Relazione del Presidente
Nicola Coccia




 

Signor Ministro, Autorità, colleghi, Signore e Signori

un anno fa, un anno preciso, assumevo la presidenza di questa Confederazione. Lo facevo con la titubanza, i timori e i dubbi che un incarico di tale prestigio non può non suscitare.

Oggi è con orgoglio che rappresento Confitarma, ovvero un comparto che ha dimostrato e sta dimostrando un valore economico fondamentale.

Questa Assemblea e le personalità intervenute, testimoniano la validità della rotta imboccata: sta crollando quel muro edificato su disinteresse, scarsa conoscenza e sottovalutazione cronica delle sue potenzialità, che per anni ha circondato il cluster marittimo.

Un muro che in parte noi stessi abbiamo contribuito a costruire.

Oggi non è più così.

Oggi, il cluster marittimo e la flotta italiana hanno ricostituito il legame con il sistema Italia, affermando con forza e convinzione il ruolo strategico e la funzione irrinunciabile che svolgono per lo sviluppo.

È quanto faremo con sempre maggiore determinazione da oggi in avanti, come service provider, consulenti globali sulle cose che abbiamo dimostrato di saper fare e di fare bene.

Internazionali per codice genetico, ci muoviamo forse meglio di altri sullo scenario della globalizzazione che per noi è prima di tutto opportunità.

L'Unione europea, che tanto ha fatto per rilanciare il settore marittimo, torna oggi ad innamorarsi di presunte condizioni uniformi del mercato in tema di competitività.

A nostro avviso è improduttivo che si torni a parlare di un registro unico europeo e di argomenti già affrontati e positivamente risolti dagli Stati membri.

Sarebbe invece indispensabile un intervento proficuo di Bruxelles sui fattori che effettivamente distorcono la concorrenza al suo interno, come ad esempio quelli sullo sviluppo eco-compatibile dei porti e su temi specifici quali i dragaggi.

Per un effettivo balzo in avanti delle autostrade del mare è necessario risolvere immediatamente il problema della Tirrenia.

E' cambiato lo scenario che aveva richiesto la creazione di una flotta pubblica per esigenze di continuità territoriale.

Oggi l'armamento privato opera, in modo efficiente e senza contributi, sulle stesse rotte ove il pubblico attua una concorrenza sleale, grazie a sovvenzioni strutturali fisse e ad aiuti variabili in funzione dei costi del carburante.

È un'inaccettabile situazione di spreco.

E non è pensabile proiettare nel futuro le autostrade del mare senza progettare strumenti innovativi, che non possono essere rappresentati da deleghe politiche a soggetti esterni all'Amministrazione, come la RAM, i quali dovrebbero avere solo importanti funzioni di studio e di analisi.

Bisogna inventare formule nuove di collaborazione fra merce, autotrasporto e armatori che producano da subito, in tempi brevissimi, un libro bianco su tutti i problemi da risolvere.

È il momento di non abbassare la guardia e di utilizzare quell'inventiva di cui l'Italia è ricca per affrontare in chiave diversa i problemi del paese.

L'Unione europea ha affidato ad un ex-Commissario la verifica e il monitoraggio costante dello stato di avanzamento delle infrastrutture.

Copiamo e miglioriamo questa formula creando una task force che metta davvero in contatto domanda e offerta, produzione, distribuzione e logistica.

E questa task force potrebbe diventare anche il motore per intervenire da subito con scelte coraggiose nel settore portuale.

Dobbiamo quindi focalizzare sforzi e risorse sui porti definendone il ruolo strategico e le priorità di investimento al loro interno.

Siamo disposti a ideare e a fornire strumenti innovativi come nostro contributo anche nel settore del turismo, forti della convinzione che con le crociere abbiamo trovato e sperimentato formule di successo in controtendenza con il declino del turismo tradizionale in Italia.

Mi premeva sottolineare l'urgenza della situazione mirando direttamente al cuore dei problemi, alle opportunità e alle scelte che dovranno essere compiute.

Per questo, ho rovesciato il tradizionale cerimoniale delle assemblee associative, spostando alla fine i saluti a tanti illustri ospiti.

