Passi da gigante dei 3PLs europei

Le principali linee di navigazione del mondo non sono state le sole a risultare vincenti lo scorso anno, allorquando i traffici containerizzati intercontinentali hanno fatto registrare un boom. Anche i più importanti fornitori di logistica per conto terzi (3PLs) europei sono cresciuti in modo sostanziale, grazie alla continua solida crescita delle importazioni asiatiche in Europa. I dirigenti di punta di quattro dei primi cinque spedizionieri europei intervistati da Containerisation International sono stati ugualmente ottimisti circa le linee di tendenza del mercato e le loro prospettive per il 2005. Nessuno è stato disponibile per un commento presso la Kuehne & Nagel.

Charles McGurin, direttore trasporto merci marittimo della Exel per il Regno Unito e l'Irlanda, ha dichiarato: "Le condizioni del mercato sono piuttosto solide e le navi sono piene dall'Asia all'Europa. Il mercato transpacifico e l'Asia-Europa continueranno fiorire. Potrebbe esserci un aumento dello squilibrio per la Germania e l'Europa centrale, ad esempio. Sulle rotte transatlantiche, il mercato è stabile, con un buon equilibrio. Non ipotizziamo alcuna riduzione dei volumi". Sebbene l'equilibrio dei traffici britannici al momento si basi sui carichi in entrata, McGurin sostiene che le esportazioni marittime di merci stanno continuando ad aumentare alla volta di tutti i continenti.

Il dr. Wolfgang Draeger, vice presidente del trasporto marittimo merci dello spedizioniere Schenker, appartenente alla Deutsche Bahn, sottolinea: "L'anno scorso, i vettori erano sorpresi dalla crescita del mercato. Ci aspettavamo una crescita del 10% circa in relazione all'Asia e queste aspettative sono state superate. Pensiamo che il tasso di crescita nel 2005 possa restare più o meno lo stesso dell'anno scorso".

Un'importante linea di tendenza nel trasporto marittimo merci, ha fatto notare, consiste nel fatto che non si è più verificata la tradizionale stagione di punta maggio-settembre, bensì una più costante domanda per tutto l'anno, a causa della nuova dislocazione su larga scala della produzione in Asia. Anche se le esportazioni asiatiche dovrebbero restare un mercato prioritario per la Schenker, Draeger si è dichiarato ottimista anche in ordine alle prospettive per le esportazioni europee, per il motivo che l'Asia ha bisogno di produzione industriale e di infrastrutture ed attrezzature al fine di realizzare prodotti finiti per le esportazioni.

Thomas Eisenblaetter, capo della Panalpina per il trasporto merci marittimo, concorda: "Le prospettive sono buone e noi riteniamo che continueremo a crescere stabilmente. Siamo relativamente ben posizionati in Europa ed in Asia. Prevediamo un'ulteriore crescita nei traffici interasiatici e perciò stiamo programmando un secondo hub LCL (carico inferiore al container) in Asia". Allo stesso tempo, egli sostiene che la Panalpina è anche determinata a crescere nel mercato transpacifico.

Una questione-chiave quest'anno sarà quale direzione prenderanno le tariffe di nolo sulle diverse direttrici di traffico e, in particolare, se i prezzi del trasporto Asia-Europa saliranno nuovamente. Non sorprende il fatto che gli spedizionieri di punta siano meno entusiasti al pensiero degli incrementi dei prezzi di quanto non lo sarebbero se questi dovessero essere trasferiti sui caricatori di tutta l'Europa.

McGurin della Exel conferma: "I vettori desiderano un incremento generale delle tariffe. Tuttavia, sta per fare il proprio ingresso nel mercato un nuovo tipo di tonnellaggio. Il modo in cui il mercato deciderà al riguardo determinerà le future tariffe. I vettori hanno riscosso buoni risultati lo scorso anno. Forse questo è il momento in cui dovrebbe esserci un tetto e non tariffe più alte".

Riecheggiando la richiesta da tempo avanzata da parte degli spedizionieri di livelli tariffari prevedibili, egli raccomanda: "Un desiderio comune a vettori, caricatori e noi stessi sarebbe quello di guardare più lontano: ad esempio, per mezzo di accordi di 36 mesi. Ciò assicurerebbe ai vettori guadagni accettabili per un lungo periodo".

