La concorrenza nel settore del trasporto di automobili

Nel corso degli ultimi 10 anni, la containerizzazione ha intaccato molto seriamente il settore dei carichi maggiormente unitizzati che continuano ad essere spediti convenzionalmente, quali i prodotti forestali, la frutta ed i minerali raffinati. Poche cose sono sfuggite alle grinfie fameliche del settore. L'unica eccezione è quella delle CBUs (automobili assemblate). Anche se questo traffico sembrerebbe ideale per i contenitori, i vettori di auto finora sono riusciti a difendere energicamente la propria quota di mercato, tenendo a notevole distanza gli operatori di containers. Tuttavia, ci sono stati alcuni recenti sviluppi che suggeriscono che la guerra potrebbe non essere ancora finita.

La principale arma dei vettori di auto consiste nel prezzo. A causa della loro specializzazione di mercato, delle economie di scala e delle semplici operazioni ro-ro, alcuni veicoli possono essere movimentati sulle rotte a lungo raggio fino al prezzo di 200 dollari USA. Tenendo presente che solo un'automobile di solito può essere inserita in un container da 20 piedi (TEU) e che, per i modelli più grandi, potrebbe non esserci abbastanza spazio perché l'autista riesca ad uscire una volta entrata l'auto nel container, è ovvio come questa sia una grossa sfida per i vettori di containers. In gran parte delle direttrici di traffico mondiali, i vettori di containers spesso non riescono ad offrire tariffe di nolo inferiori ai 500 dollari USA/TEU per i prodotti trasportati, a meno che non intervengano circostanze eccezionali.

Tuttavia, il cambiamento dei modelli commerciali globali potrebbe venire in soccorso dei tifosi del container. Adesso ci sono molti più contenitori vuoti da riposizionare in tutto il mondo, e di questo, a certe condizioni, ci si potrebbe servire per trasportare le CBUs in modo più economico.

Ad aprile, in occasione della settima conferenza annuale di Containerisation International svoltasi a Londra, Knud Stubkjaer, socio della AP Møller-Maersk Group, ha sottolineato questo punto: "Il crescente costo della movimentazione dei contenitori vuoti in tutto il mondo è una delle maggiori sfide che i vettori marittimi come la Maersk Sealand si trovano a dover affrontare oggi".

Al fine di dimostrare il concetto, Stubkjaer ha messo in evidenza come, secondo la Drewry Shipping Consultants, il traffico in direzione ovest dall'Asia all'Europa nel 1997 fosse stato solo leggermente più intenso di quello in direzione opposta (2,9 milioni di TEU rispetto a 2,4 milioni di TEU). I traffici transatlantici erano stati in equilibrio (1,5 milioni di TEU in entrambi i sensi) ma i traffici transpacifici in direzione est erano stati notevolmente più intensi rispetto alla direzione ovest (4,8 milioni rispetto a 3,5 milioni di TEU). Le corrispondenti posizioni dello scorso anno (in milioni di TEU) sono rispettivamente degenerate in 5,2 rispetto a 3,2, 2,2 rispetto a 1,6 e 9,4 rispetto a 4,3 milioni di TEU, il che ha comportato il fatto che i vettori abbiano avuto sulle navi molti più spazi vuoti ed inutili.

Il cambiamento dei modelli di traffico per le CBUs non ha apportato vantaggi ai vettori di automobili. Al fine di trarre il massimo dai propri beni, il traffico a due sensi è senz'altro preferibile, ma sempre meno disponibile. Ad esempio, molte auto giapponesi vengono adesso assemblate fuori dal paese, e le CKD (auto smontate) in uscita dal Giappone vengono normalmente spedite in contenitori. Anche le importazioni di veicoli stranieri in Giappone restano a livelli bassi.

Peraltro, far sì che i produttori di auto accettino i containers preferendoli alle spedizioni ro-ro richiede ben altro che la semplice offerta del giusto numero di contenitori vuoti al giusto prezzo. Essi si aspettano, altresì, che i vettori di contenitori si comportino come i vettori di auto, andandosi a conciliare con le catene delle forniture istituite per il resto del traffico CBU.

