I NUMERI DEI PORTI LIGURI:

Genova

Per il porto di Genova il 1997 è stato un anno decisamente positivo. Per la prima volta il traffico dei container, con un tasso di crescita del 42,9%, ha ampiamente superato il milione di teu, raggiungendo, a fine dicembre, esattamente 1.179.955 teu. I tre terminal che hanno ottenuto risultati migliori sono Vte (con una movimentazione complessiva di 547.407 teu), Sech (243.280) e Messina (210.607).

Le merci varie hanno toccato i 16.746.241 tonnellate registrando un incremento del 30,2% rispetto al '96 (in cui le tonnellate erano state 12.860.678). Il traffico convenzionale ha toccato i 6 milioni di tonnellate (con un aumento del 10%). In calo, invece, gli oli minerali che da 23.773.835 tonnellate dell'anno precedente passano nel '97 a 15.763.736 (meno 33,75). La diminuzione è stata causata dalla definitiva chiusura dell'oleodotto Snam che collegava Genova con la Germania.

E' aumentato del 6% anche il numero delle navi arrivate in porto, che sono state quasi 8 mila. Ma sono diminuiti i crocieristi (che erano quasi 400 mila del '96 e sono scesi di circa 40 mila unità toccando un meno 11%). Il motivo della flessione va ricercato nel trasferimento presso il porto di Savona di alcune linee e nella scarsa capacità attrattiva di Genova quale città turistica. Si è mantenuto stabile, invece, il movimento al terminal traghetti con oltre 2 milioni di passeggeri. E' aumentato, infine, il traffico ferroviario: nel '97 sono stati movimentati 145.341 carri carichi contro gli 89.071 dell'anno precedente (più 63,17%).

La Spezia

In forte calo la movimentazione dei container nel porto di La Spezia. Nel '97 sono stati spostati 615.604 teu contro gli 871.100 dell'anno precedente (meno 29,3%). Lo scalo evidentemente risente ancora in modo deciso del trasferimento sulle banchine di Genova delle attività del gruppo Messina. Si registra, invece, un aumento degli oli minerali che passano da 681.912 tonnellate nel '96 a 701.944 (più 2,9%) che non basta, però, a rendere positivo il bilancio totale del traffico commerciale il quale scende dalle 11.280.978 tonnellate del '96 alle 10.737.501 tonnellate del '97 (meno 4,8%). Si evidenzia anche una flessione del 70,6% nel movimento passeggeri (che passa da 185.794 unità a 54.678) e nel numero degli arrivi delle navi: da 2.340 nel '96 si è passati a 2.018 nell'ultimo anno (meno 13,8%). Per fare fronte a questa situazione, La Spezia sta cercando di potenziare un settore significativo per lo scalo, quello, cioè, delle riparazioni navali e, in genere, della cantieristica ma guarda anche con interesse al traffico crocieristico.

Savona

Continua la crisi, nel '97, del porto di Savona. Nel 1996 i teu movimentati sono stati 20.081, contro i 13.465 dell'anno scorso (meno 32,9%). Anche il traffico totale delle merci, comunque, ha subito una flessione (meno 11,2%): nel '96 sono stati sbarcate e imbarcate 11.895.135 tonnellate di merci varie contro 10.558.110 del '97. Il calo ha toccato ovviamente anche gli oli minerali che da 7.278.254 tonnellate sono scesi a 6.185.803 (meno 15%). Le speranze di una ripresa delle attività portuali vengono riposte nella conversione di una parte delle scalo al turismo, attrezzando le banchine sia per i diportisti che per le navi da crociera. Dal punto di vista del lancio turistico potrà avere peso il recente trasferimento dei traghetti della "Corsica Ferries" da Genova a Savona. Anche il bacino di Vado Ligure, che ha un notevole potenziale sia per i collegamenti che per le strutture, non ha ancora espresso appieno le proprie potenzialità.

