Relazione del Presidente

Autorità, Illustri Ospiti, Amici,

Vi ringrazio per essere qui con noi oggi.

Vorrei porgere un particolare ringraziamento alla Camera di Commercio ed al Suo Presidente, che ci ha messo a disposizione queste sede 'storica' per la nostra Assemblea annuale. Sede che - da qualche mese - grazie appunto al lavoro svolto insieme al Presidente Odone, noi agenti marittimi siamo tornati a sentire come naturalmente 'nostra'.

In questa relazione vorrei soffermarmi solo brevemente sulla parte tecnica delle nostre professioni, senza peraltro citare troppo, se non quando indispensabili, statistiche e cifre. Mi riservo di affrontare più avanti, nella parte conclusiva, alcuni argomenti di carattere generale che ritengo particolarmente importanti.



Traffici di linea

I traffici mondiali che si riferiscono a merci containerizzate hanno registrato nel corso del 2000 un incremento di oltre il 10%.

In termini numerici il numero di teus pieni trasportati (inclusi vuoti e di trasbordo) è passato dai 207 milioni del 99 ai 230 del 2000, con un aumento di oltre l'11%.

La capacità teorica di trasporto delle navi containerizzate è passata da 4.300.000 teus del 1999 a 4.800.000 del 2000.

Per quanto riguarda il corrente anno, le indicazioni del primo trimestre sono invece sostanzialmente in ribasso, in quanto in questo periodo si registra a livello mondiale una diminuzione tra il 5% ed il 10% dei traffici.

Gli Armatori comunque continuano nella loro corsa al gigantismo: da Giugno a Dicembre 2001 si prevede la consegna di 48 navi oltre i 4.000 teus (di cui addirittura 36 sopra i 5.000 teus) per circa 283.000 teus di capacità aggiuntiva.

Gli ultimi 5 anni hanno evidenziato inoltre un netto recupero dei porti Mediterranei, che hanno registrato una crescita complessiva pari al 140%, contro il 70% dei porti nord europei.

In questo quadro, i porti hub hanno giocato un ruolo importante (Gioia Tauro in primis) e l'imminente inizio dell'operatività dei nuovi terminals di Taranto e del CICT di Cagliari, oltre alla prossima privatizzazione del Freeport di Malta, procureranno indubbiamente forti scossoni e, laddove possibile, un ulteriore aumento di concorrenza nell'acquisizione dei principali vettori.

E' con preoccupazione che registriamo, in questo settore, alcuni recenti tentativi da parte di Trenitalia S.p.A. di voler creare (e vendere sul mercato con una politica di prezzi tipo "saldi") collegamenti ferroviari regolari da/per Gioia Tauro e Taranto ed i maggiori terminals intermodali dell'Italia settentrionale.

La nostra preoccupazione nasce non tanto dalla volontà di preservare quote di mercato al nostro porto, quanto dalla ormai cronica inefficienza di Trenitalia stessa, che non è attualmente in grado di assicurare questi collegamenti da e per i porti dell'Alto Tirreno.

Evidentemente cambiare nome non basta per recuperare efficienza e credibilità.




Merci convenzionali

L'andamento dei traffici di questa tipologia merceologica mantiene a livello mondiale una tendenza al ribasso a causa del costante incremento del trasporto di merce in contenitori. La riprova è che la costruzione di navi general cargo è stata in gran parte sostituita da quella di portacontainers e di navi specializzate dotate di rilevanti mezzi di sollevamento.

In controtendenza a quanto sopra indicato, i dati statistici rilevati dall'Autorità Portuale nell'anno 2000 dovrebbero indurci ad un cauto ottimismo.

Si parla infatti di un incremento su base annua del 5,8%, confermato anche dall'analisi dei dati di traffico del primo trimestre 2001 rapportati a quelli del primo trimestre 2000.

Leggendo i dati superficialmente e considerando l'entità degli interventi strutturali previsti dal Piano Regolatore Portuale, sia a livello di ampliamento delle aree operative su cui vengono movimentate le merci varie, sia a livello di riorganizzazione delle aree stesse, potremmo pensare che l'Autorità Portuale abbia la seria intenzione di incentivare i traffici di merce varia nel porto di Genova.

Se questi spazi fossero organizzati in maniera efficiente ed in grado di concedere pari opportunità alle società già operanti nel settore potremmo assistere a sviluppi interessanti anche in attività collaterali al puro shipping, quali l'imballaggio, la verniciatura e la marcatura dei colli con relative movimentazioni.

