Analisi sintetica del quadro economico internazionale e dei suoi effetti sul settore dello shipping e sul porto di Genova

Nell'ambito dell'analisi del contesto macroeconomico e di mercato, finalizzata ad inquadrare in maniera coerente l'attività di pianificazione, è da rilevare come, se per quanto concerne il mercato del trasporto marittimo e portuale si continui ad assistere alle dinamiche e ai fenomeni descritti nel precedente documento di programmazione, con riferimento allo scenario economico mondiale si evidenzino invece ulteriori sviluppi piuttosto rilevanti.

Infatti, negli ultimi mesi, si è determinato un peggioramento del quadro macroeconomico dovuto principalmente a due cause: il perdurare della crisi dei mercati finanziari internazionali innescata dallo stato di sofferenza mercato dei mutui immobiliari americani, il forte aumento dei prezzi del greggio, delle materie prime energetiche e alimentari, dovuto principalmente all'elevata domanda espressa dai paesi emergenti.

Rispetto all'autunno, quindi, questi sviluppi determinano in molti casi una revisione al ribasso delle prospettive di crescita della ricchezza e al rialzo di quelle d'inflazione. A fronte di un rallentamento della crescita o addirittura di una stagnazione dell'economie dei maggiori paesi industrializzati, la crescita dei paesi emergenti è rimasta comunque elevata e continuerebbe ad avere un effetto trainante sull'economia mondiale nel 2008.

Nel complesso, il tasso di incremento del PIL in termini reali all'esterno dell'area dell'euro si collocherebbe in media intorno al 5,6% nel 2007 e al 5,2% sia nel 2008 sia nel 2009. Per quanto riguarda l'area euro le previsioni fornite da alcune più autorevoli fonti istituzionali internazionali portano a stimare il tasso di crescita del PIL in termini reali tra il 2,5% e il 2,6% nel 2007, tra 1' 1,9% e il 2,2% nel 2008 e tra il 2,0% e il 2,2% l'anno seguente.

L'espansione dei mercati di esportazione esterni all'area euro dovrebbe aggirarsi attorno al 6,0% nel 2007, al 6,9% nel 2008 e al 7,1% l'anno successivo.

La crescita delle esportazioni continuerebbe a sostenere l'attività economica dell'area euro, sebbene la quota di mercato delle esportazioni dovrebbe ridursi lievemente, per effetto della maggiore concorrenza mondiale e delle perdite di competitività di prezzo dovute all'apprezzamento della moneta unica. Il tasso di incremento delle importazioni si collocherebbe, in media d'anno, su un livello inferiore a quello delle esportazioni.

Con riferimento alle prospettive di medio periodo circa l'andamento dell'economia mondiale e di alcuni dei principali aggregati nazionali o sovranazionali, si evidenzia dalla tabella sottostante come le principali istituzioni finanziarie internazionali considerino probabile il ritorno dei tassi di crescita del PIL e del commercio internazionali su valori pari a quelli riscontrati negli ultimi anni.

Fra le economie europee, l'Italia è una di quelle che risente maggiormente del quadro sopra delineato, tanto da manifestare una chiusura del 2007 in decelerazione. Infatti, dopo una modesta ripresa nel terzo trimestre, la produzione industriale italiana sarebbe calata nel quarto. Nei primi nove mesi dell'anno la crescita della produttività nell'industria è rimasta modesta; la competitività di prezzo ha subito ulteriori peggioramenti a causa della perdurante tendenza all'apprezzamento dell'euro.

Il costo del lavoro per unità di prodotto è cresciuto più che nell'analogo periodo del 2006. Si stima che i consumi, sostenuti nella prima metà dell'anno, abbiano subito un rallentamento nel secondo semestre sfociato nel ristagno su molti generi. L'andamento nei mesi più recenti potrebbe aver risentito negativamente degli aumenti di prezzo connessi con i citati rincari delle materie prime.

Allo stesso modo le previsioni riguardanti l'economia italiana risentono degli shock subiti dalle macrovariabili internazionali, tanto che il deterioramento del quadro di riferimento esterno, per effetto degli sviluppi sopra descritti, ha comportato una revisione al ribasso del tasso di crescita del PIL per il 2008 rispetto al luglio scorso, pari a 7 decimi di punto percentuale.

