L'evoluzione della Transfracht

Il concentramento delle capacità gestionali e delle risorse operative in specifiche aree di attività rappresenta un fattore-chiave della vitalità di qualsiasi esercizio imprenditoriale, e la storia recente della Transfracht, il vettore intermodale tedesco, ne costituisce un esempio lampante. L'ancora relativamente nuovo ruolo che l'operatore ha deciso di svolgere a partire dall'autunno del 1996 era stato sollecitato da un cambiamento della strategia di marketing della DB (Deutsche Bahn, ferrovie nazionali tedesche), ma lo sviluppo in questione si è già dimostrato felice.

La Transfracht attualmente opera quale società-figlia completamente integrata della DB Cargo, una delle cinque unità commerciali della DB riorganizzate come società private, sebbene al momento esse restino di proprietà dello Stato, continuando a far parte della DB; la Transfracht ha ceduto il proprio traffico nazionale tedesco alla DB Cargo alla fine di agosto del 1996. Da allora, essa ha concentrato i propri sforzi nel trasporto di contenitori marittimi - che già prima effettuava - da Amburgo e Bremerhaven all'hinterland tedesco. Inoltre, essa ha sviluppato alcuni servizi al fine di trasportare dai principali scali marittimi tedeschi a determinate zone del continente europeo non tedesche, introducendo altresì treni-blocco containerizzati da Rotterdam ed Anversa agli hinterland tedesco e non tedeschi. Un'altra iniziative è stata lo sviluppo di tratte ferroviarie relative a traffici non marittimi dalla Germania al Regno Unito, alla Polonia, alla Francia ed alla Russia.

La condizione della Transfracht quale vettore da porto a hinterland si è ulteriormente evidenziata quando, il 1° settembre di quest'anno, essa ha rilevato tutti - tranne uno - i servizi portuali in precedenza effettuati dalla NDX Intermodal, i cui soci sono la DB (al 50%) nonché la NS Cargo (che fa parte della Nederlandse Spoorwegen) e la CSX (entrambe rispettivamente al 25%). Questi servizi consistono in treni-blocco o collegamenti navetta da Rotterdam ad Anversa, da Rotterdam a Monaco e da Rotterdam e Muizen a Barcellona. Il solo servizio non rilevato è stato quello da Amburgo a Milano, che ha cessato le operazioni il 31 luglio.

"La Transfracht è stata costituita 25 anni fa" rammenta il direttore generale Manfred Riess, "ma abbiamo adottato un nuovo modello imprenditoriale il 31 agosto 1996, di modo che ora rappresentiamo davvero una giovane attività internazionale".

I servizi portuali intermodali espletati ammontavano a 630.000 TEU nel 1997, tra cui boxes consegnati tra i porti. Il 1° giugno di quest'anno, allo scopo di fornire servizi ai vettori marittimi, agli agenti marittimi ed agli spedizionieri, che sono i suoi clienti che hanno bisogno di tempi di viaggio più rapidi, la Transfracht ha sostituito il proprio servizio intermodale tra i porti tedeschi denominato Albatros, che aveva avuto inizio nel 1995, con l'AlbatrosExpress. Ciò ha comportato l'introduzione di 21 treni giornalieri dedicati. Essi hanno rimpiazzato il precedente sistema che utilizzava convogli "misti" della DB, i quali trasportavano una combinazione di traffico containerizzato portuale e non portuale (v. Tabella 1 per i particolari relativi ai servizi della Transfracht).

Sono stati introdotti anche nuovi orari, i quali comportano che i contenitori lasciano i porti più tardi ed arrivano più presto il mattino dopo presso i terminals interni.

Ciò lascia più tempo per le consegne più in là presso le sedi degli importatori e rende possibili accordi dello stesso tipo ma viceversa, per quanto riguarda cioè il traffico in esportazione consegnato presso i porti. Il terminal di Hannover costituisce il nodo-chiave del sistema dell'AlbatrosExpress. A Hannover, i vagoni ferroviari vengono riassemblati da e per i convogli in servizio da Hannover agli altri nodi ferroviari. Questo sistema mette i contenitori in condizione di restare sugli stessi carri per tutta la tratta percorsa.

