L'ottimo momento dei porti containerizzati della Corea del Sud

Gli attuali ed i potenziali investitori nei porti non possono che farsi da parte ed invidiare la grossa crescita dei volumi containerizzati sperimentata presso i porti sud-coreani di Busan e Gwangyang. Tuttavia, i problemi e le complicazioni spesso vanno mano nella mano con il rapido successo. Nel caso di Busan, gli intasamenti minacciano di diventare cronici. Per quanto riguarda Gwangyang, i volumi portuali potrebbero essere aumentati troppo alla svelta, senza un corrispondente sviluppo dell'hinterland. Entrambi i porti sono per certi versi vittime del proprio successo, sebbene si stia facendo molto per assicurare il loro futuro estremamente promettente.

La tabella mostra come i volumi dei carichi movimentati dai principali porti sud-coreani siano esplosi a partire dal 2000. La crescita dei containers di trasbordo è quella che spicca in modo particolare. I volumi nazionali di trasbordo sono aumentati del 35,2% nel 2002, rispetto all'anno precedente e del 21,1% sino a 3,9 milioni di TEU a Busan, rispetto alla stesso periodo. E' interessante notare come, nel 2000, i volumi di trasbordo di Busan confrontati con i flussi di carico generali costituissero il 16%, e come, peraltro, nel 2002, essi fossero saliti al 41%. Anche Gwangyang ha sperimentato una enorme crescita dell'89,7% dei propri volumi di trasbordo, contribuendo con un fiorente miglioramento del 26,2% alla propria attività complessiva dello scorso anno. Le prestazioni di Busan e Gwangyang si confrontano in modo assai favorevole con la maggior parte degli altri porti asiatici nel 2002, con la notevole eccezione dei porti cinesi, laddove la crescita media era superiore al 30%.

Vi sono pochi dubbi che Busan abbia assunto il ruolo di uno dei principali centri di trasbordo dell'Asia settentrionale, unitamente a Kaohsiung e Shanghai, sebbene rimanga tra di loro una fiera rivalità. Negli ultimi anni un sacco di traffici sono stati portati via ai maggiori porti giapponesi, molti dei quali sono finiti a Busan. Un fattore significativo che sta dietro a tutto ciò sono i costi. L'indagine più recente elaborata dal KMI (Istituto Marittimo Coreano) sulle spese dei porti asiatici, utilizzando Busan come indice di controllo 100, mostra come Gwangyang sia ad un livello di 85, Hong Kong a 322, Shanghai a 106, Kaohsiung a 107, Kobe a 277 e Yokohama a 249.

L'Ufficio Affari Marittimi Regionali e Pesca di Busan ha ridotto del 50% gli oneri di ingresso al porto per i carichi di trasbordo dal 1' luglio 2003 fino al 31 dicembre 2004, il che continuerà a renderlo allettante nei confronti degli utenti portuali. Il diritto portuale in questione al momento assomma a 1,75 dollari USA/TEU. I dirigenti portuali di Busan temono la crescente influenza di Shanghai come hub di trasbordo. Inoltre, essi sono altresì preoccupati dai potenziali danni alla propria reputazione risultanti dallo sciopero dei camionisti ai primi di maggio di quest'anno. Anche se andranno perduti circa 1,34 milioni di dollari di entrate, il porto si aspetta di trasportare altri 600.000 TEU di carichi di trasbordo quest'anno.

In seguito a tale decisione, Gwangyang ha deciso di abolire i propri diritti sui carichi di trasbordo, in relazione allo stesso periodo di Busan. Si tratta di un'iniziativa notevole, dal momento che i carichi di trasbordo quest'anno hanno continuato a crescere rapidamente presso tutti e due i porti. Nel corso dei primi quattro mesi del 2003, Busan ha sperimentato un incremento del 25% dei propri volumi di trasbordo, sino ad 1,44 milioni di TEU, rispetto allo stesso periodo del 2002. Nel contempo, la crescita del 48% di Gwangyang sino a 117.000 TEU nello stesso periodo è stata persino maggiore, sebbene sia partita da una base minore.

