La situazione dei porti dell'Europa Orientale

La storiella che segue potrebbe essere avvenuta davvero. Un produttore di cristalleria di lusso doveva effettuare una spedizione alla volta di Mosca nell'agosto del 1998 attraverso il porto di Novorossiysk, nel Mar Nero. Una compagnia di navigazione di raccordo occidentale impiegò 36 ore per trasportare il box da 40 piedi della Evergreen da Gioia Tauro. La nave, però, incappò in una coda all'ormeggio causata da una cattiva programmazione degli orari e da una povera capacità di movimentazione navale. I documenti presentati ad uno dei 53.000 impiegati delle dogane russe tornarono indietro, essendo stati autenticati da un falso funzionario con bolli falsi.

In attesa che il conseguente sequestro terminasse, il carico aveva bisogno della certificazione Gosstandart. Questa commissione statale sulla standardizzazione richiede che il 60% circa delle importazioni russe si conformino alla stravagante normativa locale (ad esempio, i cosmetici devono essere testati su animali vivi). Essa lavora per mezzo di 800 organismi certificativi approvati; 10 hanno a che fare con l'estero.

Il transito doveva avvenire via strada. I terminals fluviali russi (per lo più per rinfuse) sono così scassati che il 70% del tempo delle imbarcazioni nel 1997 è stato trascorso all'ancora. I servizi ferroviari statali sono noti per i prezzi esorbitanti e per la carenza di equipaggiamento di movimentazione, specialmente per le unità da 40 piedi. In effetti, il 60% delle merci trasportate in Russia circola sul suo sistema stradale di 902.000 km (la ripartizione è maggiore della proporzione 70:30/strada:rotaia di quasi tutti i paesi).

I consigli in ordine alla sicurezza di Alan Wilkins, direttore della divisione Europa Orientale del TT Club, erano stati i seguenti: nascondere l'identità del carico, apporre sigilli con catenaccio non riutilizzabili, far viaggiare il box in un convoglio con guardie assunte per l'occasione. Ci si servì di un'impresa straniera (un recente controllo alla frontiera in Finlandia aveva appurato che, su 90 camion russi ispezionati, 58 erano in cattive condizioni di marcia). Infine, il box venne riempito con cura; solo il 3% delle strade sono autostrade ed il 65% necessita di riparazione (il logoramento prematuro dei veicoli ed il costo degli incidenti costano alla Russia qualcosa come il 2% del PIL annuale).

Il rombo del rublo

Durante il viaggio, in agosto, il rublo è precipitato cancellando la base dei consumi di lusso. Il camion finì il gasolio (c'è una grave carenza di stazioni di servizio in Russia). Una guardia fece una soffiata ad una banda, che rubò il carico. Afferma Wilkins: "Si può discutere circa la possibilità che qualche organismo locale abbia avuto o meno contatti con il crimine organizzato; è un fatto, comunque, che i furti del carico nell'ex Unione Sovietica hanno superato i danneggiamenti quale principale problema che gli assicuratori si trovano a dover affrontare". Forse si trattava degli addetti di una delle imprese di autotrasporto russe che da ultimo hanno dovuto lasciare il 70% della quota di mercato agli stranieri.

Il vettore contattò i propri assicuratori russi. Il tetto del 49% alla proprietà straniera dei fornitori nazionali ha scoraggiato gli stranieri dall'intervenire sul mercato. A luglio di quest'anno il parlamento lo ha ridotto al 15% ma ha imposto la condizione di una tradizione operativa nel paese di origine di almeno 25 anni. Il premio del fornitore russo era un affare, ma egli non aveva né l'intenzione (né il capitale per farlo) di coprire ogni reclamo (la Ingosstrakh, il maggior fornitore russo, nel 1998 ha liquidato danni per 11,65 miliardi di rubli, ovvero 51 milioni di dollari USA, rispetto ad entrate per premi assicurativi pari a 11,29 miliardi di rubli). Aggiungendo al danno le beffe, quando il vuoto tornò a Gioia Tauro, si trattava di una logora unità sovietica degli anni '70.

