Following the Amsterdam Summit of June 1997, agreement was reached at the special "Jobs Summit" in Luxembourg in November 1997 to establish a coordinated employment strategy. In anticipation of the new Employment Title of the Treaty of Amsterdam (which came into effect in May 1999), the first set of Guidelines for Member States' employment policies was approved.

The Employment Guidelines are based on the 4 Pillars of employability, entrepreneurship, adaptability and equal opportunities. The Member States of the European Union integrated these Guidelines into their National Action Plans, which they submitted for the first time in April 1998. The Commission examined these Plans to see that they were in line with the Employment Guidelines, and the Council urged the Member States to report back later on their practical implementation. This resulted in the Joint Employment Report for 1998 and the new Employment Guidelines for 1999 being endorsed by the Vienna Council, Dec. '98.

Under the first Pillar of the Employment Guidelines, which is Employability, we see that Lifelong Learning and Information and Communication Technologies are identified as important elements. The Employment Guidelines for 2000, which have been proposed by the Commission ready for the Helsinki European Council next month, make few changes to the previous Guidelines. However, the preventive approach to unemployment is stressed, including the goal of achieving computer literacy in schools and student access to the Internet by the end of 2002.

The second Pillar of the Employment Guidelines is entrepreneurship, and the potential of the Information Society for job creation is highlighted. Computer hardware, software, telecommunications and electronic commerce are all major growth areas.

Investment also plays an important part in job creation, statistics show in fact that in Europe the relationship between investment and unemployment over the last 38 years has followed an inverse trend of development.

The third pillar of the Employment Guidelines emphasises the need for adaptability of work organisation. The flow of information is changing authoritarian forms of organisation in the workplace. These are being replaced by flat or networked organisations where shared values are the key. The Employment Guidelines for 2000 urge the social partners to agree and implement a process of modernisation of work organisation including, for example, flexible working arrangements, new forms of work, such as telework, access to training and career breaks, and the introduction of new technologies.

Equal opportunities represent the fourth Pillar of the Employment Guidelines. In attempting to reduce the gender gap, Member States and social partners should pay attention to the imbalance in representation of women or men in certain economic sectors and occupations.

Between 1975 and 2015 there has been an projected increase of woman employed, expressed as a percentage of men employed, from 54% to 89%.

The actual increase shown during the last 24 years, from 54% to over 70%, is also noteworthy.

Finally, here are the priority areas for action. In the Directorate General for Employment and Social Affairs, we support pilot projects for innovation in the field of job creation and the Information Society. As these projects are completed, we hope that a mainstreaming approach will be adopted, so that the most successful elements of the pilot projects will be adapted to everyday work settings, as part of the fight against unemployment in the European Union.



Nel corso del mio breve intervento, in rappresentanza della DG Lavoro e Affari Sociali, presenterò i collegamenti fra la Strategia Europea per l'Occupazione e la Società dell'Informazione.

Inizierò sottolineando come in Europa sia occupata il 60% della popolazione attiva, percentuale che segna un marcato divario con gli Stati Uniti, dove invece la percentuale sale al 72%. Per accrescere i nostri livelli di occupazione stiamo tentando vie che vanno dal rafforzamento del mercato unico attraverso il varo dell'Euro, alla creazione di una Strategia Europea per l'Occupazione. Il punto fondamentale di tutti gli interventi è comunque quello di integrare e coordinare le strategie del lavoro a livello europeo, fine riconosciuto nel Summit sul Lavoro del novembre 1997 a Lussemburgo dove, anticipando il nuovo Capitolo sull'Occupazione del Trattato di Amsterdam (che è in vigore dal maggio 1999), è stato approvato il primo complesso di Linee Guida riguardanti le politiche nazionali per l'occupazione.

Le Linee Guida, basate sui quattro pilastri dell'occupazione, dell'imprenditoria, dell'adattabilità e delle pari opportunità, sono state successivamente integrate dagli Stati Membri nei Piani d'Azione Nazionali; per ciò che riguarda le tecnologie dell'informazione esse sono identificate nel pilastro dell'occupazione come elemento decisivo a riguardo, e vieppiù saranno considerate decisive nel testo delle Linee Guida per il 2000, che verrà proposto dalla Commissione durante la riunione del Consiglio Europeo ad Helsinki in dicembre.

Le nuove tecnologie sono anche di importanza strategica sia nello sviluppo dell'imprenditoria che nella creazione di posti di lavoro, dove l'investimento gioca un ruolo fondamentale.

Per ciò che concerne invece il pilastro dell'adattabilità all'organizzazione del lavoro, è utile sottolineare come l'applicazione al lavoro delle nuove tecnologie abbia cambiato le forme di organizzazione di stampo autoritario in altre più leggere ma allo stesso tempo dinamiche e interconnesse, per le quali i valori condivisi sono l'ingrediente fondamentale. I partner sociali dovranno quindi implementare nuove e più moderne forme di organizzazione che includono la flessibilità e addirittura nuove forme di lavoro come il telelavoro.

Oltre a questi programmi già adottati, noi come Direzione Generale per l'Occupazione e gli Affari Sociali sosteniamo progetti pilota dedicati all'innovazione nel campo della creazione di lavoro e della Società dell'Informazione, con lo scopo e la speranza che essi costituiscano un punto di riferimento nella lotta contro la disoccupazione in Europa.