Eisenblaetter della Panalpina condivide un'opinione simile: "Pensiamo che le tariffe quest'anno siano stabili. I vettori tenteranno di far passare un incremento, ma bisogna vedere se il mercato lo accetterà. Le tariffe sono già ad un buon livello dal punto di vista di un vettore". Egli ha aggiunto che un fattore potrebbe essere rappresentato dal tonnellaggio aggiuntivo in arrivo sul mercato nel quarto trimestre, che potrebbe deprimere in qualche modo le tariffe.

Al di là degli sviluppi del mercato a breve termine, tuttavia, tutti i grossi operatori stanno attivamente rivedendo le proprie strategie di trasporto marittimo merci in risposta alle linee di tendenza a più lungo termine. I produttori e dettaglianti internazionali stanno concentrando sempre più la propria attenzione sulle attività principali, consolidando i propri volumi di trasporto con un numero minore di fornitori ed affidando all'esterno parte delle proprie operazioni logistiche.

I 3PLs globali vedono questa linea di tendenza come una sfida ad ampliare la propria attività assicurando una risposta globale a tutte le esigenze di natura logistica. La loro strategia generale è quella di creare un ampio portafoglio di servizi e prodotti a valore aggiunto che riguardino tutti gli aspetti del trasporto, del magazzinaggio e della distribuzione terrestri, marittimi ed aerei. Alcuni osservatori si chiedono se i caricatori vogliano davvero acquistare una grossa fetta della loro logistica da uno o da una manciata di fornitori; i fornitori di logistica, peraltro, sicuramente affermeranno che la domanda c'è.

Sebbene le fusioni e le acquisizioni nel settore del trasporto aereo e terrestre si siano tendenzialmente guadagnate i titoli di testa negli ultimi i anni, anche i 3PLs stanno cercando di combinare le proprie attività di trasporto merci marittimo con maggiore determinazione rispetto agli altri propri servizi al fine di fornire servizi integrati. L'attenzione principale al momento sembra essere concentrata sul miglioramento dei servizi di trasporto merci marittimo, sull'assunzione di altro personale e sull'ammodernamento dei sistemi informatici.

Come responsabile del trasporto merci marittimo della DHL Danzas Air & Ocean, Andreas Boedeker ha posto con decisione l'attività di trasporto merci marittimo del 3PL nell'ambito delle strategie complessive della Rete Mondiale delle Poste Tedesche: "Alla DHL, crediamo fermamente nel valore dello one-stop shopping per i nostri clienti. La DHL fornisce soluzioni globali di trasporto e logistica che comprendono tutte le modalità di trasporto ed il trasporto merci marittimo svolge un ruolo importante nel contesto della catena delle forniture complessiva. Il nostro approccio è quello di capire le reali esigenze dei nostri clienti, fornire loro consigli eccellenti sulla base della nostra vasta esperienza nel settore del trasporto merci marittimo, essere un socio impegnato ed offrire alla nostra clientela una soluzione adatta alle loro necessità".

Nell'ambito del trasporto merci marittimo, la DHL non desidera assicurare solamente servizi tradizionali quali l'acquisto di capacità su vettori selezionati, lo sdoganamento e la documentazione, bensì anche servizi a valore aggiunto quali il tracking & tracing delle spedizioni. Insiste Boedeker: "Nella nostra qualità di uno dei principali fornitori di servizi di trasporto merci marittimo a livello globale, noi non ci prendiamo cura solo del flusso dei carichi, ma ci confrontiamo altresì con il flusso di informazioni. Ciò significa che non consideriamo il nostro lavoro un mero trasporto fisico di merci: è molto di più di questo. Noi miriamo altresì ad assicurare valore aggiuntivo alla comunicazione proattiva con i nostri clienti ed a condividere con loro importanti informazioni in ordine alle loro spedizioni".

