Il Montenegro avvia la privatizzazione portuale

Le autorità del Montenegro hanno avviato le procedure relative ad una gara di appalto ai fini della privatizzazione delle infrastrutture dedicate ai container ed ai carichi generali nel porto di Bar.

Il vincitore della gara acquisirà una quota del 54% della Port of Bar AD e riceverà una concessione trentennale, con l'obbligo di effettuare investimenti nello sviluppo del porto.

Con una procedura insolita, la commissione preposta al bando di gara ha adottato la singolare iniziativa di richiedere ai soggetti interessati alla gara stessa il versamento di 20.000 euro all'atto della ricezione della documentazione relativa.

Secondo un consulente del settore, l'onere di 20.000 euro potrebbe allontanare alcuni potenziali partecipanti alla gara, specialmente in un momento in cui le spese sono sempre più spesso sotto attento esame.

Tuttavia, una fonte governativa ha dichiarato che l'onere è finalizzato ad assicurare la serietà delle parti interessate.

Ai partecipanti all'appalto verrà detto che essi dovranno soddisfare determinati criteri allo scopo di dimostrare la recente esperienza delle loro società nella movimentazione dei carichi generali o dei contenitori, così come il proprio fatturato ed il livello dei profitti.

Le operazioni portuali offerte nella concessione non hanno nessun'altra concorrenza nell'ambito del porto ed il porto stesso rappresenta l'unico importante hub marittimo al servizio della Serbia e del Montenegro, il che suggerisce che l'appalto possa presentare indubbi caratteri di interesse.

Le parti interessate hanno tempo fino al 29 gennaio 2010 per presentare la richiesta di partecipazione alla gara e versare l'importo relativo all'onere inerente alla documentazione.