In Russia si parla di cambiamenti. Il presidente Boris Eltsin ha posto il veto sulle nuove misure inerenti alle assicurazioni e quindi ci si aspetta un tetto massimo di compromesso del 20% ed una tradizione operativa di 15 anni. Boris Nemstov, ministro dei trasporti, ha reso prioritario il miglioramento dei collegamenti ferro-stradali con il confine finlandese e gli stati baltici. Recentemente, Nemstov ha annunciato sconti del 30% per le spedizioni containerizzate ferroviarie, ricavati mediante la potatura di personale ed oneri sociali.

Tuttavia, le principali linee di navigazione occidentali con esperienze nella regione affermano che "vi sono un sacco di chiacchiere al riguardo, ma nulla di concreto". Wilkins spiega che la cultura protezionista di stampo comunista produce diffidenza nei confronti delle "incursioni" economiche straniere: "Essi vi dicono ciò che volete sentire, ma è meglio che vi concentriate su ciò che accade sul serio".

Quello che succede al momento è che Kalinigrad è unanimemente descritta come il peggior porto del Baltico, mentre degli altri 40 porti russi si dice che sono quantomeno decisamente arcaici. San Pietroburgo, peraltro, nel 1998 ha proceduto ad una riorganizzazione e ha dato un taglio alla burocrazia ed ai furtarelli. Esso ora si gestisce sulla base del "modello continentale", secondo il quale le infrastrutture vengono affittate dallo stato ad un operatore privato (la First Container Terminal). Con 193.500 TEU, la produzione relativa al 1998 è stata superiore del 13,5% rispetto a quella del 1997, ma un sacco di tali unità erano vuote, cosicché in realtà si è verificato un calo di 26.000 tonnellate di carichi per colpa del rublo. La crescita prima del disastro era stata del 15% annuo ed i dati relativi alla prima metà del 1999 indicano livelli simili a quelli precedenti la crisi, sebbene con una bassa produttività (18-20 movimentazioni per nave/ora) ed a prezzi alti.

Kir Kotin, dirigente marketing di San Pietroburgo, parla di programmi finalizzati all'ammodernamento del terminal container, con gru più grandi e maggiori spazi, una nuova stazione ferroviaria, un anello stradale ed un terminal all'ormeggio 101 (il che aumenterebbe l'attuale capacità di 200.000 TEU sino a 410.000 TEU entro il 2002). Quello che ora funziona è molto poco. Allo sviluppo portuale è stata - a parole - data la priorità dal governo sin dal 1991, ma dal 1993 al 1995 solamente il 3% dei fondi stanziati sono stati realmente impiegati. Nel 1994 l'ormeggio 101 di San Pietroburgo è stato messo in programma per il 1996, mentre gli sconti del 20-50% sulle tariffe promessi per gennaio non sono stati menzionati da Kotin. Le politiche relative alle assicurazioni ed ai trasporti dipendono dalle elezioni politiche di dicembre e dalle elezioni presidenziali della prossima estate. Ma anche se dovessero essere approvate, non vi sarebbe denaro per metterle in atto.

Un'indagine del Gruppo Financial Times (La logistica della catena dell'offerta nell'Europa Centro-Orientale) indica che il PIL è diminuito del 5% nel 1998, mentre l'inflazione è al 75%, le riserve d'oro sono pietosamente attestate a 10 miliardi di dollari ed il debito pubblico per il 1999 è previsto in 35 miliardi di dollari. Un programma finalizzato all'importazione di scorie nucleari per ferrovia potrebbe dare impulso al settore trasportistico, se i soldi restassero a casa; l'Accademia Russa delle Scienze, peraltro, dice che ogni anno prendono il volo dal paese 17 miliardi di dollari di capitali. Gli ultimi scandali finanziari correlati ad attività mafiose potrebbero portare al venir meno degli aiuti finanziari internazionali. Con le bombe che esplodono a Mosca ed il persistente conflitto in Dagestan, la Russia "sembra sempre più distante dai suoi vicini dell'Europa centrale" come afferma l'indagine del Financial Times".