Le attività-chiave per la DHL Danzas Air & Ocean nel 2005 comprenderanno l'aggiustamento dei suoi servizi FCL (carica a container completo) e LCL, così come le spedizioni di progetti industriali. Spiega Boedeker: "Un passo importante sarà costituito dalla nostra attuale rete LCL, che già oggi comprende già più di 35.000 possibili connessioni terminalistice nell'ambito di specifiche porte d'accesso. Quest'anno, la renderemo ancora più robusta aggiungendo nuove rotte dirette LCL".

Il rivale tedesco Schenker ha espresso un'opinione leggermente più prudente di quella della DHL rispetto alla domanda da parte dei caricatori di servizi logistici integrati "a fermata unica", dal momento che molti clienti compreranno ancora i suoi prodotti di trasporto merci marittimo come servizio a sé stante. "La nostra strategia è quella di essere migliore del mercato. Vogliamo essere nella lista dei più importanti spedizionieri e vogliamo dare valore ai clienti" ha dichiarato Draeger.

Ciononostante, prevede: "I clienti si sposteranno sempre di più verso una sola impresa. I clienti sceglieranno gente che possa offrire loro un numero maggiore di prodotti". Ciò riflette la strategia della Deutsche Bahn di ampliare la propria attività di trasporto merci al di là del trasporto ferroviario per mezzo della propria consociata di logistica e trasporti Stinnes. Nell'ambito della Stinnes, la Schenker si occupa del trasporto merci stradale, aereo, così come stipula contratti di logistica, mentre la Railion (in precedenza DB Cargo) effettua operazioni quale vettore ferroviario.

Con la sua lunga tradizione di organizzazioni nazionali assai autonome ed uffici di settore, la Schenker negli ultimi anni ha lavorato sodo per accentrare e standardizzare le proprie attività di trasporto merci marittimo. Maggiori responsabilità sono state attribuite al livello superiore, dato che adesso i due uffici regionali di trasporto merci marittimo ad Amburgo e Singapore sono stati delegati alla contrattazione delle tariffe con i vettori selezionati, mentre l'ufficio centrale di Essen gestisce la strategia complessiva e lo sviluppo dei prodotti. A seguito della propria strategia di accentramento, la Schenker adesso spedisce più del 50% dei propri 700.000 TEU annui con una dozzina circa di vettori marittimi, selezionati sulla base di criteri inerenti ai mercati ed alle regioni di operazione.

Il marchio capofila SCHENKERocean, dedicato alla spedizione marittima di prodotti porta a porta, che è stato introdotto a metà del 2004 allo scopo di fornire ai caricatori un'opportunità di scelta più trasparente mediante prodotti standardizzati, è adesso ben affermato, a detta di Draeger, sia a livello internazionale che tra i clienti. Nell'ambito di questa gamma di prodotti, la SCHENKERcomplete si occupa delle attività FCL, mentre la SCHENKERcombine movimenta le spedizioni di contenitori consolidate. La Schenker ha altresì creato una polizza di carico standardizzata a livello mondiale che incorpora tutte le nuove regole internazionali sulla sicurezza. La SCHENKERprojects, che si occupa dei trasporti eccezionali, delle merci generali non containerizzate e di altre attività, è diventata all'inizio del 2005 un distinto settore (accanto al mare ed all'aria) per la gestione del prodotto in risposta alla crescente domanda da parte dei settori del petrolio e dell'energia, ha detto Draeger.

Inoltre, la Schenker sta lavorando al miglioramento del proprio attuale sistema informatico per il trasporto merci marittimo ed aereo, il Salsa. Precisa Draeger: "Al momento, abbiamo parecchi sistemi diversi alla Schenker e dobbiamo creare un unico sistema per tutto il mondo". I primi clienti addetti al suo collaudo dovrebbero utilizzare il nuovo sistema nei prossimi mesi.

McGurin ha dichiarato che la Exel ha progetti ambiziosi per la crescita del proprio trasporto merci marittimo quest'anno: "La nostra intenzione è quella di crescere mediante soluzioni integrate da punto a punto. Noi offriamo servizi di catena delle forniture nel mercato del trasporto merci marittimo. Perciò, abbiamo bisogno di poter disporre di operazioni marittime di livello mondiale. Il trasporto merci marittimo può essere un prodotto ed è molto sensibile ai prezzi. Più sono i servizi che possiamo fornire, meglio è. Se qualcuno volesse servizi eccezionali, allora naturalmente forniremo senz'altro servizi di trasporto senza interruzioni. Ma in questo caso dipende dal prezzo e dalle relazioni. Vogliamo fornire di più ai nostri clienti. Assistiamo ad una chiara linea di tendenza verso servizi maggiormente complessi: certamente ciò avviene nel Regno Unito, un po' meno, per ora, nell'Europa continentale".