Allo scopo di far fronte a questa enorme espansione dei volumi containerizzati, il Ministero degli Affari Marittimi e della Pesca ha approntato alcuni programmi gargantueschi. A Busan, la soluzione consiste nella costruzione di 30 nuovi ormeggi con una capacità annua di movimentazione di otto milioni di TEU, attorno all'isola di Gaduk, entro il 2011. I primi tre ormeggi sono in costruzione e saranno operativi a gennaio del 2006. Ci si aspetta che il finanziamento complessivo, assicurato sia dal governo che da interessi privati, si aggiri sui 6 miliardi di dollari USA. Tuttavia, si sa che alcune società private stanno avendo alcuni problemi, di modo che il governo potrebbe anche dover pescare più a fondo nei propri forzieri.

La CSX World Terminals è una di tali società private che ha notevoli interessi nel futuro di Busan. Essa ha acquisito una partecipazione del 24,5% nella BNC (Busan Newport Company), un consorzio costituito a dicembre del 2000, cui è stata assegnata una licenza cinquantennale per sviluppare e gestire il progetto del Nuovo Porto di Busan. Il direttore generale per lo sviluppo delle attività della società, Matthew Leech, rivela: "La nuova capacità è decisiva per far fronte alla domanda del mercato. La rapida crescita sia delle importazioni/esportazioni sia dei volumi di trasbordo che transitano a Busan ha surclassato l'offerta. Prima dell'inizio delle operazioni al Nuovo Porto di Busan, l'unica infrastruttura in più che andrà a sommarsi a quelle esistenti a Busan sarà un ampliamento ad un solo ormeggio con un piazzale di 13 ettari, che aggiungerà solo 250.000 TEU di capacità annua".

Sebbene la CSX stia lavorando duro per affrontare la questione della capacità, vi sono motivi di preoccupazione. Leech ha sottolineato che i vettori marittimi possono servirsi di Gwangyang, nel caso dovessero verificarsi carenze di spazio a Busan, e che gli ulteriori ormeggi costruiti dalla HPH (Hutchison Ports Holding) a Busan aggiungeranno altri 650.000 TEU di capacità. Tuttavia, dato il ritmo al quale i volumi containerizzati stanno crescendo, è probabile che si verifichino seri problemi di capacità a Busan prima che i nuovi ormeggi vengano completati nel 2006. Le previsioni del governo sono che il traffico containerizzato sud-coreano crescerà esponenzialmente sino a 30 milioni di TEU entro il 2011.

A Gwangyang, esistono programmi finalizzati alla costruzione di 33 ulteriori ormeggi, che aggiungeranno 9 milioni di TEU di capacità annua entro il 2011. L'investimento pubblico e privato complessivo sarà superiore ai 5 miliardi di dollari USA. La HPH ha investito una grossa quota azionaria a Gwangyang, dal momento che possiede quattro ormeggi che hanno inaugurato le proprie attività ad aprile del 2002. Un portavoce della HPH ha commentato: "Siamo impegnati a Gwangyang con investimenti nelle infrastrutture esistenti e negli sviluppi futuri, tra cui le fasi 2-2 e 3-1 dello sviluppo portuale ben oltre il 2005".

In una nota ammonitrice, il dott. Joseph Lee, direttore della KMI, ha aggiunto: "Si dovrebbe sottolineare il fatto che questi programmi sono al vaglio del Ministero degli Affari Marittimi e della Pesca e non sono ancora stati approvati dal Ministero del Bilancio della Programmazione. I lavori edili potrebbero subire rinvii a causa di una carenza di finanziamenti ed il numero degli ormeggi potrebbe non essere completato entro le scadenze temporali programmate".

Ciononostante, la programmata istituzione della Autorità Portuale di Busan nel 2004, a giudizio di Leech, "accorcerà definitivamente il periodo entro il quale verranno prese le decisioni, e diversificherà la fonte di finanziamento della costruzione del porto. Il suo successo indurrà altre città ad adeguarsi". Il cambiamento di rotta più rilevante nel contesto di tale politica governativa consiste nel fatto che le politiche di gestione e sviluppo di Busan non saranno elaborate dal solo Ministero degli Affari Marittimi e della Pesca. Il fatto che la CSX World Terminals, la HPH e la PSA ad Incheon siano tutte quante impegnate finanziariamente ed operativamente nei tre principali porti della Corea del Sud può solo promettere bene. Tutte loro hanno dimostrato capacità di gestione internazionale ed esperienza operativa.

