Tangeri trasforma la regione

Il nuovo complesso portuale di Tanger Med, che è in fase di sviluppo a circa 45 km dalla città di Tangeri, trasformerà la regione e probabilmente l'intero settore industriale della navigazione marittima di linea e portuale del Marocco.

Attualmente, Maersk Line, CMA CGM (compresi i servizi effettuati dai membri del gruppo Delmas ed OT Africa Line) e Mitsui OSK Lines utilizzano il porto del Tanger Med principalmente quale hub di raccordo per l'Africa Occidentale.

Ma, come spiega Said Elhadi, presidente del consiglio di amministrazione della TMSA (Tanger Mediterranean Special Agency), il Tanger Med è molto più di questo.

Quale responsabile dell'autorità portuale e dell'agenzia per lo sviluppo e la consegna del nuovo porto, il suo compito è quello di utilizzare i traffici di trasbordo del porto e, si spera, la crescente base clientelare quali “strumenti per attirare un numero maggiore di carichi locali e nazionali”.

“Non ritengo che la suddivisione percentuale possa cambiare molto in futuro” dichiara Elhadi.

“Il mio obiettivo è quello di vedere che il 5-10% dei risultati annuali del Tanger Med si riferisca a traffici di porta d'accesso (importazioni ed esportazioni marocchine).

Peraltro, si tratterà del 5-10% di una torta molto più grande e ciò contribuirà a creare posti di lavoro locali sostenibili e ad alimentare ulteriormente gli investimenti in quest'area”.

Elhadi ha dichiarato che la fiducia è aumentata da quando è stato lanciato il progetto relativo al porto e si è potuto adoperare il primo terminal.

“La Renault, il produttore di automobili, ha preso la decisione di effettuare investimenti a Tangeri nel 2007 ed essa è stata assunta sulla scorta della piattaforma portuale integrata e diversificata che stavamo realizzando e della notevole estensione di terreno che potevamo offrire loro per costruirvi una nuova fabbrica” spiega Elhadi.

Attualmente, la TMSA dispone di 3.000 ettari di terreno per i potenziali propositi di sviluppo.

“Essi dispongono di un sito a circa 30 km dal porto, che è collegato sia alla ferrovia che alla nuova autostrada ed investiranno fino a 1,5 miliardi di euro in un impianto in grado di produrre 200.000 auto all'anno” dichiara.

“Ci aspettiamo che la produzione possa iniziare nel 2012; la maggior parte dei prodotti saranno costituiti dal nuovo modello destinato all'esportazione in Europa ed in Africa Occidentale.

Lo sviluppo in questione darà impulso sia alle importazioni che alle esportazioni presso il Tanger Med, incoraggiando altresì gli investimenti in attività ausiliarie e di supporto, dal momento che il 60% delle componenti di auto nuove verrà reperito a livello locale”.

Elhadi ritiene che il piano finanziario industriale della TMSA e l'approccio logistico integrato porteranno ad una messe di dividendi.

“Siamo molto ambiziosi su questo fronte e puntiamo a diversi altri progetti simili.

Dopo le automobili, ravviso incredibili opportunità nei settori dell'elettronica e del tessile/abbigliamento”.

Tuttavia, il dirigente della TMSA vorrebbe altresì che il Tanger Med venisse maggiormente coinvolto nel mercato di Casablanca per movimentare una fetta maggiore dei traffici internazionali di quella città.

Casablanca rappresenta la più grande zona di consumo e generatrice di carichi del paese e, anche se la maggior parte dei traffici viene instradato attraverso il porto della città, egli ritiene che per l'Europa, il Nord America e l'Estremo Oriente il Tanger Med sia situato in una posizione migliore.

“Allo scopo di lavorare per conseguire ciò, dobbiamo far parte di una filiera delle forniture integrata” ha detto Elhadi “e questo vorrà dire l'istituzione di centri dedicati a porti terrestri ed alla logistica nei nostri mercati maggiormente decisivi.

A tale proposito, ci siamo assicurati un appezzamento di terreno a Casablanca e riteniamo che esista del potenziale in città quali Fez e Marrakesh”.

