PROPOSTA DEL MODELLO FEMAR PER UN APPROCCIO METODOLOGICO INTEGRATO ALLA FORMAZIONE NELL'ECONOMIA MARITTIMA

Il campo dell'economia marino-marittima, intesa in senso ampio, é particolarmente complesso, articolato e presenta caratteristiche del tutto peculiari. Mi riferisco, innanzitutto, alle strette relazioni esistenti tra i vari settori che lo compongono (costruzione e riparazione navale, navigazione marittima, attività portuali e logistica, pesca, ecc.). Ma penso anche all'elevato grado di rischio e alla incidentalità presente nei diversi settori, così come all'importanza sia del fattore umano, sia dello sviluppo tecnologico, sia alla combinazione dei due elementi. E quindi al rilievo dei processi di istruzione e formazione continua delle risorse umane, intesa nel senso della "education" per i quali FEMAR intende fornire un contributo significativo (e, forse, potrà rappresentare anche un caso pilota esportabile in altri settori).

Tecnologie dell'informazione e formazione si prestano ad una "doppia" chiave di lettura e costituiscono le "due facce" di una stessa medaglia.

Infatti le tecnologie dell'informazione ricoprono un ruolo importante sia rispetto alla qualificazione delle risorse umane (e viceversa), sia rispetto allo sviluppo economico e alla crescita dell'occupazione.

Inoltre, con la proposta FEMAR si intende, da un lato, fornire una risposta alle esigenze (quelle attualmente esistenti, quelle tendenziali e quelle prospettiche) e, dall'altro, anticipare gli effetti dell'evoluzione tecnologica sul fattore risorse umane (o andare il più possibile in parallelo)

Nella mia relazione, dunque, cercherò di illustrare i principali elementi costitutivi e la struttura essenziale della "Proposta del modello FEMAR", cioè di una "metodologia omogenea per la progettazione degli interventi nella formazione marino-marittima".

Questo documento costituisce una sorta di "schema generale di riferimento" per la impostazione delle singole iniziative progettuali che possono essere sviluppate nell'ambito di FEMAR. Si tratta, cioè, delle linee-guida di un percorso che é finalizzato a omogeneizzare le modalità di base necessarie per elaborare i progetti formativi. Quindi: una serie di fasi e di moduli di lavoro che devono stare "a monte" dei progetti specifici.

La proposta, di AMRIE (l'Alleanza degli Interessi Regionali Marittimi in Europa), é frutto dell'elaborazione di un Gruppo di Lavoro che é stato costituito presso la sede decentrata AMRIE per il Mediterraneo ed é formato da operatori delle Istituzioni pubbliche, Autorità Portuali, Registri Navali, Imprese, Centri di Ricerca, Università. Il Gruppo é stato animato dal Cap. Giorgio Sedda che devo ringraziare anche per l'apporto che ha fornito, assieme ad Adriana Rossato dell'ILRES, per la preparazione di questa relazione.

L'obiettivo principale che la proposta FEMAR intende perseguire é quello di diminuire il divario esistente tra sviluppo tecnologico dei processi produttivi del lavoro marino-marittimo e la preparazione delle risorse umane che sono destinate ad operare nei settori coinvolti dall'innovazione tecnologica.

Con una avvertenza in ordine alla definizione del "campo di analisi e intervento" per il quale é necessario un approccio intersettoriale e multidisciplinare.

Il concetto di "lavoro marino-marittimo", infatti, va inteso in senso ampio, con le sue singole articolazioni settoriali (costruzione e trasformazione navale, lavoro marittimo, lavoro portuale, riparazioni e manutenzioni navali, pesca e acquacoltura, ecc.) e la sua estensione, almeno parziale, alle altre problematiche connesse al trasporto intermodale e alla logistica.

In particolare si intende far riferimento ai possibili effetti applicativi sulla sicurezza e sull'intera economia marittima, derivanti dallo sviluppo di MARIS. Infatti MARIS sta sostenendo il cambiamento delle tecnologie esistenti ed é quindi necessario che il personale sia preparato a far fronte ai mutamenti in atto e a quelli in divenire, pena la inefficacia delle risposte alle sfide che le imprese hanno di fronte.

