Forum MARIS di Genova

MARIS è un programma adottato nel 1995 dal G7 Capi di Stato e di Governo nell'ambito di un gruppo di programmi sulla Società dell'Informazione.

MARIS (Maritime Information Society) é dedicato alle applicazioni della Società dell'Informazione nel settore marittimo.

I primi sotto-progetti approvati dal G7 riguardano quattro gruppi di temi:

  • SAFEMAR, la sicurezza marittima;
  • MARTRANS, il trasporto intermodale;
  • MARVEL, la costruzione navale intelligente;
  • MARSOURCE, pesca acquacultura e ambiente marino.

Recentemente la Commissione europea ha approvato un nuovo sott-programma, di tipo "orizzontale" denominato FEMAR, e dedicato alla applicazioni delle tecnologie dell'informazione alla formazione e l'educazione marittima. Vi parlerò successivamente della Conferenza di presentazione di FEMAR che la Commissione europea e la Regione Liguria hanno organizzato e che si svolgerà a Genova martedì prossimo, 23 novembre 1999.

Un altro tema è ancora in discussione sia a livello di Commissione europea sia a livello di contributi che i Centri regionali stanno dando per la sua definizione ed è dedicato al turismo nautico. Il nuovo sotto-programma è denominato MARTOUR.

I quattro sotto-progetti settoriali - hanno una loro specifica competenza - ma sono anche strettamente collegati gli uni con gli altri (ad esempio è di immediata percezione il legame tra i temi di MARSOURCE, pesca, sia con SAFEMAR, sicurezza della navigazione che con MARVEL, cantieristica navale).

I soggetti e le strutture riguardano due livelli:

  • da una parte la Commissione europea e in particolare, al suo interno la DG Imprese, la DG Trasporti e la DG Pesca;
  • dall'altra parte i Centri regionali che hanno costituito il Network MARIS Europeo: Bilbao, con competenza territoriale sull'Atlantico, Brema, per il Mare del Nord, Genova per il Mediterraneo e Helsinki per il Baltico.

Il Network europeo di MARIS si è costituito nel maggio del 1997, con la sottoscrizione a Bilbao di una Dichiarazione comune da parte dei rappresentanti dei quattro Centri regionali e della Commissione europea. Successivamente, in occasione del secondo incontro del Network tenutosi a Brema, è stato possibile un primo scambio di esperienze per poter confrontare anche le diverse strutture di supporto di ogni Centro.

Vedremo in seguito quale è stata la soluzione adottata dal Forum MARIS di Genova.

L'attività e la funzione del Network è innanzitutto quella di sviluppare lo scambio di esperienze tra queste diverse aree marittime per consentire una reciproca conoscenza che consenta di accrescere le possibilità di ognuno, in quanto ogni realtà ha delle caratterizzazioni specifiche.

Di conseguenza, il passaggio successivo è quello di tentare di implementare la cooperazione a livello regionale, nell'ambito della competenza di ogni Centro e, anche a livello interregionale, tra i diversi Fora che costituiscono il Network.

Un obiettivo molto concreto è quindi quello di definire dei progetti che possono essere finanziati anche da parte dell'Unione europea; in questo modo potrebbe essere possibile inserire altri soggetti di livello regionale in progetti europei già esistenti, oppure creare delle nuove iniziative a partire dallo scambio di esperienze e di informazione tra operatori localizzati in varie parti d'Europa che individui alcune esigenze comuni sulle quali si possa avviare un progetto.

Infine, il Network permetterà di attivare una rete di connessione e dei database settoriali: i quattro Centri regionali infatti stanno attivando dei siti web, analogamente a quanto già fatto dalla Commissione europea e in particolare anche dalla DG Imprese e dalla DG Pesca, nonché una serie di connessioni tra le realizzazioni a livello regionale: area mediterranea, atlantica e del Mar del Nord, area Baltica.

Prima di procedere, vorrei sottolineare che nel circuito MARIS operano anche dei "contact point", come, per esempio, Kavala, per il Mar Nero e l'area Balcanica, e centri "specializzati", come Brest per la pesca.