La ferrovia sarà decisiva a questo riguardo ed Elhadi sa che essa dovrà essere efficiente ed assai competitiva se il Tanger Med vorrà accaparrarsi la sua quota di mercato.

Hanno già preso il via servizi regolari di treni-blocco dal vicino piazzale ferroviario dalla capacità di 400.000 TEU, che è stato costruito alle spalle dei due terminal in porto.

Attualmente, su ciascun treno può essere caricato un massimo di 66 TEU.

Il servizio è effettuato dalla Navi-land, che è un'unità operativa della SNCF, società francese a controllo statale, ma secondo Elhadi si tratta solamente di un accordo provvisorio.

“Le procedure finalizzate al cambio dell'operatore sono già in corso e noi speriamo di pubblicare entro breve la documentazione relativa al bando” ha dichiarato.

“È mia intenzione avere qui un nuovo operatore in funzione entro la fine del 2010 nella peggiore delle ipotesi”.

Anche se i vettori marittimi hanno mostrato interesse verso questo sviluppo, un dirigente ha sottolineato - trincerandosi dietro l'anonimato - che ci sarebbe ancora molto da fare in relazione alle questioni degli orari, delle tariffe e degli sdoganamenti.

“I caricatori avrebbero altresì bisogno di qualcosa che li convinca a sviarsi dalle rotte tradizionali e questo potrebbe richiedere tempo” ha affermato.

“Per noi, la vera priorità risiede nel far funzionare questo porto efficacemente quale hub e di lavorare in stretta collaborazione con il nostro partner terminalistico al fine di far sì che si possa ricevere il servizio di cui le nostre navi hanno bisogno”.

Fino adesso, la TMSA si è concentrata sullo sviluppo delle infrastrutture portuali, sull'affidamento in concessione delle proprie attività di movimentazione dei carichi, nel miglioramento della propria capacità di collegamento con il resto del Marocco mediante la costruzione di nuove connessioni stradali e ferroviarie e nell'acquisizione di terreni al fine di ampliare la sua piattaforma logistica e le proprie capacità di lavorazione delle merci.

Chiaramente, è qui cha va in pezzi un'altra illusione.

Il Tanger Med non è in corso di sviluppo quale por-to containerizzato puro, bensì quale centro integrato per la lavorazione e la distribuzione dei ca-richi e l'effettuazio-ne di servizi marit-timi.

Infatti, Elhadi nutre l'ambizione che il Tanger Med possa diventare “la Singapore dello Stretto di Gibilterra”.

Al di là del settore della movimentazione dei container, il Tanger Med, ad esempio, potrà disporre di un'infrastruttura dedicata alla movimentazione delle automobili - sino a 400.000 unità verranno trattate annualmente nella fase iniziale di sviluppo, mentre il terminal avrà una capacità definitiva di un milione di unità - e di un terminal ro-ro (passeggeri e merci).

Quest'ultimo comprenderà approssimativamente otto moli, principalmente al servizio dei traffici di trailer accompagnati e non.

È altresì in costruzione un complesso per l'importazione ed il deposito di petrolio.

Il livello dei traffici containerizzati non è cresciuto come ci si aspettava, date le tumultuose condizioni economico-finanziarie che si sono dovute affrontare a livello mondiale nel corso degli ultimi due anni.

Secondo Elhadi, il porto sarà circa il 20% al di sotto di dove ci si aspettava che fosse alla fine del 2009, con una previsione attuale di circa 1,3 milioni di TEU.

La TMSA aveva in origine previsto volumi dei flussi di carico per la fine del secondo anno pari ad almeno 1,6 milioni di TEU.

Quanto ai singoli terminal, lo Eurogate/Contship Italia, che un paio di mesi fa si era assicurato il servizio JEX (Japan Europe Express) della MOL, si aspetta quest'anno di movimentare fra i 560.000 ed i 600.000 TEU, che equivalgono al 45% circa della propria capacità teorica pari a 1,3 milioni di TEU.

L'Eurogate/Contship effettua operazioni presso l'infrastrutture T2 del Tanger Med.

Matteo Barattini, direttore delle operazioni alla Eurogate Tanger, afferma che i risultati ora si attestano in media a circa 60.000 TEU al mese e che essi sono aumentati notevolmente nei primi tre mesi dell'anno.