Orso ammalato

La Russia è il malato d'Europa. E molti dei suoi vicini dei Mari Baltico e Nero, anche se - dovendo dipendere dal mercato russo - stanno dovendo subire un calo della produzione, riescono però a trarre vantaggi dalla povertà dei porti russi. Generalmente parlando, anche altri porti della regione vengono gestiti sul "modello continentale", ma - a differenza di San Pietroburgo - essi hanno alle spalle economie nazionali in buone condizioni, sono più vicine agli standard europei, stanno attirando a sé partners stranieri e, in alcuni casi, stanno mettendo in atto programmi di espansione aggressivi.

Se quel box di vetro italiano fosse stato spedito attraverso l'Ucraina, avrebbe avuto il piacere di passare attraverso il Porto di Odessa. Malgrado una blanda recessione, i porti del paese - che comprendono anche Ochakiv, Skadovsk, Nikolayev, Yalta e Illichiv'sk (26.000 TEU nel 1998) - sono cresciuti complessivamente del 15,4% all'anno fino a movimentare 19,32 milioni di tonnellate nei primi quattro mesi del 1999.

Odessa ha cominciato a movimentare box per la prima volta allorquando ha dato inizio ad operazioni congiunte con la "Ceres Ukraine", una filiale del Gruppo Ceres USA. Il terminal ha movimentato 47.321 TEU nel 1998 per più di 20 movimentazioni all'ora/gru (con un'età media della flotta pari a soli tre anni). Si è trattato di un calo dell'8,1% rispetto al 1997, ma la prima metà di quest'anno mostra un aumento del 2% annuo. Dati gli attracchi regolari della Evergreen, della Cosco, della Norasia e della Hapag-Lloyd, Chris Kritikos, dirigente capo della US Ceres, si aspetta quest'anno di eguagliare il 1998 ed afferma: "La maggior parte die nostri volumi è destinata al mercato ucraino, di modo che è logico che noi si finisca per migliorare". La Ceres Ukraine ha una capacità di 100.000 TEU e ha posto per un incremento del 30%. Aggiunge Kritikos: "Odessa si trova in una posizione geografica tale da poter naturalmente diventare uno scalo-nodo per gli stati dell'ex Unione Sovietica e per la Russia; la Ceres ha capitali abbastanza flessibili da poter supportare una simile crescita".

Questa non è di sicuro musica per le orecchie di Mihaita Emil Visoianu, direttore generale della MPAC (Maritime Ports Administration Constantza), in Romania, dato che il suo obiettivo dichiarato è il seguente: "Istituire una posizione-nodo per i traffici containerizzati della regione". A tal fine, per l'ottobre del 2001 è stato programmato presso il molo 2 un nuovo terminal da 162 milioni di dollari. La prima fase del progetto disporrà di 625 metri di banchina profonda 14,5 metri, nonché di una capacità di 337.000 TEU lavorati da tre gru a cavalletto da 50 tonnellate (con braccio di 35 metri); la seconda fase, invece, raggiungerà i 745.000 TEU nel 2008.

Ma cosa sta accadendo in realtà? Constantza dispone in effetti di un ampio hinterland nell'Europa centrale e di un corridoio danubiano alla volta del ricco nord. Inoltre, l'attuale terminal Socep sta davvero accrescendosi: esso ha movimentato 98.260 TEU nel 1998 (14% in più rispetto al 1997) e 45.000 TEU nella prima metà del 1999 (la capacità è di 90.000).

Sono stati trovati i fondi per il nuovo terminal (il 75% è dovuto ad un mutuo governativo giapponese, mentre il resto proviene dalla MPAC) ed è stato assegnato un appalto per la bonifica territoriale, ma la società che dovrebbe gestirlo non esiste ancora. Il progetto è stato discusso per più di due anni senza che venisse posato un mattone. Data la chiusura del Danubio a causa dei bombardamenti della NATO, Constantza ha perduto giornalmente incassi per 50.000 dollari. Ci potrebbe volere più di un anno prima che i traffici fluviali possano tornare quelli di prima. Una importante linea di navigazione ritiene che il progetto puzzi di bruciato: "Troppa roba e troppo presto: alla sua base c'è una dubbia economia".