Questi programmi sono una buona cosa e mirano al futuro, ma che dire del momento attuale? Come indicato in precedenza, Busan e Gwangyang hanno i loro problemi ed impedimenti ad affrontarlo prima che questi progetti siano finalizzati. I resoconti dei mezzi di comunicazione concernenti l'intasamento portuale si sono recentemente concentrati sui porti di Shenzhen, in particolare Yantian, ma ' anche se in misura minore ' anche Busan ha avuto le sue difficoltà. C. K. Yoo, amministratore delegato per l'Europa della Hyundai Merchant Marine, commenta: "A lungo termine, i nuovi terminali allevieranno la congestione, ma, a breve termine, ci saranno ancora un problema. Anche se Gwangyang può fungere da porto alternativo, occorre tempo ai caricatori per modificare la propria opinione riguardo ad un porto".

Busan ha dovuto sviluppare i propri ICDs ed i propri piazzali containerizzati extra-banchina. Un totale di 26 piazzali movimenta tre milioni di TEU all'anno. Lo ICD maggiore, Yangsan, dispone ancora di ulteriori 500.000 TEU di capacità aggiuntiva, ma per i caricatori restano questioni relative ai costi ed all'ambiente. Un certo numero di ormeggi convenzionali negli ultimi due anni ha movimentato anche contenitori, il che costituisce una situazione ben lungi dall'essere soddisfacente.

Secondo Lee della KMI, i nuovi terminals di Busan gestiti dalla CSX avranno un netto vantaggio e comporteranno una crescente concorrenza con gli attuali terminals, quali Gamman e Shinsundae. Spiega Lee: "Essi allargheranno lo spazio destinato alla movimentazione dei contenitori, di almeno 600 metri di distanza dal muro di banchina. Ciò eliminerà la necessità di duplicare la movimentazione dei contenitori presso un piazzale extra-banchina od un ICD. Anche la loro localizzazione è ideale, dato che si trovano dai 12 ai 14 km dal centro cittadino, a differenza egli attuali terminals, che sono situati nei presi del centro cittadino, dove l'intasamento del traffico è molto peggiore".

Vi sono stati notevoli investimenti in collegamenti intermodali finalizzati alla soluzione del problema della congestione. Nuove autostrade sono state costruite attorno a Busan, consentendo agli autotrasportatori di scegliere il proprio accesso al porto e ridurre la necessità di dover fare affidamento su una particolare connessione. Il trasporto di contenitori tra Seoul e Busan dovrebbe rapidamente aumentare nel 2004 con il completamento della ferrovia espressa Seoul-Busan. Ciò libererà le linee convenzionali più vecchie, che potranno essere destinate ai convogli merci.

Lo sciopero degli autotrasportatori sud-coreani a maggio di quest'anno non ha contribuito alla soluzione delle problematiche relative alla congestione e ha dato un duro colpo alla capacità del paese di caricare il traffico di esportazione e di portar via il traffico in importazione dai terminals. Un certo numero di importanti compagnie di navigazione ne è stata danneggiata e ha perso denaro, ma Yoo della HMM dichiara al riguardo: "Lo sciopero è stato più breve di quanto non ci aspettassimo e solo due viaggi hanno subito conseguenze. Abbiamo provveduto con carichi di trasbordo a Hong Kong e l'arretrato è stato smaltito in circa due settimane".

Per certi versi, Gwangyang dovrebbe trarre grandi vantaggi dalla potenziale carenza di capacità di Busan, dal momento che i vettori marittimi non farebbero che trasferire i carichi alla distanza relativamente corta (150 km) di questo porto alternativa. Diversi vettori marittimi e diverse alleanze relative alle rotte-chiave est-ovest già scalano sia Busan che Gwangyang sul medesimo servizio (gli allacciamenti TP2 ed AE2 della Maersk Sealand e l'allacciamento transpacifico PNX dell'alleanza CHKY), e pertanto hanno diritto ai rispettivi risparmi sui costi che ciascun porto offre. Tuttavia, Gwangyang, malgrado la rapida crescita, ha di per sé qualche difficoltà relativa ad infrastrutture, all'intermodalità ed ai costi.

Sebbene i costi di movimentazione di Gwangyang siano generalmente considerati meno cari del 10% rispetto a quelli di Busan, si sa che la HPH non applica sconti a nessuna delle sue tariffe presso i propri nuovi ormeggi. Il fatto che questi ultimi non siano così pieni di carichi così come ci si aspettava potrebbe in parte essere la conseguenza di questa politica. Dal momento dell'apertura sino allo scorso mese di maggio, essi hanno movimentato approssimativamente solo 100.000 TEU, vale a dire circa il 10% della capacità annua complessiva.