Nella prima metà del 2009, il terminal ha movimentato 180.000 TEU.

La CMA CGM, che com-prende anche la Comanav, è il maggior cliente dell'in-frastruttura.

Infatti, il gruppo ha una quota azionaria del 40% nella T2 e, pertanto, può disporre di 560.000 TEU della sua capacità pro-duttiva annua.

Attualmente, si ritiene che essa stia utilizzando fra il 70 e l'80 per cento di questo spazio; l'operatore usa l'infrastruttura principalmente per raccordare i carichi fra l'Estremo Oriente e l'Africa Occidentale.

Fra i principali scali di servizio vi sono:

  • FAL 1 - Europa/Estremo Oriente
  • Femex - Mediterraneo/Estremo Oriente
  • Battuta 1 - Raccordo per l'Africa Occidentale
  • Battuta 2 - Raccordo per l'Africa Occidentale
  • PEX 3 - Giramondo
In ogni caso, il raggiungimento della piena capacità al T2 al momento non è possibile, dato che la MSC - azionista al 20% del terminal - non ha instradato alcuna nave verso l'infrastruttura e non è probabile che lo faccia per un bel po' di tempo.

Infatti, l'operatore con sede a Ginevra sembra contento di mantenere le proprie operazioni di raccordo a Valencia, in Spagna, dove collabora con la Maritima Valenciana.

“Prima della crisi, la MSC era assolutamente intenzionata a venire qui, dal momento che aveva problemi di capacità e di prestazioni nella propria rete” dichiara Barattini.

“Adesso, però, i volumi hanno subito un rallentamento ed il sistema si è quindi liberato dai problemi di congestione.

Inoltre, queste difficili condizioni di traffico tendono a comportare che le compagnie di navigazione preferiscano restare con ciò che conoscono meglio e con cui si sentono più comode”.

Per l'Eurogate, peraltro, ciò rappresenta una questione problematica, dal momento che ai sensi della concessione negoziata con la TMSA, lo spazio riservato agli azionisti non può essere ceduto a terzi.

La Maersk Line, che utilizza il complesso T1 gestito dalla APM Terminals, è l'altro principale cliente del porto.

Nel suo caso il Tanger Med ha svolto la funzione di valvola di sfogo per Algesiras, che aveva dovuto far fronte ad un po' di congestione ed aveva indotto la Maersk a fare scalo anche a Malaga.

Tuttavia, il rallentamento previsto per i suoi traffici ha indotto la società gemella del vettore a sospendere la propria partecipazione allo sviluppo del T3.

“Non è che ci siamo tirati fuori, tanto è vero che continueremo a condurre trattative con la TMSA” sostiene Etienne Rocher, direttore generale della APM T Tangier SA.

“Tuttavia, vi è la necessità, date le attuali condizioni dei traffici e finanziarie, di valutare dove siamo e dove potremmo essere in futuro.

Tutte le società operatrici terminalistiche internazionali hanno adottato un approccio del tipo “aspettiamo e vediamo” riguardo ai propri investimenti e noi non siamo diversi sotto questo aspetto”.

Come il gruppo CMA CGM, la Maersk si serve del Tanger Med principalmente come tappa obbligata e punto di distribuzione per l'Africa Occidentale, instradando attraverso il porto una varietà di carichi da e per l'Europa, il Mediterraneo, il Nord America, il Medio Oriente e l'Asia.

La TMSA, peraltro, desiderosa di insistere nel proprio programma di espansione, al fine di sviluppare il T4 ha concluso un accordo con lo stivatore Marsa Maroc, che vi effettuerà poi le operazioni.

Dal momento che la TMSA è impegnata a supportare lo sviluppo socio-economico della regione e ad incoraggiare attivamente gli investimenti industriali in entrata, appare probabile che anche gli attuali ed i nuovi clienti possano considerare favorevolmente il porto quale porta d'accesso al Marocco.

Nel giro del prossimo decennio si potrebbe assistere alla trasformazione di Tangeri e del suo circondario, ad opera del Tanger Med, in un centro integrato industriale e logistico sia per il paese che per la più ampia regione che comprende l'Europa e l'Africa Occidentale.
