NEL SETTORE MARITTIMO

Nel mio intervento insisterò su alcuni aspetti che attengono al ruolo delle esperienze formative, nel settore cruciale dell'economia marittima e in una realtà come quella italiana.

Infatti, nel quadro delle esperienze di formazione sul posto di lavoro, i progetti FEMAR, MARSK e ADAPT rappresentano dei casi incoraggianti che possono costituire un punto di riferimento per altri settori dell'economia e diventare quindi l'elemento di orientamento per la sperimentazione di nuovi metodi di formazione di competenze nell'uso delle nuove tecnologie, nella sicurezza e nella tutela del patrimonio ambientale.

Ciò attraverso quei contratti di programma o quei patti ambientali che stiamo tentando di sperimentare in varie parti d'Italia e che possono innestare nuovi rapporti di partenariato tali da coinvolgere imprese e istituti scolastici, e non solo quelli della formazione professionale.

La sperimentazione sistematica di stages nei luoghi di lavoro, stages per allievi ma anche per formatori, è un'esperienza decisiva per superare il gap che tuttora sussiste e che, qualche volta, tende ad allargarsi fra la formazione scolastica e l'acquisizione di competenze basate su nuovi saperi che maturano sui luoghi di lavoro con l'utilizzazione e il mutamento incessante delle nuove tecnologie dell'informazione e delle comunicazioni. Qui sta infatti, a mio avviso, una delle cause strutturali della disoccupazione giovanile e delle difficoltà che incontrano tanti giovani ad inserirsi rapidamente nel mondo del lavoro in condizioni corrispondenti alle loro aspettative e alla loro formazione scolastica.

Vorrei comunque insistere, soprattutto, sull'importanza di uno sforzo particolare da compiere nell'estendere la sperimentazione del progetto ADAPT; in questo contesto non si tratta soltanto di consentire l'adattamento delle competenze al mutamento delle tecnologie (ed è già una sfida immane di fronte alla tentazione di tante imprese di risolvere il problema con un turnover accelerato della manodopera soprattutto per le qualifiche medio basse, disperdendo un capitale umano che potrebbe essere valorizzato), ma si tratta di impedire che il mantenimento di una parte rilevante di lavoratori in una situazione professionale precaria e magari fortemente disagiata in termini di condizioni di lavoro costituisca, magari al raggiungimento di una certa età, la ragione o il pretesto per la sua espulsione dal mercato del lavoro quando, per esempio, superati i cinquant'anni è quasi troppo tardi per un investimento nella riqualificazione del personale; investimento che diventa in ogni caso, a quel punto, molto costoso.

Lo stesso ragionamento si potrebbe fare per i tanti lavori usuranti e pericolosi che non mancano nel settore del trasporto marittimo, della cantieristica e quant'altro, i quali dovrebbero costituire una fase della vita lavorativa, qualora non fossero rimosse anche le cause della pericolosità o della gravosità, ma non la causa di una emarginazione dal mercato del lavoro sopraggiunta una certa età.

A questo proposito noi facciamo i conti con il dato più inquietante che riguarda la realtà italiana anche confrontato con quelle degli altri paesi dell'Europa comunitaria: un invecchiamento accelerato della popolazione, un allungamento (e questo è un dato positivo) delle aspettative di vita, l'impossibilità, anche per ragioni finanziarie, di proseguire con la pratica dei prepensionamenti, delle pensioni di anzianità, o dei regimi speciali.

Questo apre però uno scenario sul quale ci si sofferma ancora troppo poco quando si discute di questi problemi: oggi il 50% della popolazione sopra i cinquant'anni è attualmente occupata, e se andiamo a cinquantacinque anni ci accorgiamo che, in Italia, meno del 36% della popolazione attiva è occupato; questa situazione è particolarmente seria in un paese in cui già la popolazione attiva è fra le più basse dei paesi europei: siamo al 60% rispetto alla popolazione totale.

Ora, di fronte all'invecchiamento della popolazione e all'allungamento delle aspettative di vita, la situazione non può essere, io credo, la decurtazione delle pensioni di vecchiaia per quanti già percepiscono dei redditi medio bassi. Tanto meno se si pensa al destino di quel 65% di persone sopra i cinquantacinque anni che devono aspettare dieci anni per percepire la pensione, e una pensione decurtata di dieci anni di contributi.