I Centri Regionali MARIS hanno già realizzato aIcuni progetti e altri sono in corso di realizzazione.

Il primo progetto, denominato "visibilità", è destinato a far conoscere l'esistenza del programma MARIS e dei suoi sotto-progetti come passaggio essenziale per metterne in luce le diverse possibilità e potenzialità, specie rispetto alle Piccole e Medie Imprese.

E' è stato, quindi, creato il logo (prodotto dal Forum MARIS di Genova), adottato dai quattro Centri e dalla Commissione europea, diventato ormai il simbolo del Network in Europa, è stata anche sviluppata una linea di prodotto editoriali che consenta una riconoscibilità

dell'iniziativa ed è stata anche realizzata una brochure illustrativa di MARIS da parte della Commissione europea con la collaborazione dei Centri regionali.

Il secondo progetto, denominato "MARIS-REG", è un progetto di cooperazione interregionale presentato

alla DG Politica Regionale e Coesione nell'ambito del programma europeo RECITE II.

In questo progetto, oltre ai quattro Centri Regionali del Network, sono stati coinvolti anche i "contacts points" di Dublino, della Guadaloupe francese e di Lisbona (questo programma richiede un certo equilibrio tra le aree di Obiettivo 2 e di Obiettivo 1).

MARIS-REG è stato approvato dalla Commissione europea ed è in avvio proprio in questi giorni.

MARIS-REG ha obiettivi sostanziali che riguardano innanzitutto il coinvolgimento delle Piccole e Medie Imprese del settore marittimo nell'applicazione delle tecnologie avanzate attraverso la promozione in Europa di una rete delle città marittime, il contributo all'evoluzione della Società dell'Informazione nel settore marittimo, lo sviluppo dei vantaggi derivanti dalla messa in rete delle regioni costiere valorizzando e creando sinergie tra situazioni territoriali con caratteri e interessi omogenei.

In dettaglio, le attività di MARIS-REG sono fondamentalmente:

  • la costituzione e implementazione di un database interregionale tra i Sette partner;
  • l'applicazione delle iniziative già esistenti in modo più diffuso oppure la creazione di nuovi progetti in risposta ad esigenze che emergono nel corso del lavoro;
  • il supporto all'innovazione e al trasferimento tecnologico, sempre con particolare riferimento alle PMI.

In questo contesto, l'idea di creare il Genoa Mediterranean Forum è stata lanciata nel corso della prima Conferenza italiana di presentazione del programma MARIS, tenutasi a Genova nel febbraio del 1996. A seguito di uno scambio di lettere di sostegno dei Commissari europei e del Ministro dei Trasporti italiano si è giunti alla firma di un Protocollo d'Intesa tra le istituzioni locali liguri che ha costituito ufficialmente il Forum.

Sono seguiti poi una serie di incontri con varie delegazioni degli altri Centri regionali che, successivamente all'iniziativa di Genova, andavano costituendosi in Europa, fino ad arrivare al maggio del 1997 alla sottoscrizione della Dichiarazione comune che ha dato vita al Network europeo di MARIS.

I soggetti del Forum di Genova sono: Regione Liguria, Provincia, Comune, Camera di Commercio e Autorità Portuale di Genova.

Vi sono anche un'altra serie di soggetti che partecipano alle attività, ovvero alcuni Ministeri, in particolare i Trasporti, le Politiche agricole, l'Industria e il Lavoro, le Autorità Portuali, imprese, associazioni di categoria, università, centri di ricerca, sindacati.

Il Forum svolge alcune funzioni, tra le quali:

  • promuovere il programma MARIS e i suoi singoli sotto-progetti;
  • proporre, a livello mediterraneo, le esperienze più avanzate svolte in Europa;
  • raccogliere le esigenze espresse dai vari operatori dei settori;
  • contribuire alla costruzione di progetti che rispondano alle esigenze degli operatori.

Il Forum opera in stretto collegamento con altre iniziative omogenee nell'intento di evitare il rischio di sovrapposizioni e di valorizzare le sinergie che si creano: il Forum dell'Industria marittima, che riguarda prevalentemente la cantieristica europea e l'iniziativa AMRIE - Alleanza degli Interessi Regionali Marittimi Europei che ha sede a Bruxelles e una sede decentrata a Genova.