Il mercato sudafricano fornisce un buon esempio di ciò che questo significhi in pratica per i vettori di containers, nonché di come il mercato delle CBU stia cambiando. Il paese è un grosso mercato d'importazione per le CKD. Molti produttori di veicoli a motore vi hanno realizzato grandi impianti di assemblaggio, in questo assistiti dalle sovvenzioni agli investimenti per le CKD e protetti dalle imposte sulle importazioni di CBUs. In seguito ad un periodo di razionalizzazione tra le linee di assemblaggio globali dei produttori di veicoli a motore verso la fine degli anni '90, la Volkswagen, la (DC) Daimler-Chrysler, la Honda e la BMW adesso esportano veicoli con la guida a destra verso quei paesi in cui la guida è da quel lato. Poiché vi è ancora poco traffico CBU che viene movimentato in direzione sud, ed i volumi di CBUs in direzione nord sono piuttosto piccoli, i vettori di contenitori sono stati in grado di irrompere in questo traffico.

Dal momento che la Safmarine ha avuto un ruolo importante nel persuadere la DC a spedire i suoi veicoli Mercedes Classe C nel Regno Unito in tal modo nel 2000, essa è assai qualificata in ordine alla valutazione delle difficoltà che ciò comporta. Dave Kirkman, dirigente contabilità auto della Safmarine nel Capo Orientale del Sudafrica, commenta: "E' difficile, perché i produttori di auto quale la DC vengono utilizzati al fine di impiegare i servizi ro-ro per il traffico CBU. Qualsiasi altra cosa richiede un modo diverso di pensare ed il cambiamento non è mai facile per nessuno. Noi siamo stati fortunati, nel senso che l'amministrazione locale della DC in Sudafrica ha potuto scorgere la possibilità di ridurre i costi complessivi mediante il collegamento del proprio traffico CKD in direzione sud dalla Germania con il ritorno delle CBUs nel Regno Unito, e perciò ha avuto un incentivo ad esplorare tutte le opzioni disponibili".

Il primo grosso ostacolo che la Safmarine si è trovata ad affrontare è stato quello di dover fornire abbastanza capacità in termini di naviglio dove e quando richiesto. Poiché il consorzio Saecs - nell'ambito del quale la Safmarine collabora con la P&O Nedlloyd, la DAL e la Maersk Sealand - non sarebbe in grado di assicurare né lo spazio, né il servizio containerizzati alla volta dei porti appropriati (East London in Sudafrica, proprio in prossimità delle linee di assemblaggio della DC, e Bristol nel Regno Unito), si è dovuto provvedere alla messa in campo di un secondo allacciamento settimanale che impiega una flotta di 8 navi da 1.900 TEU.

Fortunatamente, essa è stata in grado di recuperare abbastanza traffico ulteriore da aggregare alla commessa iniziale della DC dell'ordine di circa 30.000 auto (10.000 TEU) all'anno per giustificare l'ardita decisione. Parte dell'equazione ha comportato il dirottamento del traffico CKD diretto a sud della CD dall'allacciamento principale della Saecs. Il servizio non era adatto per i carichi diretti a nord poiché esso fa scalo a Port Elizabeth in Sudafrica, in prossimità di East London, ed a Tilbury, nella parte opposta del Regno Unito.

A questo riguardo, i vettori di auto sono molto più flessibili, non essendo limitati dalla domanda di altri carichi in contrasto. Essi si occupano solo dei traffici di veicoli a motore, laddove i vettori di containers hanno molte esigenze di altri settori industriali da soddisfare. Inoltre, gli ormeggi dei terminals contenitori dei principali porti di norma non dispongono dello spazio per assicurare il deposito delle CBUs, il che li mette immediatamente in posizione di svantaggio nelle operazioni ro-ro.