La situazione è migliore nei porti baltici, anche se - data l'esiguità dei mercati nazionali e la posizione isolata - l'Estonia, la Lettoni e la Lituania dipendono dal transito in Russia per il 70-80% dei propri risultati produttivi.

Le operazioni containerizzate sono state contagiate dall'influenza russa, ma i porti per rinfuse stanno irrobustendosi sulle esportazioni russe: l'80% delle esportazioni del Porto di Tallin, in Estonia, è costituito da petrolio russo. Il Porto di Ventspils, in Lettonia, che movimenta il 15% delle intere esportazioni petrolifere russe attraverso un petroldotto che raggiunge le proprie raffinerie, sta valutando l'opportunità di realizzare un nuovo terminal containers da 28 milioni di dollari.

Le operazioni containerizzate del Porto di Tallin sono fiorenti. Presso la Baia della Città Vecchia il terminal HTG Invest movimenta 25 box all'ora/nave. I suoi risultati pari a 29.500 TEU del 1998 dovrebbero ridursi a 25.000 TEU quest'anno, sulla base dei 12.000 TEU movimentati nella prima metà del 1999. Peraltro, il terminal traghetti con pescaggio di 12,5 metri della Baia di Muuga parla di un nuovo sviluppo da 250.000 TEU. "Abbiamo fatto dei preparativi" afferma Helen Tavik, dirigente delle pubbliche relazioni. Il terminal ha movimentato 55.500 TEU nel 1998, 32.900 TEU nella prima metà del 1999 e - senza esagerazioni - si aspetta 56.000 TEU per la fine dell'anno.

Il porto lettone di Riga, specializzato in importazioni russe, non ha avuto altrettanta fortuna. Rispetto ai 122.000 TEU del 1998, la prima metà di quest'anno ha fatto registrare solamente 45.000 TEU, inducendo così a rinviare le speranze di espansione. Fred Kampermann, direttore del terminal, pensa che "le cose non possano andare peggio". Data però la sua reputazione quale terminal regionale più efficiente dal punto di vista amministrativo e tecnico (40 movimentazioni all'ora/nave), a lungo termine le cose potrebbero non andare così male.

Presso il porto di Klaipeda, in Lituania, il 40% dei containers è costituito da transiti russi. I containers sono arrivati per la prima volta nel 1995; dopo i bei tempi del 1997, i risultati sono calati del 6% nel 1998 sino a 36.736 TEU e sembrano destinati a diminuire ulteriormente con soli 16.859 TEU movimentati sino allo scorso mese di luglio. Tuttavia, entrambi i terminals di Klaipeda, il Klaipedas Terminales e la KCT (Klasco Container Terminal), sono gestiti da società occidentali. La KCT a gennaio di quest'anno ha cominciato ad utilizzare il suo nuovo sviluppo da 40 milioni di dollari e da 150.000 TEU (8 ettari sono ancora inutilizzati). Nello scorso mese di luglio, inoltre, la gestione della KCT è stata assunta dalla Eurogate (associazione commerciale BLG/Eurokai). La KCT si aspetta 20.000 TEU nel 1999 (rispetto ai 15.000 del 1998).

Aquila polacca

Con tutto ciò, è verosimile che il futuro scalo-nodo del Baltico orientale sia in Polonia. Tradizionalmente, la Polonia ha da sempre l'economia più salda di tutte le ex nazioni-satelliti. Già membro dell'OECD e della NATO, essa si aspetta di aggregarsi all'Unione Europea nel 2003. Il porto di Stettino è specializzato nel collegamento delle economiche esportazioni polacche dal suo vicinato industrializzato alla conurbazione di Berlino. Isolato dalla Russia, il terminal con pescaggio di 9,15 metri sulla Banchina Czeskie, gestito dalla Drobnica, nel 1998 ha quasi raddoppiato i propri risultati sino a 7.949 TEU per 20 movimentazioni nave/ora. Nel 1999 esso ha siglato nuovi accordi con operatori fluviali tedeschi e ha movimentato 6.727 TEU nella prima metà dell'anno; le previsioni parlano di 15.000 TEU per la fine dell'anno. Dato che la sua capacità è di soli 30.000 TEU; al momento ha in corso trattative con la Eurogate per uno sviluppo di 50.000 TEU, per circa 13 milioni di dollari.

