1.Porti e città verso il terzo
millennio: il porto come
centro logistico

I radicali mutamenti nel panorama
geopolitico mondiale e le ricadute di
significative innovazioni scientifiche
e tecnologiche (sui processi produt-
tivi, i trasporti e l'elaborazione delle
informazioni) stanno modificando le
coordinate spaziali e temporali delle
attività umane nelle varie nazioni e
realtà territoriali.
Si osserva un profondo riassesta-
mento delle modalità di produzione,
gestione e commercializzazione di
merci e servizi. Numerose funzioni
di manipolazione dei prodotti ven-
gono trasferite dalla sfera tradizio-
nalmente definita produttiva a vari
punti nodali lungo la rete di traspor-
to: si affermano così le modalità del
Just In Time e del Just As Promi-
sed, secondo cui si tende a elimina-
re magazzini e scorte a costruire pro-
dotti sulla base di configurazioni ri-
chieste dal cliente.
Obiettivo realizzabile se a supporto
del mondo reale, fatto di oggetti e
componenti fisici, si muove, paral-
lelamente, un mondo virtuale fatto
di documenti e specifiche che viag-
giano su mezzi informatici e telema-
tici.
Anche i trasporti marittimi sono sta-
ti contrassegnati da profondi cam-
biamenti:

  • è aumentata la distribuzione di prodotti finiti e semilavorati a scapito delle materie prime;
  • i mercati si sono gradualmente frammentati e diversificati, provocando l'aumento del numero di spedizioni e la diminuzione dei loro volumi;
  • a seguito dell'internazionalizzazione dei mercati, i percorsi commerciali si sono diversificati e moltiplicati;
  • la ricerca di economie di scala ha condizionato modalità ("gigantismo" di navi e terminal) e rotte di trasporto (minimizzazione di distanze, numero di scali, tempi di sosta).

L'esigenza di avvicinare la produzio-
ne ai consumatori - nonostante l'au-
mento della distanza fisica tra i vari
soggetti coinvolti, a causa della ten-
denza a localizzare gli stabilimenti
produttivi in Paesi a basso costo di
manodopera - ha comportato l'intro-
duzione di concetti, quali l'intermo-
dalità e la logistica, volti alla limita-
zione dell'intervento di operatori
umani. Nell'ambito dei processi di
trasporto assumono grande rilievo la
rapidità e la puntualità di consegna e
la sicurezza delle merci. La distri-
buzione si evolve così all'insegna del-
la standardizzazione, decretando il
successo di container, pallet e traffi-
ci ro-ro.
Il nuovo sistema per la produzione
di ricchezza ha richiesto che i porti
divenissero qualcosa di più che un
semplice, per quanto efficiente, nodo
di collegamento nella catena di tra-
sporto. Grazie alla loro strategica po-
sizione all'interno della filiera di di-
stribuzione, i porti giocano un ruolo
fondamentale nell'organizzazione
degli scambi commerciali e delle in-
formazioni: ciò presuppone non solo
la modernizzazione dei servizi tradi-
zionali offerti da un porto, ma an-
che la fornitura di un'insieme di ser-
vizi logistici in grado di generare van-
taggi competitivi rispetto alle altre in-
frastrutture di trasporto.
In quest'ottica, oltre alle tradizionali
attività di carico, scarico e magazzi-
naggio, i porti devono fornire alla
merce servizi supplementari, come
condizionamento e operazioni di pre-
parazione al mercato (labelling,
packaging ecc.). Il porto in sostanza
diventa il centro di controllo per le
funzioni fisiche, amministrative e or-
ganizzative della catena di traspor-
to. Pertanto deve offrire strumenti
che facilitino la gestione di ogni fun-
zione commerciale e di informazio-
ne logistica associata alla merce. Que-
sta possibilità è garantita dalla realiz-
zazione di reti telematiche e sistemi
di elaborazione delle informazioni,
che possono inserire il porto nella
catena di trasporto internazionale e
connetterlo al tessuto produttivo, svi-
luppando e sfruttando appieno le sue
potenzialità.
Tuttavia, la competitività di un por-
to oggi non dipende unicamente dal-
le sue infrastrutture ed attrezzature,
infatti il successo è perseguibile solo
con un impegno comune di porto e
città: le reti di informazione (telema-
tiche, televisive, satellitari), le reti au-
tostradali e ferroviarie e i sistemi ae-
roportuali sono alla base dell'econo-
mia del prossimo millennio. Da que-
sto punto di vista sta emergendo un
nuovo scenario spaziale strutturato
sulla rete fisica e virtuale che inter-
connette le città. Le nuove città por-
tuali sono destinate a diventare pun-
ti nodali di queste reti, ossia elemen-
ti che possiedono elevate capacità
commerciali, finanziarie e gestiona-
li: zone franche, centri d'affari, di di-
stribuzione e manipolazione delle
merci, centri bancari e assicurativi,
centri di ricerca avanzata: in sostan-
za tutta una gamma di attività non
direttamente "portuali". La compe-
titività dei porti viene così a dipen-
dere da una serie di funzioni che tra-
sformano il porto da mero punto di
transito delle merci, determinando la
possibilità di insediamento di attività
ad alto valore aggiunto. Il successo
di un sistema città porto richiede un
impegno comune delle due parti, alla
ricerca di un nuovo equilibrio, il cui
obiettivo sia la rivitalizzazione delle
città come centri marittimi e com-
merciali.