GLOBALIZZAZIONE


La globalizzazione, i nuovi scenari economici sono le sfide con le quali ci dobbiamo quotidianamente confrontare.

È ormai assodato: a fronte di un aumento di un punto percentuale del pil medio mondiale, le esportazioni crescono più del doppio.

E in questo contesto, automaticamente, il trasporto marittimo aumenta di circa il 10-12% all'anno.

Un dato indicativo è quello della domanda mondiale di servizi di trasporto marittimo: nel 2005 è stata pari a 29 miliardi di tonnellate-miglia, cinque volte superiore a quella degli anni '60. Si prevede un ulteriore raddoppio nei prossimi 10 anni.

Non mi stancherò mai di ribadire che senza lo shipping non avremmo avuto la globalizzazione.

Non bisogna poi dimenticare un altro aspetto importante.

La globalizzazione non riguarda soltanto la mobilità delle merci, ma anche quella delle persone.

 

EUROPA


L'Europa è certamente la principale protagonista del commercio mondiale e utilizza la via marittima per il 70% delle merci provenienti dall'estero e destinate alle sue principali aree produttive e di consumo.

Ebbene, l'Unione europea, quando ancora non si parlava di globalizzazione, ha capito l'importanza e la funzione strategica del settore marittimo.

Lo ha capito prima degli Stati Uniti, legati dalla loro visione protezionista dei traffici, e prima del Giappone che, pur attuando una forte deregulation in campo marittimo, non è stato capace di gestirne le conseguenze.

Il Libro verde sulla politica marittima, la revisione a medio termine del Libro bianco sui trasporti e la Comunicazione sulla logistica sono gli esempi più recenti di una politica unitaria incentrata sullo sviluppo del sistema marittimo.

Siamo favorevoli a politiche comunitarie che definiscano il ruolo sempre più strategico del settore, che rafforzino il suo legame con l'economia europea ed innalzino i livelli qualitativi della flotta.

Non riteniamo invece che possa giustificarsi l'eventuale creazione di un unico registro navale europeo, che dia luogo ad un processo di delocalizzazione dell'attività armatoriale e di tutto quello che ruota intorno ad essa.

Nell'assicurare il nostro appoggio alle posizioni italiane in sede europea, sollecitiamo una presenza della nostra Amministrazione più attiva nelle fasi di progettazione ed elaborazione delle norme comunitarie.

 

RUOLO DELLO SHIPPING IN ITALIA


È ormai noto che le attività marittime producono la ragguardevole cifra di 36,5 miliardi di euro, contribuendo al 2,7% del PIL italiano e dando lavoro a 395.000 persone.

Per dare un ordine di grandezza, la recente indagine Federazione del Mare/Censis indica il sistema marittimo al primo posto per dimensioni dopo i quattro settori economici che soddisfano bisogni primari quali costruzioni, sanità, istruzione e industria l'alimentare.

Il 53% del contributo del cluster al PIL è da imputare alla sola attività di trasporto via mare.

Questo siamo.

E non dimentichiamo che il 62% delle merci importate in Italia e il 46% di quelle esportate, viaggiano sulle navi.

L'Italia è il primo paese in Europa per importazioni via mare extra-UE ed è il secondo, dopo un'isola come la Gran Bretagna, per esportazioni.

Le nostre aziende, con l'istituzione del Registro Internazionale, hanno recuperato competitività, conquistando leadership importanti in Europa e nel mondo.

Siamo ai primi posti a livello mondiale in segmenti strategici quali traghetti, crociere, navi chimichiere e gasiere, la cui importanza è crescente per il futuro energetico del Paese.

Una flotta specializzata per rispondere alle esigenze della nostra industria produttiva.

Una flotta storicamente al servizio del Paese.

Abbiamo investito più di 15 miliardi di euro negli ultimi anni e oggi disponiamo di una flotta che per il 40% ha meno di 5 anni.

Risultati non da poco, di cui andiamo orgogliosi.

Questa flotta non viene utilizzata in tutte le sue potenzialità, per vari motivi.

Il nodo principale resta il sistema portuale.