In ragione di ciò, il tasso di crescita medio annuo del PIL, pari all'1,7% nel 2007, scenderebbe all'1% nel 2008 e risalirebbe solo all'1,1% nell'anno successivo.

Inoltre, principalmente a causa del tasso di cambio dell'euro e del rallentamento della domanda interna, si assisterà ad un disavanzo negativo della bilancia dei pagamenti.

Riassumendo, i fenomeni schematicamente sopra delineati:
  • un rallentamento drastico del tasso di crescita delle economie avanzate, specie di quella americana. Tale decelerazione economica, dovuta in gran parte alle turbolenze nel mercato finanziario statunitense, si caratterizza e caratterizzerà per il deprezzamento del dollaro, il del manifestarsi di spinte inflazionistiche e per la contrazione dei consumi delle famiglie;
  • la prosecuzione della fase espansiva delle economie emergenti, seppur con una lieve diminuzione del tasso di sviluppo. Tale espansione instaura spinte inflazionistiche a causa dell'aumento della domanda di materie prime, specie energetiche ,e di derrate alimentari;
  • il conseguente riassetto e adeguamento dei flussi commerciali in relazione al deprezzamento del dollaro a favore dell'euro e all'elevata domanda di materie prime e energetiche;
  • l'Italia è, fra i paesi industrializzati, uno di quelli che risentirà maggiormente di tale situazione in termini di produzione, consumi e andamento commerciale.
Considerando l'esistenza di una correlazione tra le variabili macroeconomiche e il trasporto marittimo, si possono esprimere alcune osservazioni sull'andamento atteso del mercato di trasporto via mare.




Nel medio-lungo periodo, le previsioni del settore dello shipping, seppur intaccate dalle turbolenze economiche, restano improntate ad un diffuso ottimismo sulla tenuta dei mercati emergenti e evidenziato dal flusso di continui ordinativi eseguiti dalle compagnie di navigazione presso i cantieri navali mondiali per la costruzione di nuove unità di qualsiasi tipologia. E' evidente che, se la crisi economica internazionale dovesse perdurare e accentuare la sua natura strutturale e se si verificassero conseguenti rilevanti riassetti nell'organizzazione produttiva e logistica mondiale, potrebbero sorgere non pochi problemi di overcapacity in diversi comparti trasportistici e, di conseguenza, innescarsi un periodo di congiuntura negativa per il settore del trasporto marittimo.

Nel breve termine è invece possibile attendersi un parziale rallentamento del mercato e una modifica quali-quantitativa dei traffici marittimi, con risvolti operativi sui porti. Infatti, le dinamiche dei consumi delle famiglie, l'andamento dei tassi di cambio e la domanda di materie prime e beni energetici determineranno uno spostamento dei flussi commerciali come provano i processi di riorganizzazione che stanno subendo vari servizi di linea di alcuni global carrier.

In generale, è comunque ragionevole prospettare nel breve periodo una crescita, seppur a tassi inferiori rispetto a quelli fatti segnare nel primo lustro del 2000, dei traffici marittimi mondiali, con la conseguenza prevedibile, da un lato, di un rallentamento dell'incremento della movimentazione nei porti di paesi industrializzati (in questo senso si legga la diminuzione dei tassi di crescita dei porti statunitensi), e dall'altro, della prosecuzione di uno sviluppo sostenuto della movimentazione di rinfuse, merci containerizzate e non, nei paesi emergenti.

Con riferimento specifico al porto di Genova, dalla lettura del grafico seguente, si evidenzia come gli effetti dell'andamento economico del nostro paese si riverberino sulla movimentazione dello scalo genovese; in particolare in ragione del fatto che il porto di Genova è il principale nodo di transito per i mercati e le industrie del Nord Italia, dalle quali dipende in larga misura l'andamento dell'economia nazionale.




Il porto di Genova, funzione dell'economia del Nord Italia, risente fortemente delle dinamiche di consumo, produttive, commerciali e valutarie del nostro paese.

Pertanto, alla luce delle considerazioni sopra esposte, non è da escludere, nel prossimo futuro, un rallentamento del tasso di crescita dei traffici del porto di Genova, che potrebbe però essere attenuato da due elementi: la diversificazione merceologica tipica del porto di Genova e l'aumento delle quote di traffico del porto di Genova con le economie emergenti in sostituzione a quelle con i paesi industrializzati in fase di stagnazione economica.
