Relazione del Consiglio Direttivo

Signore, Signori, Autorità, Cari colleghi, Cari amici, gentili ospiti

Un cordiale saluto e un caloroso benvenuto a questa 40° assemblea nazionale che ci vede ospiti nella splendida residenza del nostro associato più prestigioso e che a nome di tutti voglio ringraziare, per l'opportunità che ci ha offerto, ospitandoci in questo splendido palazzo.

Grazie Giancarlo Ligabue e grazie Inti Ligabue per la Vostra generosa ospitalità, che consente di svolgere i nostri lavori in questa meravigliosa sala, nella stupenda città di Venezia.

Ci siamo lasciati dopo l'assemblea di Napoli dell'anno scorso, con il rinnovo della cariche sociali e uno scenario avvolto in dubbi e incertezze con alcuni associati coinvolti in contenziosi normativi seri ed importanti, il cui esito poteva mettere in dubbio la sopravvivenza stessa delle loro aziende.

Posso dire che l'amministrazione pubblica sia, per quanto riguarda L'Agenzia delle Entrate che la parte Agenzia delle Dogane, ha dimostrato una grande sensibilità a tutte le nostre istanze e lo testimonia la presenza qui con noi oggi del Dott. Giovanni Spalletta capo settore delle imposte dirette, del dott. Diego Rispoli, direttore per le accise del Ministero delle Finanze, unitamente alle numerose autorità che ricoprono importanti incarichi Governativi di settore.

Li ringraziamo sentitamente per la loro attenzione e testimonianza e per la concreta considerazione riservata alla nostra attività e all'importante ruolo svolto dalle nostre aziende nel complesso della filiera marittima italiana.

Nel complesso meccanismo che comprende e regola il trasporto marittimo di merci e passeggeri le nostre aziende svolgono un ruolo "terzo" ma di assoluto valore critico ed economico, ed è quindi fondamentale poter operare in trasparenza e sicurezza ma soprattutto con normative "certe", "chiare" e applicate uniformemente su tutto il territorio nazionale.

È quindi essenziale per noi il supporto delle amministrazioni e delle autorità preposte per consentire lo svolgimento del lavoro quotidiano, nel rispetto delle regole ma al servizio di navi che sostano nei porti per poche ore e senza intervalli fra giorno e notte, festività comprese.

Allo scopo il lavoro della nostra Segretaria è costantemente rivolto e interfacciato con le autorità e gli uffici preposti in ambito genovese che notoriamente rappresentano un concreto banco prova per tutte le nuove circolari emanate dalle sedi romane.

Il nostro Vicepresidente, delegato per i rapporti con i Ministeri, Valentina Schiavi, che voglio ringraziare a nome di tutti, è sempre presente e disponibile ad organizzare in tempi brevissimi tavoli di confronto per cercare ogni possibile soluzione con i tecnici preposti nei vari uffici, sia per quanto riguarda materie doganali che fiscali.

Come previsto, il trasferimento della segreteria nella nuova sede di Piazzetta S. Matteo, si è tradotta in una migliore funzionalità dell'ufficio, in una più ampia e dettagliata gamma di circolari e comunicati, quindi con un servizio sempre più sollecito alle problematiche segnalate dai vari associati.

Naturalmente l'obiettivo è ancora quello di una maggiore e più accurata attenzione a tutto quello che quotidianamente viene emanato dagli organismi competenti e che si riflette direttamente sulle procedure operative delle nostre aziende, con interventi presso istituzioni locali e nazionali quando necessario.

Il 2010 non è trascorso come nelle aspettative generali, con forti segnali di ripresa, ma pur nel segno positivo ha evidenziato un progresso lento e ampiamente al di sotto delle stime.

Il livello dei traffici è sicuramente in aumento, ma è trainato sempre più da Cina e Brasile, mentre Russia e India, su cui si faceva molto affidamento, appaiono ancora incerte, mentre Stati Uniti ed Europa crescono con molta debolezza e contrasto.

Tutto questo produce continue oscillazioni dei noli e non consente agli Armatori di stabilire con certezza scelte di lungo periodo ed investimenti futuri.

Gli armatori Italiani, nostro abituale punto di riferimento, in questo panorama così poco identificabile, hanno coraggiosamente scelto di investire in nuove costruzioni, con il preciso scopo di ringiovanire e modernizzare la flotta di bandiera, ed oggi dispongono già di un buon numero di unità moderne ed efficienti, con circa 1600 navi delle quali il 64% sotto i 10 anni e il 35% con meno di 5 anni.