Perciò FEMAR ha posto un'enfasi particolare nei confronti dell'utilizzo delle innovazioni tecnologiche negli processi formativi, rispetto ai quali, in sintesi, la tecnologia rappresenta un fine e un mezzo.

Ciò, beninteso, presuppone che i processi formativi si avvalgano sempre più delle applicazioni delle tecnologie dell'informazione e della comunicazione (formazione a distanza, video conferenze, simulatori, ecc.) senza, tuttavia, penalizzare l'acquisizione di esperienza diretta, "sul campo" che, nei settori produttivi legati al mare, é di fondamentale importanza. La drammaticità e l'intensità degli eventi cui l'operatore marittimo si trova a far fronte vanno spesso ben oltre la percezione che lo stesso individuo può aver avuto attraverso una simulazione o uno scambio di esperienza. Di conseguenza la rapidità e la lucidità di reazione che sono richiesti vanno, spesso, ben oltre i confini della "realtà virtuale". Con conseguenze che in mare assumo connotati spesso drammatici.

Lo schema proposto ha assunto, come dato iniziale, quello che nel linguaggio comunitario é riconducibile alle "buone pratiche". In altri termini si é partiti dalla considerazione delle molte e articolate esperienze positive esistenti in Europa per delineare una sorta di quadro metodologico ottimale.

Il termine "proposta" sottolinea il fatto che il documento, per quanto già organico, é aperto alla discussione e all'arricchimento.

Vorrei anche ricordare che, sulla formulazione della proposta, l'Istituto per le Tecnologie Didattiche del CNR e la Direzione Generale Istruzione e Formazione della Commissione europea hanno espresso una positiva valutazione.

In particolare la DG Formazione ha sottolineato il fatto che, cito letteralmente, "a livello di iniziative comunitarie é costante la ricerca di un approccio coerente e metodologico ai problemi della formazione, come indicato anche nel Libro Bianco "Insegnare e apprendere". Inoltre, "il settore marino-marittimo può rivelarsi un campo d'applicazione particolarmente opportuno".

Dunque, FEMAR é un programma di formazione che introduce nuovi elementi per mettere in condizione gli operatori dei diversi settori coinvolti nei processi produttivi marittimi di lavorare sinergicamente sulle stesse metodologie e con gli stessi principi di base e di etica professionale.

La sfida è quella di anticipare le tendenze al mutamento delle tecnologie e al cambiamento dei profili professionali, superando l'approccio dell'adeguamento "ex-post".

L'applicazione della metodologia FEMAR dovrà consentire agli operatori del comparto marino-marittimo di soddisfare, allo stesso tempo, criteri di redditività e di sicurezza sempre più elevati.

Il punto iniziale deve essere quello di assicurare che i contenuti della formazione del personale consentano di sviluppare, in modo bilanciato: confidenza, competenza e comunicazione.

Tale processo può essere illustrato mediante uno schema a blocchi articolato in tre moduli.

Nel primo modulo verticale viene fatta una sorta di "ricognizione dello stato dell'arte".

Innanzitutto (fase 1), é necessario elaborare un'analisi del settore per il quale occorre progettare un intervento di formazione. Nel fare questa analisi occorre tenere conto anche della situazione degli altri settori collegati (per esempio, le relazioni tra il trasporto marittimo e la costruzione navale).

Successivamente (fase 2) occorre compiere un'analisi della rispondenza delle risorse umane rispetto alle necessità operative del settore per il quale dovrà essere progettato l'intervento formativo. Questa fase richiede, da parte dei progettisti, un confronto con gli operatori (associazioni di categoria, imprese, sindacati) per la valutazione delle esigenze di risorse umane e dei riscontri sul mercato del lavoro. Ciò consentirà di definire la quantità di risorse umane necessarie a coprire le esigenze della domanda.

In seguito (fase 3) si dovranno svolgere delle attività finalizzate a mettere in evidenza le carenze di risorse umane (rilevate nel corso delle analisi svolte nelle fasi precedenti), con particolare riferimento al loro profilo qualitativo. Anche in questo caso, e, forse, ancor più che nella fase precedente, i progettisti dovranno confrontarsi con le imprese con riferimento alla gestione ottimale delle tecnologie impiegate nei processi produttivi. (In questo caso, anzi, sarà utile il confronto che vada più a monte e che coinvolga anche i fornitori di tecnologia).