Le priorità quest'anno dovrebbero essere costituite dall'assunzione di personale adibito al trasporto merci marittimo e dallo sviluppo del prodotto. Continua McGurin: "Faremo crescere le nostre attività mettendo a disposizione grandi prodotti. Stiamo investendo in dirigenti di nuovi prodotti e dirigenti operativi, così come nei prodotti medesimi".

La Exel, che movimenta oltre 600.000 TEU all'anno, dispone di nove vettori marittimi preferiti e di altre 20 linee di navigazione con cui lavora a stretto contatto. Come altri dirigenti, McGurin non ha voluto rivelare i nomi dei principali vettori dello spedizioniere: "Tutti i nostri soci sono globali, ma, naturalmente, tra loro ci saranno esperti delle regioni coinvolte".

Quale esempio di servizi di trasporto merci marittimo a valore aggiunto, il direttore della Exel indica il proprio sistema informatico per i traffici asiatici, il Lognet, che offre ai clienti una migliore visibilità della catena delle forniture. Gli ordini di acquisto del cliente sono inseriti nel sistema, facendo sì che il personale della Exel copra l'Asia con una visione d'insieme dei futuri livelli delle scorte. Aggiunge: "Se si guarda al mercato Asia-Europa, allora si parla di una gestione del venditore. Si tratta di gestire le scorte e non di riempire i contenitori".

Anche la distribuzione interna dai porti ai centri di distribuzione rappresenta un settore importante, spiega McGurin. Nel Regno Unito, la Exel ha istituito una unità, la Servizi Gestione Consegna Contenitori, per gestire il flusso dei containers in entrata nei centri di distribuzione in tutto il paese. I box vengono prenotati direttamente sui camion cui sono stati subappaltati mediante connessioni informatiche tra il sistema interno della Exel e quelli delle società di trasporto. Ciò riduce il lavoro cartaceo, i tempi di immissione dei dati ed il pericolo di errori nelle procedure di prenotazione. Se si rispettano i tempi, questa operazione può essere trasferita in altri mercati. La Exel offre altresì ai clienti i dati relativi agli indicatori-chiave sulle prestazioni per i propri servizi di trasporto terrestre dai porti ai centri di distribuzione.

La Panalpina, con sede in Svizzera, malgrado la sua localizzazione nel cuore dell'Europa ha un diverso approccio strategico nei confronti dei suoi concorrenti mediante la specializzazione nei trasporti continentali e le attività logistiche correlate. Nel caso del trasporto terrestre, essa lavora con vari partners e sub-contraenti. Ciononostante, sostiene Eisenblatter: "Non vogliamo essere solo degli operatori nvocc (vettori comuni non operativi con navi) da porto a porto, ma desideriamo fornire servizi da porta a porta a valore aggiunto, con distribuzione successiva in tutta l'Europa. Vogliamo controllare l'intera catena". Lo spedizioniere si concentra in particolare su una manciata di settori-chiave, tra cui la produzione di automobili, l'alta tecnologia, la sanità, il petrolio e la benzina e le merci di consumo a movimentazione rapida (FMCs).

La Panalpina, che ha ridenominato la propria divisione trasporto merci marittimo da ASB-Sea in Panalpina Ocean Freight Management all'inizio del 2005, ha già accentrato alcuni anni fa la propria gestione del trasporto merci marittimo, approvvigionamenti compresi, e ha saldamente consolidato i propri flussi di trasporto merci.

