LA BILANCIA COMMERCIALE ITALIANA

Secondo i dati Istat, per la quinta volta a partire dal '93, la bilancia commerciale italiana si è chiusa in attivo toccando i 51.306 miliardi di lire. Il saldo del '97, però, è inferiore a quello del '96 che ammontava a 67.599 miliardi. Al ridimensionamento dell'avanzo ha contribuito un forte aumento (pari a più 10,3%) delle importazioni che sono cresciute velocemente e si sono mosse a ritmi più che doppi rispetto alle esportazioni (più 4,3%), le quali godono in ogni caso di buona salute e sono notevolmente salite. Per la prima volta, infatti, l'anno scorso hanno superato i 400 mila miliardi (405.714 miliardi per l'esattezza). Anche le importazioni comunque hanno raggiunto livelli da primato toccando i 354.408 miliardi. In confronto al '96, il saldo ha subito una contrazione di 16.293 miliardi che corrisponde a un arretramento del 24,1%.

Il ridimensionamento del surplus rispetto al risultato eccezionale del 1996 non deve essere tuttavia considerato come un dato negativo: può essere, infatti, un riflesso della ripresa delle attività economiche da cui è scaturita una notevole accelerazione delle importazioni. Alcune stime diffuse dalla Banca d'Italia rilevano che la flessione dell'attivo commerciale è stata compensata, in parte, dai miglioramenti evidenziatisi negli scambi di servizi e nelle altre voci delle partite correnti. In proporzione al Prodotto interno lordo, il saldo corrente del nostro Paese ha toccato il 3%. L'Italia ha dunque ottenuto, tra tutti i più importanti Paesi industriali, il risultato migliore.

Il debito estero italiano, che negli anni passati si era progressivamente dilatato (e nel 1992 aveva quasi raggiunto il 12% del Pil), oggi è stato pressoché interamente annullato. Le esportazioni, insomma, che erano in qualche difficoltà all'inizio dell'anno, a fronte di una perdita di competitività dovuta al rafforzarsi della lira e alle incertezze della domanda estera, hanno ripreso slancio nei mesi successivi,. La loro espansione è, in ogni caso, rimasta inferiore alla dinamica del commercio internazionale. Secondo il Fmi la quota di mercato mondiale detenuta dai prodotti italiani è scesa (nel periodo gennaio-settembre '97) dal 4,3% al 4%. Questo è un dato che deve far pensare, in quanto con l'avvento dell'euro non saranno più possibili aggiustamenti più o meno voluti o costruiti dei tassi di cambio. Dovremo allora essere competitivi come "sistema-Paese". Occorre dunque rafforzare maggiormente la capacità delle imprese italiane di insediarsi stabilmente sui mercati esteri.

Per le esportazioni, i saldi più consistenti sono quelli della metalmeccanica (61.059 miliardi) e del tessile-abbigliamento (40.164 miliardi). Scende vistosamente, invece, il saldo dei prodotti energetici (meno 30.533 miliardi), insieme a quello dei minerali e dei metalli (meno 15.982 miliardi).

Sono cresciute, nel 1997, le esportazioni verso gli Usa (dal 7,3% al 7,9%), verso l'Europa centrale e orientale (dal 5,8% al 6,3%) e con i paesi dell'Opec (dal 3,5% al 3,6%). Hanno avuto una flessione, al contrario, quelle verso la Cina, il Giappone e i Paesi asiatici di nuova industrializzazione (la quota è scesa al 3,9%). Per quanto riguarda le importazioni si è registrata un'accelerazione di quelle provenienti dall'Opec, dalla Cina e dal Giappone. Complessivamente nel 1997 le importazioni dall'Ue hanno toccato i 214.850 miliardi (più 9,5%) e le esportazioni i 221.455 miliardi (più 2,6%), con un attivo di 6.605 miliardi, che corrisponde circa a un terzo di quello del 1996 (19.543 miliardi).
