Periodo duro per i porti africani

Problemi di operatività recentemente riscontrati nei porti di Lagos e Monrovia nell'Africa Occidentale stanno rendendo molto difficile la vita sia agli spedizionieri che ai vettori oceanici. In queste ore ci si sta chiedendo se ci sarà un futuro un po' più roseo per questi scali.

Le compagnie di navigazione europee che servono le regioni dell'Africa Occidentale di solito hanno problemi nel persuadere i rappresentanti o i managers del settore commerciale delle compagnie europee a volgere lo sguardo ai porti dell'Africa Occidentale. Non c'è da meravigliarsi, dato che negli ultimi anni ci sono state una serie di conflitti, piraterie, congestionamenti, corruzione, carestie e altri eventi poco piacevoli. Quello che fa ancora peggio sperare è che la situazione non sembra evolversi verso scenari più positivi. Senza alcuna sorpresa, non ci sono stati nuovi ingressi nel flusso di trade Europa-Africa Occidentale in questi anni.

Nel 2000, i traffici tra Europa e Africa Occidentale sembravano voler entrare in una fase leggermente più stabile, soprattutto in termini di tassi, dopo la nascita dello Europe West Africa Trade Agreement (EWATA). Le compagnie che fanno parte di questo accordo sono la P&O Nedlloyd (P&ON), la Safmarine, la Maersk Sealand, la Nile Dutch Africa Line e la West-Afrika Linien-Dienste. Comunque, il quadro è completamente mutato da quando il governo nigeriano ha imposto un'ispezione del 100% delle merci importate nel Paese alle dogane a partire dal Maggio 2001. Nel Maggio del 1999 era stata creata la Cotecna quale ente incaricato di effettuare le ispezioni.

Può darsi che il provvedimento sia stato introdotto anche per dei buoni motivi, dato che il governo ah perso un grande ammontare di denaro per la sbagliata o mancata dichiarazione di carichi in termini sia di valore che di contenuto. Comunque, non è un segreto che spesso le pratiche siano state falsificate volutamente, e il metodo di imposizione e di inflessibilità del nuovo sistema è stato visto, da alcuni importanti osservatori, come uno dei tanti cinici tentativi del governo e della National Port Authority (NPA) di fare più denaro. Qualunque siano le ragioni alla base dell'atto, le procedure da esso innescate hanno completamente fermato il porto di Lagos, il maggiore della regione, e hanno introdotto ulteriore caos nella già travagliata comunità di shipping.

Perché Lagos operi in modo efficiente, almeno nel contesto dell'Africa Occidentale, dovrebbero essere movimentati dai 500 ai 600 containers al giorno attraverso il porto, ma si è ancora lontani da questo. L'impatto globale delle nuove procedure ha portato a un considerevole calo nei volumi importati, dato che gli importatori spesso sperimentano delle scocciature, tra cui un aumento nel costo dei beni di consumo locali e la chiusura di alcune fabbriche produttrici di materie prime vitali. C'è stata anche una reazione a catena che ha colpito altri porti dell'Africa Occidentale. Con l'aumento dei costi per le compagnie di navigazione che fanno scalo ai porti nigeriani, soprattasse di E325 (US$285) per Teu e di E650 (US$570) per Feu sono state imposte dai membri della EWATA a partire dal 31 Maggio 2001.

Peter McNamara, commercial manager della Safmarine in Lagos, appena ritornato a Cape Town dopo due anni e mezzo di assenza, dice: "Certamente questa è un'istanza a carattere prettamente politico, ma il governo dice che non c'è traccia di congestione. L'ironia sta nel fatto che il governo stesso la sta causando da un lato e dall'altro la sta negando. E non si accorge che questa situazione va a tutto vantaggio dei principali concorrenti dei porti dell'Africa Occidentale, gli scali Messicani, che stanno progressivamente accrescendo la loro importanza".

Secondo McNamara, le operazioni non sono poi condotte così malamente a Port Harcourt, perché le dogane lì lavorano 24 ore su 24, e sono sempre più flessibili nei confronti dei bisogni degli importatori. Ma in generale la situazione a Lagos e, in particolare, presso il Terminal Apapa, è estremamente deludente. A metà del Giugno 2001, al giorno erano mossi dai 50 ai 60 containers attraverso il terminal, ma alla fine del mese la media era di 5 o 6 unità. Lagos ha la capacità di gestire fino a 8.000 containers, ma ci sono anche forse il triplo di questo numero sulla banchina attualmente, e nessuno sembra saperlo con precisione.

In condizioni di normalità, la NPA riserva uno spazio per accatastare i containers ordinatamente per ogni nave, ma da molte settimane or sono, i containers sono stoccati disordinatamente ovunque ci sia un po' di spazio, in un ordine puramente casuale. Al momento attuale, una volta effettuato lo sdoganamento, è responsabilità dell'importatore trovare la catasta di containers. McNamara commenta così: "il problema principale risiede nel riuscire a trovar il tuo container. E ciò genera ritardi. Gli importatori sono riluttanti ad andare avanti così, perché pensano di rischiare di essere denunciati per mancata dichiarazione di carichi".

