I trasporti marittimi in Italia evidenziano un andamento tendenzialmente stabile, pur con oscillazioni di carattere congiunturale.

Ad una punta massima raggiunta nel 1979, con 285 milioni di tonnellate di merce movimentate in navigazione internazionale, hanno fatto seguito anni di flessione.

Un nuovo massimo è stato raggiunto nel 1991, anno in cui le merci movimentate hanno superato i 290 milioni di tonnellate, dopo di che si è avuto un andamento altalenante.

Dal grafico si evince che gli sbarchi prevalgono di gran lunga rispetto agli imbarchi, a causa del peso preponderante del petrolio e delle altre materie prime. Nel 1995 ad esempio gli sbarchi hanno rappresentato l'83% del movimento di merce.

Secondo i primi dati forniti dall'ISTAT per i primi mesi del 1996 e ripresi da Confitarma, l'andamento delle merci in arrivo e in partenza via mare ha registrato una flessione complessiva del 7% rispetto al corrispondente periodo del 1995.

Questo è addebitabile alla notevole riduzione delle merci sbarcate, mentre quelle imbarcate si sono mantenute stabili.

I trasporti marittimi in Italia evidenziano un andamento meno vivace rispetto a quanto si registra in ambito internazionale. In particolare la flessione registrata in Italia dopo il 1991 non si riscontra a livello mondiale.

Questo significa che il peso dell'Italia all'interno degli scambi marittimi mondiali come paese di origine o destinazione sta diminuendo. La quota percentuale detenuta dall'Italia è calata da oltre il 7% al 6%.

Per ciò che riguarda le tipologie merceologiche, l'Italia si differenzia dalla media mondiale per la maggiore incidenza dei prodotti petroliferi, che rappresentano il 60% dei carichi trasportati (tali prodotti a livello internazionale hanno un peso intorno al 30%).

Le rinfuse secche incidono nel complesso per il 13%, quindi meno della media internazionale (oltre il 20%), mentre le altre tipologie merceologiche raggruppano il 27% dei traffici.

I dati illustrati nella figura fanno capire che la quota detenuta dall'Italia sul segmento "ricco" delle altre merci è ancora inferiore a quel 6% ricordato in precedenza, ed è stimabile intorno al 4.3%.

In questo quadro caratterizzato da luci ed ombre occorre sottolineare l'andamento estremamente positivo dei traffici containerizzati, che hanno avuto una notevole accelerazione negli ultimi anni, con tassi di incremento fra il 10% ed il 20% annui.

La quota dei traffici containerizzati sul movimento complessivo della navigazione in Italia (totale nazionale che include tutte le tipologie di merci) è raddoppiata nel periodo dal 1987 al 1995, come si vede nella tabella seguente.

Va tuttavia sottolineato come questo sviluppo si inserisca nel quadro della crescita tumultuosa dei traffici container a livello mondiale e quindi solo in parte si traduca nell'aumento delle quote di mercato.

Resta comunque un dato di fatto che il peso dell'Italia all'interno degli scambi marittimi mondiali come paese di origine o destinazione nel movimento di container a livello mondiale sta aumentando, essendo passato dal 2% al 2,5% negli ultimi tre anni.

Per ipotizzare, in prima approssimazione, quale parte dei traffici marittimi sia potenzialmente trasferibile al container, il Ministero dei Trasporti e della Navigazione ("30 anni di trasporti in Italia") ha presentato un'elaborazione basata su dati 1994:

il mercato potenziale dei container rappresenta il 37,7% delle merci movimentate in navigazione internazionale;

di tale mercato i container acquisiscono attualmente circa il 23,7%, dimostrando che vi sono ancora ampi margini di crescita;

la quota dei container è sensibilmente superiore negli imbarchi rispetto agli sbarchi.
