GENOVA E IL SUO PORTO

Nonostante gli ottimi risultati raggiunti dal porto di Genova, soprattutto per quanto attiene alla movimentazione dei contenitori, rimangono tuttavia alcuni punti critici. E si collegano alla mancanza di un organico progetto per l'uso del territorio cittadino: una carenza che potrebbe penalizzare pesantemente le attività portuali. Nodo centrale del problema è la penuria di spazi sofferta dallo scalo e acuita dall'aumento dei traffici. La necessità di dotare le banchine genovesi di una struttura logistica adeguata, e indispensabile a incrementare le attività commerciali, richiede un'attenta analisi delle priorità da rispettare. In questi ultimi tempi è stata presentata la bozza del nuovo Prg portuale. Ancora una volta dobbiamo lamentare il non coinvolgimento della nostra categoria nella sua elaborazione. Si ha l'impressione che i rappresentanti della merce non debbano avere voce in capitolo nelle scelte che riguardano il porto, eppure è proprio la merce che consente al porto di vivere. E, continuando con questi criteri, non ci si dovrà, dunque, sorprendere se sbarcherà in altri scali. Speriamo che la "nota di sintesi dei lavori per il Piano regolatore del porto di Genova" sia ciò che a Bruxelles si chiama il libro verde; e che vi sia anche la disponibilità a scrivere un libro bianco accogliendo le critiche delle categorie e apportando le migliorie emerse nel dibattito. Certo, la prima lettura del Prgp, avvenuta su documenti ottenuti da amici che ne erano venuti in possesso, è assai deludente. Se da un lato, infatti, mostra molti tombamenti e quindi il riempimento di specchi acquei a favore di spazi coperti e scoperti potenzialmente al servizio di traffici specializzati, dall'altro non risolve il problema dei prodotti chimici in precedenza previsti a Calata Oli Minerali. Ricordiamo, infatti, che società Tankimica aveva, nel non lontano dicembre '94, portato a termine con successo la procedura di Via (Valutazione impatto ambientale) al fine di consentire la delocalizzazione di Superba e Carmagnani. Nel documento sopra citato, invece, non solo non vi è traccia a Calata Oli Minerali di rinfuse liquide, ma addirittura si declassa la banchina occidentale del porto di Multedo, ove oggi operano quelle società, a luogo nel quale "ospitare i mezzi nautici di servizio e le funzioni a terra ad essi connesse".

Genova sembra non voler tenere conto degli elementi di vantaggio nei confronti degli altri porti italiani: la minore distanza, e quindi il minor costo di trasporto, per l'industria consumatrice della Val Padana rispetto agli scali alternativi di Livorno, Ravenna e Marghera, l'assenza di nebbia rispetto ai porti adriatici e il maggior pescaggio (attualmente 35 piedi alla banchina occidentale di Multedo, contro i 28 di Ravenna e Livorno). Genova sembra voler dare l'ostracismo ai prodotti chimici, specie a quelli infiammabili, come se la loro pericolosità fosse un fatto assodato e non dipendente dal tipo di impianto di stoccaggio. Si ignora che ogni porto del Mediterraneo ha mantenuto o cercato di acquisire tale genere di traffico e non si tiene conto del fatto che i prodotti chimici raggiungono comunque il luogo di consumo su percorsi più lunghi con un danno per la comunità che si accresce attraverso il maggior uso del sistema autostradale.

Viene creato, poi, un nuovo polo delle rinfuse alimentari nello specchio acqueo a più elevato pescaggio, sottraendolo alle petroliere, e dimenticando che la, peraltro rispettabilissima, attività delle rinfuse alimentari non necessita né dei più elevati pescaggi, né di spazi particolarmente ampi, non dovendo rispettare particolari distanze dall'abitato o da altre attività. Nel piano regolatore, inoltre, ovviamente mancano le indicazioni sui costi per gli spostamenti o su chi debba accollarseli. Infine, una curiosità: non vi è cenno all'attività di bunkeraggio. Essa scompare a Calata Oli Minerali, evidentemente alla scadenza dei decreti di concessione di chi la svolge oggi, ma non ricompare altrove, neppure al porto petroli. Forse nella mente dei redattori del piano le navi potranno utilizzare una nuova fonte di energia. O forse pensano di poter tornare ai velieri. D'altra parte, almeno il vento, probabilmente a Genova non mancherà.

Una grande chance per lo scalo genovese è l'area per la lavorazione a caldo delle acciaierie di Cornigliano. Nel corso del '97 si è avuta la certezza che una parte del complesso siderurgico del gruppo Riva sarà dismessa. La sua posizione strategica rispetto allo scalo e all'aeroporto impone un'attenta utilizzazione del territorio. Il porto oggi ha circa 160 mila mq di magazzini obsoleti e spesso inutilizzabili. A Cornigliano potranno essere costruiti altri 100-150 mila mq di magazzini dove sarà possibile svolgere attività di manipolazione delle merci. Ci sembra assurdo, invece, pensare di edificare a ridosso della zona, come qualcuno ha proposto, abitazioni. Quelle, semmai, devono essere realizzate con una riqualificazione del centro storico. Ci sembra necessario, inoltre, potenziare un settore come quello delle riparazioni navali che nel '97 ha rappresentato un punto fermo nell'economia regionale.