In più, gli importatori devono anche pagare squadre per aprire e disfare i containers per permettere le ispezioni. McNamara ha fatto notare che il risultato di questa situazione è che sono aumentati considerevolmente i furti. In più, quando i containers sono richiusi, l'operazione è spesso fatta così male che a volte fino a un quarto del contenuto del container è dimenticato sulla banchina.

Un rappresentante di un altro vettore oceanico facente scalo all'isola di Tin Can (Lagos), si lamenta anche di più: "I carichi Ro-Ro e le macchine sono un grosso problema a Tin Can perché il porto è utilizzato come area di stoccaggio dai commercianti di veicoli. Il disordine con cui sono disposti i veicoli stessi è di ostacolo a una qualunque movimentazione ordinata di carichi, all'accesso degli ispettori e a qualunque piano razionale di evacuazione dell'area portuale. Tutti i generi di carichi sperimentano un ritardo che va dai 10 ai 12 giorni dalla data di arrivo alla procedura di sdoganamento e di via". Il numero di containers sdoganati è stato superiore a quello di Apapa, ma la NPA cerca di dipingere un quadro più positivo. Questo perché la NPA cerca di minimizzare e nascondere le sue scarse performances e di proteggersi dalla pubblicità negativa. Ma il quadro è ancora piuttosto negativo.

I vettori oceanici non hanno ancora un'opinione definitiva, ma si adattano alla svelta alla situazione. La Safmarine ha movimentato circa 2.000 containers verso un deposito a Kiri-Kiri, quasi 10 km al di fuori di Lagos. Globalmente, l'impresa ha un arretrato di 6.000 containers da movimentare. Lo stesso per le altre principali aziende del settore che operano a Lagos, e questa può essere considerata una delle cause dei rallentamenti del porto.

Il traffico in esportazione ha subito gli effetti anch'esso di questa disorganizzazione, e in particolare del fatto che la NPA non consente il packing nel porto. Sono anche pochi i containers vuoti a disposizione degli esportatori. Per fortuna, quest'anno la stagione della raccolta e del trasporto delle noci di cocco è terminata prima dell'imposizione delle restrizioni, ma con la stagione dei raccolti generali di Novembre/Dicembre sembrano profilarsi all'orizzonte problemi di maggiore portata.

Per quanto concerne il coinvolgimento della Safmarine, la congiuntura attuale ha prodotto implicazioni molto negative sul livello di copertura economica che la compagnia ha da sempre garantito in Nigeria. Lo scalo di Lagos, che in media genera ritardi di 4-7 giorni, è stato eliminato dalle agende di programmazione dei principali servizi europei del gruppo, Maxi ed Elisa. Altri vettori oceanici hanno escluso temporaneamente il porto di Lagos. McNamara ha notato che capita che fino a 60 navi si trovino a essere in coda davanti alle banchine del porto africano.

Un effetto diretto di tutto ciò è stato lo spostamento del traffico containers nigeriano al vicino porto di Cotonou, a Benin. Lì il carico è disfatto e trasportato in un secondo momento come rinfusa solida oltre i confini via camion, e attualmente un camion aspetta anche più di un mese prima di passare la dogana, dato che ci sono code che raggiungono i 400 veicoli. In aggiunta a ciò si consideri il fatto che il traffico attraverso un altro porto nigeriano è stato vietato dal governo locale, e questo ha prodotto un aggravarsi del livello di congestione dell'industria a Benin.

McNamara l'ha presa con molta filosofia in proposito agli effetti globali delle nuove politiche: "Perché l'NPA non ha pensato e non ha dato a tutti almeno 6 mesi per portare a termine tutte le azioni intraprese, invece di solo una notte? Dal canto loro i vettori oceanici stanno facendo pressione sui canali usuali, come la European Community Shipowners Association (ECSA), ma c'è ancora molto da farsi. Però, il popolo nigeriano è pieno di risorse e cercherà di sopravvivere al meglio al congestionamento dei traffici".

In aggiunta agli svariati problemi nigeriani, i vettori oceanici e gli spedizionieri stanno fronteggiando un incubo in Liberia. I volumi possono essere piccoli in termini globali, con soli 6.200 Teus all'anno importati dall'Europa e 2.500 Teus esportati attraverso il porto principale di Monrovia, ma al momento attuale le circostanze non sono le più favorevoli.

Il 6 Giugno 2001, l'Autorità Portuale Nazionale della Liberia ha comunicato solo verbalmente agli operatori portuali esistenti che per continuare a lavorare le compagnie di stoccaggio devono essere al 100% di proprietà della Liberia. Sembra che gli attuali operatori abbiano minato la posizione delle altre compagnie liberiane ed abbiano dato alla Stevefor la giurisdizione per ingaggiare dei gruppi di lavoratori portuali per gestire la totalità delle navi containers che fanno scalo a Monrovia (la Stevefor è rimasta latente per 18 mesi prima di ottenere la giurisdizione, ma come sussidiaria della Denco, un agente di proprietà liberiana che rappresenta i vettori oceanici). Sebbene non sia una situazione di monopolio ufficiale, le fonti locali dicono che de facto lo sia. La ragione sottostante a ciò, come spiega un rappresentante di una compagnia di navigazione, è che il governo della Liberia cerca ulteriori fonti di denaro dopo che le sanzioni dell'UN hanno iniziato a farsi sentire. La LMSC, la maggiore compagnia di stoccaggio di liberiani, anche se non al 100% di proprietà liberiana, è stata pian piano costretta a uscire dal mercato.