Imperia

Bilancio positivo, invece, per il porto commerciale di Imperia, nei bacini di Oneglia e Porto Maurizio. il movimento totale delle merci nel '97 è stato di 170.919 tonnellate, una discreta crescita (più 17,3%) rispetto all'anno precedente durante il quale le tonnellate erano state 141.287. Anche per quanto riguarda il numero delle navi arrivate e partite si registra un incremento. Nel '96 erano state 163, l'anno scorso 227 (più 28,2%). E' negativo invece il saldo delle giornate lavorate dai portuali della Compagnia Maresca e quindi retribuite, che erano state 1.820 nel '96 e hanno avuto nel '97 un calo di circa il 38%.

Livorno

Si sono voluti riunire qui alcuni dati riferiti al vicino porto toscano per avere una visione completa del "sistema alto Tirreno". Paragonando i risultati degli scali della Liguria con quelli di Livorno, ci si accorge che questo ha aumentato la movimentazione dei container. Mentre nel '96 erano stati spostati 416.622 teu, l'anno scorso i teu sono stati 501.146 (più 20,3%). Il traffico totale delle merci ha, tuttavia, subito un calo. Nel 1996, infatti, ne erano state sbarcate e imbarcate 21.853.912 tonnellate, scese nel '97 a 21.345.381 (meno 2,3%). Il porto di Livorno dunque è lontanissimo dal traffico container di Genova, ma anche, nonostante la flessione, da quello della Spezia.

Il "sistema" dei porti e le comunicazioni

Se si confrontano i dati degli ultimi due anni riguardanti l'andamento complessivo del traffico merci (compresi gli oli minerali) del sistema dei quattro scali della Liguria, ci si accorge che la movimentazione nel '97, pari a 64.736.619 tonnellate, ha subito una flessione superiore ai 5 milioni di tonnellate rispetto al '96 (quando il totale raggiungeva i 70.061.157).

In ogni caso, per i tre principali porti liguri, nell'ottobre '97, il ministero dei Lavori Pubblici e quello dei Trasporti hanno stipulato protocolli d'intesa con le Autorità portuali per una serie di interventi di grande infrastrutturazione "immediatamente cantierabili" con finanziamenti per oltre 136 miliardi e 600 milioni complessivi. Al porto di Genova andranno circa 60 miliardi, a quello di La Spezia 37 miliardi e a quello di Savona 40 miliardi. Questo, si spera contribuirà a migliorare in futuro l'efficienza degli scali.

Leggendo i dati sopra esposti, dunque, ci si accorge che esistono molti trasferimenti divisi tra i vari porti di quello che abbiamo chiamato il "sistema alto Tirreno" e che si può definire tale, però, solo sulla carta geografica. Non ha ancora saputo aggredire, infatti, i traffici che passano tra Gibilterra e Suez. La nascita di un vero sistema è improcrastinabile se si vuole offrire un efficiente servizio, via Mediterraneo, alle imprese e ai consumatori, presenti in una vasta zona del territorio europeo, che oggi affrontano costi non necessari uniti a tempi troppo lunghi. Il sistema alto Tirreno, inoltre, ha bisogno di infrastrutture terrestri al passo con i tempi e in linea con le aspettative degli utenti. A questo proposito, da anni l'Alce ripete che occorrono aree polifunzionali portuali per le merci; è assolutamente necessaria, inoltre, l'apertura del terzo valico (per meglio collegare Genova con la pianura padana e il Nord Europa). Bisogna procedere poi al raddoppio della pontremolese e della Genova-Ventimiglia; all'ammodernamento della Genova-Ovada-Alessandria e della Savona-S. Giuseppe di Cairo; alla realizzazione del raccordo-bretella tra la città e il Vte (attraverso ferrovia e autostrada) e della bretella Chiavari-Busalla. Queste sono opere indispensabili per il sistema dell'alto Tirreno che è l'unico con le potenzialità per competere con quello del Nord, formato da Anversa, Rotterdam, Amsterdam e Amburgo. Occorre, perciò, che si dia inizio ai lavori al più presto se non si vuole andare incontro, in tempi brevissimi, al blocco delle attività del porto.

Infine, al pari di quanto accade in diversi scali all'estero, sarebbe necessario che una parte consistente del prelievo che viene effettuato alla frontiera fiscale fosse lasciata alle città portuali.