Ad esempio, Portbury, nei pressi di Bristol, assicura un servizio completo di pre-consegna ed ispezione per tutto il traffico della DC, e non solo per quello proveniente dal Sudafrica. Le auto d'importazione possono essere modificate in vari modi, al fine di adattarle alle esigenze dei locali d'esposizione. Tutto ciò che possono fare i terminals contenitori per essere competitivi è movimentare i box. Al di là di questo, occorre impiegare i depositi esterni, il che comporta costi aggiuntivi che devono essere assorbiti dai vettori di containers. Per garantire le operazioni del Saecs in tale contesto, Portbury attualmente movimenta circa 580.000 CBUs all'anno.

L'asso nella manica del Saecs, tuttavia, è consistito nella sua capacità di fornire una montagna di vuoti da 40 piedi in più in Sudafrica. L'equipaggiamento viene per lo più utilizzato da caricatori europei, mentre i caricatori in direzione nord preferiscono l'equipaggiamento da 20 piedi per i loro più pesanti carichi in esportazione. I membri del Saecs hanno anche acconsentito a fornire qualche 40 piedi pallet-wide aggiuntivo, al fine di aiutare la DC a passare ad un sistema di ordinazioni pezzo per pezzo per le proprie linee di assemblaggio CKD, invece delle usuali ordinazioni di kit di auto complete.

Un altro ostacolo per la Safmarine è stato quello di trovare un idoneo sistema di movimentazione delle merci containerizzate per il carico, lo stivaggio e lo scarico delle auto della DC. Come menzionato prima, senza uno speciale sistema di rastrelliere, normalmente in un container da 40 piedi possono essere caricate solo due auto, mentre nel caso che si usino le rastrelliere si possono stivare tre o quattro auto, a seconda del fatto che vengano impiegati box high-cube o da 8 piedi e 6 pollici. I vettori di auto non hanno questo problema, di modo che, anche qui, la DC si aspettava che il servizio del Saecs provvedesse al riguardo.

Nel mercato sono disponibili diversi sistemi di rastrelliere. In ultima analisi, il Saecs ha scelto il sistema pieghevole a cassetta per auto Kar-Tainer della Axis, che preferisce i box alti 8 piedi e 6 pollici. Esso consente il carico preventivo di tre auto al di fuori del container. Il Kar-Tainer offre altresì una cassetta a due auto per il carico di quattro veicoli in un box da 9 piedi e 6 pollici, ma questo tipo di equipaggiamento finora non è stato richiesto dal Saecs. Alla fine dello scarico a Portbury, 39 cassette ad unica auto possono essere ripiegate per il ritorno ad East London in un contenitore da 40 piedi. Il costo di questo equipaggiamento, a detta del Saecs, non riguarda solo quanto precede. Oltre a fornire tutto l'equipaggiamento, la Kartainer provvede anche al personale che il Saecs impiega a fini assistenza alle operazioni di carico, allo scopo di minimizzare i danni.

Dichiara Kirkman: "Questa è una parte importante del nostro pacchetto per la DC. Allo scopo di convincere la DC ad accettare la containerizzazione, dovevamo dimostrare che il nostro livello di danni alle auto avrebbe dovuto essere buono almeno come quello assicurato dai vettori. Alla fine, abbiamo dimostrato che è migliore. Dopo aver trasportato oltre 50.000 veicoli, i reclami sono stati trascurabili. Tanto è vero che persino la DC a Bristol si è convertita al nostro modo di pensare. A loro piace in particolare il fatto che le auto possano essere spedite senza una pellicola protettiva di plastica sulle parti-chiave - quali il cofano e gli specchietti laterali - che per i vettori di auto rappresentano la prassi normale. Pertanto, le auto hanno bisogno di meno preparazione prima del loro invio da Portbury ai saloni di esposizione".

Tenendo presenti tutti i costi aggiuntivi che sono connessi alla containerizzazione, non è facile confrontare le tariffe di nolo tra i servizi ro-ro e quelli containerizzati. Ciò che appare chiaro, tuttavia, è che se il Saecs riuscirà a fare un po' di soldi, sarà dovuto solo ai risparmi derivanti dal non dover riposizionare box vuoti di ritorno in Europa. Fonti di mercato suggeriscono che, per essere competitivi con i vettori di auto, è probabile che sia stata offerta alla DC una tariffa di nolo inferiore ai 500 dollari/veicolo, ma, come menzionato in precedenza, l'accordo relativo al nolo del Saecs in direzione nord fa parte di un pacchetto andata e ritorno.