Sotto il profilo economico, dunque,
il processo di cambiamento tende a
sviluppare non solo le attività diret-
tamente connesse con i traffici ma-
rittimi, ma anche altre (finanziarie,
di ricerca, di consulenza), fornendo
l'opportunità di trasformare le città
portuali in centri logistici. Inoltre al-
tre attività stanno acquisendo un'im-
portanza economica sempre più ri-
levante: il turismo e le attività per il
tempo libero legate al mare, lo svi-
luppo di iniziative culturali connesse
alle tradizioni marinare possono es-
sere importanti fonti di ricchezza ed
occupazione. Dal punto di vista spa-
ziale e ambientale, considerato che
la maggior parte delle attività por-
tuali contrasta con quelle urbane, è
necessario innanzitutto effettuare at-
tente valutazioni di impatto ambien-
tale per evitare il deterioramento del-
l'ambiente e del panorama o i vari
tipi di inquinamento; inoltre occorre
trovare adeguate contromisure per
risolvere problemi specifici, quali la
commistione tra il traffico urbano e
quello pesante, oltre che il recupero
delle aree portuali non più produtti-
ve, per consentire lo sviluppo di nuo-
ve attività e la massima fruibilità del
waterfront. Da non trascurare infi-
ne gli aspetti culturali: il recupero e
l'arricchimento di tradizioni e cono-
scenze legate al mare ed alle attività
portuali è una strada per stimolare
cambiamenti di attitudine verso il
porto, favorendone l'integrazione con
la società.
In Europa i Paesi del Nord sono sta-
ti i primi ad intraprendere la strada
del cambiamento: le amministrazio-
ni portuali e cittadine di Gand, An-
versa, Rotterdam, Amsterdam, Bre-
ma e Amburgo (per citare le princi-
pali) hanno tutte elaborato piani per
affrontare il futuro, facendo degli
scali del Northern Range centri mon-
diali del commercio, dei trasporti e
della distribuzione; attraverso sforzi
concertati di pubblico e privato, i por-
ti hanno raggiunto altissimi livelli di
produttività e di servizio, che hanno
attratto una ampia e differenziata
clientela, decretando il successo de-
gli scali e portando benefici alle eco-
nomie locali. Il successo dei porti
come centri logistici è tale che, se-
condo autorevoli stime, se le azien-
de nord europee realizzano ogni anno
un valore aggiunto di 100 milioni di
Lire per addetto, nel caso delle ditte
direttamente operanti in porto tale
valore si alza dell'80% giungendo a
circa 180 milioni. Inoltre, dal punto
di vista dell'occupazione, si stima che
nel Nord Europa per ciascun posto
di lavoro in attività portuali, ne esi-
stano più di tre in attività correlate.
In Italia il processo di trasformazio-
ne delle città portuali è iniziato da
poco, favorito dalle mutate condi-
zioni decretate dalla Legge di rifor-
ma portuale 84/94; le Autorità Por-
tuali sono impegnate nella definizio-
ne dei Piani Regolatori, all'interno dei
quali trovano spazio i progetti di ri-
configurazione dell'assetto portuale,
con la riorganizzazione delle attività
ed il recupero del legame porto-cit-
tà. La ritrovata competitività degli
scali italiani ha dato un impulso alla
ricerca di soluzioni per la trasforma-
zione dei porti in centri logistici, ma
il ritardo rispetto all’ Europa del Nord
appare ancora ampio: in particolare
sono ancora da sfruttare le opportu-
nità connesse alle attività ad alto va-
lore aggiunto a servizio della merce,
che garantiscono un consistente ri-
torno occupazionale. Secondo stime
del CENSIS, l'intero comparto del-
l'industria marittima rappresenta oggi
il 2.6% del Prodotto Interno Lordo
italiano, con una produzione com-
plessiva di 42.170 miliardi di lire, alla
quale concorrono per 17.360 miliar-
di i trasporti marittimi, per 6.450 mi-
liardi le attività portuali, per 3.900
miliardi le costruzioni e riparazioni
navali, per 7.640 miliardi il settore
della nautica da diporto e per 9.250
miliardi l'industria della pesca. L'ap-
porto del comparto marittimo all'eco-
nomia italiana è certamente rilevan-
te, tuttavia la comparazione con i dati
relativi al Nord Europa rivela un qua-
dro di debolezza, se si considera che
le sole attività portuali dirette negli
scali di Rotterdam e Anversa rap-
presentano rispettivamente il 2.0%
e il 3.3% dei PIL di Olanda e Belgio
(nel caso di Rotterdam la quota sale
al 12% se si considerano anche le
attività indotte dal settore marittimo).
Dal punto di vista occupazionale, il
CENSIS rivela che l'industria marit-
tima impiega complessivamente
308.680 addetti (l'1.4% delle unità
di lavoro italiane del 1994), di cui
122.000 occupati diretti e 186.680
nell'attività dell'indotto; in particola-
re, nel settore delle attività portuali
gli addetti sono complessivamente
54.700, di cui 32.200 nei servizi di-
retti e 22.500 in quelli indiretti: il rap-
porto tra occupazione diretta e in-
dotta è dunque circa di 1.5:1, ben
lontano dall'1:3 del Nord Europa.
In particolare, a Savona gli occupati
nel settore marittimo in ambito por-
tuale sono circa 1.100 e rappresen-
tano l'1,5% degli occupati della pro-
vincia.
Le potenzialità locali, adeguatamen-
te sfruttate, potrebbero contribuire
a risolvere problemi occupazionali
del territorio savonese: nell'ambito
della portualità si deve proteggere il
passato, cercando di eliminare pic-
coli errori e attenuare le conseguen-
ze di iniziative che non sono state in
grado di reggere le ingiurie del tem-
po e dello sviluppo tecnologico e so-
ciale, ma contemporaneamente si
deve essere garanti nei riguardi delle
future generazioni per quanto con-
cerne la risorsa portuale.