Simultaneamente, è stata registrata anche una riduzione (da 49 a 18) del numero dei terminals interni tedeschi utilizzati al fine di instradare il traffico da e per i porti; i terminals residui vengono ora denominati "stazioni-nodo". Riess insiste sul fatto che ciò non ha comportato alcuna diminuzione di copertura delle regioni tedesche e sottolinea come molti dei terminals non più utilizzati fossero di piccole dimensioni quanto a capacità e non movimentassero significativi volumi di containers per conto della Transfracht. Ciò, mentre tutte e 18 le stazioni-nodo dispongono di una notevole capacità e nessuna di loro si trova a più di 60 km. da una caricatore o da un importatore.

"Adesso, siamo più flessibili di quanto non fossimo prima" ha detto Riess "e combiniamo l'uso della rotaia, della strada e della modalità fluviale per movimentare i traffici". Ciò significa, in effetti, che la strada viene per lo più usata per trasferire i containers dai caricatori e dagli importatori ai nodi, mentre per le tratte superiori ai 500 km. ci si serve della ferrovia.

Il nuovo sistema AlbatrosExpress è attrezzato con 18 stazioni-nodo in 10 regioni della Germania (una di loro, in effetti, è però costituita dalla stazione "tedesca" di Basilea, in Svizzera) e ciascuna regione è collegata ai porti tedeschi da un treno-blocco marittimo. Tutti i tempi di viaggio da nodo a porto sono ora compresi in un arco di tempo che va dalle sei alle dodici ore, rispetto alle 13-20 ore richieste in precedenza.

Nel 1997, da e per i principali scali marittimi tedeschi sono stati trasportati complessivamente qualcosa come 247.000 TEU (con un incremento del 7% rispetto al 1996). Si confida che gli accordi ai sensi dell'AlbatrosExpress, così perfezionati, possano aiutare la Transfracht a migliorare ulteriormente la propria quota di questo mercato. Si calcola che i carichi trasportati aumenteranno del 7% circa quest'anno. Il nuovo, dinamico sistema, in effetti, è stato progettato per movimentare 300.000 TEU ogni anno.

Nel 1997, i servizi intermodali dei porti hanno generato approssimativamente l'87,5% (630.000 TEU) dei carichi trasportati complessivi pari a 702.000 TEU ed i servizi infra-europei, in confronto, sono stati ben poca cosa. Può forse sorprendere il fatto che non vi siano traffici transfrontalieri Germania-Spagna e Germania-Italia, fatta eccezione - adesso - per la direttrice Rotterdam-Barcellona rilevata dalla NDX. Nel 1998, tenuto conto di questi nuovi servizi, la Transfracht si aspetta di movimentare più di 800.000 TEU, circa 30.000 dei quali derivanti dai traffici NDX.

Inoltre, i servizi transfrontalieri attualmente effettuati dalla Transfracht sono tutti "difficili" a causa del fatto che ognuno di loro è soggetto ad una forte pressione verso il basso dei prezzi da parte degli autotrasportatori, mentre la concorrenza apportata dagli operatori marittimi a corto raggio costituisce un altro fattore critico nell'ambito del mercato del Regno Unito. Riess, d'altro canto, lamenta le "difficoltà in ordine alla qualità ed alla capacità" della direttrice intermodale attraverso il Tunnel della Manica, laddove ogni anno vengono movimentati da 8.000 a 10.000 TEU di traffico trasportistico.

Riess ammette che - in media - la Transfracht tende ad essere del 5-10% più cara rispetto all'autotrasporto sulla direttrice per Mosca, ma esprime la propria soddisfazione in merito al fatto che "malgrado la sicurezza rappresenti un grave problema nei servizi di trasporto alla volta della Russia, noi non abbiamo mai perduto neanche un solo contenitore a causa di furti e questa è una considerazione decisiva per i caricatori". Egli, peraltro, ha sottolineato come vi sia la necessità di un efficiente corridoio ferroviario da Berlino a Mosca e come, peraltro, vi sia un grave problema finanziario nel riuscire ad istituirne uno. Nonostante queste difficoltà, circa 15.000 containers (per lo più unità che appartengono alle Ferrovie Russe) vengono trasportati annualmente sull'unico servizio in direzione est da Berlino a Mosca; c'é anche l'intenzione di inaugurare quanto prima un servizio in direzione ovest, non appena superati gli ostacoli di natura operativa. Questi ultimi sono in gran parte correlati alla difformità dello scartamento dei binari ed alla difficoltà di riuscire a far sì che l'equipaggiamento torni indietro dalla Russia alla Germania.