Occorre, poi, verificare (fase 4) se le eventuali carenze rilevate in precedenza nella formazione delle risorse umane sono correlabili a carenze del processo formativo di base; in questo caso, occorre chiedersi perché la trasmissione della conoscenza ai discenti non abbia prodotto i risultati attesi. Le cause potrebbero essere riscontrate, per esempio, nella struttura didattica, nella metodologia applicata o nel sistema comunicativo adottato.

A questo punto (fase 5) si dovrà fare l'analisi costi/benefici tra gli investimenti tecnologici nel settore della formazione e il grado di utilizzo dell'innovazione tecnologica da parte delle risorse umane formate per operare nel settore osservato (cioè: la qualità della formazione raggiunta).

Le prime quattro caselle del secondo modulo ("proiezione dello sviluppo") si sviluppano secondo uno schema del tutto parallelo a quello delineato nella ricognizione dello "stato dell'arte".

Pertanto, tenendo conto dell'analisi di settore già effettuata, il primo passo (fase 1A) comporta l'analisi e la valutazione delle tendenze evolutive e delle prospettive di crescita attese per il settore che richiede interventi formativi nel medio periodo (5-10 anni). Questo passaggio é fondamentale perché dalla affidabilità di questa analisi dipende il grado di aleatorietà dei risultati del progetto formativo che si intende realizzare e il grado rispondenza della figura professionale alle esigenze del mercato. Diventa, perciò, di massima importanza la cooperazione e l'interscambio tra Imprese, Università, Centri di Ricerca e Sviluppo, ecc.

A seguire (fase 2A) si dovrà definire la figura professionale corrispondente ai bisogni delle imprese, cioè: le caratteristiche che definiscono il bagaglio professionale richiesto per l'espletamento della mansione o della funzione, ivi compresi aspetti e valori come l'etica della professione, lo spirito d'impresa, il senso di responsabilità, ecc.

Poi (fase 3A) occorre definire la base culturale e il contesto motivazionale che devono caratterizzare la risorsa umana da formare, perché essa possa rispondere ai canoni della figura professionale definita con l'attività precedente (evitando, per quanto possibile, di evitare la discrepanza tra preparazione culturale, formazione professionale e tipo di lavoro svolto che si verifica in una situazione di forte disoccupazione giovanile quale quella attuale in Europa, con potenziali diseconomie derivanti per le imprese).

A questo punto é possibile (fase 4A) definire i contenuti didattici che sono necessari per poter realizzare la base culturale richiesta. Anche in questo caso va sottolineata l'esigenza di uno stretto collegamento tra i diversi attori coinvolti: imprese, centri di ricerca, università, centri di eccellenza formativa, ecc.

A seguire (fase 4A1) si avrà la definizione della docenza e, quindi, delle caratteristiche dei formatori.

Mentre in parallelo con i contenuti didattici, dovranno essere definite le caratteristiche delle infrastrutture didattiche da impiegare: simulatori, audiovisivi, ambienti virtuali di lavoro, ecc. (casella 5A). Su questo punto é il caso di sottolineare che, poiché lo schema FEMAR cerca di "anticipare" le tendenze e le esigenze, le infrastrutture da impiegare nei processi formativi dovranno essere sufficientemente flessibili per poter simulare scenari futuri e adattarsi al cambiamento (basti pensare alla "rivoluzione" indotta dallo sviluppo delle fast ships).

Il successivo sviluppo (fase 5A1) comporta la valutazione dei costi infrastrutturali.

In relazione ai contenuti e alle infrastrutture didattiche potranno essere definite le caratteristiche degli addestrandi (fase 6A) con particolare riferimento all'interfaccia uomo-macchina. Da questo punto di vista occorre ricordare che il lavoro marino-marittimo, specie in alcuni settori (si pensi al off-shore) é uno dei più logoranti dal punto di vista psico-fisico e, quindi, soggetto a elevato turn-over degli addetti. E', pertanto, evidente anche il rischio di diseconomie qualora l'investimento in formazione non sia sufficientemente mirato.

L'insieme delle attività svolte nei passi precedenti consente, a questo punto, al progettista di elaborare la proposta formativa vera e propria.

