CERIMONIA DI CONSEGNA MEDAGLIE D'ONORE LUNGA NAVIGAZIONE

Si consegnano stamani oltre 200 medaglie d'onore di lunga navigazione a marittimi iscritti nelle matricole della gente di mare della Capitaneria di Porto di Genova che hanno compiuto su navi mercantili nazionali venti, quindici, dieci anni rispettivamente per le medaglie di primo grado (oro), secondo grado (argento) e terzo grado (bronzo).

In effetti le medaglie da consegnare sono ben 568 (525 d'oro, 37 d'argento e 2 di bronzo) ma abbiamo dovuto suddividere la consegna in almeno due cerimonie dato l'alto numero dei conferimenti. Una seconda cerimonia sarà probabilmente organizzata nel prossimo mese di febbraio/marzo.

Si tratta di riconoscimenti riferibili a richieste avanzate dagli interessati negli ultimi dieci anni in quanto si sono accumulati notevoli ritardi soprattutto per la mancanza di adeguati fondi per il conio delle medaglie.

Grazie all'interessamento del Ministro dei Trasporti e della Navigazione e soprattutto dello stesso Presidente della Repubblica CIAMPI è stato finalmente possibile esaudire le più che legittime aspettative dei marittimi che vedono così coronata una lunga e faticosa carriera a bordo di navi nazionali.

Il mondo della navigazione marittima assiste oggi a profonde trasformazioni nel settore della sicurezza ed in quello specifico dell'addestramento e preparazione della gente di mare.

Mi riferisco in particolare alla Convenzione internazionale sugli standard di addestramento, certificazione e tenuta della guardia per i marittimi (nota come STCW) adottata a Londra nel 1978 dall'Organizzazione Marittima Internazionale (IMO) ed entrata in vigore nel 1984 ma mi riferisco soprattutto agli emendamenti 1995 in vigore ormai dal 1/2/1997 ma in pratica in attuazione dal prossimo 1° febbraio dopo un periodo transitorio di cinque anni.

Uno degli obiettivi fondamentali della Convenzione è quello di stabilire standard minimi di qualificazione per lo svolgimento delle mansioni "chiave" a bordo delle navi e per il raggiungimento da parte di ciascun marittimo del livello minimo di addestramento.

In aggiunta, gli emendamenti del 1995 fissano i tempi minimi di riposo per il personale impegnato nei turni di guardia e richiedono che tutti i marittimi ricevano un addestramento teso ad aumentare il loro livello di familiarizzazione con la nave ed un addestramento di sicurezza di base.

Questa rinnovata e crescente attenzione all'elemento umano dovrebbe condurre alla riduzione dell'incidenza dell'errore umano nei sinistri marittimi (l'80% di questi è dovuto a errore umano) e nei casi di inquinamento provocato dalle navi.

Gli emendamenti 1995 tengono inoltre in dovuta considerazione il crescente impiego di equipaggi multietnici.

Per tale motivo la responsabilità della qualificazione degli equipaggi che, una volta ricadeva solo sull'Amministrazione dello Stato di bandiera della nave è ora riversata su tutte le parti coinvolte nel rilascio della certificazione STWC.

Infine, per fronteggiare i problemi derivanti dall'eccessivo affaticamento degli equipaggi, gli emendamenti alla STWC richiedono che ogni persona (Ufficiali e comuni) impegnata nel servizio di guardia debba fruire di almeno 10 ore di riposo nell'arco delle 24 ore. Tale periodo può essere diviso in due parti in modo che una parte sia lunga almeno 6 ore, con eccezioni rigorosamente limitate. Quindi una maggiore attenzione a livello internazionale verso l'addestramento ( di familiarizzazione e di base) e verso la qualificazione dei marittimi, una più spinta e doverosa collaborazione tra gli Stati (ben 95 sono i Paesi che hanno aderito alla Convenzione) per dare una maggiore professionalità alla gente di mare. Tutte queste misure saranno sufficienti per rimediare alla carenza sempre più forte di personale marittimo soprattutto comunitario.

Sono attualmente 120.000 i cittadini U.E. occupati a bordo di navi comunitarie con un calo del 40% rispetto al 1995 mentre il numero dei cittadini di paesi terzi occupati a bordo di navi U.E. è aumentato da 29.000 del 1983 ai 34.300 di oggi (con un eccezione a questa tendenza per il settore delle navi passeggeri e dei traghetti di linea).

Se si fa riferimento agli ufficiali il dato è ancora più drammatico anche a livello mondiale dove la carenza è pari attualmente al 4% della forza lavoro totale (16.000 ufficiali) che dovrebbe diventare del 12% entro il 2010 (46.000 ufficiali).

Anche l'U.E. si trova ad affrontare lo stesso problema ma in maniera ancora più acuta con una carenza di 13.000 ufficiali nel 2001 che dovrebbe aumentare a 36.000 circa nel 2006.

La Commissione europea ha analizzato approfonditamente la questione e nel sottolineare come alcune Associazioni armatoriali e alcuni Stati membri abbiano adottato poche, isolate e insufficienti misure per fronteggiare il problema, ha anche individuato le cause e indicato le misure necessarie per invertire la tendenza.

Tra le cause che stanno allontanando i giovani dal mare, da sottolineare come la carriera dei marittimi sia considerata sempre di meno allettante dal punto di vista finanziario e sociale, rispetto alle posizioni di terra.

I giovani sono sempre meno disposti a passare lunghi periodi in mare lontani dai familiari, dai figli, dagli amici. La possibilità di esplorare il mondo e di visitare nuovi Paesi non esercita più il richiamo di una volta anche perché le navi sostano sempre meno nei porti, grazie alle nuove tecniche di imbarco/sbarco di merci o addirittura svolgono la propria attività commerciale interamente fuori dal porto.