In questo modo si potrebbero attirare nuove realtà industriali e del terziario che attualmente gravitano altrove.

Peraltro, queste attività andrebbero ad integrarsi con il traffico contenitori esistente aumentando le potenzialità produttive del porto e le opportunità per le nostre aziende.

In realtà, analizzando nel dettaglio le cifre, si configura uno scenario alquanto differente.

Dei 7 milioni di tonnellate movimentate, la maggior parte di esse è riconducibile alla movimentazione di rotabili, cemento e prodotti ortofrutticoli.

Rispetto al 1999, la movimentazione di merci varie in senso stretto, è precipitata, nei principali terminal (Multipurpose e Genoa Terminal) rispettivamente del 65% e 53%.

Alla luce di questa analisi, i pianificati interventi a favore delle aree operative di Sampierdarena rischiano di non avere altro significato se non quello di riorganizzare dette zone per la movimentazione di rotabili oppure destinarle ad improduttive aree di giacenza contenitori.

A questo punto, risultano evidenti i motivi che hanno portato i terminals genovesi che operano sul b/bulk ad incrementare le tariffe per i servizi offerti, costringendo gli armatori a dirottare la maggior parte dei carichi convenzionali verso altri scali, inducendo di conseguenza le agenzie genovesi operanti in questo settore a diversificare la propria attività ed a spostare altrove il baricentro dei propri interessi.




Mercato delle crociere

Un sia pur sommario excursus sull'evoluzione del mercato crocieristico non può limitarsi all'esame dei meri dati numerici dell'anno, la cui comparazione con i dodici mesi precedenti è pesantemente falsata dagli eventi legati alla guerra del Kosovo.

Il dato evidente è il permanere del trend ascendente sia dei dati oggettivi, opportunamente corretti per il 1999, sia la coralità di aspettative ottimistiche degli analisti per quanto attiene il comparto delle crociere nella sua globalità, così come per il più ristretto, ma per noi più rilevante, campo di indagine relativo al porto di Genova.

Gli oltre cinquanta grandi cruisers in costruzione, previsti entrare in esercizio da qui al 2004, il rilevante carnet di ordini dei quattro grandi cantieri europei, il numero delle opzioni tuttora aperte lasciano prevedere che l'andamento della curva relativa al cruise business rimarrà positiva ancora per qualche anno.

La situazione locale ha buone prospettive di crescita parte dovute al naturale incremento delle flotte e parte al crescente interesse turistico della città, la cui immagine potrebbe essere fortemente migliorata dai lavori per il G8.

Non poche perplessità desta peraltro il limite naturale agli spazi disponibili per accosti di navi presso il terminal crociere, la cui capacità non potrà certo subire variazioni di rilievo dal previsto accosto aggiuntivo di Ponte Parodi.

In questa direzione l'attività della nostra Associazione si è esplicata in una nutrita serie di interventi presso le sedi competenti ed è stata portata a conoscenza della Città con vari interventi pubblici culminati in un confronto televisivo con il Sindaco ed il Presidente della Camera di Commercio, entrambi in linea di principio d'accordo sulla rilevanza del problema ed interessati alle soluzioni prospettate.

Certo, i grandi lavori di ristrutturazione, specie per la Stazione Marittima di Ponte dei Mille provvidenzialmente attuati per l'evento G8, pur non potendo ovviamente variare la configurazione e le possibilità di ormeggio, aumenteranno sensibilmente le capacità ricettive delle crescenti masse di passeggeri.

Nell'anno in esame alcune aziende associate, operanti in questo settore, hanno inoltre creato nuova occupazione sottolineando il momento favorevole attraversato dal nostro porto.




Settore Manning

Il 2000 ha visto l'attenzione della nostra Associazione focalizzata sul problema, esiziale per il comparto, legato all'entrata in vigore delle norme fiscali già promulgate tempo addietro, ma operative dal Gennaio 2001.

Come noto, l'applicazione integrale dell'imposizione IRPEF sul personale navigante italiano imbarcato su navi di bandiera estera avrebbe creato un danno gravissimo ai marittimi stessi ed un pregiudizio irreversibile sull'attività di manning in Italia.

Il grave allarme, destato dalla norma in questione nell'armamento estero, e le ipotesi di soluzioni drastiche circa la nazionalità degli equipaggi quale possibile alternativa al personale italiano, unita all'atteggiamento assolutamente rigido mostrato dai Ministeri competenti, facevano temere gli esiti più funesti per una battaglia apparentemente donchisciottesca.

