NEL SETTORE MARITTIMO

Vice Presidente Parlamento europeo

Vorrei cominciare questo mio intervento sottolineando come il settore marittimo, le tecnologie dell'informazione e della comunicazione e la formazione siano tre realtà che hanno un ruolo chiave in Europa, per il raggiungimento degli obiettivi prioritari per lo sviluppo socio-economico ed, in particolare, per ridurre il tasso di disoccupazione, mete queste poste alla base degli stessi trattati tra i Paesi dell'Unione.

Lo sviluppo delle attività produttive e la riduzione della disoccupazione, segnatamente di quella giovanile, sono peraltro obiettivi da centrare anche per la città di Genova e per la Regione Liguria, della quale anche io sono originario.

Il settore marittimo comprende una vasta gamma di attività produttive ed impiega in Europa più di due milioni di lavoratori. Attività che si ricollegano comprendono la cantieristica e le riparazioni navali con il loro indotto, per la maggior parte prodotto da piccole e medie imprese ad alta specializzazione.

In questo quadro il trasporto marittimo costituisce una importante realtà, che con la globalizzazione dei mercati, ha assunto sempre maggiore rilevanza. Per fare fronte alla crescita esponenziale della domanda di trasporto a basso costo, in una logica di mobilità sostenibile, non si può infatti prescindere dall'attribuire un ruolo sempre più ampio al trasporto via mare, anche al fine di ottimizzare la catena del trasporto intermodale "door to door".

Il trasporto marittimo è una modalità che, se valutata in un contesto di effettiva omogeneità di analisi, risulta in molti casi la scelta più conveniente per la collettività, per le sue caratteristiche di sicurezza, compatibilità ambientale ed economicità, oltre ad interessare una grande quantità di operatori: società armatoriali, terminalisti, spedizionieri, banche, assicurazioni, fornitori di beni e servizi vari, generando quindi una crescita economica diffusa, in gran parte caratterizzata da elevati tassi di occupazione stabile.

Nell'ambito dei servizi associati al trasporto via mare, un ruolo sempre più importante è e sarà giocato dalla logistica, i distripark/districenter e le attività industriali legate alla manipolazione e trasformazione delle merci, attività queste in grado di creare valore aggiunto, di compensare il disagio che le attività portuali comportano per le zone interessate, con la ricchezza prodotta e con i posti di lavoro offerti.

Sempre in ambito di economia marittima ricordo infine lo sfruttamento delle risorse marine, la pesca e le attività industriali collegate, l'acquacoltura, l'industria offshore per l'estrazione di petrolio e gas, attività innovative che si generano in conseguenza del diffondersi dell'innovazione tecnologica e della crescita di nuovi mercati.

Tutto considerato, in queste branche del settore marittimo non esiste significativa innovazione di prodotto, processo ed organizzazione che sia realizzabile a prescindere da quanto le nuove tecnologie dell'informazione e della comunicazione possono offrire.

Le nuove tecnologie costituiscono anche in questo ambito uno strumento essenziale per la sopravvivenza e lo sviluppo delle attività esistenti e per la creazione di nuove attività, di nuovi mestieri; sono uno strumento per l'innovazione in grado di consentire all'industria marittima europea di raccogliere le nuove sfide degli anni 2000: essere competitiva e al contempo compatibile con il rispetto dell'ambiente, la sicurezza degli operatori e della collettività, in una moderna visione degli aspetti sociali.

Le tecnologie dell'informazione e della comunicazione si applicano in particolare modo ai processi di formazione, dove hanno aperto nuove prospettive; esse non sono solo più impiegabili per migliorare i processi di formazione più tradizionali, aumentandone l'efficacia attraverso il controllo e l'ottimizzazione dell'apprendimento, ma consentono di concepire e strutturare il processo di formazione in modo innovativo.

Vorrei fare alcuni esempi a questo riguardo: l'utilizzo di sistemi esperti può consentire di migliorare il costo-efficacia di un corso di formazione per saldatori, per citare una professionalità per la quale vi è stata in tempi recenti richiesta sul mercato del lavoro che non è stata soddisfatta con manodopera locale.

La realtà virtuale, la simulazione, rappresentano inoltre un innovativo approccio alla formazione che può essere utilizzato per creare nuove figure professionali, quali ad esempio operatori per robot di saldatura e taglio laser.