Da segnalare anche i notevoli investimenti in navi passeggeri ultramoderne e chiaramente improntate al meglio dell'Italian style, con soluzioni tecniche e architettoniche di assoluta avanguardia, che rappresentano un vero fiore all'occhiello dell'armamento nazionale soprattutto se consideriamo che sono in maggior parte costruite nei cantieri navali italiani.

Tutto questo consentirà certamente al nostro armamento di bandiera di affrontare molto positivamente la sperata ripresa dei traffici mondiali.

Il Fondo Monetario Internazionale prevede per il 2011 una crescita dell'economia mondiale pari al 4,2% ma il tutto in un quadro molto fragile e con velocità diverse, con la Cina al 6%, i paesi emergenti quali Brasile e India al 4%, mentre Stati Uniti ed Europa oscilleranno fra 1,5% e il 2%.

Il mercato marittimo seguirà ineluttabilmente i dati delle crescita mondiale, quindi con livelli di nolo altamente e fortemente condizionati da zone geografiche e tipologie di carico.

Nello specifico abbiamo Bulk Carrier e Gasiere attestate su buoni livelli, e comunque con segnale positivo, le Petroliere sono ancora ferme su noli sensibilmente bassi, mentre le portacontainer con ricavi attualmente molto alti, hanno già in preludio un prossimo periodo molto difficile dovuto all'imminente arrivo sul mercato delle nuove generazioni da 8/12000 Teu che potranno generare un nuovo eccesso di stiva, soprattutto in presenza di un mercato non trainato dalle storiche economie di Stati Uniti ed Europa.

È quindi ancora una volta l'incertezza dei nuovi flussi merceologici ad ostacolare la ripresa dei traffici, la crescita dei noli, e quindi nuove e maggiori opportunità di lavoro per le nostre aziende.

Questo quadro generale che seppur non più "nero", possiamo definire "grigio", si traduce in una continua ed inevitabile compressione dei costi di esercizio, con grande attenzione da parte degli armatori ad ogni tipo di risparmio, soprattutto per quanto riguarda i consumi dell'area tecnica, dove assistiamo a continui tagli e riduzioni degli ordini che i nostri associati sono poi chiamati a fornire.

In questo panorama che riflette la gestione delle navi in esercizio, assistiamo fortunatamente, come già accennato ad un incremento delle nuove costruzioni, che vede il notevole coinvolgimento degli armatori Italiani, e che produce nuove possibilità per ordini di prima fornitura, che pur spalmate nel tempo, costituiscono buone opportunità per il nostro comparto.

Come già indicato nella relazione dello scorso anno, continua il segno positivo nel settore delle navi da Crociera, dove la felice ubicazione geografica e l'enorme patrimonio storico-culturale e paesaggistico del nostro paese, consente un continuo incremento nell'arrivo di navi e passeggeri.

C'è quindi il consolidamento di questo ramo del trasporto marittimo dove numerosi nostri associati sono operativi da anni con buoni risultati, soddisfazione dei clienti e altrettanto buone prospettive di sviluppo.

Proprio questo particolare settore che interessa i consumi e le forniture per navi passeggeri, e navi assimilate quali i traghetti veloci, ha generato un nuovo sistema di lavoro per i fornitori navali, che così come per le navi portacontainer sono oggi spesso chiamati ad operare in zone portuali identificate come "terminal privati".

In quasi tutte le aree portuali italiane stiamo assistendo ad un vero e proprio contenzioso fra i "terminalisti", che giustamente hanno elaborato in piena autonomia le loro procedure e schemi di lavoro, dove però non sono assolutamente previsti tempi operativi per la consegna alle navi in sosta di forniture tecniche, ricambi o provviste varie.

Abbiamo ricevuto numerose segnalazioni e proteste da parte di associati che spesso vedono i loro camion sostare fuori dai terminal anche 10 o 12 ore in attesa del permesso di accedere sotto bordo, con aumento dei costi e proteste da parte della nave che è costretta poi a imbarcare le forniture in ore disagiate per gli equipaggi.

Chiaramente abbiamo subito preso contatto con l'associazione nazionale dei principali terminalisti, che pur nella cortesia e disponibilità dimostrata ad esaminare il problema, ha ribadito l'assoluta indipendenza ed autonomia dei singoli operatori che pur avendo in concessione un'area pubblica, stabiliscono al loro interno regole private ed assolutamente autonome.

Abbiamo chiesto che almeno venga inviata una comunicazione dove si presenti al terminalista la necessità di considerare fra le attività necessarie, all'interno dei terminal, anche quella del fornitore navale che dovrà necessariamente avere modi, tempi e spazi di acceso seppur nel rispetto delle procedure che sono previste del terminal stesso.