Un portavoce di una compagnia di navigazione locale operante a Monrovia ha dichiarato che non ci sono contratti scritti tra la Stevefor e i vettori oceanici. In più, voci di corridoio sostengono che l'impresa non accetterà alcuna responsabilità in merito. La compagnia di stoccaggio ha dichiarato che ha una propria assicurazione ce l'ha già, ma che non è stata presentata alcuna prova o accusa effettiva. Come risultato, le associazioni sindacali rappresentative della P&I sono estremamente infelici dell'ambente operativo, e ciò ha prodotto un aumento dei premi. Per coprire questi costi, i membri dell'EWATA sono stati costretti a imporre un sovraccarico agli spedizionieri di E300 (US$255) per Teu, con effetto dal Luglio 2001. Del resto, essi non sono in grado di imporre soprattasse locali nel tentativo di recuperare i costi operativi in crescita.

La stessa fonte ha rilevato svariati esempi recenti dei servizi operativi offerti dalla Stevefor:

  • Il danneggiamento del ponte di una nave perché le valvole blocca torsione non erano state aperte al momento dello scarico del container;

  • Un camion ha dovuto attendere oltre quattro ore prima di essere svuotato con guide asimmetriche;

  • Una nave è stata costretta a far navigare 20 containers tutti di colpo, con 60 operazioni fatte in 12 ore;

  • Le pilotine sono rimaste senza carburante, che ha dovuto essere pagato dagli agenti stessi;

  • I containers frigo sono stati svuotati prima ancora di staccare le prese elettriche;

  • I piani di carico e scarico dei rappresentanti delle compagnie di navigazione sono stati respinti;

  • I costi operativi delle operazioni portuali sono saliti del 100% in due mesi, con doppie fatturazioni della NPA e della Stevefor.

Questi errori hanno contribuito all'incidente accaduto alla Torn Alexandra il 25 Giugno del 2001, che ha causato la perdita di 300 Teus. Nessuna responsabilità è stata ancora ufficialmente attribuita, ma è certo che i dipendenti della Stevefor, che si sono occupati delle operazioni di scarico, hanno ignorato le regole di carico e scarico dalle navi, rendendo così instabile la nave. Tra i 10 e i 15 containers sono caduti in mare, tra la nave e il muro della banchina, si pensa per il fato che essi sono stati scaricati con un angolo di 55° contro il muro stesso. Peter Albeck, vice presidente in carica della Torm Lines, di base a Copenhagen, dice: "Con rispetto all'incidente della Torn Alexandra, non si può non rilevare che questo sia stato un ulteriore intralcio per l'attività a banchina, che è stata bloccata in una porzione considerevole. È ancora prematuro a questo punto attribuire delle concrete responsabilità, ma il clima adesso è molto teso e la gente è molto arrabbiata". Aggiunge anche: "il governo della Liberia ha di recente nazionalizzato il settore dello stoccaggio e la Stevefor sta svolgendo la totalità del lavoro. Essa ritiene di avere già imparato tutto dal periodo passato sotto l'egida della Denco, ma in realtà i fatti sembrano dimostrare il contrario".

Dopo l'incidente, operatori danesi stanno mettendo a posto la situazione e completando lo scarico dalla nave in questione, che entro pochi mesi dovrebbe essere di nuovo in grado di salpare. Nel mentre, la banchina continua ad essere operativa, ma ci sono problemi di accesso per i containers più pesanti dato che Monrovia ha un pescaggio limitato. Fortunatamente, a causa della congiuntura economica, una fonte delle compagnie di navigazione ha svelato che solo 120 Teus sono stati scaricati per nave, contro i circa 200 Teus dell'anno scorso, pertanto, nonostante la fase critica, il quadro globale non si è ulteriormente peggiorato.

È da rilevare anche il fatto che la NPA non fornisce commenti ufficiali e si mantiene volutamente ambigua sulla situazione a Monrovia, sebbene ne sia certamente totalmente consapevole.

Il quadro appena dipinto prospetta verso un futuro certamente poco roseo. Il modo di gestire le navi a banchina deve essere cambiato, come anche la visione di fondo delle politiche della NPA. Una volta che ci sarà piena consapevolezza e maggiore lungimiranza forse si faranno dei passi avanti, che sono necessari perché se un bel momento le navi smettessero di fare scalo ai porti africani occidentali la regione intera perderebbe una delle più consistenti fonti di entrate monetarie. Tutto sta nelle mani delle autorità istituzionali nazionali. Le compagnie di navigazione da sole possono fare ben poco, se non attività di lobbying.
