Signor Vice Presidente Tajani, On.le Pittella, On.le Mauro, rappresentanti della Commissione Europea, delle forze politiche e delle istituzioni, del mondo associativo e delle imprese; cari colleghi, desidero innanzitutto ringraziare MESEURO per l'invito rivolto all'Associazione dei Porti Italiani che rappresento, per l'opportunità di presentare a così alto livello alcuni spunti di riflessione, proposte ed elementi che la portualità italiana ritiene importanti, e alcuni prioritari, nel prosieguo dell'iter di revisione degli orientamenti sullo sviluppo delle reti TEN-T e sul Regolamento “Connecting Europe Facility”.

Non è superfluo rammentare, innanzitutto, alcuni dati che aiutano a comprendere cosa rappresenti il sistema portuale italiano per l'Europa. Basti segnalare che nel 2010 in Europa il 74% delle importazioni ed il 77% delle esportazioni è avvenuto per via marittima, per un totale di quasi 1,6 miliardi di tonnellate di merci. L'Italia ha contribuito significativamente a questo interscambio, risultando, anche in questo periodo di crisi, al 1° posto in Europa per importazioni e al 3° posto per esportazioni via mare: nel traffico marittimo passeggeri l'Italia è al 1° posto. Da un punto di vista economico il sistema portuale italiano, oltreché comparto economico in se, è un complesso di imprese e soggetti che generano ricchezza ed occupazione diretta. Su questo punto, per estrema sintesi, ricordiamo che il PIL generato dal sistema marittimo nazionale, con 39,5 miliardi di Euro, costituisce circa il 2,6% del totale nazionale e impiega oltre 213.000 unità di lavoro dirette.

A questa breve premessa è opportuno aggiungerne un'altra riguardante specificatamente la rete TEN-T. La rete, originariamente concepita in funzione e con una forte finalizzazione interna all'Unione (nonché con una considerevole prevalenza della modalità ferroviaria), in virtù del mutato scenario economico a scala globale, deve essere rivista guardando in particolar modo l'interscambio tra l'Unione Europea e il resto del mondo a partire dall'Estremo Oriente, i versanti Africani ed Asiatici del Mediterraneo nonché il bacino del Mar Nero, l'America Latina (Brasile in particolare), l'India, l'Africa australe e l'emisfero sud in genere.

In sintesi, deve essere una rete costituita da nodi e corridoi che collegano l'Unione Europea alle aree di maggior sviluppo potenziale (e previsto).

Tutto ciò, naturalmente, non deve far perdere di vista altri aspetti. La revisione deve cioè costituire occasione per:
  • un riequilibrio infrastrutturale tra le diverse regioni dell'Unione per favorire gli obiettivi del Trattato di coesione economica e sociale;
  • una redistribuzione dei flussi di traffico verso le aree sottoutilizzate per uno sviluppo sostenibile ed equilibrato di tutti territori Europei;
  • la “decarbonizzazione” dei trasporti.
Quest'ultima, in particolare, costituisce obiettivo prioritario che, a nostro avviso, deve essere perseguito per la riduzione delle emissioni nocive e al contempo deve essere volto ad un “disegno” della rete TEN-T che tenga conto dell'esigenza di riduzione delle percorrenze lungo le rotte marittime da e per l'Europa.

Una revisione che, pertanto, deve riconoscere un ruolo centrale ai porti sia in quanto nodi di transito dell'interscambio tra l'Unione Europea ed i resto del mondo sia in quanto infrastrutture indispensabili per il trasporto marittimo in funzione alternativa alle modalità terrestri, più impattanti. Ma anche una revisione che non può limitarsi ad individuare singoli nuovi nodi e tratte cui attribuire il riconoscimento di “valore Europeo”, bensì una revisione intesa a riconoscere rilievo ad una logica di rete effettiva, fatta di molteplici nodi legati adeguatamente, sul versante terrestre, a tratte stradali e ferroviarie (anzitutto).

La proposta della Commissione, ci spiace dirlo, invece individua nodi e collegamenti concentrati nelle aree che già oggi sono maggiormente infrastrutturate, di fatto marginalizzando le regioni periferiche (in questo senso è difficile condividere la proposta della Commissione Europea che, con le scelte che propone per i porti, quasi esclude completamente dalla rete “centrale” regioni come la Sicilia – con la sola eccezione di Palermo - e la Sardegna, a discapito non solo di queste regioni, ma di tutto il mezzogiorno d'Italia). Inoltre, la proposta non sembra valorizzare appieno l'area Mediterranea che, invece, rappresenta uno snodo cruciale per la crescita economica dell'Unione Europea. In questo ambito la posizione geografica dell'Italia, inserita nel cuore del Mediterraneo, assume un ruolo chiave nel garantire il collegamento e le interconnessioni infrastrutturali necessarie per sostenere e potenziare la crescita, l'occupazione e la competitività dell'Unione.

Crediamo pertanto indispensabile che il sistema portuale italiano per la sua giusta valorizzazione nell'ambito delle future TEN-T debba essere rappresentato con l'inserimento dei porti italiani sede di Autorità Portuale nella rete “centrale”. L'insieme dei porti amministrati dalle Autorità Portuali, i maggiori per volumi di traffico, dotazioni infrastrutturali, capacità di generare ricchezza ed occupazione, nel complesso offrono l'intero ventaglio di funzioni: per i mercati di consumo (grandi agglomerati urbani); per le imprese di produzione (di base e di prodotti finiti); per l'approvvigionamento delle materie prime energetiche e per la logistica dei prodotti energetici; a servizio dei collegamenti marittimi di breve e medio raggio (nazionali, intracomunitari ed inframediterranei) alternativi a quelli esclusivamente terrestri; per la continuità territoriale delle aree insulari; per il turismo. Senza dimenticare quegli scali che svolgono un rilevante ruolo di distribuzione/concentrazione dei traffici marittimi oceanici nell'area mediterranea (transhipment).