Su questo importante argomento, riteniamo quindi sia doveroso un confronto per predisporre un livello di procedura standard da sottoporre ai nostri interlocutori e che possa consentire al più presto e tempi di accesso e lavoro chiari e certi, in modo che si possa operare all'interno dei terminal con soddisfazione nostra e dei nostri clienti.

Come già accennato nella relazione dello scorso anno, lo sviluppo e la crescita delle nostre aziende è direttamente legato ai traffici e alla capacità del nostro sistema portuale di attrarli sul mercato e gestirli con profitto.

Ne consegue che un sistema portuale efficiente, con le opportune risorse tecniche ne è la condizione essenziale, in quanto oggi la concorrenza nel Mediterraneo è spietata e la nostra eccezionale posizione geografica non è più essenziale e determinante come in passato.

A questo scopo ancora una volta chiediamo alle istituzioni preposte di trovare le opportune risorse e di rimuovere tutti gli ostacoli burocratici, in modo da consentire alle Autorità Portuali Italiane di avviare sollecitamente tutte le opere infrastrutturali così come già programmate ed in parte finanziate già da alcuni anni.

La parte finanziaria può essere agevolmente risolta applicando la tanto declamata autonomia fiscale, dove una parte del gettito generato deve essere messo a disposizione delle infrastrutture e dei piani di sviluppo da realizzare, per consentire l'avviamento o il completamento di tutto quanto previsto nei programmi della portualità italiana.

È assoluta miopia non comprendere come un moderno sistema portuale sia sul piano degli approdi, dei pescaggi, della logistica e delle reti autostradali e ferroviarie, possa costituire un assoluto sistema industriale in grado di produrre posti di lavoro, ricchezza e gettito fiscale per lo Stato.

Solo in Italia può succedere che progetti approvati, finanzianti e avviati vengano ripetutamente bloccati per anni dal Ministero dell'Ambiente o da altri veti incrociati che nulla hanno a che fare con il sistema portuale di un moderno paese quale vuol essere l'Italia.

Dobbiamo per forza ricordare che la Spagna, con la crescita di porti fino a qualche anno fa inesistenti, come Algeciras e Valencia, ci ha sottratto la maggior parte del traffico container e altrettanto si appresta a fare la Slovenia con Koper.

Sul piano normativo voglio confermare come sia l'Agenzia delle Entrate, sia l'Agenzia delle Dogane ci abbiano ascoltato con attenzione e come abbiano sollecitamente interpretato le nostre istanze volte ad ottenere quelle semplificazioni normative e operative ormai d'uso comune in tutta Europa.

Adesso ci raccomandiamo sugli aspetti applicativi e operativi delle nuove circolari che come sempre in Italia rappresentano la parte più difficile da acquisire, poiché come ben sappiamo ogni compartimento e ogni circoscrizione ha la propria giusta autonomia che spesso produce procedure difformi ed in alcuni casi complicando invece di snellire e semplificare.

Chiediamo, nel rispetto delle norme, di metterci nella condizione di poter operare rapidamente e con continuità di orario poiché come più volte spiegato ormai le navi sostano per poche ore e pur nella predisposizione e programmazione anticipata abbiamo una alta percentuale di ordini che scaturiscono dopo che la nave è ormeggiata (cambio del viaggio, visita della Capitaneria, visita del registro di Classe), quindi la possibilità di operare H24 e 7/7 ci consentirebbe di non essere mai nella condizione di rinunciare ad un ordine, in quanto Dogana chiusa, lasciandolo a favore del porto successivo che è quasi sempre in un paese estero.

Rappresentiamo una tipologia di lavoro che è stato dichiarato con certezza privo di rischio per l'amministrazione, sia sul piano fiscale che sul piano delle sicurezza degli articoli trattati, quindi chiediamo all'agenzia delle Dogane di mettere in campo quei piccoli accorgimenti operativi che ci consentirebbero di non dover mai dire "no" ad un ordine che gli armatori o il Comandante della nave decide di affidarci, anche poche ore prima della partenza.

Ripetiamo come sia essenziale il buon funzionamento del sistema “porto” in tutte le sue componenti poiché il mercato è sempre più competitivo e i flussi di merci e navi si spostano con irrisoria facilità sempre alla ricerca di efficienza e tempi operativi il più ottimizzati possibile.

Si annuncia già il Sud Africa fra i prossimi mercati che potrebbero svilupparsi e quindi generare nuovi ed importanti flussi di trasporto marittimo, con traffico diretto da e per l'estremo oriente.