La concorrenza tra Gwangyang e Busan in teoria dovrebbe essere dura, dal momento che entrambi vengono commercializzati come centri nodali di trasbordo e sono equidistanti dall'importante area metropolitana di Seoul. Sorprendentemente, invece, non è così. I caricatori dei principali centri produttivi e dell'industria pesante nell'est, quali Ulsan e Pohang, sono riluttanti a dirottare i loro instradamenti da Busan a Gwangyang. I costi dell'autotrasporto sono leggermente meno cari da Seoul a Gwangyang (375 dollari USA/FEU) che da Seoul a Busan (415 dollari USA/FEU). Tuttavia, i caricatori debbono pagare di più dall'est industriale alla volta di Gwangyang (200 dollari USA/FEU) che alla volta di Busan (95 dollari USA/FEU).

Per alcuni vettori marittimi, l'interesse ad effettuare uno scalo a Gwangyang non è così alto come quello per Busan, dato che l'hinterland circostante è per lo più agricolo. Yoo della HMM ribatte: "Dovrebbero esserci più investimenti nelle infrastrutture per indurre altre imprese manifatturiere ad installarsi nella zona di Gwangyang". Inoltre, i servizi di autotrasporto che collegano Gwangyang non si avvicinano neanche lontanamente a quelli di Busan, dal momento che un certo numero di loro non vogliono viaggiare da Seoul poiché non possono ottenere carichi di ritorno.

Lee del KMI aggiunge: " A Gwangyang, i collegamenti tra i trasporti e le attività di servizio correlate al porto sono ancora insufficienti per i vettori marittimi ed i caricatori".

Malgrado questi fattori, sembra probabile che l'importanza di Busan e Gwangyang quali centri di trasbordo continui a crescere in futuro. Un altro influsso positivo che afferisce alla loro crescita è l'enfasi governativa sulla loro promozione in qualità di centri di distribuzione, incoraggiando lo sviluppo delle zone franche.

Leech della CSX commenta la natura di questi programmi. Afferma infatti: "I nostri nuovi terminals saranno in una posizione di mercato preferenziale sia per il traffico di trasbordo sia per quello d'importazione ed esportazione, con capacità di banchina pari al 100% e pescaggio profondo. L'intento del governo è quello di promuovere Busan quale hub logistico dell'Asia settentrionale che comprenda la previsione di una zona franca. La BNC e la BUDCO (Corporazione per lo Sviluppo Urbano di Busan) sono entrati a far parte di un accordo finalizzato allo sviluppo, da parte della BUDCO, di 300 ettari di terreno bonificato nel contesto della costruzione del terminal. Questo terreno, sviluppato dietro al terminal contenitori, sarà disponibile per le attività correlate alla logistica e farà parte della zona franca".

Anche il terreno a Gwangyang è stato destinato a servizi di tipo logistico a valore aggiunto, ma ci vorrà tempo per svilupparlo. A tempo debito, importanti 3PLs quali Panalpina, Schenker ed Exel potrebbero essere indotti ad istituirvi operazioni, così come ce l'hanno a Singapore ed al PTP.

La situazione sopra descritta dovrebbe, perciò, continuare ad essere dinamica presso i principali porti sud-coreani, e si prevede che i volumi containerizzati continuino a crescere ad un ritmo veloce. La Maersk Sealand è un sostenitore dei porti sud-coreani. L'amministratore delegato della società a Seoul, Lee Johnson, commenta: "Dal nostro punto di vista, sia Gwangyang che Busan presentano vantaggi, ma la prima è meno cara di Busan. Noi scaliamo entrambe nell'ambito di qualcuno dei nostri allacciamenti e ravvisiamo opportunità in ciascuna delle due località. Attualmente, non abbiamo in corso alcun investimento, ma stiamo valutando ipotesi al riguardo. I nostri volumi continuano a crescere in tutti e due i porti".

Potrebbero verificarsi problemi operativi a causa di carenza di capacità nel 2004-2005, ma, partendo dal presupposto che i progetti ipotizzati siano realizzati al più presto possibile, pare proprio che i principali porti del paese siano pronti a sfruttare ulteriormente il momento di successo.