Per questi motivi le tecnologie dell'informazione e della comunicazione risulteranno di certo essenziali nei prossimi anni per migliorare i processi di formazione tradizionali (raggiungendo l'ottimizzazione dell'apprendimento) e per concepire nuovi modelli di formazione (simulazione, formazione a distanza, help desks, gestione dell'emergenza, ecc.).

Per far questo sono necessarie alcune premesse, segnatamente:

  • un forte impegno nelle attività di ricerca, per consentire che anche nel nostro Paese si sviluppino nuove tecnologie e si favorisca il loro trasferimento anche nei settori più convenzionali e maturi dell'industria e dei servizi;
  • una formazione scolastica ed universitaria dinamica, in grado di rimanere saldamente collegata ai rapidi processi di cambiamento delle tecnologie e dei nuovi modelli organizzativi e di cultura, anche in termini di internazionalizzazione dei mercati, che la stessa introduzione e diffusione delle nuove tecnologie determina;
  • un cambiamento continuo che deve interessare la scuola e l'apprendimento nel suo insieme, dalle elementari all'università, dalla formazione scientifica a quella umanistica, e che risulti capace di formare i nuovi profili di ingegneri e tecnici, ma anche di economisti e avvocati, medici e psicologi ecc. che il mercato richiede e richiederà;
  • una formazione post-scolastica o post-universitaria in grado di finalizzare il ciclo di studi ad un profilo professionale che il mercato oggi richiede;
  • un processo di formazione continua, praticata durante l'arco dell'intera esistenza e rivolta a chi già appartiene al mondo del lavoro, per aggiornare le professionalità e formare nuovi profili che meglio rispondano alle nuove esigenze del mercato, capaci di rendere l'industria marittima europea più competitiva riavviandone così la crescita.

Sempre continuando il tema della formazione mi voglio soffermare all'importanza che essa riveste sotto il profilo tecnico-economico, sociale e politico. La formazione professionale è infatti uno strumento formidabile per lo sviluppo economico e sociale se propriamente finalizzata.

Dalla formazione si attendono risultati e benefici sotto molteplici aspetti, in particolare cui si aspetta: un recupero di competitività, la preparazione allo sviluppo di nuove attività, professioni e mestieri, un miglioramento della sicurezza e una maggiore attenzione all'impatto ambientale di attività produttive e servizi, la soluzione a problemi sociali.

Da questo punto di vista la formazione non può quindi essere vista solo come un business e un'opportunità di lavoro per chi la fa, ma al contrario è un formidabile strumento di politica attiva del lavoro, in grado di ridare, da un lato, competitività e mercato a lavoratori le cui professionalità sono ormai superate, mentre dall'altro lato rappresenta uno strumento in grado di far avvicinare la domanda lavoro e l'offerta.

Ritornando al settore marittimo, per bene inquadrare l'importanza e la vastità degli interventi necessari ed urgenti pensiamo ad una matrice costituita secondo uno schema in cui:

  • le righe caratterizzano i settori industriali: costruzione e riparazione navale, trasporto marittimo, ecc.;
  • le colonne i campi di intervento: competitività, sicurezza, ambiente, impatto sociale.

In tale matrice ogni elemento comprende l'insieme degli interventi di formazione mirati; esempio di elementi della matrice possono essere:

  • il miglioramento della sicurezza;
  • la riduzione di incidenti mortali nelle operazioni di carico e scarico delle merci in porto;
  • l'ambiente;
  • la riduzione di incidenti nelle operazioni di carico e scarico che danneggiano l'ambiente (Haven).

Passando ora a discutere della valutazione dell'impatto delle tecnologie dell'informazione e della comunicazione sullo sviluppo del settore, ed il ruolo che può avere la formazione, farò riferimento al trasporto marittimo, ed alla costruzione navale, per la quale dato il carattere di attualità dei problemi presenterò alcune considerazioni di carattere politico più generale.

Riguardo a quest'ultimo settore, vorrei cominciare sottolineando come, a fronte di una domanda crescente, i prezzi dal 1992 siano diminuiti; anzi, le previsioni riportano che con la crisi in Oriente la domanda potrebbe cessare di crescere del tutto molto prima del previsto 2005.

Un settore già in sofferenza per l'ingresso di nuovi attori sul mercato come gli Stati Uniti e l'Europa dell'Est, hanno pesato in modo netto sia la deregulation in Giappone sia gli investimenti fatti in paesi a basso costo della mano d'opera: Cina ed India in primo piano.