 

SISTEMA PORTUALE


Per citare uno slogan ormai famoso: l'Italia è geograficamente la naturale piattaforma logistica dell'Europa per i traffici che attraversano il Mediterraneo.

È inoltre il primo interlocutore dei paesi nordafricani e di quelli del Mar Nero, che continuano a registrare sviluppi economici interessanti.

Purtroppo, fino ad oggi, o non siamo stati capaci di percepire questo fenomeno oppure è stato sbagliato l'approccio politico al problema.

Fatto sta che siamo in ritardo su tutto.

Nonostante i buoni risultati prodotti, la Legge di riforma portuale del 1994 non è stata ancora aggiornata.

Si è verificata un'incontrollata proliferazione del numero delle autorità portuali.

Sono mancate scelte organiche di sviluppo, mirate nell'ambito dei corridoi della rete trans-europea.

Non sono state create le necessarie connessioni con il sistema terrestre.

Continuiamo a perdere posizioni a vantaggio di altri porti del Mediterraneo.

È urgente la rimozione del tetto di spesa per gli investimenti e devono essere individuate le priorità degli interventi all'interno dei singoli scali, soprattutto nei porti nodi logistici essenziali per il nostro Paese. Anche il CNEL si sta pronunciando in tal senso.

Occorre definire il ruolo strategico dei porti di transhipment, di quelli regionali e di quelli destinati alle autostrade del mare.

Per questo è improrogabile una cabina di regia che, senza assumere un ruolo dirigistico, coordini una concreta e razionale politica.

 

LOGISTICA E RAPPORTI CON L'INDUSTRIA


La mancanza di una politica integrata e il ritardo di scelte coordinate per il nostro sistema dei trasporti producono un inevitabile aggravio della bolletta logistica, che oggi in Italia è pari al 22%, con un gap di almeno 8 punti rispetto alla media dei paesi nord europei.

È un dato di fatto: la logistica ormai è divenuta un settore autonomo dello sviluppo che, oltre a facilitare la penetrazione dell'industria nei mercati internazionali, contribuisce ad ampliare le sedi della produzione e del consumo.

Ma non si può pensare che tutti i problemi possano essere risolti con la semplice firma del Patto della logistica.

Abbiamo bisogno di una politica che ponga in essere scelte precise, coordinando tutti gli attori della catena logistica.

Confitarma e Confindustria hanno già avviato una forte sinergia.

Hanno rafforzato il legame tra industria marittima e sistema produttivo nazionale, convinti di essere due facce della stessa medaglia.

Il ruolo della logistica al servizio del sistema industriale è ben esemplificato dallo Studio commissionato dall'ICE a Confitarma, inteso a sviluppare un nuovo collegamento intermodale tra l'Italia e il bacino del Mar Nero: l'utilizzo combinato della modalità marittima con quella fluviale consentirà la penetrazione della nostra industria fino alle aree più interne di paesi dell'Europa orientale.

Armatori italiani hanno già avviato investimenti, acquisendo il controllo di una delle principali attività fluviali dell'ex-Urss adibite al trasporto di prodotti petroliferi.

 

AUTOSTRADE DEL MARE


Sono grato al Ministro Bianchi che, sin dalle prime ore della sua nomina, ha richiamato l'attenzione sulle autostrade del mare, riconoscendo il loro ruolo fondamentale per lo sviluppo della mobilità del Paese.

Dal 1999 si è verificato un aumento superiore al 90% della capacità di carico delle navi ed oggi sono circa 400 le partenze settimanali dei servizi via mare alternativi alla strada.

Un viaggio stradale, su una tratta media nazionale, costa circa 300 Euro in più rispetto alla via marittima che, tra l'altro, fa risparmiare il 40% sui costi ambientali, evita la congestione delle reti stradali ed è veloce, anche su rotte più brevi.

Fatti e cifre ci danno ragione.

Purtroppo, Signor Ministro, nonostante l'impegno degli armatori nello sviluppare i loro servizi, le autostrade del mare risentono negativamente dell'insufficienza di aree di attracco e dei collegamenti con le reti terrestri, della mancanza di spazi disponibili e della carente organizzazione dei flussi all'interno dei porti.