Alcuni analisti del settore già ipotizzano nuovi scenari con navi, che evitando la congestione di Suez con le varie incertezze politiche dell'area e con l'intento di eludere il nuovo incombente pericolo della "pirateria moderna", circumnavighino l'Africa dirigendosi direttamente su questo nuovo mercato per poi proseguire verso il Nord Europa e il Nord America.

Sarebbe una perdita enorme per il Mediterraneo, il cui sistema portuale, fra cui quello Italiano vedrebbe svanire almeno il 30% del flusso merceologico attualmente in transito.

È quindi fondamentale offrire agli armatori un sistema portuale, accogliente ma soprattutto in grado di offrire rapidità di sbarco e sistemi logistici integrati ed economici.

Su questo punto ancora una volta vogliamo sensibilizzare le autorità competenti per avere quanto prima quel piano dei porti nazionali da troppo tempo annunciato e poi disatteso.

Sul piano Europeo il nostro rapporto con OCEAN, che ci rappresenta a Bruxelles, è sempre più stretto e ravvicinato, con la nostra costante presenza in tutte le riunioni che preludono ai lavori delle Commissioni dove vengono discusse e predisposte le nuove normative Europee.

All'interno di OCEAN sono costituiti due distinti gruppi di lavoro, per la parte doganale e per la parte veterinaria, dove i nostri colleghi Olandesi e Tedeschi si tengono in costante contatto con la segreteria e partecipano di diritto ai lavori delle Commissioni del Parlamento Europeo.

Siamo quindi impegnati costantemente e con grande attenzione nel seguire tutte le normative e disposizioni che la Comunità Europea prevede di emanare nel prossimo futuro e cerchiamo di spiegare e far comprendere con maggiori dettagli le esigenze ed i meccanismi che possono in qualche modo aiutare e far crescere il nostro settore, nel rispetto delle norme e della sicurezza, oggi sempre più vitale nella moderna legislazione che regola i flussi nei porti europei.

Vi possiamo quindi confermare che l'OCEAN sta svolgendo un importante e continuo lavoro per tutti i fornitori Europei e che abbiamo previsto durante l'ultimo consiglio direttivo di Febbraio un aumento dei fondi e delle risorse a disposizione, al fine di incrementare le ore di lavoro della segreteria a noi dedicate.

È nostra profonda convinzione che solo attraverso un attento e costante lavoro di OCEAN si possano ottenere normative che quanto meno evitino confusione, disparità e conseguente penalizzazioni per il nostro settore, mentre la nostra attuale posizione di Vicepresidenza,testimonia la considerazione e l'importanza che l'Italia ha raggiunto nell'ambito Europeo.

Sul piano Internazionale, i nostri contatti e la nostra presenza in ISSA, che rappresenta i Fornitori Navali di tutto il mondo, sono sempre molto solidi e di grande considerazione.

Rappresentiamo da sempre l'anima critica ed attenta delle vicende associative ISSA e durante l'ultima assemblea di Dubai abbiamo espresso la nostra contrarietà al nuovo statuto presentato dal Consiglio esecutivo, che purtroppo nonostante la dura opposizione nostra, del Giappone e di altre importanti associazioni nazionali è stato approvato a maggioranza.

Quindi non appena ratificato e registrato legalmente verrà inviato e distribuito a tutti gli associati, che potranno valutare come tutte le decisioni sono trasferite dal Consiglio Generale al Consiglio Esecutivo, con tutte le conseguenze che ne potranno derivare.

Naturalmente avremo cura di vigilare come in passato al fine di evitare come i notevoli fondi a disposizione possano venire dispersi in iniziative vaghe e di poca utilità per la categoria, mentre ci preme lo sviluppo dei sistemi di controllo qualità e l'armonizzazione dei codici merceologici che ancora oggi vede la grande confusione generata dalla presenza nel nostri sistemi operativi del doppio catalogo ISSA e IMPA.

Come nel recente passato anche quest'anno vogliamo confermare l'assoluta convinzione che la fiducia nel nostro lavoro e la nostra determinazione avranno ragione delle difficoltà e del momento ancora incerto del mercato marittimo e quindi esortiamo tutti ad un rinnovato e continuo impegno nella certezza che le nostre aziende vedranno un futuro di rinnovata crescita e consolidato sviluppo.

Siamo stati educati a lavorare con serietà e dedizione, come insegnato dal nostro "padre della patria" Anacleto Ligabue, e con questi principi siamo pronti e determinati a raccogliere ogni sfida futura e a dare il nostro concreto contribuito allo sviluppo del mercato marittimo italiano.