Nel contesto di una rete “Europea”, se adeguatamente interconnessi con le infrastrutture lineari di rete (ferrovie anzitutto) dalle caratteristiche fisiche e dagli standard di servizio elevati, i nostri porti potranno potenziare e, laddove necessario/possibile, differenziare le proprie funzioni, ampliare i propri bacini di riferimento e sviluppare le strutture di servizio, con benefici di carattere economico, ambientale e sociale per l'Italia nonché per l'Europa.

In questo senso sottolineiamo che la rete TEN-T è strumento in mano all'Unione Europea ai fini del perseguimento di uno degli obiettivi primari dell'Unione stessa, la coesione economica e sociale. Non costituisce, pertanto, obiettivo fine a stesso delegabile per intero ai singoli Stati Membri.

In particolare, tenuto conto della conformazione fisica del nostro Paese, oltre che ad una maggiore attenzione della Commissione Europea alle aree insulari, chiediamo che si preveda espressamente di integrare la futura rete “centrale” con i corridoi ferroviari Tirrenico e Adriatico e con tutti i porti sede di Autorità Portuale che insistono su questi corridoi. Infatti entrambi i corridoi sono indispensabili per la gestione dei flussi di traffico merci in entrata e in uscita sulla direttrice nord-sud e per un duraturo e solido sviluppo delle Autostrade del Mare (nazionali, europee e mediterranee). Tale soluzione, integrata con la realizzazione degli opportuni collegamenti ferroviari tra i porti e quei corridoi, consentirebbe di sfruttare appieno la capacità e le potenzialità della rete ferroviaria esistente, e sarebbe di elevato valore aggiunto strategico perché darebbe la possibilità di una maggiore efficienza e distribuzione dei traffici su un numero maggiore di porti.

A sostegno di questa esigenza si è espresso anche il Ministro delle Infrastrutture e dei Trasporti italiano in risposta ad una interrogazione alla Camera dei Deputati il 10 gennaio scorso. In quell'occasione il Ministro, oltre a confermare l'assoluta necessità dell'Italia di inserire alcuni porti nel corridoio Helsinki-Valletta (Palermo e Catania) – proposta che riteniamo non solo condivisibile ma doverosa - ha anche confermato che nella visione e nella proposta italiana (che chiediamo sia sostenuta con forza) tale corridoio si estende a sud-est con la diramazione che da Napoli raggiunge Bari e Taranto. In questo senso si è espressa anche la Camera dei Deputati che, con l'approvazione della mozione Vannucci, impegna il Governo ad intervenire presso le competenti sedi UE ai fini del completamento del Corridoio Baltico-Adriatico verso sud, lungo la costa Adriatica, comprendendo anche i porti di quel versante più a sud rispetto a quelli considerati dall'ipotizzato corridoio Baltico-Adriatico.

A nostro avviso la visione di rete che pensiamo, impone di considerare "Autostrade del Mare" i collegamenti marittimi tra tutti i porti delle future reti TEN-T indipendentemente dallo Stato Membro di appartenenza. Così come sono da considerare “Autostrade del Mare” i collegamenti marittimi tra i porti delle reti TEN-T e quelli dei Paesi vicini extra UE - tra cui quelli che si affacciano sul bacino del Mediterraneo; tali collegamenti, quindi tutti i porti ad essi funzionali, nodi di collegamento tra l'Europa ed i Paesi vicini, meritano la stessa considerazione dei punti di frontiera terrestri.

Riteniamo inoltre che nelle future reti TEN-T sia espressamente prevista l'eleggibilità al contributo finanziario UE dei progetti ferroviari interni agli ambiti portuali, come pure che i sistemi di ”Port Community Systems" siano ricompresi nei sistemi ITS.

Per concludere, richiamiamo l'attenzione sul fatto che la programmazione e la pianificazione delle infrastrutture a nostro avviso deve rimanere prioritariamente in capo agli Stati Membri, seppur nel quadro delineato a livello Europeo, ciò tanto più considerato il modesto impegno finanziario dell'UE.
Crediamo comunque necessario che l'Unione Europea rafforzi il suo impegno sia incrementando le risorse, sia predisponendo strumenti finanziari adeguati, ad esempio gli Euro Bond o Project Bond, che tra l'altro, sarebbero anche determinanti per rafforzare la solidità della moneta unica davanti ai mercati finanziari, e consideriamo anche giusta l'ipotesi di escludere dal “patto di stabilità” le risorse pubbliche destinate alla realizzazione dei progetti TEN-T.

Infine, riteniamo che le partnership pubblico-private debbano essere promosse ed agevolate in quanto potranno costituire strumento primario per l'accesso di capitali privati ad integrazione delle scarse risorse pubbliche disponibili per la realizzazione di quanto necessario allo sviluppo ed alla crescita economica. Ciò comunque nell'ambito delle finalità di coesione economica e sociale che rimane obiettivo primario del settore pubblico.