Questa situazione è stata vieppiù aggravata dalla sovracapacità produttiva dei cantieri e dalle pratiche sleali della Corea del Sud, i costruttori coreani hanno infatti utilizzato i contributi del Fondo Monetario Internazionale per il potenziamento oltre ogni limite della propria capacità produttiva determinando l'attuale stato di crisi della cantieristica europea

La cantieristica europea non può competere con i costruttori coreani solo con i propri mezzi, ma sono invece necessarie misure di accompagnamento, e politiche che il Parlamento europeo e la Commissione Esecutiva devono adottare affinché questa macroscopica distorsione del mercato venga a cessare.

Da questo lato vi prometto il mio impegno affinché gli interventi necessari nel Parlamento europeo siano effettuati nei tempi più brevi, primo fra tutti la proroga della scadenza fissata al 2000 per la sospensione delle misure finanziarie a sostegno della cantieristica europea.

La costruzione navale europea non può d'altra parte interrompere quel processo di miglioramento continuo, attraverso il quale ha mantenuto la leadership mondiale, per quella tipologia di prodotti maggiormente caratterizzati dall'utilizzo di tecnologie innovative come: le navi da crociera, i traghetti, le ro-ro, le gasiere, ecc.. A questo fine il prodotto dovrà quindi sempre esser più sofisticato e di maggiore qualità, ed il processo di produzione sempre più ottimizzato al raggiungimento di una continua riduzione dei tempi e dei costi.

L'industria cantieristica europea si sta muovendo per realizzare un rafforzamento strutturale, in parallelo aumentando la collaborazione tra le industrie del settore e promuovendo un più stretto processo di integrazione con i fornitori.

Questo comporta anche la necessità di pensare ad un modo nuovo di produrre ed organizzare la produzione, ed è da questo filone che nascono le ipotesi più avveniristiche della fabbrica distribuita, della fabbrica globale, dove proprio le tecnologie dell'informazione e della comunicazione hanno reso possibile l'approccio innovativo.

Non meno importante e strategico è destinato ad essere il ruolo della formazione legato all'introduzione delle tecnologie informatiche e della comunicazione nel trasporto marittimo nei servizi e nelle industrie ad esso collegate.

Con le nuove tecnologie oggi disponibili ed il continuo potenziamento dei sistemi di comunicazione satellitare, come sta ad esempio avvenendo a livello europeo con il lancio del Progetto GALILEO, è tecnicamente possibile realizzare soluzioni fino a ieri impensabili, come ad esempio una nave che sia in grado di navigare senza equipaggio, attraverso l'automazione e la gestione dei sistemi e dei servizi a bordo, il monitoraggio a distanza del funzionamento degli impianti e dei sistemi, gestendo le emergenze e controllando la navigazione attraverso sistemi di controllo satellitare, al fine di realizzare nel Tirreno e nell'Adriatico due autostrade del mare sicure, economiche ed ecologiche, ed avere inoltre il controllo e la posizione del traffico delle merci, a livello puntuale, nel bacino del Mediterraneo o in Europa.

È facile prevedere come questa visione del tecnologicamente fattibile lasci un enorme spazio alle applicazioni realisticamente possibili a breve termine, e di questi temi è importante discuterne a Genova perché la nostra città sta vivendo un grave declino delle attività produttive, conseguenza della crisi delle industrie a partecipazione statale e delle difficoltà mostrate a progettare e concretizzare un diverso e credibile scenario di sviluppo.

Tali difficoltà hanno penalizzato in modo determinate Genova e l'accelerazione del declino delle sue attività produttive obbliga tutti noi a un maggiore e rinnovato impegno, sia per chiarirne le cause sia per concretizzare soluzioni vere.

È mio compito di Parlamentare europeo, è altresì compito della Commissione, del Governo nazionale e ancor più del Governo regionale e dell'Amministrazione cittadina, unire gli sforzi affinché vengano date a questa città, importante per l'Italia, per l'Europa, e per l'intera area del Mediterraneo, tutte le possibili e dovute opportunità per invertire il trend negativo che interessa la sua economia.

La formazione può essere uno degli strumenti strategici per combattere e vincere, nel medio periodo, la battaglia contro la disoccupazione ed il declino economico e sociale, dando a tanti genovesi, in special modo ai giovani, la speranza di ritrovare nella loro città condizioni adatte ad affermare tutte le loro potenzialità.