L'Assessore Rossella D'Acqui della Provincia di Genova è il Presidente del Forum e Mario Carminati dell'ILRES ne è il coordinatore operativo.

Nel 1998 è stato svolto un intenso programma di attività con il contributo finanziario dei soggetti costitutivi del Forum, della Commissione europea e di partners privati.

Tra le principali attività svolte, oltre agli incontri e ai contatti con la Commissione e gli altri Centri Regionali, vorrei ricordare l'organizzazione dell'Workshop MARSOURCE in the Mediterranean Sea, sulle applicazioni delle tecnologie dell'informazione al settore della pesca e dell'acquacoltura (febbario 1998), l'Workshop sulle possibili applicazioni del sotto-programma MARVEL alle PMI di riparazione navale, la realizzazione di un sito Web (http:www.liguriainrete.it/marisgenova), la partecipazione all'EXPO di Lisbona, ecc.

Nell'anno in corso, oltre al perfezionamento della proposta di progetto MARIS-REG, è stato realizzato un seminario sulle Reti Transeuropee (marzo 1999), è stato implementato il sito internet con alcune nuove rubriche e nuovi links e, soprattutto, è stato svolto un intenso lavoro di impostazione, preparazione e realizzazione della grande Conferenza FEMAR.



The G7 has adopted in 1995 the MARIS program within a group of initiatives on the Information Society. The program is divided in 5 sub projects named: SAFEMAR, MARTRANS, MARVEL, MARSOURCE and FEMAR, another project, which regards the maritime tourism is jet in discussion and it has been denominated MARTOUR.

The institutions and structures that operate inside MARIS belong to two levels: on the one side, the European Commission and in particular the DG Enterprises, the DG Transport and the DG Fisheries, on the other side, the regional Centres forming the European MARIS Network, Bilbao, Bremen, Genova and Helsinki.

The task of the regional Network is to develop and to share experiences with the Members and subsequently to implement the regional and inter-regional co-operation. Inside this view a very important goal is to define projects possibly financed by the European Union, in order to include further regional subjects in already existing projects or to create new common initiatives on the basis of sharing requests.

The Network will allow to activate a remote connection and sectorial databases through web sites for each regional Centre together with a series of connections for the different regional areas: the Mediterranean Region, the Atlantic Region and the Baltic one.

Moreover, within MARIS there are also some "contact points" as Kavala, for the Black Sea and the Balkan area, and Brest for the fisheries.

The regional Centres have already realised a project named "visibility", with the aim of spreading the existence of MARIS and its sub-projects, in particularly among the SME, through the making of a logo, the editing of a publishing line, and a brochure. In addiction further projects are forseen.

In the context of MARIS the idea to develop a Genoa Mediterranean Forum was launched during the first Italian Conference about the MARIS programme, held in Genoa on February 1996; the Forum was subsequently set up by the local institutions of Liguria. Following this event a series of meetings with delegations from the other regional Centres leaded, on May 1997, to a Common Declaration which established the Network.

Partners of the Genoa Forum are the local institutions of Liguria: the Region Liguria, the Province, the Municipality, the Chamber of Commerce and the Port Authority of Genoa. Others which are taking part in the activities are some Italian Ministries (in particular the ones of Transports, Agricultural Policies, Enterprises and Employment), the Italian Port Authorities, private enterprises, category associations, universities, centres of research, trade unions.

The Forum works in partnership with other similar initiatives (the Forum of Maritime Industry and AMRIE) so to valorise synergies and to avoid superimposition.

Among the main activities developed there are: meetings and talks with the European Commission and the other regional Centres, the organisation of workshops (as "MARSOURCE in the Mediterranean sea" on 1998, "MARVEL" on March 1998, the one related to the Trans-European Network on March 1999 and this one dedicated to the FEMAR Project), the realisation of the MARIS Genoa Office web site (http://www.liguriainrete.it/marisgenova), the presence in the EXPO of Lisbona, etc…