Tali problematiche incidono pesantemente sulle scelte degli autotrasportatori e a tutt'oggi le navi coprono mediamente solo il 50% della loro capacità di carico.

È giunta l'ora di incentivare la domanda.

In tale senso, Confitarma considera l'adozione dell'ecobonus in favore dell'autotrasporto uno strumento importante, ma non risolutivo.

Il mancato decollo delle autostrade del mare è, anche in questo caso, da imputare alla carenza di una politica organica e coordinata in cui ciascuno ' armatori, Ministero, RAM - giuochi il suo ruolo.

Ed in questo deve essere considerata anche la pesante ed anacronistica distorsione della concorrenza attuata dalla flotta pubblica.

Chiediamo, operando negli stessi mercati, di avere le stesse regole.

Chiediamo chiarezza sul futuro della Tirrenia, affinché le aziende armatoriali private possano calibrare i propri assetti operativi e i relativi investimenti, anche in vista dello sviluppo delle autostrade del mare.

Siamo l'ultimo paese europeo ad avere una flotta pubblica.

Del resto oggi appare impossibile ipotizzare l'allungamento della Convenzione che lega lo Stato alla Tirrenia, sia perché l'Unione europea non lo consentirebbe, sia perché sarebbe un controsenso rispetto alla via delle liberalizzazioni imboccata recentemente con coraggio dal Governo.

 

TURISMO


È questa una delle sfide con le quali intendiamo cimentarci.

Ormai da anni si registra un trend negativo del turismo terrestre: stiamo perdendo una delle principali fonti di ricchezza del nostro Paese a vantaggio di concorrenti con minori risorse paesaggistiche, archeologiche, artistiche e culturali.

Per contro, l'Italia si conferma in testa alla classifica dei Paesi destinatari delle crociere nel Mediterraneo e nel mondo: il 38% dei croceristi mondiali nel 2005 sono giunti nei porti italiani. Nel 2006 si prevede un ulteriore aumento superiore al 15% che farà toccare circa 6 milioni di passeggeri.

Sicurezza, efficienza e qualità. Questi i tre fattori su cui si basa il successo eclatante delle crociere.

Questi i tre fattori che stanno portando alla realizzazione di terminal crocieristici tesi ad adeguarsi agli elevati standard di navi sempre più grandi e sofisticate.

Questi i tre fattori su cui si basa l'attivazione di una mini-filiera di qualità nella promozione del territorio, sia per le escursioni dei croceristi che nell'ottica del nuovo fenomeno del turismo costiero, che trova ampia attenzione anche nel Libro verde sulla politica marittima.

Su questo siamo pronti e abbiamo tutta l'expertise per dare il nostro contributo.

Le leve per la crescita del nostro settore si chiamano formazione e finanza innovativa.

 

FORMAZIONE


Lo sviluppo non può prescindere da un bisogno concreto: uniformare la realtà italiana agli standard internazionali, anche nella formazione.

Per fare ciò è necessario agire su due livelli: uno per chi deve essere formato ed uno per chi deve formare.

Gli armatori stanno già investendo

siasul primo che sul secondo livello, creando così le basi per lo sviluppo di nuove carriere professionali.

Il SeaMaster, l'Accademia del mare di Genova e la scuola dei cuochi di Napoli sono esempi concreti di progetti formativi che favoriscono il rapido inserimento di giovani nel mondo del lavoro.

I primi cuochi della scuola chef di Napoli che hanno concluso gli esami il 27 giugno già sono stati tutti regolarmente assunti. E lo stesso sarà per gli allievi dell'Accademia Italiana della Marina Mercantile di Genova.

La convenzione avviata con l'Università Parthenope consentirà di inserire giovani laureati a bordo e nelle aziende.

Abbiamo la ferma intenzione di portare avanti il progetto della costituzione di un Polo formativo nazionale per le professioni marittime.

 

FINANZA


Confitarma si rivolge direttamente al sistema delle grandi banche italiane per creare un rapporto nuovo: un'alleanza funzionale che non si limiti all'erogazione di finanziamenti, ma renda disponibili servizi e professionalità specializzati e di alto standard qualitativo.