Discutendo poi da un punto di vista ambientale, Genova ha il porto che, nella visione di alcuni, sottrae spazio alla città, la separa dal mare in molte zone, obbliga alla rumorosità delle attività portuali, crea congestione nelle strade e inquinamento nell'atmosfera, penalizza con le infrastrutture e le grandi gru la bellezza del litorale.

Si pone per cui il problema di risolvere questa situazione, dando per scontato che i genovesi non possano né vogliano rinunciare al porto e alle sue attività; è mia opinione invece che essi lecitamente si aspettino minori penalizzazioni e soprattutto migliori opportunità.

Oggi nel bacino del Mediterraneo vi è un forte incremento dei traffici, dovuto alla globalizzazione dei mercati e alla crescita costante dell'economia mondiale, ma il mercato ha nuove esigenze e non richiede più solo servizio di trasporto ma un servizio di logistica integrato che presuppone l'esistenza e la funzionalità di un sistema intermodale, a rete, della quale Genova può essere il nodo avanzato, nella speranza che tale rete sappia efficacemente proiettare la nostra Regione nel cuore dell'Europa.

Per concludere, ciò che il mercato oggi richiede sono: servizi di logistica integrati che comprendano processi di manipolazione e trasformazione delle merci, in grado di generare valore aggiunto, richiedendo inoltre competitività, efficienza, diffusa innovazione tecnologica, e formazione continua per le risorse umane.

Genova ha l'opportunità di divenire la piattaforma logistica dell'Europa nel Mediterraneo e non può perdere questa opportunità; a tal fine occorrono grandi investimenti infrastrutturali, anche oltre i confini della nostra regione, nuove competenze professionali e un largo impiego delle tecnologie dell'informazione e delle comunicazioni.

Genova può, e a mio avviso deve, diventare un centro per lo sviluppo delle conoscenze nel campo delle tecnologie, delle scienze economiche e giuridiche nel settore marittimo, dei trasporti e della logistica; la città può diventare se lo vorrà una nicchia di eccellenza per la ricerca, la diffusione dell'innovazione tecnologica, la formazione continua, in grado di operare nel mercato globale, agli albori del terzo millennio.



I want to begin my speech underlined how the maritime sector, the information and communication technologies, and the training are three key themes to target in Europe the socio-economic development, and to reduce in particular the unemployment; basic goals also for the European Treaties.

As regards the maritime productive field I want to focalise the importance of the three sectors of maritime transport, logistic and marine resources. The transport has in particular assumed a decisive importance with the development of globalisation in order to meet the requirements for low prices and sustainable mobility; the carriage by ship is in fact the most suitable choice thanks to its characteristics of safety, environmental compatibility and cheapness. In this filed and for the other two sectors of logistic and marine resources I stress that the impact of information and communication technologies has a core importance for the realisation of the most significant innovations, in order to enable the European maritime economy to face up to the challenges of the third millennium.

The information and communication technologies are in particular directly related to the training processes, in fact utilising the new tools offered, such as virtual reality and simulation, innovative perspectives can be opened, both to improve the traditional formative processes and to draw up new training frameworks like the distance learning.

A positive discussion about the development of the training cannot denied some previous experiences that can allow this development. In particular in Italy we need: a conspicuous engagement of the Institutions in the activities of research, a basic and university dynamic formative process, linked with a continuous change in the training offer, to meet the market demands of new professions, a post scholastic and post degree training, and a process of continuous training during the professional age.

These premises are fundamental if we consider the training and the vocational training as formidable tools to assure the socio-economic development, as well as instruments for an active policy to enhance the employment.

The favourable impact of information and communication technologies also applies to maritime transport and shipbuilding industry, sector which is now concerned by several range of problems posed by the competition with the Far East companies, especially the Korean ones.

The European Parliament and the Commission must support our maritime economy with the necessary measures, both economic and politic, but on the other side the European shipbuilding industry should match these helps with a continuous improvement of its products and its productive processes, more and more technological and optimised.

As regards the maritime transport, information technologies are planning to strengthen the communication system, for example, at European level, through the launch of the GALILEO Project.

All of these developments of the maritime economy structure concern in a very close way the city of Genova, which is now interested by a serious decline of its productive activities. An innovative and deep reorganisation of the training processes in Genova has the strategic mean to fight and win the battle against the unemployment, the socio-economic negative trend and to satisfy the priority for the environmental protection.

Genova should become the focal point for the development of the whole Mediterranean area, enhancing its role of a centre of excellence for activities related to researches, technologic innovation, continuous training, operating on a global scale facing the third millennium.