Asserisce Eisenblatter: "Incrementeremo la nostra produttività attraverso un maggiore accentramento. Abbiamo una squadra che si occupa della distribuzione della capacità, tra cui i nostri 300.000 TEU all'anno dall'Asia". Mediante la sua Pantainer Express Line, lo spedizioniere funziona come uno nvocc che offre servizi da porta a porta sulla base di capacità ed accordi tariffari fissati ed a lungo termine con i principali vettori, nonché di accordi di noleggio spazi-containers per le prenotazioni a lungo termine.

Ai sensi della sua strategia di consolidamento del trasporto merci marittimo, la Panalpina intende consolidare quanti più volumi LCL possibili mediante la propria rete di hubs di trasporto merci marittimo in tutto il mondo. Questi ultimi sono già situati a Hong Kong, Amburgo, Brema, Anversa, Milano, Los Angeles, New York, Houston e Chicago. Al fine di far fronte ai crescenti volumi asiatici, lo spedizioniere sta adesso prendendo in considerazione l'istituzione di un ulteriore hub LCL "nella regione del Sud-est asiatico", secondo Eisenblatter.

Il mercato transpacifico è un altro centro di attenzione. Aggiunge infatti: "In questa regione, vorremmo incrementare la nostra quota di mercato FCL e, ad esempio, stiamo assumendo altro personale. Rafforzeremo altresì le nostre attività complessive negli Stati Uniti. Per il traffico LCL, investiremo in una rete nazionale allo scopo di avere un flusso senza soluzioni continuità. Parteciperemo ad associazioni in cui riteniamo di poter fare meglio le cose".

Alla luce delle dure critiche ai servizi spedizionieristici espressi dai caricatori nel corso di una recente indagine di Containerisation International, ai dirigenti è stato anche chiesto se ritenevano che queste opinioni fossero giustificate.

Draeger della Schenker ammette: "Sono stato un po' sorpreso da alcuni di tali commenti. Alla fine, la facoltà di scelta ce l'hanno i clienti. Se non sono soddisfatti di noi, possono abbandonarci. Ma noi stiamo crescendo più rapidamente del mercato, di modo che dovremmo riuscire a far fronte alle esigenze della clientela. Naturalmente, non siamo perfetti e, quando perdiamo un cliente, cerchiamo di analizzare che cosa è successo e di recuperarlo".

Eisenblatter della Panalpina ha reagito allo stesso modo: "Sono rimasto sorpreso quando ho letto che i caricatori pensano che i nostri servizi siano scarsi. Se l'indagine riflette il mercato, allora non va bene per il settore. Dal punto di vista della Panalpina, tuttavia, esso ci offre delle opportunità. Stiamo crescendo oltre la media e stiamo facendo complessivamente meglio del mercato. Perciò, i clienti devono essere contenti di noi, dei nostri servizi e dei nostri prezzi".

Boedeker della DHL Danzas Air & Ocean ha risposto: "Noi facciamo di tutto per capire le esigenze dei nostri clienti e facciamo molta attenzione nell'informarli con franchezza circa ciò che possono aspettarsi da una collaborazione con noi. Un servizio scarso non è necessariamente una nave in ritardo od un termine lasciato scadere. Un servizio scarso si verifica, piuttosto, quando non ci si accorge che si sta ricevendo ciò che si è pagato. Lo stesso può dirsi per un prezzo esagerato. Se un cliente ritiene che il prezzo sia troppo alto, allora vuol dire che non hanno ottenuto ciò che si aspettavano".

McGurin della Exel ammette: "In termini generali, i 3PLs hanno forse venduto troppo e consegnato poco in passato. Tradizionalmente, ci sono stati alcuni spedizionieri che hanno cercato di guadagnare quanti più soldi possibile. Ma noi consideriamo noi stessi in modo diverso, in ragione della nostre relazioni alla luce del sole. La Exel lavora assieme ai propri clienti per ridurre i costi logistici complessivi e traiamo vantaggio da ciò".

Alla domanda circa i progetti della Commissione Europea di riformare o vietare le conferenze di linea mediante l'abrogazione delle esenzioni in blocco - una questione politicamente calda per il 2005 - i grandi 3PLs hanno minimizzato il significato delle conferenze nel mercato odierno.