Giustamente l'ultimo rapporto della Commissione europea sulle linee di un coordinamento, di una armonizzazione delle politiche di protezione sociale indica invece la strada, attraverso il termine un po' bizzarro dell'invecchiamento attivo, del prolungamento della vita lavorativa sia in occupazione diverse, sia con modalità diverse, a part-time, nell'impresa in cui esse sono occupate, oppure anche in altre attività, consentendo ai lavoratori più anziani di svolgere attività di monitoraggio per i più giovani verso la fine della corriera lavorativa.

Questa è la grande sfida che attende la formazione permanente e la riqualificazione la quale comporta, per i lavoratori in età matura, in molti casi, anche il recupero di una formazione di base come condizione per poter acquisire la padronanza di nuove tecnologie dell'informazione e delle comunicazioni.

ADAPT può aprire la strada ad una politica di riqualificazione dei lavoratori in età matura contribuendo a recuperare e a superare il ritardo enorme che pesa in Europa e nel nostro paese; pensate che in Europa sopra i cinquant'anni solo il 10% della manodopera è interessata ad un'esperienza di formazione permanente. In Italia siamo all'1,5%.

D'altra parte, non voglio nascondere che una strada di questa natura comporta uno sforzo finanziario rilevante; la formazione permanente non è uno scherzo e non può essere soprattutto, quando si tratta di impadronirsi dell'uso di nuove tecnologie in continuo cambiamento, un'infarinatura. Comporta degli investimenti seri nel personale docente, nel tirocinio, e degli investimenti che per loro natura producono dei risultati nel medio termine, e non sempre (ed è questo il caso della ricerca) con la certezza del risultato.

Probabilmente le risorse di ADAPT e della rete delle Regioni coinvolte nei progetti di formazione possono non essere sufficienti, quindi a partire da quei progetti è necessario mettere in campo nuovi protagonisti: naturalmente lo Stato nazionale, le stesse imprese in prima persona e io aggiungo, come reduce da una lunga attività sindacale, anche i lavoratori.

La formazione permanente deve diventare l'oggetto, forse il primo, della contrattazione collettiva nei luoghi di lavoro, e non vi è niente di scandaloso nel considerare l'acquisizione di un programma formativo come un investimento sul futuro, e quindi come un salario in natura che si contribuisce a finanziare anche con la propria retribuzione; ciò per acquisire quella impiegabilità sul mercato del lavoro e nella stessa impresa in cui si opera che è garanzia di quel minimo di sicurezza che è decisiva, a sua volta, per poter affrontare le sfide della competizione mondiale.

È una sfida rilevante, gravosa, ma è troppo decisiva per non essere affrontata e le esperienze accumulate con la sperimentazione dei progetti FEMAR, MARSK e ADAPT possono indicare una strada che altri devono percorrere, contribuendo così ad una nuova fase di ripresa dell'economia ligure, e ad un nuovo capitolo della storia economica e sociale di Genova.



Mr. Bruno Trentin, member of the European Parliament, has focused his speech in presenting some aspects concerning the role of the training experiences in the maritime sector in Italy.

Referring to this the projects FEMAR, MARSK and ADAPT could represent an important example also in other sectors of the economy, becoming a guide line to experience new kinds of training methods, in order to be qualified to work with the new technologies, in observance of safety regulations for workers and protective measures for the environment.

With a particular interest in the growing gap between school training and work experiences, new technologies and retraining of workers, and without forget the impact on the whole welfare society of the ageing of the active population and the problem of retraining concerning people carrying out dangerous works (dilemma often solved by dismissing workers too age), Mr. Trentin has illustrated the solutions suggested by the European Commission: co-ordination and harmonisation of welfare policies. It cannot be denied in fact, that permanent training and retraining of workers will be the only possibilities admitted, if we exclude the cut of the old-age pensions.

The relevant financial effort necessary for this programme must be found not only in the funds granted by the ADAPT Programme or in the network of Regions involved in training projects but more and more in the resources appropriated by countries, companies and workers too, and it goes without saying that the permanent training must become the topic subject-matter of collective contracts, considering the formative programmes as investments on one's future.

Even if the challenge is hard, Mr. Trentin has underlined, finally, the decisive importance to win it, in order to meet the requirements posed by the future international competitiveness and to contribute in recovering the Regione Liguria economy.