L'aiuto preziosissimo dei rappresentanti sindacali e l'appoggio ottenuto da alcuni Parlamentari, pur tra loro avversari politici, ma uniti nel difendere una causa assolutamente giusta e, non ultima la pervicace determinazione nel perseguire il risultato desiderato da parte dei rappresentanti della nostra Associazione, hanno prodotto il quasi incredibile risultato di far modificare in extremis la legge avversata.

Con la pubblicazione sulla Gazzetta Ufficiale, il settore può guardare al futuro con rinnovata fiducia, potendo contare su pool di marittimi qualificati, apprezzati e richiesti da molti armatori esteri e finalmente in grado di competere sul piano normativo e fiscale ad armi pari con i concorrenti europei.




Il mercato dei brokers

Carico secco

Nel corso del 2000, i noli per le navi Handymax da 40.000 tonnellate sono mediamente variati dagli 8.000 ai 9.500 dollari al giorno.

Il tipo di carico principale per queste navi è rappresentato dai prodotti siderurgici (25% dei carichi trasportati) e pertanto esiste una forte correlazione tra le rate delle Handymax e il prezzo dell'acciaio, essendo quest'ultimo un buon indicatore del mercato dei prodotti siderurgici. Negli ultimi mesi il prezzo dell'acciaio è sceso a livelli molto bassi e le conseguenze sul mercato dei prodotti sono state visibili.

Fortunatamente l'aumento dei volumi di grano e carbone ha in parte bilanciato la riduzione dei carichi di steels. Anche il traffico di legname, altra importante merce per queste navi, ha visto un aumento inferiore al 2% durante il 2000. Le prospettive per il 2001 per quanto riguarda il traffico di acciaio non sono incoraggianti: gli Stati Uniti dovrebbero importare il 25% di meno (-8,5 milioni di tonnellate). Il previsto aumento di import da parte della Cina dovrebbe solo in parte mitigare questo deficit.

Per quanto riguarda le nuove costruzioni, un buon numero di navi sono state commissionate a partire dal 1999 e faranno crescere la flotta del 5%. Bisogna però ricordare che la flotta delle Handysize presenta un saldo negativo e pertanto l'aumento netto della flotta Handy-Handymax dovrebbe essere modesto.

Per quanto riguarda le navi di dimensioni maggiori (Panamax), gli ultimi mesi del 1999 sono stati caratterizzati da un deciso aumento dei livelli di nolo che hanno continuato a crescere, sia pure alternandosi a periodi di riflessione, per tutto il 2000. La redditività di una nave Panamax è rimasta tra i 9.000 e i 10.500 dollari al giorno di equivalente timecharter, toccando pure punte di 13-14.000 dollari per le unità di più recente costruzione ed elevate caratteristiche.

L'aumento durante l'anno dei carichi di grano e di carbone, che rispettivamente rappresentano il 58% ed il 36% dei carichi trasportati, ha portato a questi alti noli. Le prospettive riguardanti questi due carichi-base rimangono buone, soprattutto per quanto riguarda lo steam coal, il cui traffico dovrebbe aumentare del 7% nel corso del 2001, con i Paesi Asiatici che dovrebbero importarne circa 15 milioni di tonnellate extra.

Attualmente il mercato appare stabile, nonostante ci sia una certa apprensione per le costanti e numerose consegne di nuove navi che potrebbero portate ad un'inversione di tendenza a partire dalla seconda metà dell'anno.

L'attuale orderbook è di circa 160 nuove unità, con consegne fino a tutto il 2002. Bisogna però notare che sono 136 le navi costruite prima del 1980 e ben 167 quelle degli anni dal 1981 al 1983, che saranno gradualmente eliminate nei prossimi anni e quindi bilanceranno almeno in parte il flusso delle nuove costruzioni.


Mercato cisterniero

Tutto l'arco dell'anno 2000 è stato influenzato dall'effetto "ERIKA", una product carrier del 1975 spezzatasi al largo della Bretagna appena prima di Natale, rovinando le spiagge e peggio ancora inquinando le ostriche ed i crostacei dei parigini, suscitando pertanto grande scandalo nonché richiesta di esemplari punizioni per i diretti responsabili e per l'industria petrolifera in generale.

Purtroppo altrettanta enfasi non viene data al fatto che le percentuali di inquinamento marino riconducibili a tali catastrofi, si misurano con percentuali largamente inferiori all'unità.