È necessario che le banche italiane creino desk appositamente destinati allo shipping, investendo anche loro nella formazione.

L'industria marittima internazionale si avvale di queste alleanze, che consentono la crescita e lo sviluppo in linea con l'evoluzione dei mercati.

Per favorire tutto ciò, è necessario introdurre nella legislazione italiana il tax lease scheme, come hanno già fatto Francia, Spagna e Regno Unito.

Ma anche forme di incentivazione alla sottoscrizione di strumenti finanziari emessi da imprese di navigazione rivolti ai risparmiatori persone fisiche, così come la creazione di un fondo comune di investimento navale.

Il sistema bancario italiano dovrà essere in grado di gestire insieme agli armatori questi nuovi strumenti.

CONCLUSIONI - LE PROPOSTE DI CONFITARMA


La nostra necessità è quella di crescere.

Il nostro primo obiettivo è il raddoppio della flotta nei prossimi dieci anni.

Per fare ciò chiediamo:

interventi politici quali

  • una cabina di regia per la politica marittima,
  • capace di coordinare una task force governativa che affronti i problemi di competenza di più ministeri;

  • un tavolo di concertazione
  • tra armatori pubblici e privati, organizzazioni sindacali e Amministrazione, in vista della scadenza nel 2008 delle convenzioni del Gruppo Tirrenia.

interventi normativi per

  • un registro unico di immatricolazione per le navi che operano nei traffici internazionali e di cabotaggio;
  • nuovi strumenti finanziari
  • volti ad ampliare gli investimenti: tax lease scheme, un sistema di KG all'italiana e un fondo comune di investimento navale.

 

RINGRAZIAMENTI


Nel nostro settore, così trasversale, il successo deriva dalla capacità di coinvolgere tutti i player.

Pertanto, vi chiedo qualche istante in più per ringraziarli tutti.

Un caloroso saluto ai Comandanti e agli equipaggi delle nostre navi, che portano in giro per il mondo professionalità e amore per il mare.

Un ringraziamento al Ministro dei Trasporti, Alessandro Bianchi, per aver celermente creato la cabina di regia con la delega delle materie marittime al Vice Ministro De Piccoli, e per aver spostato l'asse della discussione da un livello astratto ad uno più concreto.

Un ringraziamento al Vice Ministro De Piccoli per aver avviato subito il Tavolo del Mare.

Un ringraziamento al Presidente Montezemolo, per la sua vicinanza al nostro mondo e per la sua visione moderna della logistica e del ruolo del trasporto marittimo.

Un ringraziamento alla struttura del Ministero dei Trasporti per la sua specifica professionalità.

Un ringraziamento all'Ammiraglio Dassatti per aver realizzato un diverso, moderno e positivo rapporto tra Capitanerie di porto e armamento.

Un ringraziamento va alla Marina Militare, per l'opera svolta a garanzia della sicurezza delle navi mercantili italiane contro gli atti di pirateria

Un ringraziamento a tutti coloro che hanno aderito alla Commissione Regole e Competitività, istituita da Confitarma: in linea con le indicazioni degli accordi di Lisbona 2000 e con i progetti della Presidenza del Consiglio dei Ministri, intendiamo adeguare, modernizzare e sburocratizzare il nostro ordinamento marittimo favorendo la competitività con misure a costo zero.

Un ringraziamento alla Provincia di Genova ed alla Regione Campania per il loro eccezionale contributo alla formazione di nuove professionalità marittime.

Saluto e ringrazio le Organizzazioni Sindacali, con le quali abbiamo impostato una dialettica costruttiva, pur nella tutela di interessi diversi.

Ringrazio i miei associati per il sostegno che mi hanno dimostrato. La loro fiducia è fondamentale, in questa fase di grandi cambiamenti, in cui l'armamento italiano è protagonista di molte delle sfide che coinvolgono il nostro Paese.

Colgo l'occasione per formulare l'augurio di buon lavoro a tutto il Governo e al Parlamento, auspicando che il nostro Paese torni ad essere consapevole delle sue grandi tradizioni marittime cogliendo le opportunità che vengono dal mare.