Per di più le navi moderne hanno equipaggi sempre più ridotti con componenti che appartengono a Paesi diversi e a gruppi linguistici diversi con tutti gli effetti di isolamento sociale che ne conseguono.

Sarà quindi necessario rilanciare l'immagine del lavoro marittimo con campagne di sensibilizzazione per promuovere l'occupazione, offrendo tra l'altro posti di lavoro a terra dopo un certo numero di anni in mare.

Si dovrebbe inoltre incentivare l'accesso delle donne alle professioni del mare e soprattutto uniformare le condizioni di vita e di lavoro a bordo delle navi.

Alcune misure a titolo esemplificativo spesso molto semplici:

  • installare a bordo delle navi a disposizione dei marittimi e presso le loro famiglie dei computers per rimanere più direttamente in contatto tramite posta elettronica.

  • Dotare le navi di sale di lettura e di musica e di video registratori

  • Programmare periodi di rotazione adeguati tra terra e mare

  • Impiegare la moderna tecnologia della consultazione medica a distanza (telemedicina) per rendere più tranquillo e fiducioso il marittimo con una adeguata assistenza sanitaria.

Ma sarà importante anche che le parti sociali prendano in considerazione l'esigenza di aumentare la retribuzione del personale marittimo per convincere chi attualmente è imbarcato a non abbandonare il mare per un impiego a terra . Le recenti statistiche del ILO (International Labour Organisation) indicano che vi è stato un calo salariale medio che per alcuni Paesi dell'U.E. ha sfiorato il 40-50%.

Per ritornare all'importanza dell'istruzione o della formazione professionale, è evidente che il primo e più importante compito è quello devoluto agli Istituto Nautici che devono fornire gente di mare di qualità, capace di lavorare a bordo delle nuove navi tecnologicamente molto avanzate.

In Liguria disponiamo di 4 prestigiosi Istituti nautici con un numero di diplomati stabili ma comunque sempre troppo esiguo (dai 5 di Imperia ai 28 di Genova)e con un tasso di abbandoni o non inizio della professione a bordo troppo alto ( fino a sfiorare il 40%).

Ma è altrettanto importante che vi sia anche un percorso post diploma adeguato con corsi di aggiornamento a terra e training a bordo per allievi.

Infine il tema della sicurezza della navigazione che deve essere uno degli obiettivi più importanti da raggiungere, anche e direi soprattutto per l'incolumità di coloro che navigano.

Il Consiglio e il Parlamento europeo hanno approvato definitamene in questi giorni il primo pacchetto per incrementare la Sicurezza denominato ERIKA 1 che è incentrato sulle ispezioni di Port State Control, sull'attività delle Società di classificazione e sulla messa a bando delle petroliere a scafo singolo.

Misure studiate, come è noto, dopo l'affondamento della nave Erika.

In particolare si prevede un'intensificazione delle attività di PSC con messa al bando nei porti europei delle navi sub standard collocate in una lista nera pubblicata sulla G.U. della Comunità.

Le navi visitate saranno 4000 in più rispetto alle 10.000/12.000 attualmente ispezionate con un incremento degli ispettori dedicati.

La direttiva rende anche obbligatorio la presenza di una "scatola nera" a bordo di tutte le navi che scaleranno nei porti europei ( dal 2002 al 2007 la misura sarà messa in atto progressivamente) e un maggiore controllo sulle attività di classificazione.

Inoltre, entro il 2015, le petroliere a scafo singolo saranno definitivamente bandite dai porti e mari europei.

A tale scopo una particolare attenzione è rivolta alla tutela dell'ambiente marino e alla prevenzione degli inquinamenti da idrocarburi.

L'Italia ha adeguato la propria normativa a quella comunitaria e internazionale con una legge (27 febbraio 1998 n.30) che ha di fatto abrogato i titoli professionali tradizionali, probabilmente tanto cari ai nostri marittimi, da capitano superiore di lungo corso a marinaio motorista, e la nostra Amministrazione sta ancora faticosamente cercando di dare attuazione alle nuove direttive non senza però notevoli problemi connessi alla organizzazione e al riconoscimento dei corsi di addestramento previsti e necessari per la conversione dei vecchi titoli.

Moltissime sono le richieste avanzate dai marittimi e pochi e non sempre sufficientemente attrezzati per rispondere alle molte richieste sono i Centri di addestramento riconosciuti.

Per fare un esempio i Corsi di sopravvivenza e antincendio organizzati a Pavia sono passati da un numero di presenze settimanali di circa 100 candidati a circa 400.

La Capitaneria di Genova ha, ad oggi, potuto convertire solo 500 titoli a fronte dei presunti 3000 attivi e ciò nonostante che le richieste di conversione vengano praticamente soddisfatte in tempo reale.

C'è quindi da lavorare ancora molto affinché venga scongiurato il pericolo da molti paventato che dal 1° febbraio 2002 le navi battenti bandiera italiana possano essere fermate nei porti stranieri in quanto gli equipaggi nazionali potrebbero non essere in possesso delle certificazioni internazionali previste.

L'impegno, la costanza delle Amministrazioni pubbliche e delle Associazioni armatoriali e delle Organizzazioni Sindacali dei marittimi, sono sicuro, potranno far conseguire l'obiettivo comune che tutti si attendono da una marineria tra le più conosciute al mondo per capacità preparazione e professionalità.

Per concludere un saluto e un augurio veramente sincero e sentito ai decorati di oggi che tanti sacrifici hanno sopportato in lunghi anni di lavoro a bordo di navi mercantili italiane e un saluto e un ringraziamento anche ai familiari che hanno condiviso con loro i disagi dovuti alla lontananza di loro cari dalle proprie case e dai propri affetti quotidiani.