Pertanto, un processo di modernizzazione della flotta che sarebbe durato un paio di anni veniva accelerato in un pugno di mesi, e, fortunatamente per un armamento ormai in ginocchio, il mercato lievitava di mese in mese, per raggiungere e mantenere dei massimi non visti dal lontano 1973.

Durante il 2000 si è inoltre, finalmente, evidenziata una differenza sostanziale tra le categorie di navi, per cui quelle a doppio fasciame chiedevano - ed ottenevano - dei premi di nolo del 20/40 percento rispetto alle navi non sofisticate degli anni 70 ed 80.

Un mercato così positivo non poteva che fermare quasi completamente le demolizioni, nonché incrementare le ordinazioni, riempiendo i carnet dei cantieri asiatici fino a tutto il 2003.

Il 2001 ha tenuto fino ad ora egregiamente - dando segni di cedimento solo nell'attuale mese di Giugno - e riteniamo che questo cedimento sia soltanto momentaneo e non strutturale, dovendo peraltro considerare una certa diminuzione dei consumi dovuta alle varie crisi economiche che in qualche misura colpiscono i mercati, nonché ai prezzi del greggio sempre sostenuti specie per l'area dell'Euro.

Il 2000 è stato un anno positivo per il traffico delle merci liquide alla rinfusa anche per il nostro porto. Infatti il movimento totale è stato pari a 16,7 milioni di tonnellate con un incremento del 4,25% rispetto al 1999. Il numero delle navi approdate nel bacino di Multedo è stato di 445, pressoché invariato rispetto all'anno precedente.

La Porto Petroli di Genova ha investito tempo e risorse per aumentare lo standard di sicurezza, sia nei confronti dei lavoratori, che dell'ambiente. Si è registrata infatti una diminuzione del numero degli infortuni ed è proseguita la politica di addestramento del personale addetto tramite corsi di vario tipo (antincendio, ambiente, qualità, ecc.).

L'Autorità Portuale, nell'ambito del nuovo Piano Regolatore, ha previsto una nuova configurazione del bacino di Multedo che possa garantire 5 accosti operativi con il mantenimento in funzione dei pontili gamma e delta. E' previsto, altresì, il mantenimento operativo sia della piattaforma off-shore che degli accosti delle navi chimichiere.

Da parte nostra, non possiamo non esprimere preoccupazione per la posizione delle nostre Autorità, che prevede la rinuncia allo sviluppo di questo settore nei confronti della politica ambientale e che causa una continua contrazione dei traffici.

In qualche caso, le Compagnie Petrolifere ipotizzano il completo abbandono del Porto Petroli di Genova a favore di altri porti del Mediterraneo che sembrano favorire maggiormente il fattore occupazionale.

In tale contesto, pur nel rispetto delle legittime preoccupazioni ambientali, dobbiamo vigilare affinché i risultati faticosamente raggiunti in questo settore non vengano vanificati da atteggiamenti che non esitiamo a definire strumentali.





Nautica da diporto

Assagenti ha seguito con particolare attenzione il forte sviluppo verificatosi, specialmente a Genova di quella parte della nautica detta anche nautica maggiore, quella che comprende unità da diporto di lunghezza tra i 24 ed i 150 metri.

Negli ultimi 4 anni l'indotto annuale creato a Genova è stato calcolato in circa 70 miliardi, con un'occupazione media di circa 400 unità/anno. Le unità superiori ai 24 metri al mondo sono circa 3.5000, per più della metà superiori ai 35 metri.

Significativo è l'aumento di ordinativi per la costruzione di barche sopra ai 35 metri ed in particolare l'interesse degli armatori è ora maggiormente focalizzato sulle dimensioni e la complessità dei progetti.

Circa il 60% di queste imbarcazioni sono utilizzate a fini commerciali, ovvero adibite al noleggio.

Il più importante appuntamento internazionale del settore è sicuramente l'International Yacht Charter Meeting tenutosi per dodici anni a Sanremo.

La nostra Associazione è riuscita ad ottenere che la tredicesima edizione venisse organizzata proprio a Genova: si è svolta dall'1 al 5 Maggio di quest'anno ed ha richiamato nella nostra città oltre 300 brokers, più di 60 imbarcazioni (dai 24 agli 80 metri) e 50 espositori.

Si calcola che in totale siano stati presenti nella nostra città circa 1.000 addetti.