Riassumendo, perciò, il solo disporre di una montagna di vuoti da riposizionare non rappresenta una ricetta sicura per il successo nella concorrenza con i vettori di auto. I vettori di containers devono altresì dimostrare di poter fungere da vettori di auto. Ciò significa scegliere i porti giusti di carico e scarico ed essere capaci di assicurare ciò che in effetti corrisponde ad un'operazione ro-ro per mezzo dei propri containers, il che è costoso.

Ed anche così, potrebbero non essere in grado di far concorrenza ai prezzi offerti dai vettori di auto. Come già detto, i vettori di auto possono movimentare alcuni veicoli per una tariffa di nolo da varco a varco di soli 200 dollari/TEU. Commentando tale situazione, Kerstin Berqvist, responsabile della contrattazione dei noli della Volvo in Svezia, osserva: "Anche nei traffici in direzione est dall'Europa all'Asia, che sono nettamente sbilanciati, nessun vettore di contenitori ci ha ancora contattato con offerte di questo tipo. Ed anche se lo avessero fatto, come l'avrebbero messa con le tariffe molto più alte quotate per i nostri alti traffici?".

Chris Connor, dirigente capo operativo della Wallenius Wilhelmsen Lines, nonché stagionato veterano dei mercati dei vettori sia di auto che di contenitori, ha aggiunto: "Per lo più, i vettori containerizzati sono in grado di competere con noi solo laddove i fornitori non sono stati in grado di realizzare una massa critica bastante per le nostre navi. In questo senso, essi forniscono un servizio valido. Ma, una volta ottenuta una sufficiente massa critica, normalmente prevaliamo noi. La nostra struttura dei costi è senz'altro inferiore a qualsiasi cosa i vettori dei containers riescano ad offrire".

I vettori di auto hanno altre armi a propria disposizione, come indica Svein Steimler, vice presidente esecutivo della NYK Line (Europa) Ro-Ro Ltd. Il vettore gestisce una flotta di oltre 90 navi, ciascuna delle quali offre una capacità tra i 6.000 ed i 7.000 CBU, ed attualmente movimenta tra i due ed i tre milioni di CBU all'anno.

Osserva infatti: "La NYK non offre solo un servizio da banchina a banchina. Possediamo altresì terminals localizzati in posti strategici e siamo in grado di offrire, su richiesta, servizi logistici interni. Inoltre, possiamo offrire servizi a raggiera in Europa attraverso la nostra quota di partecipazione al 50% all'operatore di servizi di raccordo a corto raggio United European Car Carrier, che effettua operazioni con altre 20 navi".

L'ultimo terminal della NYK, a Shanghai, è stato inaugurato solo alla fine dello scorso anno, ed assicura una lunghezza di banchina pari a 220 metri, offrendo uno spazio di parcheggio a 7.000 unità.

Sorprende poco, perciò, il fatto che i vettori di containers considerino l'aumento dei costi di riposizionamento dei box vuoti come una seria sfida. Pur ammettendolo, la Kar-Tainer vede ancora un brillante futuro in serbo per i vettori di containers.

Kevin Erasmus, direttore anziano della società per le operazioni e lo sviluppo del prodotto, conclude: "Riteniamo - ed abbiamo dimostrato - che il sistema a cassette della Kar-Tainer offra all'industria automobilistica un'alternativa complementare di nicchia al ro-ro, in particolar modo per le direttrici a piccoli volumi dai 3.000 ai 10.000 veicoli l'anno. I vettori di contenitori non dovrebbero sottovalutare i vantaggi dei propri tempi di viaggio più veloci e degli orari più diretti in queste direttrici di traffico. L'eliminazione del solo trasbordo può ridurre i danni ed i furti in misura significativa".