L'anno scorso si è conclusa la prima fase della trasformazione dello scalo: la sua privatizzazione. Crediamo, quindi, che ora si debba, con altrettanto coraggio, dare inizio alla seconda fase: quella della razionalizzazione funzionale e operativa del porto, che deve anche comprendere la correzioni di errori commessi in precedenza.

I terminal

Di fronte alle recenti modifiche della legge 84, vedremo presumibilmente la Compagnia Unica uscire da alcune realtà terminalistiche, in particolare dal Multipurpose. Nel momento in cui si creasse questa situazione, a nostro avviso dovrebbe essere indetta una vera e propria gara per l'assegnazione degli spazi nel terminal, essendo venute meno le motivazioni di opportunità politica che avevano determinato l'assegnazione del Multipurpose alla CU. Un identico tipo di provvedimento dovrebbe essere applicato qualora si constatasse il perdurare di inefficienze presso altri terminal. Riteniamo che si debba agire velocemente: il mercato non aspetta e accetta solo competitività e trasparenza. Per questo auspichiamo che l'Autorità Portuale, rendendo giustizia al proprio nome, vigili inflessibilmente sui comportamenti di chi opera in regime di concessione.

Le grandi imprese nel porto

L'arrivo in porto di imprese importanti dall'estero è sintomo dell'interesse di altri Paesi per Genova. Nonostante la crisi dell'Estremo Oriente, di cui si è parlato, la Port of Singapore Authority, la prima corporation nel mondo quanto a traffico di container detiene ormai la maggioranza del Vte. La britannica P&O, d'altra parte, che nella classifica mondiale segue a ruota la Psa, è entrata come azionista al Sech. Pensiamo che l'arrivo di queste compagnie rappresenti sicuramente un bene per la città e per il porto e che non sia affatto simbolo, come qualcuno ha detto, di una "colonizzazione" ma, al contrario, contribuisca a internazionalizzare Genova.

Zona franca

Una svolta decisiva all'efficienza del sistema genovese potrebbe essere data, una volta realizzato il polo logistico, dall'istituzione al suo interno di una zona franca per la manipolazione della merce. A settembre del '97 uno studio della Bocconi commissionato dalla società Zona franca, ha messo in evidenza i vantaggi che possono derivare dall'esenzione doganale per le attività di assemblaggio, con pezzi importati, di prodotti destinati all'esportazione. Grazie alla sospensione dell'Iva e dei diritti di confine si può ottenere una certa riduzione di costi. La riesportazione di merce custodita nei magazzini all'interno della zona verso paesi extracomunitari non subirebbe imposte. E si potrebbe così avere una riduzione delle pratiche doganali e la loro velocizzazione.

La società Zona Franca potrebbe rappresentare l'ideale soggetto super partes per progettare e gestire, insieme agli operatori, lo sviluppo della piattaforma di Cornigliano.

Dogana

Per quanto attiene alle dogane, i dati di Genova indicano che l'anno scorso sono state emesse 130.623 bollette di importazione definitiva (più 15,95% rispetto al '96), 295.306 bollette di esportazione definitiva (più 26%) e 77.918 bollette di spedizione in cauzione (più 30%). I diritti doganali accertati sono pari a 1.868 miliardi e 744 milioni, poco meno di 290 miliardi in più rispetto ai 1.579 e 286 milioni del 1996 (nel '98 si prevede di superare i 2.000 miliardi). Malgrado la diminuzione dei dazi che si è ottenuta grazie alla politica di liberalizzazione del commercio favorita dalla Omc, si è avuto a Genova un aumento del gettito determinato dal crescente aumento dei traffici. A questa situazione ha fatto riscontro una diminuzione degli addetti alla dogana di 15 unità (dal '94 la flessione complessiva è stata di 37 unità). In qualche modo l'informatizzazione ha contribuito a non far pesare troppo la riduzione del personale ma è indubbio che la mancata messa a punto del programma per effettuare trasmissioni elettroniche (che possono avvenire tra aziende e dogana ma non viceversa) sia fonte di disagi e allunghi i tempi della burocrazia.

Non possiamo sorvolare, poi, sulla inopportunità delle sanzioni tributarie determinate da una serie di decreti legislativi approvati nel '97 che, tra l'altro, accomunano la colpa volontaria a quella incidentale. Inoltre, anche se si riconosce alla maggior parte dei funzionari lo sforzo fatto nel non ostacolare i traffici, nondimeno rimangono sacche di resistenza. Ci sono, insomma, alcuni addetti (solitamente piuttosto anziani) che sembrano agire mossi da ostilità preconcetta nei confronti degli operatori. Ritorniamo, dunque, al concetto del burocrate che spesso si dimentica di essere al servizio del cittadino e si ostina a trattarlo come un suddito da vessare.