E' con soddisfazione che possiamo dichiarare che l'International Yacht Charter Meeting si svolgerà nuovamente a Genova dal 6 all'11 Maggio 2002.

Tale risultato è stato possibile grazie al contributo di Assagenti ed all'ottimo livello di collaborazione sviluppato con gli Enti e le Autorità genovesi coinvolte.




Gruppo Giovani

L'attività del nostro Gruppo Giovani è incentrata principalmente quest'anno sull'organizzazione del sesto Shipbrokers and Shipagents Dinner che si terrà, come noto, il prossimo 14 Settembre a Palazzo Ducale.

Da segnalare l'ubicazione, tanto inusuale quanto, a nostro avviso, rappresentativa, del cocktail che precederà il Dinner: grazie infatti alla collaborazione dimostrata, anche in questa occasione, dalle Istituzioni e dagli Enti cittadini preposti, Genova ospiterà oltre 1.600 persone in una rinnovata Galleria Mazzini.

Quest'anno il Dinner sarà affiancato anche da un convegno, di livello internazionale, sul tema dello sviluppo eco-sostenibile dei porti.

Degno di menzione infine il cospicuo aumento dei giovani iscritti al nostro gruppo, ormai vicino alle 80 unità




Considerazioni generali

Passerei adesso al rapporto che Assagenti ha instaurato e sta cercando di instaurare non solo con le altre Associazioni che compongono la comunità dello Shipping genovese, ma con tutte le Autorità.

E' da un anno, infatti, (e forse più) che andiamo dicendo in tutti i modi, in tutte le sedi ed in tutte le occasioni che riteniamo che il nostro Porto costituisca la maggiore 'industria' della nostra Provincia, ma - a distanza di un anno - ci sembra che il messaggio non riesca ancora ad attecchire in modo corretto e soprattutto duraturo.

Siamo stati confortati, nel corso di quest'anno, nel riscontrare che Enti ben più autorevoli di noi abbiano in qualche modo 'certificato' ciò che credevamo e che stavamo cercando di diffondere.

Un esempio per tutti, lo studio del Censis del Luglio scorso che forniva una stima dell'impatto economico ed occupazionale delle attività del Porto di Genova, basato su dati del 1998.

Ebbene, vorrei qui ricordare a me stesso e a voi, solo una cifra che è scaturita da tale studio: le 61.000 unità di lavoro generate dal complesso delle attività portuali, dirette ed indirette.

Non mi risulta che ci sia nella nostra Provincia (e forse nella nostra Regione) una singola attività che provoca una tale ricaduta occupazionale; né l'ex industria di Stato, né il famoso acciaio di Cornigliano e forse neanche il distretto di industrie ad alta tecnologia, che pure è in fortissima espansione.

E tutto questo viene prodotto da un Porto che - grazie soprattutto al faticoso impulso delle privatizzazioni - è soltanto (e ribadisco soltanto) riuscito a ritrovare la propria collocazione sulla carta geografica, nulla di più.

Infatti, se avrete la voglia e la pazienza di scorrere alcune delle tavole statistiche allegate, non troverete Genova neanche nella lista dei primi 30 porti al mondo, per usare un'analogia sportiva è come dire di essere appena stati promossi in serie B.

Tutto questo viene prodotto da un Porto soffocato dalla Città, con spazi mal sfruttati e comunque praticamente esauriti, dove prevalgono i personalismi, i veti incrociati, dove le Associazioni che rappresentano i Clienti di questo Porto continuano antistoricamente ad autodefinirsi "Utenti", dove la Rete Informatica che dovrebbe permettere di gestire in maniera efficiente i vari interscambi tra gli operatori è veramente "virtuale", nel senso che non esiste; dove la regolamentazione del servizio di fornitura della manodopera è tuttora avvolta nell'incertezza e dove un Piano Regolatore Portuale impiega tre anni per essere definitivamente approvato (chissà quanti per essere realizzato) e nel frattempo viene incompreso, malmenato, usato come argomento di campagna elettorale ed infine parzialmente mutilato da quasi tutti gli attori dell'iter legislativo.

Infine, un Porto che viene tranquillamente ignorato nell'organizzazione di un evento mondiale, così importante e prestigioso per la nostra Città, fino ad essere praticamente ridotto all'inoperatività per quasi una settimana, a solo un mese di distanza dal G8, creando problemi di ogni tipo, che potete facilmente immaginare.