Da quando la Transfracht ha ridotto il numero dei terminals in cui essa concentra il proprio traffico, l'autotrasporto è divenuto - se possibile - ancora più importante e contribuisce in misura significativa alla rete di servizio. In generale, tuttavia, l'obiettivo, secondo quanto afferma Riess, è quello di "trasportare quanto più possibile per ferrovia ed il meno possibile via strada".

LE STAZIONI-NODO DELL'ALBATROSEXPRESS
Le 18 stazioni-nodo sulle quali si basano i servizi dell'AlbatrossExpress sono:

Augusta, Basilea, Berlino, Dortmund, Duisburg, Francoforte sul Meno, Colonia, Kornwestheim, Lipsia, Magonza, Mannheim, Monaco, Neu-Ulm, Norimberga, Offenburg, Regensburg, Schweinfurt, Worth.

Un altro concetto della gestione della Transfracht è quello della collaborazione con altri vettori, della quale i primi esempi sono rappresentati dai servizi congiunti per Mosca (unitamente alla Intercontainer-Interfrigo ed alla TransRail) nonché da Rotterdam a Magonza/Mannheim (in collaborazione con la European Rail Shuttle, associazione commerciale tra P&O Nedlloyd, Sea-Land e Maersk).

Lo scenario intermodale europeo ha raggiunto una fase cruciale. Le implicazioni della relazione tra la DB Cargo e la NS Cargo sono ancora ignote, ma si ritiene che l'intenzione sia quella di offrire servizi integrati intermodali e logistici a livello nazionale ed internazionale. Si può ipotizzare che la Transfracht si troverà a dover affrontare una concorrenza maggiore, tra l'altro da parte della sua società-madre.

La ventilata fusione tra la Bremer Lagerhaus-Gesellschaft e l'operatore terminalistico amburghese Eurokai, nonché le voci sulla costituzione di una nuova società intermodale i cui soci dovrebbero essere la BLG, la Eurokai e la DB Cargo, sono ancora tutte da confermare, di modo che è impossibile giudicare in questa fase quale impatto esse possano comportare.

Poi vi è anche la questione della controversa privatizzazione della DB, comprese le sue cinque unità commerciali. Al presente, non esiste alcuna certezza quanto a se, dove ed in quale forma ciò accadrà. Le elezioni avvenute il 27 settembre scorso, che hanno apportato un cambiamento alla guida del Paese, potrebbero avere quale conseguenza il rinvio di tale iniziativa. Al momento attuale, quindi, si possono fare solo ipotesi in ordine alle conseguenze che la privatizzazione potrebbe comportare per la Transfracht.

Per passare ai fattori positivi, la "assegnazione" alla Transfracht dei servizi in origine effettuati dalla NDX finirà per rafforzare la base della Transfracht nel mercato intermodale, dal momento che questo sviluppo nello stesso momento eliminerà una fonte di concorrenza (una parte della quale proveniva dalla DB stessa) e fornirà un puntello alle tariffe. La NDX veniva considerata come un soggetto assai aggressivo nella propria politica tariffaria. Si ritiene comunemente che nelle prime fasi della propria attività la NDX abbia scavalcato gli spedizionieri, effettuando il marketing direttamente nei confronti dei vettori marittimi e degli agenti marittimi, di modo che la cessazione dei servizi effettuati sotto il marchio NDX dovrebbe far sì che gli spedizionieri si dimostrino più amichevoli nei confronti dell'intermodale.

Nel frattempo, stando alle affermazioni di Riess della Transfracht, "siamo soddisfatti delle prestazioni ottenute da quando abbiamo adottato il nuovo modello imprenditoriale, specialmente perché abbiamo inaugurato un certo numero di nuovi servizi e l'introduzione dell'AlbatrosExpress è stata ben accolta dai nostri clienti". Tuttavia, il mercato intermodale europeo sta diventando sempre più competitivo e pericoloso.