Gdynia da sempre movimenta più del 90% della produzione polacca, con 213.366 TEU nel 1998 (20% in più rispetto al 1997) e con un calo sino a 91.804 TEU nella prima metà del 1999 (il calo stimato per la fine dell'anno è del 18%). Il suo BCT (Baltic Container Terminal), peraltro, malgrado una capacità di 350.000 TEU e di movimentazione pari a 67 TEU per ora/terminal, pesca appena 10,3 metri, con scarse riserve di terreno retrostante. Il BCT vede il proprio futuro nella vendita di se stesso ad un operatore internazionale, unitamente ad una quota dell'80% nella Baltic Container Lines (che nel 1998 ha trasportato 40.000 TEU). Darius Gregorkievicz, specialista di marketing del Porto di Danzica, ravvisa che il futuro dei due porti risieda della collaborazione "fondata sui servizi di raccordo assicurati da Gdynia e sui servizi diretti di Danzica".

La baia settentrionale di Danzica, profonda 15 metri, è l'unica infrastruttura ad acque profonde della regione. Danzica ha movimentato appena 2.738 TEU nel 1998 (17% in più rispetto al 1997), ma l'inaugurazione dell'infrastruttura dalla capacità di 35.000 TEU del terminal Banchina Szczecinskie a novembre del 1998 l'ha portata a movimentare 2.239 TEU nella prima metà del 1999. Inoltre, a luglio sono stati appaltati i lavori per una nuova infrastruttura da 500.000 TEU per 290 milioni dollari presso la Baia Settentrionale (che sta altresì costruendo nuovi collegamenti stradali ed una ferrovia a scartamento largo alla volta di Kaliningrad). Dato che il contratto definitivo non è stato rivelato a tutto il mese di ottobre, Gregorkiewicz ha mostrato discrezione: "La concezione generale è quella di realizzare tre ormeggi per tre navi lo-lo e due navi ro-ro lavorate da otto gru a cavalletto di cui quattro sono post-Panamax per navi da 6.000 TEU ed oltre, su di un sito da 85 ettari da completare - in varie fasi - entro il 2005". La sua previsione più pessimistica parla di 316.000 TEU entro il 2010, realizzati catturando traffico diretto in Germania ed il Olanda dalla Repubblica Ceca, dalla Slovacchia e dall'Ungheria, nonché carichi diretti in Finlandia e nell'ex Unione Sovietica, al servizio di 37 milioni di polacchi.

Mentre è difficile sopravvalutare i problemi che la Russia ha di fronte, è facile sottovalutare invece quelli che ancora devono affrontare i suoi vicini. Un collegamento intermodale senza interruzioni attraverso l'Europa orientale "non vi sarà nel corso della mia vita né in quello della vita di mio figlio" fa notare Wilkins del TT Club. Christian Mordhorst, uomo della P&ON a Mosca, avverte: "Questi paesi staranno in piedi o cadranno con la Russia". Secondo un'opinione diffusa, l'allargamento del divario tra i porti russi e quelli dell'ex Unione Sovietica farà sì che la Russia intraprenda drastiche misura al fine di riguadagnare quote di mercato. In questo clima, la sempre più indipendente Ucraina (con la sua attitudine organica alla crescita) e la Polonia sembrerebbero essere meglio piazzate per riuscire a fornire servizi ai nodi regionali. Ma la Russia, anche se malata, non dev'essere considerata morta. Gli investimenti ad opera della Eurogate, della Ceres e da importanti operatori regionali quali la Maersk e la P&ON sembrano presupporre una fiducia nella crescita a lungo termine. Come afferma Mordhorst, "quando le cose andranno meglio, allora vi saranno abbastanza carichi per tutti". Le trasparenti ambizioni dei russi non possono essere liquidate come semplici "chiacchiere": i governi vanno e vengono ma, come dicono a Mosca, "affari suono affari".