Afferma Eisenblaetter: "Noi supportiamo la ristrutturazione, poiché non ravvisiamo che le conferenze presentino alcun valore al momento attuale. Le conferenze di linea oggi non sono più come le conferenze di 10 anni fa. Il loro impatto odierno è più limitato, sebbene questo dipenda dal mercato specifico. Ad esempio, le tariffe alla volta dell'Asia sono crollate ed i vettori non riescono ad introdurre aumenti. Ci sono tantissimi operatori sul mercato e c'è molta trasparenza. Il potere di cui essi erano soliti disporre non esiste più".

Draeger della Schenker aggiunge: "Il mondo sta cambiando e le conferenze devono cambiare. Esse non sono più così chiuse come in passato. Anche nell'ambito di una conferenza, ci sono vettori che agiscono in modo indipendente. C'è ancora una stretta collaborazione, peraltro, in ordine alla capacità, alle partenze ed ai sovrapprezzi. Per quanto riguarda noi quale 3PL, possiamo vivere con le conferenze, ma possiamo anche vivere con una nuova struttura. Alla fine, ciò non comporterà conseguenze per noi".

McGurin della Exel commenta: "Le conferenze di linea sono importanti per la suddivisione dei carichi e presentano vantaggi per i clienti. Esse funzionano bene nell'assicurare una varietà di servizi. Peraltro, in termini di prezzi, non sono sicuro che le conferenze consentano la fissazione dei prezzi o la stabilizzazione del mercato. I prezzi sono decisi dalla domanda e dall'offerta ed il mercato stabilisce in prezzo".

Descrivendo l'argomento come "assai complesso", la DHL si è rifiutata di fare qualsivoglia dichiarazione in ordine alle conferenze di linea.

Un'altra questione scottante nel settore del trasporto merci marittimo è l'intensificazione della sicurezza, alla luce della minaccia terroristica a livello mondiale. In seguito all'introduzione del nuovo codice ISPS (codice Internazionale sulla Sicurezza delle Navi e delle Infrastrutture Portuali) l'estate scorsa, è stato altresì chiesto ai grossi 3PLs europei di riferire le proprie esperienze in ordine ai primi sei mesi della sua vigenza e, in particolare, in ordine ai sovrapprezzi ISPS.

Ha risposto Draeger: "Nessuno mette in dubbio la necessità di sicurezza. La questione è come ripartire i costi. Noi eravamo - e tuttora siamo - contro i sovrapprezzi ISPS: la sicurezza fa parte dei costi operativi dei vettori. Adesso, invece, dobbiamo trasferirli sui nostri clienti". Dato che i sovrapprezzi ISPS variano da 5 a 10 dollari USA per contenitore, a seconda della linea di navigazione, sta diventando sempre più difficile tenere sotto controllo tutti i diversi sovrapprezzi del trasporto merci marittimo" si è lamentato.

Dichiara Eisenblaetter: "Noi supportiamo l'idea ISPS perché essa incrementa la sicurezza. Tutte le parti devono fornire tempestivamente i dati e ciò ha contribuito a migliorare altresì la qualità del servizio. Si tratta di un effetto collaterale assai positivo".

Sebbene i sovrapprezzi ISPS siano stati adesso generalmente accettati dai clienti, egli ha criticato il loro livello: "A nostro giudizio, ognuno dovrebbe pagare la propria giusta quota. Abbiamo ragione di credere che i sovrapprezzi abbiano ecceduto i costi nei terminals".

Eisenblaetter, inoltre, non è contento nemmeno del modo in cui essi sono stati introdotti: "I vettori non hanno affrontato la questione in modo professionale. Ci sono stati momenti d'avvio diversi, livelli diversi e termini diversi. I vettori dovrebbero ammettere di non aver fatto un bel lavoro".

Boedeker della DHL aggiunge: "Sin dall'inizio, abbiamo soddisfatto i nuovi standard ed abbiamo allineato di conseguenza le nostre operazioni. Non vi è dubbio, però, che il nostro adeguamento nel seguire rigorosamente le nuove regole ISPS nel giro di un periodo di tempo determinato ha comportato ulteriori costi procedurali per noi, così come per altri vettori ed operatori terminalistici".

In un modo o nell'altro, sembra che i principali agenti logistici europei debbano ancora fare molto nell'arena globale.