Evidentemente, come dicevo prima, non riusciamo proprio a trasmettere soprattutto alla nostra Città (ad iniziare dal nostro vicino di casa), alle Istituzioni locali e centrali, il messaggio forte e chiaro delle potenzialità di questa 'industria' che abbiamo tra le mani.

Ma il vero paradosso deve ancora arrivare. Quando, invece, il primo operatore nel settore contenitori a livello mondiale (sia per flotta di navi che per volumi trasportati) intuisce le potenzialità offerte e propone di insediare a Genova un'attività che significherebbe forse l'agognata promozione in Serie A, siamo subito pronti ad ergere barriere quasi invalicabili ed a combattere per allontanare lo 'straniero'!!!

Come uscire da questa sindrome dei polli de 'I Promessi Sposi' che - ignari del proprio destino - continuavano a becchettarsi appesi a testa in giù?

Come possiamo far capire a tutti noi, che, se nel 1998 gli addetti di questa 'industria' erano 61.000, oggi a Giugno 2001 sono almeno 65.000 e che potrebbero arrivare a 100.000 entro il 2010?

Provocatoriamente, mi verrebbe da proporre di mandare un paio di generazioni di adolescenti genovesi a vivere e lavorare all'estero; solo così, forse, potremmo risolvere il problema.

Più realisticamente, credo che uno dei possibili metodi sia quello di 'fare squadra'.

'Fare squadra' significa fare tutti un passo indietro, ricercare nuovi e diversi metodi e tempi di confronto tra tutti gli interlocutori, abbandonando logiche corporativistiche che producono un effetto di circolo 'vizioso', anziché 'virtuoso'.

'Fare squadra' significa anche individuare obiettivi comuni, elaborare, discutere, condividere ed infine presentare proposte concrete, che creino le condizioni per un ulteriore, importante e - a quel punto - definitivo sviluppo del nostro sistema portuale.

Assagenti è disponibile da subito a questo tipo di 'concertazione portuale'; i problemi da affrontare e risolvere sono numerosi, non tutti alla nostra portata, ma su ciascuno di essi siamo comunque pronti a dare il nostro contributo senza pregiudiziali, senza secondi fini, con umiltà, competenza e determinazione.

Bisogna però che tutti gli attori di questo processo si accostino a questo progetto con un chiaro spirito costruttivo e con un corredo cromosomico decisamente rinnovato rispetto a quello utilizzato finora.

Solo per citare un recente esempio (che, peraltro, può iniziare a far parte della lista dei possibili obiettivi comuni), è mia opinione che la nostra Autorità Portuale debba monitorare in maniera costante il sistema delle concessioni attualmente in vigore in tutto il Porto, chiamando i vari terminalisti a periodiche verifiche, e - in casi estremi - abbia anche il coraggio di proporre al Comitato Portuale decisioni che 'curino il malato' in modo definitivo anziché cure che ne prolunghino solo l'agonia.

Ciò al fine di evitare che la fretta (o altri fattori esterni) inducano in possibili e spiacevoli incidenti di percorso (vedi caso Genoa Terminal).

Può essere che non tutti gli strumenti attualmente disponibili, sia a livello operativo che a livello deliberativo, siano adatti o sufficienti a raggiungere ed a far funzionare questo auspicato schema di 'concertazione portuale' (ad iniziare, dallo stesso Comitato Portuale), ed è quindi anche in questo contesto che mi sento di rivolgere un doveroso invito/appello a tutti i Parlamentare recentemente eletti nei Collegi Elettorali della nostra Provincia, che oggi sono stati tutti qui invitati, senza distinzione alcuna tra 'vincitori' e 'vinti'.

Non ricordatevi della comunità dello Shipping genovese soltanto fra 5 anni, instauriamo un nuovo rapporto di collaborazione reciproca, entrate da subito a far parte della 'squadra' di cui parlavo prima, aldilà degli interessi e degli schieramenti partitici, con un unico scopo politico, quello di creare le condizioni affinché il nostro Porto consolidi il proprio trend di crescita e si avvii verso un ulteriore sviluppo ambientalmente controllato, pianificato, forte, ma - soprattutto - irreversibile.

Il mercato dello shipping internazionale non ci aspetta, (né ci ha mai aspettato, come ci insegna la storia recente); altri porti, sia Italiani che Mediterranei, stanno facendo significativi passi avanti e sarebbe folle pensare di poter condizionare le scelte strategiche delle più grandi Compagnie di Navigazione a livello mondiale sulla base di situazioni locali.