Deve innanzitutto essere definita la strutturazione del progetto (fase 1B); in particolare: il "quadro giuridico di riferimento" in cui esso si inscrive (adempimenti derivanti dall'applicazione di convenzioni internazionali, ad esempio) e le "motivazioni politiche di fondo" della proposta. E' il caso di ricordare che l'obiettivo principale indicato dalla Commissione europea per le proposte presentate nell'ambito del Quinto Programma Quadro Ricerca Sviluppo é quello della diminuzione della disoccupazione, da conseguirsi soprattutto attraverso la creazione delle condizioni per la cosiddetta "occupabilità" delle persone.

Infine, il progetto deve includere l' Analisi costi/benefici e la valutazione finanziaria (fase 2B). Si tratta di una fase molto importante in quanto l'entità degli investimenti in infrastrutture didattiche innovative é molto sensibile e, quindi, i maggiori costi dei progetti formativi potranno essere giustificati solo in relazione ad un notevole aumento della qualità dei risultati conseguibili.

In breve, l'applicazione della proposta dovrà consentire di:

  • dotare le risorse umane dei principi necessari per sostenere lo sviluppo dell'economia marittima, in armonia con il benessere sociale e la protezione ela salvaguardia dell'ambiente;
  • migliorare le facoltà intellettuali ed etiche, l'esperienza e le abilità delle persone coinvolte nei processi produttivi marino-marittimi;
  • sostenere lo sviluppo tecnologico e i conseguenti mutamenti nel mondo del lavoro, migliorando la competitività di questo importante settore dell'economia europea;
  • anticipare il cambiamento delle metodologie e delle conoscenze nel mondo del lavoro indotte dallo sviluppo della Società dell'Informazione.

Nonostante la sintesi, o, forse, in virtù della sintesi, spero di essere riuscito ad esprimere il significato essenziale della proposta e che questo contributo sia utile per stimolare i necessari approfondimenti e sviluppi, a livello delle istituzioni comunitarie, nazionali e locali coinvolte nei processi di definizione delle politiche e pianificazione degli strumenti e degli interventi.

Prima di concludere, come responsabile della preparazione e della realizzazione di questa Conferenza, mi sia permesso ringraziare il Sig. Mario Carminati, responsible for the organisation of the FEMAR Conference on behalf of the ILRES and co-ordinator of the Genoa MARIS Office, has presented the main characters and the essential structure of the "FEMAR Proposition", that is a "homogeneous methodology to project the interventions in the maritime economy".

As the core target that the FEMAR proposition intends to reach is to reduce the existing gap between the technological development of maritime economy productive processes and the skills of workers, the challenge is to anticipate the change, getting over the adjustment "ex-post", as a consequence the training projects must develop, in the workers using new technologies, competence and communication; the aim is to introduce new elements to experienced the operators.

As regard to this, this document illustrates a general scheme to set out the guide lines finalised in making homogeneous the basic strategies necessary to elaborate training projects. The schema comprises three modules; the first one is a recognition of the state of the play, divided in five phases:

  1. Analysis of the sector where the educational intervention must be projected;
  2. Evaluation of the human resources exigencies and verification of the corresponding offers on the labour market;
  3. Evaluation of the skills required;
  4. Verification if the surviving lacks, eventually found, could be correlate to lacks in the basic training process, and the core causes of this;
  5. Analysis about the quality of training developed.

The second module follows a parallel course and, based on the previous recognition, it is worked out in four phases:

  1. Analysis and evaluation of the expected trends for the sector requesting some training interventions on a medium period (5-10 years), through co-operation and exchange of information among Enterprises, Universities, Centres of research….;
  2. Definition of the competencies requested by the enterprises;
  3. Definition of the cultural base and motivational context that must characterise the human resource to train;
  4. Definition of the didactical contents necessary to realised the cultural base requested; so definition of the trainers characteristics and of the didactical infrastructures to use. This phase is followed by the evaluation of the infrastructure costs and, eventually, by the definition of the level of the people to train.

The whole activities developed are suddenly useful to drawn the educational project.

It must be finally underlined that implementing this project would mean to:

  • experience the human resources in supporting the growth of the maritime economy, matching welfare and environmental conservation;
  • improve the skills of maritime workers;
  • support the technological development and improve consequently the competitiveness of the maritime economic sector;
  • anticipate the change induced by the development of the Information Society.
